To speed up the rehabilitation process ahead of the winter, the Centre has decided to start distribution of Rs 40,000 as first instalment of house construction grant, from tomorrow, to those families whose houses were damaged in the killer quake that struck Jammu and Kashmir on October 8.

India allows Pak choppers to fly in no-fly zone

India today allowed Islamabad’s request for flying of Pakistani Air Force helicopters right up to the Line of Control (LoC) for speedier quake relief operations.

The Indian decision, conveyed through diplomatic channels both here and in Islamabad, has been deeply appreciated by Pakistan.

It means that New Delhi is willing to give a goby, though temporarily, to the mutually-agreed code of conduct between the two countries that debars either side from flying helicopters in the peacetime no-fly zone, which is 1 km along the LoC.

However, India has made it clear that such Pakistani requests will be taken on a case-by-case basis, implying that Islamabad will have to seek India’s clearance each time it flies its choppers right up to the LoC.

The Pakistani side is understood to have informally told India not to take it amiss if the Pakistani choppers on quake relief mission were to inadvertently violate Indian airspace by a few yards in view of the terrain.

New Delhi has assured the Pakistanis that it perfectly understood the situation.

The Indian troops have been instructed to keep a close watch on the movement of Pakistani choppers as and when they fly up to the LoC after taking due clearance and not take any hasty or extreme steps in case of breach of Indian airspace by Pakistani choppers, which are on quake relief mission and for which clearance has already been taken.

Meanwhile, the Ministry of External Affairs today denied reports published in a section of Pakistani press accusing India of delaying action on a request by Pakistan to cross the LoC so as to have access for relief work.

“It is clarified that we have received no such request from Pakistan. We have received a request from Pakistan on October 13 to fly helicopters in the peacetime no-fly zone. We are conveying our agreement today to this request provided permission is taken on a case-by-case basis,” MEA spokesperson said in response to a question.

Rs 40,000 to be given to rebuild houses

To speed up the rehabilitation process ahead of the winter, the Centre has decided to start distribution of Rs 40,000 as first instalment of house construction grant, from tomorrow, to those families whose houses were damaged in the killer quake that struck Jammu and Kashmir on October 8.

“We will start giving from tomorrow Rs 40,000 each to those whose houses have been damaged and this exercise will be completed by the end of next week,” Secretary (Border Management) in the Union Home Ministry D K Sankaran told newspersons here today while briefing on the relief and rehabilitation measures being undertaken in the state.

Financial grant up to Rs 1 lakh for each family for house construction and repair, building community shelters and providing expertise for quake-resistant structures are key components of a three-pronged government plan unveiled yesterday for quake-hit areas of Kupwara, Uri, Tangdhar in Kashmir valley and Poonch district of Jammu region.

Asked about shortage of tents for the affected people, Mr Sankaran said at present about 16,000 tents had already been sent to the state and this figure would increase to 20,000 to 22,000 in the next few days. The demand of about 35,000 tents along with about 2,000 portable cabins would be met by next week, he said.

To a question if relief measures had reached all the areas in the state hit by the quake, he said about six to nine villages were still to be covered.

According to the National Disaster Management Division’s latest statement, 36,693 houses in Srinagar division and 914 in Jammu division have been damaged by the quake with Uri and Tangdhar areas in Baramulla and Kupwara district having borne the brunt.

Several heritage and important buildings damaged included Charar-i-Sharief shrine in Budgam, police lines building at Baramulla, Moti Mahal and Field Ambulance building in Poonch, Reasi Fort and Civil Hospital in Tangdhar.

Mr Sankaran, who briefed the media along with Director General of Military Operations Lt-Gen Madan Gopal and J and K Resident Commissioner Mr Pervez Dewan, said rain and moderate snowfall in certain areas in the valley were unlikely to affect the relief operations since the security forces and the people of the region were used to working in such conditions.

The Border Management Secretary said tents were being acquired from across the country including tsunami-hit areas in Andaman and Nicobar islands, Karnataka and Andhra Pradesh besides 1,000 tents each being supplied by the Army per day from Kanpur.

Over 40 aftershocks recorded

More than 40 aftershocks, measuring 5 and above on the Richter Scale, have rocked the India-Pakistan border till this morning since the killer earthquake devastated the region last week, killing thousands and rendering tens of thousands homeless on both sides of the border.

Two aftershocks of moderate intensity jolted the region this morning. While there has been no immediate report of casualty, the India Meteorological Department (IMD) here said the first trembler, measuring 5.2 on the Richter scale, was felt at 9.54 am and a 5.3-magnitude second aftershock some minutes later.

Party leaders behind letter row: Uma

Firebrand BJP leader and former Madhya Pradesh Chief Minister Uma Bharti today defended her recent letter to RSS chief K.Sudarshan, saying it was written in a restrained language to highlight some issues of national interest.

Addressing her supporters on her arrival at Jabalpur to attend the state BJP's two-day executive committee meeting, she said there was nothing controversial in her letter but some party leaders were spreading confusion regarding the letter.

She said she would soon call on RSS chief Sudarshan and BJP President L.K.Advani in this connection.

Ms Bharti said though she was not a member of the RSS, she was guided by the RSS ideology.

Her corporal body was given by her parents but her soul had been moulded by the RSS ideology, she added.

She was accorded a rousing reception by her supporters on her arrival at Jabalpur. She had earlier kept away from the state BJP conclaves at Pachmarhi, Mandu and Bhopal.

Many party leaders, including Chief Minister Babulal Gaur, state BJP in-charge and former Chief Minister Kailash Joshi, state BJP president Shivraj Singh Chauhan, former Chief Minister Sunderlal Patwa and former state BJP president Vikram Verma are attending the meeting.

Going by the tempers she displayed immediately after her arrival at Jabalpur, it is likely that Ms Bharti would raise some unpalatable issues at the meeting.

Kalam for reforms in police

Favouring reforms in the functioning of the police, President Abdul Kalam said recommendations made by various Police Commissions, constituted by the governments in the past, were now under the consideration of the Centre, while delivering the 20th Sardar Vallabhbhai Patel Memoroal Lecture at the National Police Academy here.

“A few recommendations have been accepted and implemented till now. Presently, 49 recommendations which are crucial to the policing reforms have been short listed by the High Power Committee and are under the consideration of the Government for implementation,” he said.

He pointed out that in order to attract and retain talented youth in the Police Force, right from constable to officer level, it is needed to design attractive service conditions with suitable pay package and perks, career planning and advancement.

In his lecture on ‘National Development—Police, a partner’, Kalam touched upon a range of issues concerning the police-public interface and outlined a set of five suggestions to improve efficiency and transparency in the police set-up.

They included augmenting the police force to achieve the police-people ratio of at least 1:500, continuous skill upgradation and training of police personnel to make them people-friendly, improving the service coditions of policemen and adoption of modern technologies to improve efficiency and accountability.

The President called for putting in place a police e-governance grid, connecting various police stations in a state to the office of the DGP through Government to Government (G2G) and Government to Citizen (G2C) network.

Asking security forces and multi-level intelligence agencies to keep themselves abreast of modern technologies to foil the activities of subversive elements, President Kalam said that maintenance of internal security had become a challenging task in the wake of growing terrorism.

“When the attacker is distributed within the system, things become extremely difficult to detect and arrest,” he said.

“In this changing security scenario, the intelligence agencies and the police have to assume a completely different role,” the President told the gathering comprising of IPS probationers and senior police officials.

Kalam turns 74

President A.P.J. Abdul Kalam turned 74 today celebrating his birthday by spending time with the underprivileged and attending other engagements.

Meanwhile, several leaders, including Prime Minister Manmohan Singh, today greeted the President. “The nation looks forward to continuing to benefit from Dr Kalam’s wisdom and guidance in years ahead,” said the Prime Minister in a message.

Tamil Nadu Governor S.S. Barnala and state Chief Minister J. Jayalalithaa sent him greetings. Mr Barnala wished Dr Kalam a long and healthy life. In her message, Ms Jayalalithaa said, “On the happy occasion of your birthday, please accept my warm felicitations and best wishes.”

CPM to campaign alone in Bihar election

With the CPM today deciding to campaign alone in the four phased Bihar Assembly Elections, the differences with the ruling UPA coalition have become sharper.

CPM was the only Left party supporting the Congress to join hands with the Rashtriya Janata Dal (RJD) to fight the Bihar polls. It had then stated that it would share the platform with the Congress for electioneering.

However, General Secretary of CPM, Prakash Karat in a statement said, “The party will conduct an independent campaign calling upon the people to defeat the JD(U)-BJP alliance and for supporting the CPM candidates in the fray.”

The party is contesting eight seats in the 243-member assembly as alliance partner and two seats independently. While the Congress, the NCP, and the RJD are contesting on a common manifesto, the CPM has its own poll promises.

“At the same time, the party will also work for the success of the candidates of the UPA parties— RJD, Congress and NCP,” Mr Karat said.

Other allies of the Left Front - CPI, RSP and AIFB - are fighting the Assembly polls beginning on October 18 in allaince with the Lok Janshakti Party (LJP) led by Mr Ram Vilas Paswan.

Nationalist Congress Party (NCP) led by Sharad Pawar, which had entered into an electoral alliane with RJD-Congress announcing that it would campaign jointly, was conspicious by its absence during the first joint meeting of the Bihar coaltion leaders in Gaya.

The BJP swept to power in the Ahmedabad Municipal Corporation elections unseating it’s traditional rival, the Congress by a huge margin and providing fresh proof that Chief Minister Narendra Modi’s love affair with the people still endures.

Simply put it was billed as a 'Modi versus the rest' encounter and the Gujarat Chief Minister emerged victorious. The result of this civic poll is expected to have a major bearing on both intra-party and inter-party politics in Gujarat.

The BJP bagged 96 seats and the Congress trailed way behind with 32 and an independent won 1 seat in the 129 member civic body, the biggest in Gujarat.

The BJP held 59 seats in the outgoing civic body while the Congress had 65 with five independents.

The high profile micro-management of the BJP challenge in a mere municipal corporation election by Gujarat Chief Minister Narendra Modi which was being seen as a strategic blunder has proved a master stroke.

The elections were marked by voter indifference as reflected in the 30.49 per cent polling.

The Congress team went into the battle without a general as the state unit is headless following the death of Mr B.K.Gadhvi while the Chief Minister himself led the BJP.

The result is a vindication of Mr Modi because it comes despite the rising dissidence within the party directed specifically against him and the VHP’s clear decision that it would not pitch in favour of the BJP. The results have for the time being, put the dissidents on a sticky wicket.

The Akhil Bhartiya Jan Sangh which pitched in with 20 candidates from 16 municipal wards and campaigned vigorously on the Hindutva plank attacking the BJP also failed to make an impact.

Accused can’t access police diary, says SC

In order to hold the sanctity of investigation in criminal cases, the Supreme Court has ruled that the police case diary can neither be made available to accused persons nor can be used as an evidence against them.

“It is specifically provided in Sub-clause (3) of Section 172 of the Code of Criminal Procedure (CrPC) that neither the accused nor his agent shall be entitled to call for such diaries nor shall he or they be entitled to see them merely because they are referred to by the (trial) court,” a Bench of Mr Justice K. G. Balakrishnan and Mr Justice B. N. Srikrishna ruled.

It said the dairy was only a document about the facts of the case, the procedure and progress of the investigation. “But if the entire case diary is made available to the accused, it may cause serious prejudice to others and even affect the safety and security of those who may have given statements to the police.”

Bandit’s diary has Ramayana stanzas

A deceased dacoit’s diary, seized yesterday near his body in this district’s Bhimpur forest, has been found to contain stanzas from the epic Ramayana, the police said here today.

The diary also contained references to Lakheshwari Mata and Sheetla Mata. Baiju Gadaria, who carried a reward of Rs 50,000 for his arrest, was expelled from the Dayaram-Rambabu Gadaria gang. It was suspected that Baiju was neutralised by the Gadarias on the evening of October 11. — UNI
