Amarnath Yatra begins today
Tribune News Service

Srinagar, June 20
The annual pilgrimage to the holy cave shrine of Amarnath in South Kashmir begins tomorrow, with the Jammu and Kashmir Governor, Lieut-Gen S.K. Sinha (retd), offering special prayers at the cave. Even as over 5,000 pilgrims have so far visited the shrine via the Baltal route, the yatra would start on both the Baltal and traditional Pahalgam routes after registration with effect from July 6 till the conclusion of the yatra that coincides with Rakshabandhan on August 19.

To facilitate the yatris, Jagson Airlines will be launching its helicopter services between Srinagar and the cave via Baltal tomorrow, after inauguration by the Governor, who is also Chairman of the Amarnath Shrine Board. He will later fly to the cave where he is to offer special prayers and formally launch the beginning of the yatra. A spokesman of Jagson Airlines here today said that its helicopters with a capacity of five passengers each will have four return flights daily from here to the cave. At least 20 return flights daily will be operating between Baltal and the cave shrine. The charges per passenger for a return trip at Srinagar has been fixed at Rs 25,000, while it will be Rs 10,500 between Baltal and the cave, a Jagson Airlines spokesman said.

The decision to start the yatra from tomorrow was taken after consultations between the Governor and Chief Minister Mufti Mohammad Sayeed. Like that of the last year, the Governor had been favouring an extension in the duration of the yatra, which had been opposed by the state government on security considerations. Both the sides have agreed upon the arrangement under which the yatra begins via Baltal tomorrow, however without registration.

Adequate arrangements are under way for the intending pilgrims by the Amarnath Shrine Board. Those performing the annual pilgrimage from tomorrow via Baltal would include service yatris and unregistered pilgrims. The snow clearance on the 32-km-long trek between Chandanwari, 16 km ahead of Pahalgam, and the holy cave was on, official sources here said. They disclosed that at numerous places the depth of snow was still about 10 ft.

Meanwhile, the mobile telephone services are also being improved for the facility of yatris on either trek to the holy cave. The BSNL mobile services are, according to sources, being made operational in the Sonmarg-Baltal area with effect from July 1. Airtel, which is the only private mobile operators in the state, has also extended its services to the tourist spot of Gulmarg.

Militant attack foiled in J&K, 9 killed

Srinagar, June 20
A militant attack was foiled by the security forces while five militants, two Special Police Officers (SPOs) and a woman were among the nine persons killed across Jammu and Kashmir during the past 24 hours, an official spokesman said today.

The security forces also seized a large cache of arms and ammunition in the state overnight.

Deputy Inspector General of Police (Rajouri-Poonch) V.K. Singh said in Jammu that the security forces shot dead two fidayeen (members of a suicide squad) who tried to storm a DSP’s office in Mendhar town of Poonch district last night.

SPO Imtiyaz Ahmad and shopkeeper Raman Kumar were killed and two police personnel wounded in the gunbattle.

Mr Singh said two fidayeen, suspected to be from Pakistan, struck at Mendhar late last night and tried to storm the DSP’s office after throwing a grenade towards the main entry gate.

Police personnel on guard and from the nearby office of the Special Operation Group (SOG) opened fire at the ultras. In the ensuing two-hour-long gunfight, both militants were killed.

He said two AK rifles, eight magazines, 180 rounds, three hand grenades and one anti-personal mine were seized from them.

In another incident, girl was shot dead by militants at Gool in Udhampur district last night.

Meanwhile, official sources said unidentified gunmen shot dead SPO Ghulam Hassain at Kulgam district of Anantnag late last night.

Security forces also killed a Lashker-e-Toiba (LeT) militant identified as Chand Baber, alias Bashir Ahmad, alias Abdullah Umar, a resident of Faislabad in Pakistan, during an encounter Sirajpora-Handwara village in the frontier district of Kupwara.

Power game: PDP woos National Conference MLAs
M.L. Kak

Jammu, June 20
Senior National Conference leader and MLA Molvi Iftikhar Hussain Ansari defected to the PDP, the ruling party has started “angling” for defection of several NC legislators.

Informed sources said that Finance Minister Muzaffar Hussain Beig is in the forefront of moves to woo NC MLAs to the PDP fold. In this connection Mr Beig is said to have spent a couple of hours with a senior NC leader and former minister for chalking out the strategy for bringing at least nine NC legislators to the PDP fold.

Molvi Ansari had to resign from the assembly membership in order to avoid the axe under the anti-defection law. He will be contesting from the Pattan constituency from where he was elected to the assembly in 1996 and 2002. The PDP leaders want at least nine NC MLAs to cross the side so that they were not penalised under the anti-defection law because, at present, the NC has 26 members in the state assembly.

Sources said that hitherto the PDP solely depends on the Congress support for the survival of its government. The idea behind the move to woo more NC MLAs was to enable the PDP to be on a place of strength.

However, even if nine to 10 NC MLAs join the PDP, the party headed by Ms Mehbooba Mufti will not be able to form the government without the support of the Congress. The PDP needs 44 MLAs to form a government and with 10 NC MLAs in its fold, its strength goes up to 27 and with the support of four Panthers Party legislators it falls short of 13 MLAs.

On the other hand, the Congress, which has more than 20 MLAs, can form the government with the support of the National Conference, which has at present 26 MLAs and even if 10 quit the party to join the PDP, the support of those Independent who have become associate members of the Congress, can help the Congress-NC alliance to be in power.

Hence the wooing of NC legislators can be a tricky matter for the PDP whose number of leaders are not prepared to transfer the Chief Minister’s “gaddi to the Congress in November, 2005.

If by winning over some NC MLAs, the PDP wanted to further weaken the National Conference and cause added erosion in its mass base it can expect support from the Congress.

National Conference sources, at the same time, ruled out the possibility of causing a split in the 67-year-old organisation by the PDP machinations. The sources said that at the most, the PDP may succeed in winning two to three NC MLAs to its fold and in that case they shall have to resign their membership of the assembly for contesting the election afresh.

Stage set to organise ‘balidan divas’
Our Correspondent

Jammu, June 20
The stage is set for observing balidan divas in connection with the martyrdom of founder President of the Jana Sangh, Mr Shyama Prasad Mukherjee, on June 23 at Lakhanpur where he was arrested in 1953.

A senior BJP leader and former Governor of Rajasthan, Mr Madan Lal Khurana, held a series of meeting with NJP activists from Punjab, Himachal and Jammu for ensuring participation by large groups in the rally at Lakhanpur, called the gateway of Jammu and Kashmir.

The BJP President, Mr L.K. Advani, is expected to preside over the rally and on the same day the foundation stone of a memorial will be laid.

The purpose of the rally is to highlight the sacrifices rendered by members of the Sangh Parivar for having one pradhan, one nishan, and one vidhan (Governor, flag and Constitution) for Jammu and Kashmir.

Though these sacrifices have not succeeded in replacing separate flag and constitution, the BJP leaders claim that atleast the state has the Governor as its constitutional head, in place of the Sadr-i-Riyasat.

Mr Khurana told mediapersons in Jammu today that the BJP leader and former Prime Minister, Mr Atal Bihari Vajpayee, had rightly questioned the UPA government’s approach in pursuing the peace process with Pakistan.

He said the NDA peace initiative was aimed at promoting friendly relations, trade and travel between India and Pakistan but the Congress-led UPA government has made the process Kashmir centric thereby ignoring the security interests of the country.

Describing Mr K. Sudershan, RSS supremo, as “our ideal” Mr Khurana said his (Sundershan’s) remarks on Indira Gandhi were in line with Mr Vajpayee who had described former Prime Minister as “Durga” after the liberation of Bangladesh.

Answering a question he said by inviting Pakistan Information Minister, Sheikh Rashid to Kashmir, the PDP Chairperson, Ms Mehbooba Mufti, was “simply indulging in double talk.”

The BJP leader alleged that Ms Mehbooba was talking one thing in Delhi and another for the local consumption in Kashmir.
