No separate HC for state: Bhardwaj
Jhajjar, March 6 V.P. Bishnoi took over as the first District and Sessions Judge of Jhajjar today itself. The judicial complex was inaugurated by the Chief Justice of the Punjab and Haryana High Court, Justice Vijender Jain, while union minister for law and justice H.R. Bhardwaj presided over the ceremony. Haryana Chief Minister Bhupinder Singh Hooda and Justice H.S. Bhalla of the Punjab and Haryana High Court, who is also the Administrative Judge for Sessions Division, Rohtak, also addressed the gathering. Bhardwaj, however, made a “faux pas” during his presidential address. He shocked the gathering by virtually ruling out the possibility of a separate high court for Haryana. “Where is the need for a separate HC,” he questioned, adding that increasing the number of judges in the Punjab and Haryana High Court would suffice. Addressing the gathering on the occasion, the Chief Minister pointed out that judicial complexes had already been constructed in 18 of the 20 districts in the state and work on these was in full swing at Panipat and Mewat. “The state government will spend nearly Rs 30 crore on setting up of more judicial complexes - mostly at subdivisional headquarters - during the next financial year,” he added. |
Muslims show exemplary gesture
Yamunanagar, March 6 With this, the tensions prevailing in the village for the past few days eased off. Now a wall will be raised which will tell the mosque land from the land on which Nishan Sahib has been established. A meeting of the prominent members of the two communities was held in the mosque amid tensions. After a four-hour meeting, members of the Muslim community took an initiative and agreed to give up claim on the piece of the land on which the symbol sacred to Sikhs stood. They committed the same on paper. Baldev Singh Kayampuri, member of the Shiromani Gurdwara Parbandhak Committee from Haryana, said the Muslims demanded that no harm should be done to the mosque and the Sikh community ensured them. Hafiz of the mosque Iqbal was appointed imam of the mosque. Mohd Mashruf, Jahid Khan, Mohd Iqbal and Maqsood Ali and others represented the Muslim community in the meeting. The land belonged to the Waqaf Board and Muslims would take up the paper work regarding their commitment with the board. Kyampuri claimed that he used his connections with senior Muslim leaders to solve out the issue. As per the agreement reached today, the Sikhs would construct a room or hall in which they would shift the articles they had kept on the premises of the mosque. The mosque was lying vacant for the past six decades, said locals. When members of the Muslim community came to know about the Nishan Sahib, they started performing prayers at the mosque. Sources said Muslim leaders from Deobandh, Uttar Pradesh, had also reached the village. The police was deployed in the village to ward off any untoward incident. A meeting of the members of the two communities was to be held at Farkpur police station yesterday to solve the matter but the meeting did not take place. |
Female Foeticide
Hansi, March 6 The duo was here for the foundation stone-laying ceremony of a Rs 2.80 crore judicial complex spread over 13 acres. When it came to making speeches, both Hooda and the Chief Justice chose to dwell on female foeticide. Hooda said the evil could be eradicated only by launching a mass awakening campaign not only in the state but in the entire country. He said enacting laws and devising different schemes would not wipe out the evil from society. A sustained mass awareness campaign was the need of the hour, he said. He said the government and the judiciary’s joint campaign had already begun to show results and reports from several districts showed that the sex ratio was improving. However, he said this was just the beginning and a lot needed to be done. The Chief Justice said women could not be empowered in a society that practised female foeticide. He emphasised that law alone could not end this menace. Instead, strict implementation of law and creating mass awareness on this issue could help eradicate the evil. He said all sections of society must get united on this issue and contribute their mite to making the mass awakening movement a success. The Chief Minister announced a grant of Rs 5 lakh to the local Bar Association. |
Smart card process under way
Sirsa, March 6 The scheme envisages the issuance of smart cards to all families of the district and these cards will enable the residents to purchase commodities from any fair price shop run by the government. The scheme, once implemented, would strengthen the public distribution system in the district. V. Umashankar, deputy commissioner, Sirsa, told The Tribune that initially cards, named entitle cards (EC), had been issued against all ration cards in the district. The ECs had been prepared in line with ATM cards of the banks. The district authorities have sent these cards to the state headquarters for approval and these would soon be distributed among the ration card holders soon after getting the approval. Smart card machines will be installed by the food and supplies department for stamping of cards while purchasing commodities. These cards will be used like ATM cards and each consumer will have his or her unique password so that these are not misused if lost or stolen. |
Panipat readies for health cover scheme
Panipat, March 6 Deputy commissioner Mahender Kumar said here yesterday that the beneficiaries would be issued smart cards latest by June. He said the final list of BPL families would be finalised soon in the district. Under the scheme, a family of five - parents and their three children - will be covered. The medical insurance scheme will cover a family unit for Rs 30,000 each per year against 600 diseases, said Panipat ADC Amit Aggarwal, also the nodal officer of the project. The union government will pay the annual premium amount of Rs 750 to ICICI Lombard for all beneficiaries, he added. To educate the officials, the administration yesterday arranged a special training programme and also deputed key officials for the task. The deputy commissioner said the BPL survey was in the last phase and all appeals would be decided by March 19. He said a panel of government and private hospitals would be enlisted to enable the beneficiaries avail of the medical facilities. An electronic chip in the card will contain the photographs of the beneficiaries. The patient will also get the fare, a maximum of Rs 100 per trip limited to Rs 1,000 per year. |
Kidwai releases books by cop
Chandigarh, March 6 Kidwai was speaking after releasing two books, “Rights Based Policing: A Police Diary” and “Avaantar” (Hindi), written by a senior police officer of the state, K.P. Singh, here. He said the overall image of the Indian police was excellent but a few cases of custodial death and fake encounters had dented the image of the force. Congratulating the author, Kidwai said he had written on technical subjects in a popular style so that the interest of readers was maintained till the end. Newspapers and magazines should encourage such authors by publishing their articles. Singh, an IPS officer of the 1985 batch, had earlier written seven books on subjects varying from female foeticide to police training and human rights. Some of his books have been awarded by various organisations like the National Human Rights Commission and the Haryana Sahitya Academy. |
Budget now on March 18
Chandigarh, March 6 According to the revised programme, the Budget will be presented on March 18. The Chief Minister’s reply to the debate on the Governor’s Address is listed for March 17 and the legislative business, to be taken up on the last day of the session, is listed for March 28. In the first tentative programme, the Chief Minister’s reply to debate and the presentation of the Budget were listed for the same day, March 14. The government has now decided to break up these two important events and hold them on different days. The revised programme also has three days for non-official business instead of the two listed in the first tentative programme. The date of commencement of the House, approved by the Council of Ministers, was earlier changed and the date was advanced to March 7 from March 13. Only two Bills are listed in the revised programme for presentation. One is the Haryana Evacuee Properties (Management and Disposal) Bill. This Bill is proposed to enable the state government handle about 10,500 acres originally belonging to people affected by the Partition. A union government Act governing these properties was repealed last year. The second Bill listed in the programme is the Haryana Legislative Assembly (Allowances and Pension of Members) Amendment Bill. This Bill is introduced to increase the pension of MLAs who have remained a member of the Assembly for more than five years. The remaining four Bills listed in the revised programme have been already promulgated as ordinances. These are the Legislature (Prevention and Disqualification) Amendment Bill, the Haryana Special Economic Zone (Amendment) Bill, the Punjab Agricultural Produce Markets (Haryana Amendment) Bill and the Haryana Compulsory Registration of Marriages Bill. The CAG’s reports for the year ending March 31, 2007, have been listed for tabling in the House. |

‘Ensure poor’s participation for economic growth’
Sirsa, March 6 Inaugurating the conference, Prof Brock Dykeman, dean, international education, and director, MBA, MU British Columbia, said while China had a higher growth rate due to inspirational culture and overall participation of the common masses, lack of participation of all sections of society in India had caused disparities among various sections. He said the Indian economy should adopt such policies that ensure the fullest cooperation and participation of the poorest of the poor to make India an economic superpower. Dr Kuldip Singh Dhindsa, director-general of JCD Vidyapeeth lamented that despite a high growth rate of the Indian economy, farmers and downtrodden class were still suffering from abject poverty. He said though the Indian economy had moved decisively to a higher growth rate of 8.7 per cent, this meant little to the vast majority of the poor as benefits of growth were yet to reach the grass root level. The basic objective of economic planning should be to improve the quality of life of a common man, he added. Prof H.L. Verma, Dr V.P. Gupta, Dr Kuldip Singh and several other management teachers were present on the occasion. |
Dy CM bereaved
Panchkula, March 6 Mohit, who was suffering from a disease called muscle dystrophy, was shifted to Fortis hospital,
Mohali, when he developed a complication, but he died shortly after admission, said family sources. The cremation will be held tomorrow at Ramgarh at 10

High-tension wire turns fatal for peacocks
Rewari, March 6 Over 20 peacocks, which incidentally touched the HT wire, had been reportedly electrocuted in the villages in the past one week. One more peacock perished after it got entangled in the wire on Tuesday. Elders of the village said the village panchayat had earlier sent a resolution to DHBVN officials requesting them to either lay the HT line along the periphery of the villages or use covered cable instead of wire, which is not insulated, but it was deplorable that their request went unheeded. They also said if the authorities continued to ignore their plea, the HT line hanging over rooftops could prove disastrous for their children as well. |

Fatehabad, March 6 Bhadoo was seen digging earth with a spade for over half an hour in Bighar village for the repair of a road and painting the walls of a waterworks at Bhattu Kalan. He was accompanied by Sandeep Bishnoi, son of parliamentary secretary Dura Ram, and a large number of volunteers and Congress leaders. Bhadoo and his team of volunteers also did physical labour at Pili Mandori, where they levelled the school ground. In Nakhatia village, they performed kar sewa in the village gurdwara; in Bhirdana they did repair work on a street; and at Fatehabad town improved the condition of Udham Singh Park. |
Retired SDO among 3 jailed
Fatehabad, March 6 The state vigilance bureau (SVB) had registered a case against Ved Parkash, a retired SDO, Ghanshyam Dass, a junior engineer, and Ram Pal, a clerk, on the complaint of farmer Ram Parkash. The complainant had alleged that he had applied for an electricity connection for his tubewell in Boha village on April 15, 1998. All three accused were posted in the Ratia subdivision office of the DHBVN at that time. When he did not get his connection as per his seniority number in the list of applicants, he went to the office of the accused. He found that his electricity connection had been issued to another farmer Om Parkash of Badalgarh village after receiving a bribe of Rs 85,000 from him. The SVD investigated the matter and after finding the allegations prima facie reliable lodged an FIR against the accused. |

Tourism dept to launch online booking
Chandigarh, March 6 Confirming this, minister of state for tourism Kiran Chaudhary said online booking would be available through a payment gateway for which tenders had already been floated by the department. “The process is in the final stages and a contract with the bank will be in place by the next week. The NIC has prepared the website and will coordinate with the bank chosen for the payment gateway,” secretary, Tourism, Keshni Anand Arora said. The project of online booking has been initiated following the approval of a Rs-6 crore IT plan for the department. “In the first and second phase of the plan we intend to start with online booking as there has been a persistent demand for it. We will also computerise the working at all complexes,” she said. Under the plan, the hotel management software, which provided for computerised billing and internal working at the complexes, was operational in six complexes, including Red Bishop in Panchkula and Raj Hans in Faridabad. “Subsequently, we will extend it to all complexes,” she explained. The move is being seen as yet another step to boost the tourism sector in the state. The department has already received a sum of Rs 23 crore from the Government of India for the beautification, water augmentation plan in Hodal and Dahuhera besides getting a go-ahead for starting eco-tourism projects in Kalesar in Yamunanagar, Hodal, Sultanpur in Gurgaon and Tikkar Tal in Morni. |

DAV college girls hold protest
Yamunanagar, March 6 However, a member of the hostel committee said there was no strike in the college. He said the girls had a few complaints, which would be put before the principal tomorrow. Sources said on the conclusion of the academic session, a “hawan” was performed in the college, but several girls could not attend it. The college then imposed a fine of Rs 500 on each of them and an additional fine of Rs 100 for leaving the hostel on the day of the “hawan”. There are about 400 girls in the hostel. |

Yamunanagar, March 6 The woman was admitted to the Civil Hospital here with injuries on the rear of neck. The accused, Jaideep, a graduate, is a divorcee and father of a 12-year-old boy. He was unemployed for the past 10 years. His father, J.L. Lamba, had retired as an SDO from the Haryana irrigation department. According to information, Jaideep reached the house at around 6 pm and said he was going to thrash one of his acquaintances. When his mother Vinod tried to pacify him, he allegedly hit her on head. He also thrashed his son. |

Widow found murdered
Yamunanagar, March 6 There were no clothes on the body and the police suspected that it was a case of rape and murder. The body was noticed by his son at around 7 pm. However, a postmortem examination, which would be conducted tomorrow, would confirm rape, said a police official. Superintendent of police Dr C.S. Rao and DSP Ram Chander had reached the spot. The deceased had injuries on her head and a baton with marks of blood was found lying along the body. Preliminary investigations revealed that Raj Rani, a resident of Rampur, Uttar Pradesh, had come to the area about six months ago and was living with her 25-year-old son Sant Ram. She used to sell vegetables. Her another son lives in Rampur. |
SP reconstitutes state unit
Faridabad, March 6 The new office-bearers are president Saroj Yadav (Rewari), vice-president Ashok Chaudhary (Hisar), general secretary Surdender Singh Bhati (Faridabad) and treasurer Bijender Singh Lamba (Dadri). Tausib Khan, Raj Kumar Nagar, Jaivir Swami, Krishan Aggarwal and Satish Raia have been made the secretaries. The other four members, who have been appointed in the state executive committee, are Rattan Singh Gheemaan, Devender Singh, Yash Arora and Maha Singh. Mehboob Hassan has been made the chairperson of the state unit of the minority cell and Lachchi Ram as head of the Scheduled Caste cell. Releasing the list here, Bhati said all district units would be reconstituted within two months. |
Purse Snatching
Yamunanagar, March 6 The accused, who have been identified as Aanchal and Pramod, are cousins and belong to financially sound families from Sabapur village. The duo had stolen Geeta Sharma’s purse on Monday. Ratna Sharma, Geeta’s sister, had chased the duo, following which they had left the bike and fled. The police had impounded the bike, which led to their arrest. After the arrest, they told the police that they had spent the fee money and had snatched the purse so that they could deposit the fee. The father of one of the arrested students is one of the biggest plywood traders and that of the other is an influential landlord. They will be presented in a court tomorrow. Meanwhile, the forest official, who was yesterday arrested by the state vigilance bureau, Kartar Singh, was today sent to a 14-day judicial remand. |
