This is the form available for download to apply for a Scheduled Caste certificate which has a number of obsolete sections and defective provisions.

Gang of robbers busted, seven arrested, 15 cases solved

With the arrest of seven persons, the Delhi Police claimed to have busted a gang of robbers that was allegedly involved in more than 15 cases of criminal activities in Delhi and adjoining areas. The accused have been identified as Mohammed Mustkeen, Nehraaj, Meharbaan, Mohammed Sameer, Mohammed Shamsher, Saif Ullah and Bhup Singh.

Three dead, 45 hurt in road mishap
Faridabad, June 18
Three persons were killed and at least 45 injured in a road accident involving a tourist bus and a three-wheeler on National Highway No 2 here this morning. The injured, which include some Army jawans, have been admitted to hospitals in the area for treatment.

It was a day that scorched the city as never before this summer, with the temperature soaring to 44 degree Celsius, the highest so far. And what’s more, it is likely to stay that way for the next few days.

The maximum temperature was 43.7 degree Celsius, the weather office said. The previous high of 43.5 degree Celsius was recorded on June 5.

With no respite from the scorching sun, most people chose to stay indoors.

This rise in temperature combined with the delay in Monsoon, still a fortnight away, has added to the discomfort.

The minimum temperature recorded this morning was 28.5 degrees Celsius. A partly cloudy sky is forecast tomorrow with the possibility of a dust-storm or thunderstorms accompanied by squall in some parts of the city.

A possibility that the capital’s residents would look much forward to.

The district is in the grip of water-borne diseases, with diarrhoea alone having claimed the lives of five persons, including three children in the past two weeks. A minor boy, among two, succumbed to the disease yesterday.

According to reports, Sarthi, aged four, residing in SGM Nagar here, and a woman identified as Zubeda (30), a resident of Sector-24, died in Badshah Khan Civil Hospital on Friday. Both of them had been suffering from diarrhoea. While the woman had reportedly been treated at the hospital for the past couple of days, the boy died soon after he was taken to the hospital.

Earlier, three persons, including two minor boys, had died at Shahpur Kalan and Sotai villages while dozens more fell sick after consuming ice-candies of dubious quality.

The local authorities have advised residents to avoid consumption of products made of raw ice and eatables kept out in the open.

Supply of contaminated water and sale of unhygienic water pouches at bus stands, railway stations and other public places is also a cause of concern.

The authorities have warned against the sale of such products.

Hundreds of cases of waterborne diseases have been reported in the city in the past two weeks.

The health authorities claim to have sent teams to the villages and attended to dozens of persons affected by water-borne diseases like diarrhoea. Over 450 persons had been put on a drip at various hospitals in the past one week although many victims prefer to seek treatment at private hospitals and clinics.

MCD to install cameras at all citizen bureaus

The Municipal Corporation of Delhi (MCD) has decided to install close circuit television cameras in all 134 Citizen Service Bureaus to keep an eye on their activities.

The installation of surveillance cameras includes installation of communication hardware, data centre, central server for capturing the surveillance data, maintenance of software and hardware for the system, setting up of communication network.

Each camera costs between Rs 15,000 and Rs 20,000 and requires regular upkeep, including the capital and operational costs.

The MCD has given the contract to M/s SARK Systems India Limited to install the cameras. The private companies have been given permission to allow advertisements on Citizen Service Bureaus on sharing basis.

The advertisement will be displayed only through an advertiser duly registered with the MCD. The contract for display of advertisement will be allotted via a tendering process in which only the advertisers will be allowed to participate.

While doing this, there is no loss to the MCD as the advertiser will have to deposit a fee equivalent to 50 per cent of the contractual amount in advance with the corporation’s advertisement department. The corporation can cancel the contract of the M/s SARK System India Limited whenever it wants.

When asked why the contract for installation of surveillance cameras had been given to a private company, the Municipal Commissioner said that it was high-tech equipment and the corporation could not maintain them.

However, sources said that advertisement is a major source of revenue of the corporation and it should not be given to the private companies.

Secondly, the investment in installation of surveillance camera is too less and the earning is expected in crores of rupees, so this agreement is not in favour of the corporation in the long run, said the sources.

66 depts to be e-linked

As part of an e-governance initiative, the Information Technology (IT) department of the Delhi Government is in the process of linking as many as 66
government departments and agencies in the Capital through State Wide Area Network (SWAN) to strengthen the information network and promote
electronic exchange of information.

The Central Government which had approved the project in March this year would support the Delhi Government in the initiative by providing Rs 8.90 crore as financial assistance. The Central Government will also help setting up this project in Delhi by providing all necessary equipment and only the line charges and the cost of site preparation would have to be supported by the Delhi Government.

“We have already linked 10 offices, including nine DC offices and one educational department in Delhi are hopeful to connect the remaining offices in one year as per the target,” Secretary, Information Technology, Prakash Kumar told ‘The Tribune’.

“Once the project is completed, the officials could be able to access the information with a mouse-click and the public would benefit enormously,” Mr Kumar added.

A special committee which was set up to review the developments in this regard held a meeting with Delhi Chief Secretary S Reghunathan and officials from National Informatics Centre, Planning, Finance and Information Technology discussed about the progress of the project on Thursday.

On May 30, the Central Government had also organised a conference of state IT secretaries in the Capital and briefed them on the advantages of this project and directed them to implement SWAN in their states. During the meeting, it was also noted that the establishment of SWAN is an expensive proposition involving high capital cost, recurring bandwidth and operational cost.

For efficient implementation, the states have been told to identify a suitable PPP model and select an agency through a suitable competitive process for outsourcing establishment, operation and maintenance of the entire network. Once this process is over, they have been instructed to designate NIC as the prime implementation agency for future tasks.

Besides, the states have been told that the NIC would issue security guidelines to all the SWANs and ask them to strictly adhere to them.

UP’s first business post centre thrown open in Noida

Noida, June 18
The first business post centre of the state, offering total mailing solutions to consumers, was formally inaugurated in the main post office complex in Sector-19, Noida, by Mrs Vijay Lakshmi Sheth, Chief Post Master General, UP, here today.

The business centre, according to the manager, will offer all services under one roof to an increasing clientele from big business houses, multinationals and those requiring bulk mailing services.

Post Master General, Bareilly, R.R.P Singh said the centre will offer its services to special clients in packing and forwarding their bulk mail orders like annual reports, pamphlets, specials letters, greeting cards, business mail, etc. The staff from the postal business centre could also go to the premises of the clients to help them with packing and collecting the bulk orders etc. All the operations, he said, will be executed at super speed post.

“We expect 100 per cent improvement in our services. We shall mainly be outsourcing our work. No additional staff will be engaged. We shall maintain a panel of retired postal employees, and also engage a panel of students and housewives from time to time depending on the basis of volume of work or job,” Mr Singh said.

Latest franking machines etc have been installed to speedily clear bulk mailing orders, he added.

Upgrade plan for East Delhi hospital

The Delhi government is all set to make Lal Bahadur Shastri Hospital in Khichripur as the second major hospital of East Delhi, next only to the super-speciality hospital Guru Teg Bahadur Hospital in Dilshad Garden. It has prepared a detailed revamp plan for the hospital which would double its present capacity of 100 beds.

According to official sources, 10 acres of vacant land near the hospital has been taken from the Delhi Development Authority (DDA) to extend another100 bed facility for the hospital.

This piece of land has so far been encroached upon by the local slum dwellers because of its proximity to a cluster area.

The government is also toying with the idea of setting up of a Special Medical Centre here in the coming days aimed at providing special treatment to sport persons during Commonwealth Games scheduled to be held in. 2010. “ As this hospital is nearest to the proposed Akshar Dham sports complex, the government is planning to equip this hospital with all possible health care facilities by the time the international sports event takes place,” said a senior officer of the Delhi government.

According to the newly-appointed Medical Superintendent (MS ) of this hospital, Dr. S. C. Bhalla, apart from upgrading its capacity, they were planning to add a new burns ward to it. “There is a dire need of this ward as no hospital in East Delhi has such a ward except Guru Teg Bahadur Hospital. The extension of Intensive Care Unit (ICU), installation of CT Scan and MRI machines are also in the pipeline,” he said.

The chairman of the hospital, local MLA Mr. Amrish Gautam said that due to its proximity to the Uttar Pradesh border, the hospital was under tremendous pressure from patients, especially in the Out Patient Department (OPD). “A lot of patients come from adjoining areas like Khoda, Loni, Sahibabad, Noida also”, he said. The hospital is visited by an average of three thousand patients daily, he said.

This is the form available for download to apply for a Scheduled Caste certificate which has a number of obsolete sections and defective provisions.

To begin with, the form is required to be attested by an MP, member of Metropolitan Council, member of Harijan Welfare Board, Delhi and member of Corporation, Delhi, when the fact is that neither the Metropolitan Council nor the Harijan Welfare Board exist.

The Metropolitan Council had been replaced by the Delhi Legislative Assembly under the National Capital Territory of Delhi Act 1991 when the national capital became a state from a union territory.

The Harijan Welfare Board does not exist either since the word ‘Harijan’ was done away with by an Act of Parliament long ago. The form can also be attested by a gazetted officer of the Delhi Administration or the Central Government, except that Delhi Administration ceased to exist when Delhi become a state and Delhi Government came into being.

The form can also be attested by a police officer not below the rank of DSP, again a rank that existed only under the earlier police system in Delhi.

The form also suffers from other defects: attestation certificate is required to be signed by the ‘applicant’ instead of the attester. Besides, the word ‘Attestation’ itself is spelt wrongly.

Also after seeking all details of the candidates under 19 heads, the form again asks for the full name and address, to be written twice, of two references known to the applicant, while giving the impression that the applicant’s name is required again.

Gang of robbers busted, seven arrested,

With the arrest of seven persons, the Delhi Police claimed to have busted a gang of robbers that was allegedly involved in more than 15 cases of criminal activities in Delhi and adjoining areas. The accused have been identified as Mohammed Mustkeen, Nehraaj, Meharbaan, Mohammed Sameer, Mohammed Shamsher, Saif Ullah and Bhup Singh.

According to the police, the accused were involved in several robberies. The police have recovered five country-made pistols, nine live cartridges, one Maruti Esteem that had been looted from Sahibabad, one Hero Honda bike and Rs 78,000 from their possession. The accused were apprehended by the Maurice Nagar police in North district.

Three persons were killed and at least 45 injured in a road accident involving a tourist bus and a three-wheeler on National Highway No 2 here this morning. The injured, which include some Army jawans, have been admitted to hospitals in the area for treatment.

According to available details, the mishap took place at about 10 am near Seekre village on Faridabad-Palwal stretch of the highway when a tourist bus from Jammu and Kashmir braked abruptly to save a cyclist on the road. The bus driver lost control of the vehicle and went on to hit the three-wheeler, before overturning.

Three persons travelling in the three-wheeler died on the spot, while almost all bus passengers received injuries.

While two of the dead have been identified as Abey Ram and Khumbi Ram of Harphala village, the third deceased has not yet been identified. The bus was carrying tourists to Agra, including some defence personnel.

Hospital authorised to hold new drug trials

The centre for respiratory diseases at the Metro Hospital here has been recognised as one of the centres for international trials and testing of new medicines and drugs. This entitlement was normally restricted to top hospitals in the US and other western countries so far.

This information was given by Dr Deepak Talwar, chief of pulmonary and respiratory diseases at Metro Hospital, who has just returned after attending an international seminar in France. Meanwhile, the second camp of Metro Breath Club will be held on June 19, Dr Talwar added.

At the camps, OPDs offer free knowledge and guidance to patients. Free emergency treatment is offered while medicines and investigations are done at 25 per cent concessional rates.

Members of Breath Club, Dr Talwar said, are offered these concessions for life. Already there are 200 members in Noida, 100 in Delhi and another 100 in Meerut.

Metro Hospital Chairman Dr Purshotam Lal said the Breath Club was started to make people aware of their ailments in a timely manner. “Normally people think of consulting specialists only when the problem becomes acute. We request the media to help us in spreading the word as breath club is a step towards creating awareness,” he said

“Our aim at Metro Hospital,” Dr Lal said, “is to serve the people with quality medical care at affordable cost.”

Don’t hire more staff than needed, UGC warns colleges

The University Grants Commission (UGC) has warned teachers against shirking work and colleges which hire more staff than permitted.

In a letter to all colleges, the UGC has asked them to strictly limit their intake to the prescribed numbers.

Colleges have been asked to hire ad hoc and temporary staff only in the absence of regular staff. “We have been asked to maintain the numbers that the UGC has prescribed. For instance, in our college, we have a sanctioned strength of 94, which we cannot exceed,” said Dr Minoti Chatterjee, Principal, Kamla Nehru College.

It was pointed out that some colleges hire more staff than sanctioned. “There are some colleges that hire more ad hoc and temporary staff than required. So some teachers are left with too few classes to take. This leads to an imbalance in work schedules and adds to the UGC’s liability,” a source said.

He added, “The UGC does not want to bear the expenses incurred on account of surplus staff, so it has made it clear to the colleges to stick to the sanctioned strength. They are, after all, paying the salary and understand the need to be strict.”

NCW urges women to realise individuality

The Chairperson of National Commission of Women, Ms Girija Vyas, exhorted women’s organisations to untangle the web of paradoxes that continue to stifle the attainment of professional excellence in Indian women workforce.

Inaugurating the ‘Edu Café’ on Friday, the first-ever education counselling and career seminar for the girl students in the Capital, Ms Vyas called for looking beyond Delhi to the villages and equip women to realise their individuality, attain equality of opportunity and economic rights. “The harsh reality is that education, counselling and execution have remained the weakest links in empowering women and making them aware of their rights and responsibilities,” she said.

Responding to the observations by Ms Usha Agarwala, FLO president Ms Vyas pointed out that the women in India have to work twice as much harder than their male counterparts to prove themselves.

NIOS declares results

The National Institute of Open Schooling has announced the results of Secondary School Examination 2005 here today. A total number of 167169 students took the examination across the country and at few centers in the Middle East and Nepal.

Out of the total number that took the exam 46728 have been certified and the pass percentage is 27.95 percent. The pass percentage for boys is 26.22 and for girls it is 31.87 percent.

Students can check their results on www.nos.org or www.nios.ac.in. results are also available through SMS, students can type NIOS10 roll number and send it to 2424 or 3636.

Marksheet, provisional and migration certificates are being dispatched to the study centres and students can collect these within five days of the declaration of results.

Petrol pumps to stay closed on Monday

All petrol pumps in the Capital will remain closed to business on Monday to press for their demand to increase their dealers’ commission on sale of petroleum products.

A Delhi Petrol Dealers Association statement said today that the move was in protest against the non-implementation of the understanding reached between the government and petroleum dealers in August 2001 on their long-pending demand of adequate dealers’ commission—five per cent on invoice value.

The decision to go on strike was taken in an emergency general body meeting of the dealers held here yesterday.

IGNOU education to be made available
via satellite terminals

With its tie-up with ISRO’s Edusat, Indira Gandhi National Open University (IGNOU) is aiming to provide education at the doorstep of students in the remotest areas of the country.

IGNOU will create a network of 125 Satellite Interactive Terminals all over the country, according to sources. It was pointed out that the university would also develop National Repositories of Learning Contents and Research Materials for its programmes to suit the learner’s place, pace and time.

The university also plans to enrol more disabled students and those hailing from the backward communities, it is learnt.

Cops arrest self-styled tantrik

The Crime Branch of Delhi Police have arrested a self-proclaimed tantrik-cum-guruji from Kakroula.

The accused has been identified as Shambhu Nath.

The police arrested the accused on the basis of a complaint made by one Samunder Singh who had called on the accused two years back. After sometime, the accused started visiting the house of Samunder Singh and started demanding money.
