12 killed in tempo-truck collision

The Haryana Governor and Chancellor of the proposed Bhagat Phool Singh Mahila Vishwavidyalaya, Khanpur Kalan (Sonepat), Dr A.R. Kidwai, has appointed Ms Promilla Issar, Financial Commissioner and Principal Secretary, Labour and Employment, the Vice-Chancellor of the university, in addition to her present duty, till a regular appointment to the VC’s post is made.

Status quo on Kiran’s writ petition

The battle for the political inheritance of former Chief Minister Bansi Lal took a new turn when his daughter-in-law and Tourism minister, Ms Kiran Chaudhary, filed a writ petition in a local court today, terming the Bansi Lal Trust as ‘bogus’.

536 patients examined at medical camp

A city court today ordered investigation into the allegation of insult to National Flag. The order was passed on a petition filed by Sangharsh Vahini president Hira Lal Yadav praying for action against Ambala Cantt MLA D.K. Bansal and others who had allegedly put hoardings displaying the flag.

Cops trained to tackle drug traffickers

Drug trafficking is increasing in the region. Lack of awareness about various provisions of the amended Narcotic Drugs and Psychotropic Substances (NDPS) Act in the law-enforcement agencies is also a major cause of concern.

For instance, the amended NDPS Act provides for the seizure and freezing of property of drug-traffickers to put financial curbs on them. Even the property owned by the traffickers’ relatives and associates can be forfeited.

This was stated by Ms Archana Ranjan, Administrator for Smugglers and Foreign Exchange Manipulators (Forfeiture of Property) Act and the NDPS Act.

Ms Ranjan, who is the competent authority for Punjab, Haryana, Himachal Pradesh, Jammu and Kashmir, Rajasthan, Delhi and Chandigarh, was here in connection with a training programme for police officials on forfeiture of money/property under the NDPS Act organised today.

However, due to lack of awareness on part of the police and other enforcement agencies, the complete procedure in this regard is not followed many a time, due to which the case against the trafficker is weakened.

She said the range-level training session was part of a statewide campaign aimed at creating awareness among the police personnel about the asset forfeiture of drug traffickers.

The top official observed that the lure of easy money had made many a youth adopt the illegal trade of drug trafficking.

“Growing trend of some narcotics being used as ‘party drugs’ in big cities and social acceptance of certain drugs in the rural areas are also major impediments in combating the menace,” she asserted.

Earlier, addressing the participants, Ms Ranjan maintained that for the successful culmination of forfeiture proceedings, it was imperative that the enforcement agencies take action to identify and locate the illegally acquired property of the traffickers, as well as of their relatives and accomplices and collect all possible evidence in this regard.

After completing the due formalities, the report should be sent to the competent authority, she said, adding that there were five competent authorities having jurisdiction in different states across the country.

12 killed in tempo-truck collision

Charkhi Dadri (Bhiwani), August 25
Twelve persons, including a child, were killed and over 10 others, including six women, injured in a head-on collision between a tempo and a dumper truck near Samaspur village on the Dadri-Delhi road this afternoon.

The injured have been referred to the Medical College, Rohtak.

Barring one person, all victims belonged to Loharwara village under Charkhi Dadri subdivision.

Those killed include village sarpanch Sharbati Devi (65) and her son Ramesh (38).

Deputy Commissioner Mahender Kumar visited the scene of the mishap and announced an ex gratia of Rs 1 lakh each to the next of the kin of those killed and adequate aid to the injured.

According to a report, the tempo carrying passengers and the dumper truck collided around 2 pm at “khuni mod” near Samasput village.

Most of the passengers, including some students, were going to their village when the accident took place.

Ten passengers were killed on the spot, while the remaining died on being taken to the hospital.

Those killed were Sharbati Devi, her son Ramesh, Mahavir (45), his wife Bala Devi (40), daughter Neelam (26), her one-month-old boy, Jeet Pal (55), his wife Santro (50), Suman (18), tempo driver Surender (26), Inderpal (28) and Amit (18) of Samaspur village.

Reena (18), Renu (17), Indrani (50), Deepika (17), Babita (36), Meenu (17), Sanjeev (20), Bhim Singh, Zile Singh and Satish were among those who sustained serious injuries and were admitted to the local Civil Hospital, from where they were referred to the Medical College.

The Deputy Commissioner, Subdivisional Officer (civil) and other officials visited the hospital and reviewed the medical assistance being given to the injured.

Former MLA Satpal Sangwan and other leaders also visited the hospital.

The truck driver fled the scene soon after the accident.

The bodies were handed over to the relatives after a post-mortem examination. The police was investigating the cause of the accident.

Rural youth leaving farming: seminar

“Agriculture is no longer a profitable venture and, hence, the rural youth is turning away from it.” This was the consensus at a seminar organised here today to discuss the draft national policy for farmers, framed by the National Commission on Farmers set up by the Union Ministry of Agriculture. Dr R.B. Singh, a member of the commission, was in the chair.

The chairman of the All-India Kisan Khet Mazdoor Congress, Mr Shamsher Singh Surjewala, said today farmers, small or big, were under heavy debt. Unless they were paid remunerative prices and their loans waived, the coming generations of the farming community would shy away from agriculture. In the absence of suitable employment, the rural youth was taking to crime in a big way. He also pleaded that since mostly it were women in villages who looked after the farm, the land should be transferred in their name.

Dr R.B. Singh said the commission had already written in its report that the land should be in the joint names of husband and wife.

Mrs Shashi Sabharwal of Kurukshetra said chemical fertilisers had robbed basmati of its natural sweetness and aroma. Speaking from her personal experience, she said she had been using organic manure in her fields for the past three years, which had restored some sweetness and aroma in the basmati paddy produced by her. She also endorsed the view that the rural youth was not taking up farming as it was no longer profitable.

Mr Surinder Singh Vaidwala of Sirsa said farmers, irrespective of their land holdings, who had no side business were under heavy debt. He demanded that subsidy to the agricultural sector should be given direct to the farmers because the manufacturers of various inputs did not pass it on to the consumers. This would help reduce the cost of production. The minimum support price of crops should be linked to the price index. The budget for the agricultural sector should be spent only on agriculture and not on various village development schemes.

He also demanded a change in the definition of small farmers and an amendment to the Tenancy Act.

Mr Surinder Singh Hara of Jagadhri demanded that more funds should be made available for research in agriculture universities. He regretted that farmers were resorting to excess irrigation and wastage of fertilisers due to wrong farming techniques.

Mr Bhupinder Singh Phogat, president of the Haryana unit of the Kisan Khet Mazdoor Congress, said since the government could not allow a rise in the prices of foodgrains beyond a limit, the farmers should be compensated by increasing the subsidy, which should be paid direct on agricultural inputs. The government should also make the MSP remunerative.

Mr Jagdev Malik of Panipat regretted that about 15 per cent of the farmers had become landless. The diversification of crops had failed because most of the farmers lacked the necessary resources. Citing personal experience, he said spurious seeds and pesticides were ruining the farmers.

Mr Kushalpal Sarohi of Kaithal demanded subsidy on organic manure also. He said to provide employment to the rural youth, the government should ensure that the dealership in agricultural inputs was given only to farm graduates.

Mr Anil Sharma of Meham in Rohtak district did not agree that the land should be transferred in the name of women, as it, he said, would lead to social tensions. He said the agriculture insurance scheme should be implemented by taking the village as the unit instead of the block as was being done at present. The government should provide money to reclaim wasteland, while the farmers could be asked to provide the labour component. The money, he said, could be recovered from the farmers in easy instalments later.

Mr Rajbir Kataria of Jind said the government should introduce the concept of remunerative prices instead of the MSP.

Jat issue: students hold protest

Sonepat, August 25
In protest against incorporating Jats as looters in NCERT textbooks, hundreds of students of different colleges forced the closure of all the educational institutions and shops in various markets here today.

However, there was no report of any untoward incident as the police had taken all precautionary measures.

According to information, the students assembled in CRA College in the morning and started marching on the roads asking the shopkeepers to close their shops. The shopkeepers also responded positively and closed their shops.

The students also went to other colleges to ensure closure of the institutions. They raised slogans against the NCERT and Union Minister Arjun Singh.

Hundreds of police personnel were deployed at different places and with the protesting students and their movements were closely monitored by the SDM and the DSP.

Atlas Cycle Industries workers also observed strike today in support of the students and the industry’s authorities declared closure of the unit for today.

However, all the shops were opened after the students’ protest march.

Youth assaulted, lock of hair cut

A youth was beaten up, tied to a pole and his hair was partly cut in Ambala Sadar late this evening.

While residents allegedly meted out this “punishment” to Vipin (19) for teasing a girl, his mother claimed that he was assaulted without any reason.

Vipin was caught by a group of residents in Bengali Mohalla over what they alleged was eve-teasing. He was beaten up and then tied to a pole. Thereafter, a lock of Vipin’s hair was cut. He was freed only after the police reached the spot. He was taken to the Civil Hospital, Ambala Cantonment.

Vipin’s mother, Swadesh, claimed that the residents assaulted her son without any reason. “He was standing outside the house when he was caught by a few persons. There is no question of eve-teasing by my son,” she said.

Even though he kept pleading, he was beaten up and tied to the pole. She said the assailants did not show any mercy. “We are distraught by this incident. We want that the police must immediately arrest all those who assaulted my son,” she said.

Status quo on Kiran’s writ petition

The battle for the political inheritance of former Chief Minister Bansi Lal took a new turn when his daughter-in-law and Tourism minister, Ms Kiran Chaudhary, filed a writ petition in a local court today, terming the Bansi Lal Trust as ‘bogus’.

The trust was recently formed by Mr Ranbir Singh Mahendra, elder son of Bansi Lal and MLA from Mundhal Khurd Assembly constituency. National spokesman of the Congress and senior lawyer Abhishek Manu Singhvi appeared for Ms Chaudhary and filed the writ against the trust.

The court, after a long hearing of one-and-a-half hours, kept its decision safe for the evening and later maintained ‘status quo’ on the petition. The court fixed September 16 as the next date of hearing in the case.

Earlier, addressing a press conference at the residence of Bansi Lal at Vijay Nagar here today, Ms Chaudhary claimed that attempts were being made to oust her and her daughter Shruti from that house.

536 patients examined at medical camp

As many as 536 patients were examined today in Cheeka tehsil and at Tatiyana village in this district by the mobile medical van run by the Om Prakash Jindal Gramin Jan Kalyan Sansthan.

One hundred and seventy patients were examined at Tatiyana village and 366 in Cheeka tehsil. Medicines were distributed free of cost. He said the main aim of the medical van was to make people aware of cleanliness of their surroundings.

The petition states, “The complainant has seen Mr Bansal projecting his photographs and messages through various hoardings installed at important places. The photos of Mr Bansal projected on the flag showing the accused wearing shoes and other photographs are of Ms Sonia Gandhi, the PM and CM.” TNS
