Farmers being neglected, says Sampat
Our Correspondent

Fatehabad, September 10
Former Haryana Minister Sampat Singh said today that the Congress governments at the Centre and in Haryana were governments of the brokers, exporters and importers and farmers and people were a neglected lot in the present set up.

Sampat Singh was talking to mediapersons at Sooli Khera village in this district today. He was on a tour to villages in view of the September 25 ''Sangharsh Divas'' rally of the Indian National Lok Dal at Meham on the birth anniversary of a former Deputy Prime Minister, Chaudhary Devi Lal.

He said ever since the Congress governments had come to power, development activities had taken a back seat. Activities like hoarding, corruption, inflation, rationing, permit and quota system had increased during the terms of present regimes. Essential commodities, he said, had become scarce these days and the big and mighty were thriving at the expense of common man, he added.

He said it was ironical that the government could waive off import duty on wheat but could not provide remunerative price of wheat to farmers. Likewise, he said, the price of sugar had gone from Rs 9 per kg to Rs 22 per kg, but the government hiked the price of sugarcane by 75 paisa per quintal only.

The INLD leader said when the INLD was at the helm of affairs in the state, it brought down the rate of interest on loans by farmers from 14 per cent to 10 per cent, but during the Congress regime, the rate of interest had again jumped to 12 per cent.

He said during a meeting of Chief Ministers held in Delhi yesterday, the issue of decreasing the rate of interest on loans by farmers was raised, but they refused to give any subsidy on this issue. It was paradoxical that the government waived all kinds of taxes, duties and registration fees on the setting up of the special economic zones, but did could not give the farmers what was their due.

Sampat Singh said the INLD government headed by Mr Om Prakash Chautala had started some projects of roads, water and electricity, but the present government had put those all in the cold storage. He cited the example of Kundali-Manesar-Palwal express highway, which had been put in the cold storage by the present government.

He said no efforts were being made by the government to improve the power situation in the state and the issue of the SYL had been totally forgotten by the government.

Earlier, addressing people in Chaupal village, Mr Sampat Singh called upon them to reach Meham in a large number on September 25 to celebrate the birth anniversary of Chaudhary Devi Lal.

Panel seeks quality desks at lowest rates

Chandigarh, September 10
The high-powered purchase committee of Haryana, which is scheduled to meet on September 12 to purchase, among other things, dual desks for government schools, faces a challenge — how to purchase the quality desks at the lowest rates. The government is to purchase desks worth about Rs 15 crore.

The government has given detailed specifications as well as a design of the desks in the tender.

According to the specifications, for each desk, a manufacturer will have to use at least 23.8 kg of iron and 7.5 sq ft of laminated board of “exterior grade”, which must be at least 18-mm thick, besides other minor inputs like screws and paint. It is also stipulated that the board must be ISI marked. The government has demanded “exterior grade” board so that the desks do not get damaged if left in the sun or rain.

Sources in the trade say that at the current prices, the cost of iron and the board for each desk will be at least Rs 870. If the cost of screws and paint is also added, the price of each desk comes to at least Rs 920. The cost of labour, expenses on welding, transportation, 4 per cent VAT and a reasonable profit will vary from Rs 300 to Rs 350.

The sources say over 20 parties have quoted their rates for the desks. The rates vary from Rs 813 to Rs 2,471 per desk. Obviously, the Supplies and Disposal Department (SDD) will go for the lowest rate, to which no one should have any objection principally. The sources say 13 participants have quoted the rates which are much below the minimum cost of two major specified materials, what to say of other inputs.

The sources say similar desks were purchased below the cost of production in the past also. How can a manufacturer supply goods below the cost of production? The sources say in 2003, the Prathmik Shiksha Pariyojna Parishad, which had directly purchased the desks, had to impose penalty on certain manufacturers, which supplied desks made of substandard material.
