Sundernagar to get engineering college

An engineering college with globally acceptable courses will be made functional at Sundernagar in Mandi district from the next academic session, Mr Virbhadra Singh, Chief Minister, while presiding over a meeting to review the progress of various projects being implemented to strengthen the infrastructure for vocational education.

Need to create ‘heritage zone’ in Dalhousie

Dalhousie continues to suffer tremendous environmental injuries due to an increase in population, and unplanned building construction. Faulty garbage management, improper drainage and throwing of debris have resulted in critical forest groves and poisoning the rills (nullahas) flowing down below the hill station. To solve this problem, a Rs 14 crore sewerage scheme is under way, officials maintain.

Sundernagar to get engineering college

An engineering college with globally acceptable courses will be made functional at Sundernagar in Mandi district from the next academic session, Mr Virbhadra Singh, Chief Minister, while presiding over a meeting to review the progress of various projects being implemented to strengthen the infrastructure for vocational education. He said the curriculum of the college would be finalised in consultation with the IITs to ensure that the best professionals who could find employment in the international market were produced from the institution.

He said the state government was giving special attention towards creation of vocational education infrastructure in public and private sectors and a pharmacy college at Rohru had already started functioning. Besides medical, engineering, pharmacy, nursing institutions at various places, at least one industrial training institute would be set up in every assembly constituency in a phased manner.

He said first college of pharmacy in the state would produce qualified pharmaceutical personnels to meet the growing demand of the pharmaceutical companies which had set up their manufacturing units in the state. He said the required infrastructural facilities would be created on priority if needed and private land would also be acquired for the college campus. A committee under the chairmanship of the Deputy Commissioner, Shimla, Mr S.K.B.S. Negi, will finalise the location and complete codal formalities for transfer of land with in a week.

Mr Virbhadra Singh said the state was bound to emerge as the education destination of the country in line with Manipal. He said all vocational institutions would be required to generate their resources and become self reliant. He directed the Public Works Department to ensure that buildings were constructed in a timebound manner.

Need to create ‘heritage zone’ in Dalhousie

Dalhousie continues to suffer tremendous environmental injuries due to an increase in population, and unplanned building construction. Faulty garbage management, improper drainage and throwing of debris have resulted in critical forest groves and poisoning the rills (nullahas) flowing down below the hill station. To solve this problem, a Rs 14 crore sewerage scheme is under way, officials maintain.

Though the Himachal Pradesh Town and Country Planning Act and the building bylaws of the Dalhousie Municipal Council are stringent the mismanagement of these bylaws have spoiled the atmosphere.

The department has issued notices to offenders and various government departments. But it appears that the state government has yielded to the pressure of the miscreants. On the other hand, the law-abiding sections of the society feel that to save the hill station, it is imperative to create a “heritage-cum-conservation zone” for Dalhousie like in Chamba.

Traffic problems coupled with paucity of parking-lots have made things more miserable. The most affected are people with a choice for accommodation. The VIPs have to face a great difficulty, as there is only Circuit House here, besides a PWD rest house and a HPSEB rest house and a Hotel Manimahesh run by Himachal Pradesh Tourism Development Corporation (HPTDC). The government does not seem to be much worried about raising more structures to accommodate visitors.

The conditions in Dalhousie are going downhill. The working of the Municipal Council and the bylaws requires probe so that all activities and irrelevant provisions in the bylaws are identified and checked for the sake of an overall improvement.

Highway-22 to have concrete bridges

The Border Roads Organisation (BRO) has decided to replace all the Bailey bridges established over Sutlej on the National Highway-22 in district Kinnaur with concrete bridges for long survivability.

Revealing this exclusively to The Tribune Brigadier K.P. Singh Chief Engineer of the BRO (Project Deepak) said that a proposal in this regard has already been finalised. Initially, the work on Kharo and Khab Bailey bridges in Pooh sub-division of district Kinnaur would begin from the next financial year, he said.

He said that the total cost of replacing these Bailey bridges with concrete bridges has been estimated at Rs 3.5 crore each. This amount has already been earmarked in the budget.

Adding that the Bailey bridges already in existence at Kharo and Khab would remain over Sutlej till the construction work on concrete bridges is completed, he said that fresh sites would be identified for the establishment of concrete bridges.

Brigadier Singh further said that it would take at least two working seasons to complete the construction work on these two concrete bridges and during this long period it is not possible to disturb the normal flow of traffic.

He said that the floods becoming an unending trouble at regular intervals of time in the Sutlej basin, the cost incurred on re-establishing the damaged Bailey bridges is high. Therefore, the only viable solution on long-term basis is constructing the concrete bridges.

In reply to a question, he said that a proposal to widen the NH-22 was also under the active consideration of the army keeping in view of the strategic importance of the road.

Palampur hospital not in sight: CM

Taking a serious view of BJP leader Shanta Kumar’s hospital project in Palampur, Chief Minister Virbhadra Singh here today said since the hospital had not been materialised till now, the prime land worth Rs 25 crore, given on a token lease to the Vivekananda Trust headed by Mr Shanta Kumar, had not been put to the desired use.

Addressing a press conference, he said the government would soon intervene in the matter and the restructuring of the structure that had come up on the land was also being considered.

He said the allegations of financial mismanagement made by a trustee also needed to be looked into as Mr Shanta Kumar had not given a satisfactory reply so far. These were serious allegations as the trust had collected donations for building the hospital. If there was no truth in the charges, Mr Shanta Kumar should have explained them clause by clause, he said.

He said it was surprising that Mr Shanta Kumar had made himself the life chairman of the trust to which the land had been transferred by the Himachal Government on a token lease of Re 1 for the purpose of setting up the hospital.

Instead of a hospital, he said, a naturopathy and yoga centre had come up on the land, which indicated that the trust had deviated from its purpose. This centre could have been a part of a full-fledged hospital, which was nowhere in sight. The prime land was not given to the trust for offering ‘massaging facility’.

“The project seems to have only helped Mr Shanta Kumar and his relatives and friends so far. We are disappointed that the project had not been materialised as planned in all these years,” he said.

On the controversy over the skii village, he said the BJP was unnecessarily putting up hurdles in the development of the state. “It shows the negative tendency of a party, which had no hope of returning to power,” he said.

He further said the allegations of discrimination against the lower Himachal region by the government were totally baseless and politically motivated. He said such charges should be avoided as they created discord among the public.

He said the government was considering setting up of a fact-finding committee on the issue or releasing a white paper so that the matter was buried forever. The committee would list the developmental works taken up in the region since the inception of the state. The Chief Minister said the investigations in most cases of corruption against those at important positions were nearing completion and the government would soon take action against the guilty.

He further said instead of making allegations of corruption through the media, his opponents should use the facility of writing to the Lokayukta, along with an affidavit. Asked if any disciplinary action would be taken against Major Vijai Singh Mankotia for making charges of regional imbalance against the government, he said it was an internal matter of the party.

Workshop on depleting ozone layer

A two-day workshop on “substances depleting ozone layer for environment agencies” was organised by the State Council for Science, Technology and Environment and the ozone cell of the Union Ministry of Environment and Forests here today.

The Chairman-cum-Secretary, Science and Technology, Dr Shrikant Baldi, stressed the need for maintaining proper balance between development and environment protection as environment pollution was an issue of global concern. “There is an urgent need for conducting research to develop alternative technology which is environment friendly and economical,” he said.

Dr Baldi said that training programmes were being organised to create awareness about the implementation of the Montreal Protocol, regarding phasing out the ozone depleting substances. He exhorted industrialists to avail funding and technology transfer support from the multilateral fund of the Montreal Protocol to convert industries using ozone depleting substances to non-ODS technology.

The member-secretary, Science and Technology, Mr Prabodh Saxena, stressed upon sensitising the enforcement agencies and implementing the Montreal Protocol and follow-up action taken by the Central Government. — TNS

Angling meet in Pong Dam on Nov 20

The Department of Fisheries, Himachal Pradesh, in collaboration with the Tourism Department and state Angling Association will organise a one-day national angling meet in the Pong Dam reservoir on November 20.

According to Mr Gurcharan Singh, Assistant Director, Fisheries, Pong Dam, reservoir, a large number of anglers from different parts of the country will take part in the meet.

The registration of anglers will be held at 5 pm on November 19 and the angling competition has been scheduled on November 20 between 6 am and 11 am, he added.

CPM organises demonstration

The CPM organised a demonstration against the anti-people decisions of the local Municipal Corporation (MC), including hike in water tariff, here today.

Addressing the gathering, CPM leaders, including Mr Vivek Kashyap and Mr Rajeev Thakur, councillor, said the people were fed up with the inept functioning of the MC. Later, they submitted a memorandum, addressed to the Mayor.

The CPM threatened to launch an agitation against all anti-people decisions. They said the MC had failed in fulfilling the water requirements of the residents of the city and the supply was being given on the fourth day.

They came down heavily on the MC for burdening the people by enhancing the water bill by 10 per cent per annum.

They demanded that proper water supply be made twice a day and connections be given to those owning temporary structures (dharas). “The hike in water bills must be withdrawn by scrapping the agreement between the MC and IPH Department,” they demanded.

They warned that BSP activists would launch a stir if the government failed to take any action against the police.

Discrimination in house allotment alleged

The District Technical Employees Association (DTEA) alleged that the district house allocation committee under the Deputy Commissioner has been allotting government houses not on the set criterion of seniority and nature of services for the past four years.

The DTEA president, Mr D.R. Verma, stated here that the committee had not allotted houses to the four employees in the District Public Relations Department though they had served the department for five years. Instead, the committee has allotted houses to the employees who did not fulfil the set criterion,” he claimed in a statement.
