Kidnapped boy rescued

The North East district police today recovered a kidnapped boy Noor Mohammad, 22 and arrested Jakir alias Raju and Javed in this connection. Noor was reported kidnapped on March 23 and a case of kidnapping was lodged at the Welcome police station.

With the arrest of Nadeem, 21and Afzal, 22, both residents of Kassab Mohalla, Khurja, UP, the South Delhi police today claimed to have solved a daylight robbery committed on March 10, 2008.

Olympic qualifiers to get coaching

Delhi Chief Minister Sheila Dikshit today announced that the Delhi government would provide special coaching as well as diet to Yogeshwar Dutt, Sushil Kumar and Neha Aggarwal, the three Delhi players who have qualified for the upcoming Beijing Olympics in August this year. The Chief Minister today met the three players at Old Secretariat and conveyed her best wishes and expressed confidence that they will play for nation’s pride. The players have won gold and bronze medals in the Senior Asian Wrestling and Badminton Championship at Korea and Hong Kong recently.

Gurgaon water supply to be normal today

Gurgaon, March 25
The wait of Gurgaon residents of water would hopefully be over by tomorrow.The district administration claims that all areas of the city will get regular water supply by Wednesday evening.

Claiming this here today, deputy commissioner Rakesh Gupta said that the repair work on the Gurgaon water channel is almost complete. He said that the water in small quantity would be discharged from this channel from Tuesday night so that the repaired portion of the channel did not collapse due to pressure of water on it. This water will be stored in water treatment plant at Basai from where it will be supplied to all parts of the city from Wednesday evening. Till then the consumers of affected areas will have to rely on water tankers.

The deputy commissioner appealed the general public not to waste water and use it judiciously. He warned that if any person was found selling water on higher rates, stern action would be taken against the guilty. He urged public to lodge a complaint against such persons in the control room or his office.

He said that the distrcit administration has made elaborate arrangements to supply water in affected areas and 400 tankers from neighboring districts and the Army have been requisitioned for this purpose. Gupta told that the worst affected areas were western part of the city.

According to the deputy commissioner 30 per cent of the area of Gurgaon city was fed by tubewells and 70 per cent by the channel water. Supply in the tubewell -fed areas was regular as before and the channel -fed areas had to depend on the water tankers.

Gupta revealed that four control rooms have been set up by the administration where the consumers can contact for their water related problems. The control room for the Municipal Council area was in the billing office of the Public Health in New Colony and its phone number is 0124-2220111. Similarly, the control room for estate officer (1) has been set up in its office and its phone number is 0124-2321253, for estate officer (2) area the control room phone number is 0124-2571346 and for entire HUDA area, control room in HUDA complex of Sector 14 with phone number 0124-3254425. These control rooms would remain operational from 7.00 AM to 8.00 PM during the crisis period.

The deputy commissioner said that in case of acute shortage of water, the consumers can contact B.S. Singroha, SE Water Supply and Sanitation Department on his mobile no. 98104466056, S.K. Kharab SE HUDA at phone no. 9868947880 and S.K. Sachdeva SE HUDA at his no. 9811810538 for areas allocated to them for supplying drinking water.

ASHA volunteers finish training

Delhi Chief Minister Sheila Dikshit today exhorted accredited social health activist (ASHA) volunteers to provide a link between the community and health services.

Dikshit was addressing the first batch of ASHA volunteers who have completed first modular training of 11 days. The volunteers were presented ASHA basic kit with IEC material, diary and some basic medicines.

ASHA is a scheme under the Delhi state health mission funded by the state government, under which a woman resident of a cluster of approximately 400 households is selected and given a basic training about positive health, healthcare system and related issues. She is preferably a married woman between 25 to 45 years of age and at least 8th standard pass. The scheme strives to provide a vital link between the community and the existing health services. It aims to make people aware of health and healthcare providing agencies and functionaries and also make the existing facilities more responsive to those who seek healthcare. It also aims at initiating local health planning.  

Dikshit asked the volunteers to function as mother and sister to the 400 families, which they are going to cater. She instructed the concerned department to provide these volunteers a free hand to enable them to actively render substantial contribution. She also assured them that their incentive would be enhanced after due evaluation of their work. She further stated that in order to enhance the coverage of the scheme, the number of ASHA volunteers would soon be increased from 2300 to 4000. Delhi health minister Yoganand Shastri exhorted them to take up the mission as a challenge. Principal secretary (health) Vivek Rae and principal secretary to CM PK Tripathi were also present. The various activities under ASHA include basic survey of 400 households, identifying all immunised /partially immunised children and facilitating their complete immunisation, identifying all pregnant women and facilitating their access to antenatal/institutional delivery/post natal care, identifying cataract cases and getting them operated, identifying suspected TB cases and following up, helping in removing vector breeding places, acting as a depot holder for ORS and common medicines and identifying and following up of malnourished children.

Ignorance surrounds cervical cancer

A 49-year-old Delhi housewife complained of abnormal vaginal bleeding and pelvic pain. Her PAP examination showed signs of Human Papilloma Virus (HPV) infection, stage -II cervical cancer.

She survived because of an early detection. However, there are thousands who lose their lives every year to the disease because of ignorance, say experts.

“After breast cancer, cervical cancer is the second largest cancer diagnosed in women with over 100 new patients treated in the hospital every year,” says Dr Amit Bhargava, senior oncologist at Max Healthcare. The women above 40, that too from lower and middle-class strata, are more vulnerable.

The Human Papilloma Virus (HPV) results in the growth of abnormal cells in the cervix. The HPV virus is a skin virus, which causes genital warts. Sexual intercourse with multiple partners and unhygienic conditions trigger the spread of deadly virus, whereas smoking aggravates the problem.

What makes the cancer perilous is the fact that it is completely asymptomatic in the early stages and becomes incurable in the later stages. Ironically, the few symptoms which do appear are ignored by the majority of women, taking them to be post-menstrual symptoms or ovulation pains.

“Abnormal vaginal bleeding, heavy menstrual discharge and pelvic pain should not be ignored by women especially over 40 years of age,” advises Dr Bhargava. Women should immediately opt for a PAP screening as soon as they complain of the above-mentioned symptoms, he adds.

Patients up to stage-III cervical cancer have strong chances of survival, where the treatment varies from surgery, chemotherapy and radiotherapy, depending on the spread of virus in the cervical region.

Free health mela

Election budget: Mukhi

The estimated Delhi budget 2008-2009 tabled by the finance minister is an election budget. This is against farmers and villagers, said leader of opposition in Delhi assembly, Professor Jagdish Mukhi.

He said the budget estimate of Rs 20200 is a false claim of the Congress government. Actually, the Planning Board has earmarked Rs 9000 crore for the year 2008-2009. Sectorwise allocation was made accordingly. In 2007-2008, plan size was also Rs 9000 crore. Plan for 2008-2009 also includes Rs 1050 crore for Commonwealth Games.

In real terms, plan size for the year 2008-2009 goes down by Rs 1600 crore that shows 20 per cent negative growth. But the finance minister is least bothered about it, Mukhi said.

Criticising the budget estimates, Mukhi said that Delhi is an urban state. In comparison to other states, non-plan outlay in Delhi is less. During the BJP government, it was only 45 per cent. Since the Congress has taken over the helm of affairs in the state, it has gone from 55 per cent to 70 per cent.

The finance minister has allocated Rs 15.9 crore to agriculture and allied services in comparison to last year when it was Rs 22.80 crore, for urban development Rs. 182.30 crore and last year it was 186.53 crore. Besides, this government allocated Rs 3 crore for small watering that is Rs 17 crore less than last year, flood control Rs 33 crore which is also Rs 15 crore less than last year. Likewise technical education, health and nutrition sectors were also allocated less amount in comparison to last year.

Budget ignores traders: CAIT

The Confederation of All India traders (CAIT) has expressed dismay over ignoring the trading community in the Delhi budget.

The CAIT while welcoming the deceleration of lower rate of VAT on locks, weight and measures and other items has regretted that the budget has failed to streamline the tax administration. It has not initiated remedial measures required for multiple problems based by trading community in VAT taxation system.

The CAIT further said that migration of Delhi business to other adjoining states particularly UP on account of lower rate of VAT on several commodities has gone unchecked in the budget.

CAIT secretary general Praveen Khandelwal said that no efforts have been made in the budget to adopt the administrative reforms.

Sanskrit paper toughest, feel students

The Class X Board students were visibly upset last week due to what appears to be the toughest paper to date, the Sanskrit paper.

Both students and teachers were unhappy with the CBSE for setting a hard question paper.

According to students, the paper was comparatively more difficult than the previous year.

“The questions in section B were quite tough, especially question 4, which carried 10 marks, also the questions in section C-Qs 3 and 8 were very difficult. I have worked hard but am not satisfied with the paper at all,” claimed one student.

Teachers and tutors seemed to be more worried than students as they found the examination paper lengthy and difficult to complete.

Parents have also expressed their fears on the paper, “The Sanskrit paper is supposed to be scoring and the CBSE has made the paper tough this year.”

Further parents feel that the French and other optional papers were easier.

VCs of 4 Pak varsities visit Jamia

Vice-chancellors of four Pakistan universities visited Jamia Millia Islamia University today. The four-member delegation led by Lahore University of Engineering and Technology vice-chancellor Mohammad Akram Khan met with Jamia vice-chancellor Mushirul Hassan and the senior teaching staff.

Rakshanda Jalil, the Jamia spokeswoman said, “We discussed several avenues of mutual cooperation between universities in India and Pakistan. A number of exchange programmes can be worked out for both students and faculty. We also looked into faculty going there and teaching for short periods. Another area that can be worked on is organizing workshops for students in both nations. This kind of an exchange and collaboration holds a lot of promise.”

The delegation comprised Lt Gen (retd) Mohammad Akram Khan, vice-chancellor, University of Engineering and Technology, Lahore; Prof A Q K Rajput, vice-chancellor, Mehran University of Engineering & Technology; S. Imtiaz Husain Gilani, vice-chancellor, University of Engineering & Technology, Peshawar; and Dr Khalid Aftab, vice-chancellor, Government College University.

Earlier, during a visit to Pakistan, Prof Hassan had signed MoUs with University of Sargodha, Government College University ,Faisalabad and GC University, Lahore.

According to the terms of these MoUs, JMI will engage in areas of academic cooperation with the three universities such as organization of seminars, technical conferences, workshops, etc; help each other in acquiring and distributing academic publications; train researchers, area specialists; assist each other in collaborative research etc, among other things.

The All India Democratic Women Association (AIDWA) has urged the Delhi government to appeal to the High Court to strike down the comment made by additional sessions judge R.K.Shastri while pronouncing the punishment to former IPS officer R.K Sharma in the Shivani Bhatnagar murder case. “It is an indication of the falling standards of the judiciary that a high ranking police officer who misused his office to cold bloodedly plan and execute the murder of a young woman should be described as an “asset to the nation.”

On the contrary if a officer duty bound to act as a custodian of law commits such a gruesome criminal act, the dimension of the crime gets increased,” AIDWA press note stated.

The comments, extraneous to the case, should not be allowed to be used to grant any form of reprieve to R K Sharma on that account by the executive.

Houses, offices looted during Holi

The robbers and miscreants appear to have been working overtime at Holi in Greater Noida as padlocks of many houses and even government offices in rural areas were broken and cash was looted.

Houses of many people who had gone to their villages during the festival of colours were targeted.

The bandits removed the iron grill of a house and decamped with cash and jewellery when the family had gone to their village for celebrating Holi. Rajiv Parmar, resident of Bita-I E Block, had gone to Javer on March 21. After his return on Monday, he found the lock of his house broken and house ransacked. A sum of Rs 10,000 and gold, silver ornaments and valuables worth Rs 20,000 were found missing. In some houses, sanitary fittings, fans, etc were removed by the intruders.

Narinder of Gama-I had also a similar tale to narrate. He and his three friends had gone out on Saturday to celebrate Holi when their house was ransacked. The thieves had removed the grill to enter the house.

Residents said all such robberies take place in spite of the fact that security guards normally man all entry and exit points.

The thieves also ransacked a primary health centre in Mandi Shyam Nagar on Friday night. The intruders decamped with cash etc from the health centre and Nagar Panchayat office in Bilaspur. Dr Jagvir Yadav and Nagar Panchayat in-charge Mukta Singh have lodged written reports with the police.

Four killed in accidents

Four persons, including a woman, were killed in accidents in Ghaziabad. Besides, an unemployed youth jumped in front of a running train.

Kamla, 22, wife of Deepak, a resident of Meerut Road industrial area, was run over by a train near Ghaziabad railway station. Kamla was crossing the railway track when she was run over by Delhi-Meerut passenger train.

Om Vir and his son Pradeep of Dadri who were admitted to district hospital after their bike was hit by a vehicle near Badalpur police post succumbed to their injuries during treatment on Monday.

Another youth Dinesh Mandal had come to meet his brother, Mahesh on Holi day. He returned home injured. He was rushed to a hospital where he succumbed to his injuries.

Another unidentified accident victim was rushed to a hospital by police, where he died after a short time.

A young boy shot dead by some criminals in Vijay Nagar police area has been identified as Govinda, son of Kuldip of Bhim Nagar Colony. He had gone out to play Holi when he was shot dead in firing by some criminals.

Kidnapped boy rescued

The North East district police today recovered a kidnapped boy Noor Mohammad, 22 and arrested Jakir alias Raju and Javed in this connection. Noor was reported kidnapped on March 23 and a case of kidnapping was lodged at the Welcome police station.

The case was registered by Noor’s relative Hasim Ali, a resident of Bhajan Pura.

Ali informed police that Noor, who works at a jean factory in Welcome, had been kidnapped and the callers were demanding a ransom of Rs 2 lakh at Hanuman Mandir, Loni.

Ali then arranged the money and along with his relatives Mustakeem and Nasir reached Hanuman Mandir. On reaching there, Nasir called the number from which he had received the ransom call and he was asked to come at a nearby Banana’s godown. When he reached there, a boy told him that he would come with the kidnapped boy after 10 minutes, but nobody came back. Nasir, again called up the same number and the kidnappers told him to come at Kabristan Pulia, Welcome.

A police team led by inspector SBS Yadav, SHO, Welcome police station covered the marked area and detected the call being made from a STD booth where a boy was present. The boy was apprehended but on seeing his arrest, his associate who was present nearby, fled away.

The nabbed boy was identified as Jakir alias Raju, a resident of Janta Colony, Welcome. He disclosed that he along with his associates Javed alias Guddu, a resident of Kabootar Market, Welcome along with Faiyyaz and Rizwan had kidnapped Noor.

He also disclosed that they had confined the kidnapped boy in a house at Janta Colony, Welcome but that his associates might have taken away the boy to Javed’s house at Loni. However, Javed was nabbed.

Robbery case solved

With the arrest of Nadeem, 21and Afzal, 22, both residents of Kassab Mohalla, Khurja, UP, the South Delhi police today claimed to have solved a daylight robbery committed on March 10, 2008.

Rupees 5.5 lakh was robbed from Jignesh Jayanti Lal, an employee of Abdul Rashid, a trader of fruits and vegetables at Okhla Mandi at Capt. Gaur Marg at around 2 p.m..

The incident took place when Jignesh was going to bank to deposit the money.

The robbers, who were riding a motorcycle, stopped in front of the TSR, hired by Jignesh. Thereafter, the robber who was on the pillion seat, got down and threw chilly powder into the eyes of the victim and after robbing the moneybag decamped towards Lajpat Nagar.

During inquiries and investigation of the case, it was learnt that Nadeem, a ruffian of Khurja (UP), who was expert in performing motorcycle stunts, was seen in Mandi area alongwith another ruffian Afzal. It was also learnt that the two were not seen at the places frequented by them since the day of the incident.

After sustained investigation and subsequent raids, Nadeem was arrested from ISBT, Anand Vihar, whereas Afzal was arrested from Kassab Mohalla, Khurja (UP).

The accused disclosed that they wanted to make quick money to live a luxurious life and impress their girlfriends.

Nadeem was an expert in performing motorcycle stunts and so they used his expertise in committing the robbery.

The robbed money has been recovered at their instance.

Further investigation of the case is going on and efforts are being made to ascertain their other involvements.
