The Sarv Shiksha Abhiyan (SSA) scam of this district in which district coordinator, SSA-cum-DEEO, Kaithal, Ram Kumar Beniwal had admitted getting a commission of Rs 10 lakh on the purchases from different sources and, subsequently, Rs 10 lakh was deposited in the District Red Cross fund, took a new turn when the police registered a case under Sections 7,11, 49 and 88 of the Prevention of Corruption Act against the DEEO and Suresh Kumar,a clerk working under the SSA, last night. The police registered the case on a complaint lodged by city magistrate Baljeet Singh on the behalf of deputy commissioner Rajinder Kataria.The letter was written to SP Navdeep Singh Virk to register a case against the district coordinator and the clerk.

Earlier, yesterday, in a hurriedly summoned press conference, the DC Kataria told mediapersons that a letter had been written to the SSP, Kaithal, requesting him to register a case against Beniwal and his subordinate under the appropriate sections for the offence committed by them. He said he had also written to the state government for appropriate departmental action against these officials .

The DC said till now the matter was being enquired and when he himself got satisfied that the registration of an FIR was needed, he wrote to the SSP.

Kataria said the amount of Rs 10 lakh was deposited in the Red Cross funds as ‘guptdan’ out of which Rs 6 lakh was deposited on April 1 and Rs 4 lakh on April 4 . He said when he enquired from the secretary, Red Cross, about the donor, he confirmed in writing vide letter No. 2007 \ RCS KTL \ 110 dated 13. 4.2007 that Beniwal was the donor and as he did not want to be identified he made this donation as ‘guptdan’.

Replying to queries by mediapersons, Kataria said, according to preliminary inquiry, it had come to light that articles of different kind, including medical and science models , charts , calendars , maps and science kits amounting to Rs 40 lakh approximately, had been purchased . He said the further probe might reveal more information. He said the articles were supplied by Central Cooperative Store, Ambala, Haryana Khadi and Village Industries Board, Chandigarh.

The scam came to light when on March 31 when Sanjeev Verma, ADC in charge, SSA, while examining rates of certain articles purchased under the SSA scheme objected to higher rates paid to suppliers.

Meanwhile, it is learnt, Beniwal has already proceeded on leave. According to sources, he got wind that he may be booked in some case, so he is trying to get anticipatory bail from the court.

Board changes books after classes begin

The sudden decision of the Haryana Board of School Education (HBSE), Bhiwani, to change the textbooks of the classes VI, VIII and IX has caused a lot of inconvenience to parents, besides resulting in heavy losses to booksellers.

The non-availability of newly introduced books is adding to their woes. The new session started on April 1. Most of the parents started purchasing books soon after admission of their wards.

The board suddenly published a notice in newspapers earlier this week, announcing its decision to change textbooks of these classes.

Parents of students of class VI, who had purchased English textbooks “Modern English Reader”, “The Pathway” and “Modern English Workbook” as per the earlier syllabus were shocked to learn that now they will have to purchase “Honey Suckle” and “A Pact with the Sun” books under the changed syllabus.

Similarly, the textbooks for other subjects of class VI and classes VIII and IX have also been changed.

Booksellers rue that the untimely decision of the board has resulted in heavy financial losses to them. They say they have to purchase books from the government sales depots against cash payment on non-returnable basis.

As the parents start purchasing textbooks for their wards immediately after admission, the booksellers start storing books from February onwards.

They allege that the government depots have been selling old books till recently, though the board must have made up its mind to change the syllabus much in advance.

Meanwhile, the board has also said that only textbooks published by the HBSE would be acceptable while the similar books of same title published by the National Council of Educational Research and Training (NCERT) were not valid.

While the NCERT books are available in the market, there is no news when the books published by the HSEB would reach the government depots.

The booksellers have demanded replacement of the books purchased by them or refund of money as many wholesalers have old books worth lakhs of rupees on their shelves.

Teachers allege harassment

Due to a wrong order circulated by the local district education officer, over 24 lecturers working in various government schools of the district rushed to Panchkula yesterday to participate in a meeting on direct to home (DTH) system to be set up in schools only to find that there was no such meeting.

The faux pas caused a lot of inconvenience to the teachers and resulted in monetary loss to them besides loss of a working day for their schools.

To cap it all, the department has refused traveling allowance to these teachers on the plea that they were not required to reach Panchkula.

The teachers, who came back to Fatehabad late last night, told media persons today that they had received orders of the DEO, asking teachers in charge of the DTH, a system to be introduced shortly for imparting education to children, to reach the district institute of educational training (DIET), Sector 2, Panchkula to attend a meeting on April 13 morning.

The teachers said they had caught early morning buses and some of them even hired taxis to reach Panchkula for the meeting.

But they were surprised after reaching the state control centre of the EDUSAT and DTH situated in the DIET, Panchkula that there was no meeting for the DTH.

Teachers going to such meetings usually get TA/DA there and then at the central control centre, but the unwelcome guests were told that they could not be obliged because they were not called.

The Haryana Rajkiya Adhyapak Sangh (HRAS) has taken strong exception to the attitude of the district education office. DEO Vidya Wanti Kamboj was not available for comments.

Yoga helps boy with muscular dystrophy

Australian resident Savant Singh Thakur (15) is a happy teenager. The young boy, who is a student at Sunshine College, North Campus in Melbourne, Australia, has a good reason to be cheerful as after a long time he has been able to take partial control of his life which was affected due to muscular dystrophy.

The positive change in his condition was brought about by certain yoga `asanas' which Savant performs regularly. His mother Puneeta is delighted by his improvement.

Talking to Chandigarh Tribune, Puneeta Thakur said they learnt that their son was suffering from muscular dystrophy by chance. "We had gone to Australia for a visit when a doctor there noticed certain symptoms and ordered a medical test. The test confirmed that he was suffering from a type of muscular dystrophy which is one of the worst forms," she said.

Puneeta said they shifted to Australia when her husband, Anil Singh Thakur, an architect decided to pursue his doctoral studies. "Life for a special child like Savant is comparatively easier there. For instance, the roads are much more suitable for a motorised wheelchair. The school curriculum is also specially designed to meet his requirements," she said.

Puneeta and her son came to Ambala a couple of weeks back. During their stay at Model Town in Ambala City, they were encouraged to try yoga by members of the Innerwheel Club. Innerwheel Club adopted yoga through the Patanjali Yoga Mandir this year as their main project under the guidance of Krishna Sagar and Prem Gupta.

Savant gradually began practising `Pranayam'. Regular practice has helped him considerably. Savant said his lungs are clearer now and there was less accumulation of mucus. He can also breathe much better without a ventilator. "I can now raise my arms and interlock my fingers," he said.

He said a significant achievement was that he could now eat slowly on his own. He stated that there was marked flexibility in his neck, toes, shoulders and wrist. "Most importantly, I feel energetic," Savant said.

The young lad is all set to fly back to Australia later this month. He said once he returned to Australia, he would encourage other persons suffering from the same problem to adopt yoga so that they too could bring about improvement in their lives.

Bishnoi wants to duck byelection

Supporters of Bhiwani MP Kuldeep Bishnoi will have to wait for a while before the Bishnoi-Bhajan Lal duo floats a new party in Haryana.

It is understood that Bishnoi, who has been suspended from the Congress for speaking out against party chief Sonia Gandhi, is not keen on fighting a byelection from the Bhiwani seat at this juncture and thus will not create a situation that can lead to his losing the membership of the Lok Sabha under the anti-defection law.

“ We want the party to expel us. We do not want to leave the party by ourselves”, said a Bishnoi-loyalist Congressman. The advantage of getting expelled from the party is that Bishnoi will remain a member of the Lok Sabha. On the other hand, if Bishnoi quits the Congress to float his own party, he cannot represent the Bhiwani seat as a Congress member in the Lok Sabha any more and a byelection to the vacant seat will take place. The Congress, which is in power in Haryana, may not have much trouble in swinging the byelection in its favour. Bishnoi and his father Bhajan Lal, former Haryana Chief Minister, would not like to start their political journey at the head of a new political outfit with a risky venture such as a byelection in Bhiwani when the Congress-led state government is only in its third year of power.

This being the strategy of the group of disgruntled Congress functionaries headed by Bhajan Lal and his MP son, the much-talked-about rally in Rohtak, hometown of the Haryana Chief Minister Bhupinder Singh Hooda, is unlikely to take place in the near future. Over time the expectations of Bhajan Lal’s supporters have gone up.

Paying tributes to Dr Ambedkar Bhardwaj said the state government had implemented several welfare schemes for poor and backward sections of society which include Ambedkar Medhavi Chhatravritti Yojna, Vivah Shagun Yojna, Indira Gandhi Drinking Water Supply Scheme and others. With the launching of Indira Gandhi water scheme, water connections, free of cost, were being given to the Scheduled Caste households, he said.

DC Mohinder Kumar said the nation could never forget the great contribution made by Dr Ambedkar in the building of nation, welfare of Dalit and backward classes and their upliftment.

DC orders inquiry against MC chief

Deputy Commissioner Ambala R.P. Bharadwaj today ordered an inquiry into allegations of financial irregularity levelled against Ambala Sadar MC president Neelam Sharma.

SDM Ambala Mukesh Ahuja has been directed to carry out the inquiry. A complaint had been forwarded to Haryana Chief Minister Bhupinder Singh Hooda by a few municipal councillors alleging that there had been financial irregularity in works, repair of vehicles and diesel for generator.

The complainants include, Babu Kanojia, Roop Chand, Riya Ratra, Dimple Mittal, Pradeep Goyal, Omkar Nathi and Kamal Jain. Ahuja has asked the complainants to meet him at his office tomorrow. The MC president, however, said, “I will speak only after the truth comes out.” She refused to comment further.

Meanwhile, the DC Ambala has recommended action against Tehsildar Naraingarh Rajiv Sharma under the Haryana Civil Services rules for alleged irregularities. Sharma’s transfer orders have already been issued.

The Ambala Bar Association gave a warm welcome to the newly appointed justice of Punjab and Haryana High Court, Navab Singh, here yesterday. Singh had been a member of the Haryana Bar for 15 years.

District and Sessions judge B.M. Bedi, additional sessions judges L.N. Jindal, R.K. Saini and J.S. Kundu, president of Ambala Bar Harish Bakshi and former presidents of Ambala Bar D.S. Punia and Chaman Singh, were also present on the occasion.

Justice Navab Singh, while addressing the members of the Bar, said he had spent a long time in Ambala Bar, had learnt a lot from there and was aware of the problems faced by the bar. He disclosed that he had recently discussed the chambers and parking problems of Ambala Bar with Chief Justice Ravinder Jain, adding that the Chief Justice will soon lay the foundation stone of the lawyers’ chambers in the complex.

D.S. Punia said the lawyers were hopeful that justice Navab Singh would take initiatives to solve the problems of Ambala Bar.

School admission dates extended

The Haryana government has extended the admission dates for this year in all government schools in the state.

It has been decided that general admissions to class VI will be from April 1 to 17. Special admissions without late fee with the prior permission of the head of the institution will be from April 18 to 27. With the prior permission of the head of the institution and after informing the block education officer concerned, students can be admitted up to May 7 from April 28.

The general admission dates for class IX and class XI will be up to April 22 and April 23, respectively. Special admissions without late fee and with the permission of the head of the institution will be open for the next 10 days. A student can be admitted in another 10 days with the prior permission of the head of the institution and after informing the block education officer concerned.

Dr Harprakash Sharma, national president of Indian Homoeopathic Organisation, presided over a meeting of homoeopaths, here today.

Dr Sharma expressed gratitude to Haryana Chief Minister Bhupinder Singh Hooda and health minister Kartar Devi for giving doctors of government homoeopathic dispensaries gazetted status.

Dr Sharma said two more homoeopathic dispensaries will be opened in the state. One dispensary will be at Civil Hospital, Rohtak, and the other at Jaat Dharamshala in Kurukshetra. — TNS
