Finance panel recommends 479 crore grant

The 12th Finance Commission has recommended a grant of Rs 479 crore to the Haryana Government covering 2005-10, which includes Rs 388 crore for panchayati raj institutions and Rs 91 crore for the urban local bodies.

An official spokesman said here today that the state government had constituted a high-level committee (HLC) under the chairmanship of the Chief Secretary to sanction the schemes and monitor the utilisation of the grant recommended by the Finance Commission for rural and urban local bodies. The other members of the committee were the Principal Secretary to the Chief Minister and the Financial Commissioners, Finance, Urban Development and Panchayats. The Special Secretary, Finance (Budget), would be its member- secretary.

He said the HLC would approve projects at the beginning of every year to be undertaken in each sector, quantify the targets, both in physical and financial terms, and lay down the timetable for the achievement of specific milestones. The HLC would also monitor both physical and financial targets and ensure adherence to the specific conditions in respect of each grant, wherever applicable. It would meet at least once in every quarter to review the utilisation of grants and issue directions for mid-course correction, if considered necessary.

Celebrating the genius of 19th century Urdu poet Altaf Hali, the Haryana government today decided to open a primary school for girls in the poet’s ancestral “haveli” located in Panipat.

Endorsing requests of Indian and Pakistani Urdu scholars, here for the two-day Indo-Pak seminar on Hali being organised by the Haryana Urdu Akademi at Panjab University, Haryana Chief Minister Bhupinder Singh Hooda consented to set up the girls’ school in Panipat. In this context he referred to Hal’s reformist streaks and said “he was the frontrunner of national unity and of the uplift of girls.”

The government also decided to start work on the poet’s mausoleum which lies in a state of neglect, causing disappointment to those who recognise Hali’s relevance. Hali was the first Urdu critic; he was also the one who wrote rules of construction for Urdu poetry. It was Hali’s exceptional ability to visualise trends that endeared him to Ghalib.

Dr Salim Akhtar, the visiting Pakistani scholar and former Head of Urdu Department in Mehra Government College, Lahore, said: “The significance of Hali in Urdu literature cannot be overemphasized. He was the poet of national integration. His style came closet to Iqbal’s who has acquired the status of a prophet in Pakistan. But Hali was more committed to social consciousness than other poets of his times. He wrote of reform, of radicalism and of reversal.”

Along similar lines, Dr Tahir Taunsvi, Chairman, Board of Intermediate and Secondary Education, Pakistan, drew one’s attention to the contributions of Hali to Urdu literature. “He set the path which others followed. All norms pertaining to approach to the language, its construction, its patterns, were laid down by Hali. It would not be an exaggeration to call him the “torchbearer” of Urdu poetry.” Dr Taunsavi has conducted research on Hali, while Dr Akhtar has written three articles linking the styles of Hali and Iqbal. The same have been published in India and Pakistan.

Trailing the evolution of Hali, Haryana Education Minister Phool Chand Mullana also painted an awe inspiring picture of the poet who would walk from Panipat to Delhi to take lessons from Ghalib. Reiterating Haryana’s commitment to safeguarding Hali’s legacy Mr Mullana said a park had been constructed in Panipat in Hali’s memory.

Interesting to note was the light hearted ambience in which debates on the poet progressed today. Unlike customary conventions that yield little, this one wrapped up on an encouraging note with scholars like Dr Khaliq Anjum, general secretary, Anjuman Taraqqe-e-Urdu, the national level Urdu body, proposing and the Haryana government consenting.

A significant recommendation Dr Anjum made pertained to more funds for Haryana Urdu Akademi, which is publishing Hali’s ghazals in Urdu and Hindi under the guidance of Dr K.L. Zakir. This year the Akademi got Rs 10 lakh more than the last budget. That the proposal to enhance its budget would be taken seriously was clear from the words of appreciation which the Haryana Governor, Dr A.R. Kidwai, had for it. The Governor talked about Urdu as a binding force for SAARC countries, and recalled Hali’s relevance by saying, “He was born in 1835 and was naturally influenced by the Mutiny of 1857”.

Lecturers working on ad hoc basis for 12 years!

More than 100 lecturers serving in different government colleges and polytechnics across the state have been working on an ad hoc basis for the past several years.

They were appointed seven to 12 years ago and have crossed the upper age limit for government service.

Victims of government apathy, they were hopeful that their services would be regularised at the time of their appointment. However, the successive state governments have failed to provide any relief to them.

Most of these lecturers were appointed in 1995, the service of some of them were even regularised, but the decision was later reverted.

Talking to The Tribune here yesterday, some of the affected polytechnic lecturers maintained that most of them had to support their families, but were in a precarious condition due to job insecurity.

They asserted that despite fulfilling the eligibility criteria, showing good results and having positive ACRs, their services were not being regularised.

The aggrieved lecturers have met several senior Congress leaders, including Chief Minister Bhupinder Singh Hooda, and apprised them of their situation.

However, no action has been initiated by the government in this regard.

The affected lecturers had moved the court to get some respite.

The court granted a stay on terminating their services until regular appointments were made.

In a memorandum to the local Congress MP, Mr Jai Prakash, the lecturers have pointed out that regularising their services would not put any additional burden on the state 
exchequer as they were already working in the same capacity.

Anticipatory bail rejected in rape case

Chandigarh, July 20
Mr Justice Surya Kant of the Punjab and Haryana High Court today dismissed the anticipatory bail plea of former Panipat City Magistrate Jeet Singh in a case of rape.

The petitioner is accused of having raped a young woman after ‘marrying’ her. It later transpired that he was already married and had allegedly made false claims about his single status to lure the lady, who is a teacher, into marrying him.

In her complaint to the police, the lady had alleged that apart from outraging her modesty repeatedly, the accused also misappropriated her money savings and gold jewellery.

A case was registered by the Panipat Model Town police on November 4, 2004.

In his plea for a grant of anticipatory bail, the accused, who is presently posted as Inquiry Officer in the office of Chief Conservator of Forests, Haryana, had denied the charge.

Earlier, the court had restrained the police from arresting him till further orders. Today, the court dismissed the petition.

Agents seek market panel secretary’s transfer

Fruit and vegetable commission agents today held a protest against the alleged high-handedness of the market committee secretary, at Sadar vegetable mandi here.

Ambala Cantt MLA Devender Bansal, who heard the grievances of the commission agents, assured them that the matter would be looked into. “I have talked to the Chief Administrator of Marketing Board Haryana and apprised her of the situation. The Deputy Commissioner Ambala too has been informed,” he said.

Mr Bansal said the agents were demanding the transfer of the market committee secretary. “I have been informed by the commission agents that the marketing board secretary, Mr M.S. Sidhu is forcing them to buy insurance policies. It is an unfortunate development,” he said.

He said that high-handedness of Mr M.S. Sidhu would not be tolerated. “We have sought proper action against him,” he said.

The commission agents claimed that the market committee secretary was forcing all of them to buy life insurance policy. “He is threatening us to buy the life insurance policies. In few instances, he has taken away the ledger books of the commission agents who had not complied to his demand. The ledger books were returned only after the insurance policy premium was paid,” they alleged.

They said that besides the commission agents in the vegetable mandi, the commission agents in Anaj mandi, Pansari bazar and Dal bazar were also affected. We believe that the LIC agent who is benefiting from this is a close relative of Mr Sidhu,” they claimed.

They demanded that the LIC premium, which they have been made to pay forcibly, should be returned. Despite repeated efforts, Mr MS Sidhu could not be contacted.

Farmers complain of theft of canal water

Farmers in villages of Rai Water Service Division in the district are not receiving their share of irrigation water for the past few months due to erratic and inadequate supply of canal water and reported theft of irrigation water. As a result water does not reach the tail-end of the distribution system.

According to a report, the farmers who do not have alternative means of irrigation are stealing water from the canal network through pipes. Although adequate canal water is available in the areas falling under the jurisdiction of Sonepat and Delhi Water Service Division but many farmers who allegedly enjoy the patronage of ruling party MLAs and other politicians, are indulging in large-scale theft of water.

As a result, the farmers whose fields are situated at the tail-end bear the brunt.

It is alleged that officials of this division are hushing up of most cases of canal water thefts. Whenever canal cuts are made by some influential farmers, these are termed as mishaps. In this way, officials find an opportunity to dupe the government.

Many panches, sarpanches, members of block and panchayat samitis and Sonepat Zila Parishad have also demanded a vigilance inquiry into the complaints of the farmers.

A high-level inquiry into the racket is likely to expose the misdeeds of the officials of Rai Water Service Division in this district.

The transfers of the Executive Engineer, the SDOs and other officials will ensure an independent and impartial inquiry in this regard.

Four dead, 11 injured as vehicles collide

Panipat, July 20
Four persons were killed and 11 injured in a head-on collision between an autorickshaw and a trailer on the Asandh road here yesterday. The deceased included the autorickshaw driver, an aged woman and a 10-year-old boy.

According to information, the jampacked autorickshaw was on its way to Nohra village, while the trailer was coming towards Panipat from the opposite side.

While the autorickshaw was badly damaged in the collision, the driver of the trailer reportedly ran away from the spot.

Police personnel and passers-by took the victims to Bhim Sen Sachar Civil Hospital.

The deceased were identified as autorickshaw driver Prem of Nohra village, Satyawan of Sainipura village in Gohana, aged woman Batheri Devi of Gannaur in Sonepat and 10-year-old Parveen of Goyla Kalan village.

The injured were identified as Krishni, her daughter Meena, Bablu, Subash, Vijay, his brother Saheb Singh, Bal Kishan, Munish (all of Nohra village), Pradeep, Kamlesh and Satpal of Chhoti Goyla village.

Ex-sarpanch, 10 others booked in tree scam

A former sarpanch of Japti Chhapra village falling under Indri police station and 10 others were booked for keeping panchayat money with them for three months after selling thousands of trees and depositing only a part of it even after three months.

An FIR was lodged on the basis of an inquiry report submitted by an Inspector of the CM flying squad, Mr Satyavir Singh. He looked into the matter after receiving complaints in this regard.

The FIR was lodged under the Prevention of Corruption Act against the former sarpanch Aajam Ali, Jahir Abbas, Jafar Abbas, Murshad Abbas, Rehmat Hussein, Tahir Abbas (all of Japti Chhapra), Kesar, Subash (both of Budanpur Khalsa village), Sureshpal, Rulduram and Ramesh of Garhi Birbal village.

According to the inquiry report, 55,000 saplings were planted on 300 acres of panchayat land at Japti Chhapra village in 1993. All the accused sold these trees for Rs 1,29,000 in 2003.

Instead of depositing the money in the panchayat account, they kept the amount with them for three months and deposited only Rs 99,676 in Cooperative Society Bank, Karnal, after three months.

Dairies to be shifted outside town

The Municipal Council has decided to shift hundreds of dairies spread over almost every part of the town to the Pingli road area.

A resolution in this regard was passed at a meeting of the council held under the presidentship of Mr Balwinder Singh Kalra here today.

The decision to shift the dairies from the residential areas was taken during the Chautala government and land in Shekupura village was acquired for the purpose, but it could not be implemented as dairy owners did not want to shift to Shekupura village as it is near the border with Uttar Pradesh.

In another resolution, it was decided to declare the Kunjpura road area a commercial place.

A resolution regarding providing every councillor Rs 3 lakh for the development of the ward was passed.

Several others resolutions were passed at the meeting. These will be sent to the Local Bodies Department for approval.

Special teams to solve untraced cases: DGP

The Director-General of Haryana police, Mr Nirmal Singh, has said special investigation teams will be constituted at the range-level to solve untraced cases in the state.

He was talking to mediapersons here on Monday after a meeting with the police staff and officials of the district at the police lines.

He said the number of untraced cases was increasing.

Power consumers avail of VDS

Several thousand domestic and tubewell power consumers have already availed the benefit of voluntary disclosure Scheme (VDS). This was stated by the Karnal DC, Mr Shyamal Mishra, in a press-note issued here yesterday.

It was stated in the press note that as many as 44716 domestic and tubewell consumers provided actual information of the load and the same was regularised.

The scheme will continue till July 31.

The Haryana Government will introduce a scheme (Arogya Kosh) in the state for persons living below the poverty line to enable them to get specialised treatment for life-threatening health problems, including kidney failure and cardiac diseases.

While stating this here yesterday, a spokesman of the Health Department said during the year 2005-06 a provision of Rs 2 crore had been made for the scheme. Under the scheme, a state fund and district illness assistance fund(s) would be established under the Societies Registration Act. A society to monitor activities under these funds would be got registered with the Registrar, Cooperative Societies.

He said the society would be responsible for identifying the patients suffering from life-threatening diseases and for fixing criteria for providing financial assistance to them. The contribution of the Central Government to the state fund would be to the extent of 50 per cent of that made in the form of a grant by the state government in a year subject to a maximum of Rs 1 crore, he added.

Govt to pay premium for students’ insurance policy

The Haryana Government has decided that the premium for the Students Safety Insurance Policy will be paid by the government from the financial year 2005-06. A Budget provision of Rs 25 lakh has been made for this purpose.

While stating this here yesterday, an official spokesman said the policy was being implemented in the state by the Secondary Education Department in association with the Oriental Insurance Company. It would provide safety cover to all school-going children and the teaching and non-teaching staff of schools.
