Chandigarh, April 7 The alleged cheat, Ashok Kumar Garg of Pipli in Kurukshetra district, entered into an agreement to sell a plot measuring 842 sq yd to Jai Narain Sharma of Golpura village of Karnal district for Rs 63.15 lakh and received Rs 15 lakh from the latter as earnest money on March 4, 2006. Ashok sold the same plot to Nand Lal of Kurukshetra for the same amount on May 2, 2006, and received Rs 53.15 lakh from him as earnest money. Interestingly, Ashok obtained a power of attorney from Vishva Pal Goel, owner of the plot, on April 18, 2006, more than a month after he entered into the agreement to sell the plot to Jai Narain. When Jai Narain came to know that he had been “duped” by Ashok, he lodged an FIR with the Kurukshetra police. Ashok applied for anticipatory bail before the district and sessions judge, Kurukshetra, who turned down his plea, saying that Ashok's custodial interrogation was required. Mr Justice Mahesh Grover of the high court, too, turned down Ashok's plea for anticipatory
bail. The judge said : "I am of the opinion that the petitioner (Ashok) has very cleverly woven a web of deceit in which he has defrauded several people and has misappropriated Rs 63.15 lakh. The apprehension expressed by counsel for the state that the recovery of the amount in question would be seriously jeopardised if the
petitioner (Ashok) is granted anticipatory bail and that he may abscond, is not entirely misplaced." Counsel for Ashok had stated before the bench on January 22, 2007, that his client was willing to execute the sale deed in favour of Jai Narain as well as return the amount he had received from Nand Lal. Relying on his statement, the court agreed to issue notice to the state. The case again came up for hearing on February 19, 2007. The court gave Ashok four days' time to fulfil the commitment made by his counsel. When Ashok failed to honour his commitment, Mr Justice Grover turned down his plea on February 23, 2007. Nand Lal alleges that the police is now sending him messages to enter into a compromise with Ashok and give up his claim on the plot. Interestingly, after the bail plea of Ashok was rejected, Yash Pal Gupta, an advocate, who was a witness to the agreement between Ashok and Nand Lal, lodged an FIR that he had been threatened with dire consequences by Ashok and three others. Yash Pal alleged that Ashok wanted him to resile from his evidence. So far, no one has been arrested in the case lodged by Yash Pal. When contacted, SP of Kurukshetra Sanjay Kumar said he would inquire into the allegation levelled by Nand Lal. He said there was no question of showing any leniency to the accused. |
Dalal to head privileges panel
Chandigarh, April 7 The charges against Chautala will be examined by the committee headed by Dalal, a Chautala-baiter, who also has the intellectual wherewithal to nail the former Chief Minister. Other members of the committee are A.C. Chaudhary, Anand Singh Dangi, Nirmal Singh, Habib-Ur-Rehman, Geeta Bhukkal, Radhey Shyam Sharma, Arjan Singh, Gian Chand and Rajinder Singh Joon. Kadiyan also constituted 10 other committees of the assembly for the year 2007-08. The speaker himself would be the ex officio chairperson of the rules committee. Other members of this committee are Bhajan Lal, Om Parkash Chautala, Shamsher Singh Surjewala, Shadi Lal Batra, Anand Singh Dangi, Tejender Pal Singh Mann and Raj Rani Poonam. The committee on public accounts should be ideally headed by an opposition MLA, though this particular parliamentary tradition has been seldom followed in Haryana and it is no different this time. Senior ruling party MLA Shamsher Singh Surjewala will be the chairperson of the committee while Sita Ram of the INLD is the only opposition MLA inducted as a member of the committee. The speaker nominated Raj Rani Poonam as the chairperson of the committee on the welfare of SCs, STs and BCs and Naresh Kumar Sharma as the chairperson of the committee on government assurances. Ramesh Chander Kaukshik has been nominated the chairperson of the committee on petitions and Azad Mohammad, deputy speaker, will be the ex officio chairperson of the house committee. Sher Singh has been nominated as the chairperson on the committee on public undertakings and Anand Singh Dangi as the chairperson of the committee on estimates. The speaker nominated Chhatar Pal Singh as the chairperson of the committee on subordinate legislation and Ramesh Kumar Gupta as the chairperson of the library committee. |
CM blames INLD for delay in SYL completion
Hansi (Hisar), April 7 Addressing a rally organised here he said the canal would have been in place several years ago had the Devi Lal clan in various avatars not opposed the Rajiv-Longowal Accord
of 1985. Hooda said the INLD had a vested interest in keeping the canal project in its present state because of political considerations. However, he said, he was determined to get the canal completed and functional at the earliest. He claimed that the law and order situation in Haryana was never better than now. "There is no place for anti-social elements in our peaceful society. I had promised before the polls that I will throw the goondas out and I have done so,” he said. He said there were hardly any cases of extortion under the Congress rule. Hooda said he had promised that if he became the Chief Minister, he would provide a clean and transparent government. Referring to the farmers issues, he said, his government had waived off arrears of power bills to the tune of Rs 1,600 crore, which was a record. He had also provided relief to debt-ridden farmers. Strangely, Hooda did not make a political comment although the rally was one of a series of such rallies that he has been holding in the area of influence of his bete noire Bhajan Lal. Congress legislator Amir Chand Makkar who was once a protégé of Bhajan Lal represents Hansi constituency. However, he switched loyalties after Hooda became the Chief Minister. Perhaps, the switch prompted Hooda to comment towards the end of his speech that "Makkar is mine and I am Makkar's. So Hansi is mine too. It will be taken care of.” Woman wrestler Geetika Jakhar who brought laurels to the state in recent months was honoured on the occasion. |
SSA scam: DC to look into charges
Kaithal, April 7 The scam surfaced as the media raised the matter of a hefty amount of Rs 10 lakh allegedly received as commission by district project coordinator SSA Ram Kumar
Beniwal. The amount was later deposited in the District Red Cross funds as secret donation in two instalments. The deputy commissioner, when contacted, disclosed today that as senior officer of the level of ADC was in charge of the SSA in the district, it would not be appropriate to get the matter enquired from a city magistrate. He said the ADC and the project coordinator, SSA, were being asked to give explanations on certain points relating to purchases made under the SSA. According to reports, the scam surfaced last week when ADC Sanjeev Verma, who is also chairman of the SSA in the district, smelt a rat in the purchases made by the district coordinator for various schools with funds provided under the Centre-sponsored SSA scheme. He reportedly raised certain objections about the high price being paid for the purchase of some items. When he further quizzed the coordinator about his role, the officer broke down and revealed to the ADC that he had earned Rs 10 lakh as commission on the purchases. The ADC reportedly accompanied by some staff members of his office took the coordinator to the DC and told him about the confession made by him. Following this, the DC called the SHO, City, to his camp office and Beniwal was taken to local police station, where he gave a confessional statement to the police and agreed to deposit the amount in the Red Cross fund. On April 1, an amount of Rs 6 lakh was deposited in the Red Cross Society account . However, as Beniwal had confessed having received Rs 10 lakh in the presence of senior officers but did not deposit the full amount, the matter was raised by the media again. The amount of Rs 4 lakh was again deposited in the Red Cross fund two days ago. When asked about deposit of Rs 10 lakh, ADC Verma said the secretary, Red Cross, could confirm that. When contacted, secretary R.S.Mor confirmed that during the past week Rs 6 lakh and Rs 4 lakh had been deposited in the Red Cross funds as ‘gupt
dan’. Meanwhile, Ram Pal Mazra, a former chief parliamentary secretary, has demanded the resignation of education minister Phool Chand Mullana and a CBI inquiry into the purchases made under the SSA. |

Tiff between maxi cab, pvt bus drivers gets ugly
Ambala, April 7
Tension had been brewing between the maxi cab drivers and the private bus operators for the past couple of days. Last evening, a group of the maxi cab drivers had beaten up a private bus driver and broken the windowpanes of the bus near Mullana. The maxi cab drivers were upset with the fact that the private bus driver was plying the bus towards Mullana eventhough he has the permit to ply the vehicle only till Saha. On the other hand, the private bus operator had claimed that they were going to a local temple to pay obeisance. In Ambala cantt, the maxi cabs are parked near the Swastika chowk. In the morning, a group of private bus operators came to the chowk and assaulted the maxi cab drivers. Two drivers reportedly sustained injuries. The windowpanes of a number of maxi cabs were smashed. Thereafter, the private bus operators also refused to ply their buses in protest against the last night’s assault on one of their colleagues near Mullana. They parked their buses near Ambala cantt main bus stand. By forenoon, they resumed the bus service. However, in the afternoon, a group of maxi cab drivers stopped a private bus on the Saha-Shazadpur route near Laha. They beat up the driver and broke the windowpanes of the bus. A posse of policemen reached the Saha chowk. The police nabbed a few maxi cab drivers. On an earlier occasion, a tiff had taken place between the maxi cab drivers and the private bus operators over the route of the private buses. Earlier, a few private buses used to ply through Mohri and Kesari to reach Naraingarh, but they had subsequently changed the route to include Saha. The maxi cab drivers have been objecting the change in the route for private buses. |

Asha Hooda lays stress on quality education
Ambala, April 7 Asha was addressing the gathering after laying the foundation stone for a teaching block at Kalpana Chawla Polytechnic in Ambala city. She said in the modern age, getting a graduation degree was not enough but it was also important to gain technical education. A nation could not progress without proper education for the youth. The youth was talented and it was the moral duty of the teachers to ensure his overall development. Kalpana Chawla would always be a source of inspiration for girls. Students must encourage the youth living in rural areas to get educated, she added. She also laid the foundation stone for a herbal park at Ghel Kalan. It is to be developed at a cost of Rs 10 lakh. She distributed prize money among the self-help groups of Kheri, Bhudion, Haripur and Tabar villages. Fifty bicycles were handed over to the students from Jalbera, Bhanokheri, Mohra, Sultanpur and Ghelkalan villages. Earlier, she inaugurated a medical camp at the civil hospital, Ambala city. As many as 822 patients from Ambala and nearby areas were examined. They were given medicines free of cost. Cancer patients were examined by experts from Guru Nanak Mission Hospital, Jalandhar. Asha Hooda inaugurated a blood donation camp where 70 units of blood was collected. Saviours Club president Rajendra Garg donated blood for a 132nd time. ELECTED:

Jandli-Model Town Road
Ambala, April 7 The work to widen the road, which is also known as the old Delhi road, had been initiated more than a year ago. However, it got delayed as the process for seeking approval for felling the trees alongside the road took a lot of time. There is a heavy vehicular movement on the road throughout the day as it is an easy link between the GT Road and the Hisar highway. In view of a heavy traffic on the road, a project was launched to widen the road from Jandli to the Polytechnic chowk. The 2-km stretch will be widened to make the road four-laned. A forest department official said due permission had been sought for felling the trees. He said for every tree felled 10 trees would be planted. “Once the project is complete, we will plant a large number of trees alongside the road,” the official said. The project envisages putting up iron railings on both sides of the road and carrying out beautification of the divider. |

Would-be bridegroom booked for seeking dowry
Fatehabad, April 7 The would-be bridegroom, who is posted as a constable at Panipat, his father and his brother were booked. According to the girl’s father, he had fixed his daughter’s marriage with Munshi Ram. When the marriage party reached his residence, Munshi Ram’s brother Om Parkash started demanding the cash and the car. His father, Gharsi Ram, allegedly justified the demand on the plea that Munshi Ram was in the police and, hence, deserved at least that much dowry. The SP said the police booked Munshi Ram, Om Parkash and Gharsi Ram. |
Three charred to death
Jhajjar, April 7 The deceased were identified as Mangal (35) and his two children, five-year-old Ankit and two-year-old Amit. Mangal's wife Ujaria and brother Sunil also suffered burns. All were sleeping in their cottage when the incident took place, sources said. Though the reason of the fire could not be established, the police claimed that the family had lighted a bonfire to ward off mosquitoes. It was also feared that some burning articles from the oven of the kiln could have caused the fire. Madan, a local resident, owned the brick-kiln. The co-workers at the kiln took the victims to the hospital at about 2 am. While Ankur died on the spot, the other two succumbed to burns at the PGIMS. |

Fatehabad, April 7 Justice Surya Kant Sharma of the Punjab and Haryana High Court delivered the convocation address and awarded degrees to the 2005-06 batch. District and sessions judge Lakshman Sharma, president of the College Management Committee Dev Raj Batra, principal Mamta Chaudhary and director Subhash Sharma were present on the occasion. In his address, the judge exhorted the students to act with determination for success. “We can do nothing about life's length but can certainly do something about its width and depth. So keep trying. Remember, it is sometimes the last key that opens the lock,” said the judge. The judge also released the first issue of the college magazine. |
Five killed in accident
Hisar, April 7 The occupants of the jeep were going to Delhi from Vijaynagar in Sriganganagar district of Rajasthan to see off three youths who were scheduled to fly to Dubai by an evening flight. However, the driver dozed off and jeep hit a roadside tree. The three youths who were to go to Dubai survived. The deceased were identified as Mohan Singh, Bikar Singh, Sadhuram, Manjit and the driver Bhagirath. The driver’s two-year-old son Ajay and a fellow traveller Jagir Singh survived with minor injuries. |
