A case of alleged high-handedness by the Phagwara police came to light today when two employees of a school were “falsely” implicated on charges of stealing a mobile phone of the District Education Officer (Primary) (DEO) at Government Senior Secondary School, Bhanoki village, and were reportedly mercilessly beaten up by the police.

Several train passengers had to face much inconvenience when the Amritsar-bound 8101 Up Moorie Express, which was to make a halt at its regular Phagwara railway station platform number 2, though at snail’s pace, started diverting to main line track stoppage, while they were waiting for the regular stoppage of the train along with their luggage near the train in the wee hours today.

Manila murder toll goes up to 7
Youth shot at by looters succumbs to his injuries

One more native of Gillan village, situated near Kala Sanghian, has fallen to the bullets of looters in Manila.

According to information received here, Kultar Singh (32), alias Tony, was admitted at a hospital in Manila after he was shot at by some unidentified assailants in Manila about ten days back.

Kultar Singh was injured grievously in the attack. Today, he succumbed to his injuries.

According to the available information, five members from the family of Kultar Singh had been killed earlier in the Philippines.

Two of his family members were killed in the Philippines in the last quarter of the last year, it has been learnt.

More than ten Punjabis were killed in the Philippines during the last year.

The majority of the victims belonged to Doaba region.

This is the seventh murder of a Punjabi in the Philippines this year.

Many, in fact most, of the Punjabis killed have been in some way associated with money-lending business.

Principals write to CM
Present a charter of long-pending demands

Resolving to raise their demand for the institution of awards at the state and national levels for college principals and staff, the Association of College Principals held a meeting at Doaba College here today.

The principals raised several other issues, as they wrote a letter addressed to Capt Amarinder Singh, Chief Minister, and Mr Harnam Dass Johar, Minister for Education. In the letter, Dr R.P. Bhardwaj, president of the association, wrote that principals of various colleges in the state had shown excellent performance as administrators and educationists. He added that if some awards were instituted by the Central or state government for the recognition of their contribution in the field of higher education, it could act as a morale booster for them.

The principals have also demanded that 50 per cent merger of DA be immediately implemented for non-government aided colleges. They demanded that the ban on appointment of covered posts be lifted, as it was adversely affecting teaching in the colleges.

Demanding professor grade for principals and other staff who had completed 15 years of service, the principals said the rule should be implemented immediately as per the guidelines issued by the UGC.

The principals have also demanded that the total covered posts allocated to the colleges under 95 per cent grant-in-aid scheme be allowed to be converted to other subjects under the scheme, as per the requirement in other subjects. The principals said this would not generate any additional financial burden on the government, while making the situation more conducive for the colleges.

According to Dr Bhardwaj, the CM had been asked to fill the post of DPI (colleges), Punjab, from the non-government aided colleges on merit and appointment basis, keeping in view their large numbers in the state. The principals have also asked for quick release of grants of arrears pending from the year 2000 onwards against the claims admitted to the DPI (colleges), Chandigarh.

The association also demanded the implementation of pension and gratuity scheme as per the promise made to them during elections held nearly four years back. The members have asked the CM and the Education Minister to invite their office-bearers for a quick disposal of the issues.

School employees allege police high-handedness

A case of alleged high-handedness by the Phagwara police came to light today when two employees of a school were “falsely” implicated on charges of stealing a mobile phone of the District Education Officer (Primary) (DEO) at Government Senior Secondary School, Bhanoki village, and were reportedly mercilessly beaten up by the police.

According to sources, the DEO (Primary) was on a goodwill visit to the school. Before going for a round of the school, the DEO left her mobile phone on the table of the Principal. When she came back, she found her mobile missing, added the sources.

The matter was reported to the police and on suspicion two employees of the school — Gobind (Class IV employee) and clerk Hardip Singh, were summoned to the Sadar police station while on duty and allegedly beaten up mercilessly there by the police.

As per reports received here this evening, both were admitted to a local Civil Hospital for medical examination.

Class IV Employees’ Union member, Surajpal Yadav, Sr vice-presient, A.K. Pandey, and chairman, Sarabjit Singh, in a statement, said that they would approach the Punjab Human Rights Commission and the DGP in this regard.

When contacted, Phagwara ASP, Dr Sukhchain Singh Gill, expressed his ignorance about the incident.

Train’s wrong stoppage causes inconvenience

Several train passengers had to face much inconvenience when the Amritsar-bound 8101 Up Moorie Express, which was to make a halt at its regular Phagwara railway station platform number 2, though at snail’s pace, started diverting to main line track stoppage, while they were waiting for the regular stoppage of the train along with their luggage near the train in the wee hours today.

Train passengers were shocked to see the train stopping on another railway track, instead of regular platform number 2 and they had to first throw their luggage in the middle of railway lines, then they could alight or board the train in a panicky atmosphere.

When this correspondent visited the railway station today to enquire about the incident, though the concerned ASM on duty was not present, the Railway Station Superintendent, Mr R.K. Suman, said that the ASM received a message from Mauli railway station for entering of 8103 Up Tata Express at Phagwara station, and the ASM gave clearance for its onward journey, which had no stoppage at Phagwara station.

But incidentally, the train that had entered the Phagwara railway station was 8101 Up Moorie Express, which was to stop at Phagwara.

Suman told that the concerned ASM gave run through signal to the train assuming it as 8103 Up, as per the message conveyed from Mauli station.

The train driver, Chander Bhushan Mehta, stopped the train at Phagwara according to its scheduled stoppage.

But the train could stop on main line track, instead of its regular platform number 2 and the passengers had to face much inconvenience.

The Railway authorities had ordered a high-level enquiry to find out the reasons for this lapse.

Virsa Vihar to promote culture

The Virsa Vihar here would be put to meaningful use by promoting literary and cultural activities.

This was stated by Mr Raminder Singh, Deputy Commissioner, in a meeting with prominent city residents held at Yojna Bhavan here today.

Disclosing the fact that Rs 1.70 crore had been spent on this project from the MPLAD fund of Mr Kartar Singh Duggal, the DC said that presently the Nehru Yuva Kendra was organising cultural and training activities in the Virsa Vihar.

He added that more such activities would be planned to put this building to the best use in future.
