Coop banks up loan for farmers, cut rate
Kaithal, November 11 The Chief Minister made this statement after inaugurating the new building of District Central Cooperative Bank constructed at a cost of Rs 80.70 lakh here today. Mr Hooda said the Haryana Government had also reduced the rate of short-term agricultural credit loans from 10 per cent to 7 per cent. With this decision, the farmers of the state would get an additional benefit of Rs 108 crore during the current financial year. He said the farmers would avail the benefit of 7 per cent rate of interest from this April. He maintained that in order to provide credit facilities to the farmers at their doorstep the number of branches of cooperative banks were increased from 358 to 600. With the opening of these branches, the facilities of taking loan would be easier for them. The Chief Minister also inaugurated the new building of the District Institute of Education and Training constructed at a cost of Rs 1.50 crore. He said the government had decided to increase the award money from Rs 50,000 to Rs 1 lakh for those panchayats which would ensure 100 per cent enrolment of girls in village school. Mr Hooda said the government had also fixed a target to provide education to all children up to the primary level by 2007, while the students up to 8th class would be covered by 2010. He said the government had also decided to provide Rs 20,000 to each government high school for upgrading laboratory. The status of Sir Chhotu Ram State College of Engineering, Murthal, would also be upgraded to the level of university and it would be known as Sir Chhotu Ram Haryana State Technical University. Working HPCC president Dr Ram Prakash, MPs Navin Jindal and Mr Jai Prakash, Education Minister Phool Chand Mullana, Agriculture Minister H. S.Chatha, Transport and Public Health Minister Randeep Singh Surjewala, Cooperation Minister Meena Mandal, Parliamentary Secretary Paramvir Singh, and Dilu Ram, Shamsher Singh Surjewala, Dinesh Kaushik, Geeta Bukkal and Tejinder Pal Man, all MLAs, were also present on the occasion. |

New food scheme for women, kids on November 14
Chandigarh, November 11 The new scheme would be launched in Sirsa on November 14 on the occasion of the Children’s Day. By the beginning of next year, the entire state is expected to come under the ambit of the scheme. The highlight of the new scheme is do away with the ready-to-eat-food supplied to pregnant women and lactating mothers and children in villages by the Women and Child Welfare Department through the anganwari workers. The prevalent system is to choose a particular variety of ready-to-eat-food in a meeting of the high-power purchase committee of the state government and then supply the food to women and children throughout the year. The new scheme will do away with the system of the Centrally procured food and the monotony of getting the same stuff round the year. Under the new system, village women themselves would decide what kind of food was to be prepared for distribution at the anganwadi centres. It was learnt that the women self-help groups existing in villages would be asked to prepare the food and they would be given money in advance for this purpose. Since the members of the women self-help groups themselves are beneficiaries of the free food scheme, the Women and Child Welfare Department is expecting that while preparing the food they will keep the local palate in their mind. A committee, consisting of the woman panch of the area as well other women, will monitor the performance of the village-level self-help group regarding the choice of the food and its quality. Periodically feedbacks will be also obtained from the local women to find out how the new system is working. The department has also prepared a cookbook with 50 recipes for distribution among the self-help groups. The cookbook, however, is only to give an idea to women on what kind of food they could prepare with the resources available to them. They will have the freedom to prepare any other nourishing food not mentioned in the cookbook. Annually Rs 80 crore is spent for giving free food to women and children in villages. The Women and Child Department’s new scheme is expected to not only make available more tastier food to the beneficiaries, but also serve as a tool for women’s empowerment. |

Kurukshetra, November 11 He said this while addressing a congregation at Jurasi Khurd Sant Ashram of Sant Baba Man Singh, 28 km from here, today. In response to a demand for opening a dental college here, he said the NOC would be provided without any delay to the Dera Sant Issar Singh Institute if it was interested in setting up a medical, engineering or dental college in the area. He said a public meeting would be held in December so that the development projects in the area could be given an impetus. Referring to the historical and religious importance of Pehowa, he said nine out of 10 Sikh Gurus visited the town. He said Kurukshetra was famous for its historical and religious importance since ancient times and the government would strive to maintain its importance at the national and international level. He also lauded the role of Haryana Agriculture Minister Harmohinder Singh Chatha in taking up the cause of the local people from time to time so that the area could become prosperous. Haryana Pradesh Congress Committee (HPCC) working president Ram Prakash and Kurukshetra MP Navin Jindal also spoke on the occasion. Mr Chatha said the Chief Minister had provided Rs 25 lakh for the renovation of Saraswati Tirth of Pehowa. Parliamentary Secretary Dilu Ram, Thanesar MLA Ramesh Gupta, Shahabad MLA K.L. Sharma, Deputy Commissioner T.K. Sharma and Kurukshetra SP Sanjay Kumar were also present on the occasion. |
Two murder cases solved
Rewari, November 11 The Dharuhera police has registered a case under Sections 302 and 201 of the IPC against the accused who are presently in the custody of the Gurgaon police. According to a spokesman for the Rewari police, six gangsters, namely Pramod Rajput, Rohtash Rajput, Mukesh, Ravi Kumar, Buddhoo and Lalit, all residents of the Bohrakalan village area of the Pataudi tehsil of Gurgaon district, were recently apprehended in connection with a murder in the DLF area in Gurgaon. During interrogation the accused revealed that they had committed over 30 murders during the past some time, they made also confession in regard to the murder of Ghanshyam, who was their latest victim. The police, meanwhile, got breakthrough in another case of murder of a young woman Poonam Yadav, daughter of Bishamber Dayal Yadav of Bodia Kamalpur village, near here, after her husband Sajjan Yadav confessed to her murder. It is stated that Sajjan, who had recently filed a suit in a local court seeking divorce, killed his wife. The victim’s body was fished out from a water tank of a deserted poultry farm at Bodia Kamalpur village on November 8. A case under Sections 302, 201 and 34 of the IPC has been registered against Sajjan, his father Ram Swarup Yadav, mother Lali Yadav, Sandeep Yadav and a close associate of Sajjan, all residents of Khushpura village, near here. |

Ambala has oldest airbase
Ambala, November 11 The Air Force Station Headquarters was established in Ambala in 1938 and the history of the military aviation is entwined with the airbase here. In 1919, Ambala was used by the then Royal Air Force for operational purposes. In 1920, the headquarters of the RAF India Command was established in Ambala and stayed here until 1922. On April 1, 1938, the Station Headquarters was established in Ambala and on June 18 the same year, No 1 Squadron of the IAF moved to its permanent station here. Wg Cdr C.R. Horsley was the first Commanding Officer of the station. On March 16, 1939, Flt Lt Subroto Mukherjee took over the command of the squadron from Sqn Ldr C.H. Smith, becoming the first Indian to command a flight, a squadron, a station and finally, the IAF. The Ambala airbase also played a vital role in saving Kashmir from invaders in 1947. The Tactics and Combat Development and Training Squadron had come to Ambala in February 1971 under Wing Commander A.K. Mukherjee. It was during the 1971 Indo-Pak war that Flying Officer Nirmal Jit Sekhon of 18 Squadron, then stationed at the Ambala airbase, showed exceptional bravery in Srinagar and was posthumously awarded the PVC. |

Rewari, November 11 The body was sent to PGIMS, Rohtak for post-mortem. Earlier on a complaint lodged by Bishamber Dayal Yadav, father of the deceased and resident of Bodia Kamalpur village, the police had registered a case of murder and disappearance of evidence of offence under Sections 302,201,34 of the IPC against her husband and three others, all residents of Khushpura village near here. Addressing a press conference here today, Mr Ram Singh Bishnoi, SP, disclosed that Sajjan Yadav had confessed to the crime and had also told the police that he eliminated his wife as he suspected that she had extra-marital relations. The SP also said the details of a telephonic talks held between Sajjan and Poonam before their last meeting at the poultry farm on the November 6 evening had helped the police to lay its hands on the accused. He said at the poultry farm when the accused had sex with his wife, he hastily poured a poisonous drug into Poonam's mouth threw her into A water tank and returned to Khushpura by a bus. |

Rewari, November 11 The murder of Gayatri, whose throat was ruthlessly slit with a knife, had sent shock waves in Rewari and was a big challenge for the district police. Gayatri of Bikaner village, near here, was married to Rajender in December, 2004. Last year she also had a son who is now about 14-month old. The SP told a press conference here today the police zeroed in on Rajender after it had become sure of his involvement in the crime after keeping a tab on his movements as well as phone calls made by him on November 7 night when the murder took place. The SP said the husband confessed to the crime. He eliminated Gayatri when her suspected extra-marital relations had become unbearable to him. The SP said he took Gayatri from Bikaner to Rewari in the evening on November 7 in his car where he tied her hands with her chunni, slit her throat with a knife, threw the body into the pit and then drove back to Rohini. |

Madan takes over as VC of vet varsity
Chandigarh, November 11 Dr Madan had been the Joint Director, Research, National Dairy Research Institute, Karnal, for several years. Before taking up his Mathura assignment, Dr Madan had been the Deputy Director-General (Animal Science) in the Indian Council of Agricultural Research, New Delhi, and the Vice-Chancellor of Dr Panjabrao Deshmukh Agriculture University, Akola. Dr Madan pioneered embryo transfer technology (ETT) among large ruminants. Through ETT he produced 10 calves from a single “elite” cow in a year, demonstrating this fast multiplication technology for milch animals. He received worldwide scientific acclaim when he produced the world’s first in-vitro fertilised (test tube-IVF) buffalo calf. Among the many awards conferred upon Dr Madan are the Bhasin Award (2002), the Rafi Ahmed Kidwai Award (1992), the Hari Om Award (1990), the Ogouri Award from Japan (1995), the SAPI Honorific Award (2002), the Malik Trivedi IAAVR Award (1997), the D. Sundaresan Award (1989), the Nirmalan Memorial Award (1994-95) and the International Science Pioneer Award (1985). Dr Madan has also played a leading role as an environmentalist. He developed a biodiversity part at Nagpur. A collection of 350 medicinal and aromatic plants was grown at Nagarjuna Park at Akola. |

Six hurt in clash over lifting passengers
Yamunanagar, November 11 As per police sources, a private bus operator on rout no. 9 and three-wheeler drivers entered into a fight over lifting passengers. The bus operator claimed that it was his exclusive right to lift passengers on the road while the three-wheeler owners were not ready to buy the argument. The altercation between the two groups turned violent and six persons were injured. A large number of persons came in support of the three-wheeler owners and blocked the two roads. The jam was cleared only after DSP Kamal Deep reached the spot and pacified the agitated crowd. No case was registered till the last reports came in. |

Rs 26-cr proposal for Hisar slums
Hisar, November 11 This was stated by the Minister of State for Urban Development and Housing, Ms Savitri Devi Jindal, here today. She was talking to newsmen after distributing 31 cheques of Rs 1 lakh each under the Rajiv Gandhi Insurance Scheme at the local PWD Rest House. The president of the local Municipal Council, Mr Bihari Lal Rara, was among those present on the occasion. Ms Jindal said her ministry had sent the proposal to the Central Government for approval after consulting the Union Minister of State for Urban Housing and Poverty Alleviation, Ms Selja, in this regard. Mullana institutes Sant Taran Singh Memorial Award
Ambala, November 11 Haryana Education Minister Phool Chand Mullana was the chief guest. Mr Mullana said Haryana Government was making all efforts for the promotion of Punjabi language. He said Punjabi teachers would be made available in schools where students opt for Punjabi language. Mr Mullana announced the setting up of Sant Taran Singh memorial award. The award recipient will receive Rs 51,000. The award will be presented to a person who is working hard for the promotion of Punjabi language in Haryana. Convener Sudershan Gasso said poets from different areas were participating in the function. College principal R.R. Malik, Laxmi Sagar and Sahitya Academy Director C.R. Moudgil were present. Mobile phone jammers in jail
Sonepat, November 11 Though this step has given relief to the jail authorities it has also resulted in throwing the mobile phone services out of gear in the areas adjoining the jail. The jammers have been installed at a cost of around Rs 8 lakh. The Deputy Superintendent of Jail, Mr Ram Kishan Khatak, claimed that use of mobile phone within the jail premises was not at all possible after installation of the equipments and it would strengthen the jail

Sonepat, November 11 With the arrest of Shamsher Singh in the scam the total number of arrests has gone up to eight, including a
tehsildar, a registry clerk, nambardar, patwari and others. The accused had forged fake documents of 35 kanals and 10 marlas of land in Raipur village located on the outskirts of Sonepat and sold it to a company in crores of rupees. However, when the company found that no such land existed in the village, it lodged a complaint with the police in March, 2005. |
Farmers happy over MSP increase
Ambala, November 11 This was stated here by Jasbir Singh, general secretary (Haryana wing) of the Rashtriya Kisan Sangathan, while addressing a congregation of farmers at grain market, Ambala city. Welcoming the decision, Mr Singh said such a move would help farmers improve their financial status as well as encourage them to get maximum yield by sowing certified seeds and making judicious use of fertilizers and insecticides. While presiding over the function, the general secretary said during the last kharif season, the Union Government had also given Rs 50 as bonus on rice. |

Ambala, November 11 Ms Reena Nagrath, the principal of the school, said that during the silver jubilee year of the school, several functions would be organised. She said that in December, inter-school science exhibition would be organised in which various DAV institutions would take part. Ambala, November 11 Mr Aggarwal said that there have emerged serious distortions and asymmetries in the functioning of the world trading order due to a variety of causes since 1995, which, if not corrected, will jeopardise its smooth running and have serious repercussions. He said that no sincere attempt had been made by the North to minimize these inequalities which, in fact, have shown an upward trend since 1995 in one pretext or the other. Dr Y.P. Ambala, November 11 Former Punjab Governor Lieut-Gen B.K.N. Chibber (retd) was the chief guest. Speaking on the occasion, General Chibber said Bhai Matidas had made the supreme sacrifice to help us live in a free society. He said one should learn from the sacrifices made by martyrs. He added that history was witness to repeated attacks by invaders on the country due to its fertile land. He observed that people of Punjab had always shown valour and fought against injustice. |
