4 killed, 5 injured in road accidents

Four persons were killed and five injured in different accidents occurred on the GT Road, near here, today. The police has registered cases. Police sources said that a Ludhiana-bound jeep collided with a stationary truck on the GT Road near Qumashpur village, 13 km from here, today killing Mohit and injuring Malkiyat and Vishnu Kumar travelling in the jeep.

Officer denied anticipatory bail
Kaithal, May 27 
The court of Additional District and Sessions Judge Mr Subhash Goel, here, has rejected the anticipatory bail application filed by District Treasury Officer O.P. Gurrah, who was recently suspended by the Haryana government and booked under various sections of the IPC and The Representation of People Act, for his refusal to perform election duty during the recent Panchayat Samiti elections.

Serve public with humility, Hooda tells officers

Chief Minister Bhupinder Singh Hooda today cautioned the officers of the state that as per the stated policy of his government, their performance during the past three months is being assessed.

Addressing the officers of this district during his first visit here after assuming the post of Chief Minister, Mr Hooda said his government had already put in place “reward and punishment policy” for the officers. He specified that the maximum complaints received were against the functioning of the District Transport Offices and the department relating to registry of sale and purchase of land in the districts.

He said for the first time officials appointed on their posts by the preceding INLD government were not transferred even after the Congress came to power. “I believe in transforming the system and the behaviour of the officials rather than change in the faces,” Mr Hooda said.

He urged the officials to serve public with humility, and do it without any fear or doubt. He further said his government will not judge the officials on the basis of their past performance and credentials but assess them on the basis of their present and future performances. The Chief Minster said the officers should have monthly targets, and demand for purchases should be made in the first quarter of the financial year, rather than leaving it to the end of the year.

The Chief Minister virtually caught the officialdom napping by summoning the Deputy Commissioner, Rewari, in the midst of his speech to know what was the status of the below the poverty line (BPL) statistics in the district. With the officer apparently lost for an answer, he directed that a survey be made to know the number of persons in the BPL list. Even while the officers thought the embarrassing moment was over, the Chief Minister summoned the officer- in-charge of the Public Health department to know about the supply of potable water to the public. With the officer unable to give a satisfactory answer, he was asked to conduct a detailed study on the issue.

According to many, this was the Chief Minister at his subtle best, conveying it loud and clear to the babudom that he was watching things closely.

Later, he unveiled a statue of former Prime Minister Jawaharlal Nehru and a statue of former MLA from Rewari and freedom fighter, late Rao Abhey Singh.

He also laid the foundation stone of a Government Senior Secondary School.

Addressing a public meeting on the occasion, he said his government will outdo the development works so far done in Haryana in 40 months time. He said efforts are on to make the state investor-friendly for industrialists. He accepted the demand for setting up a Post Graduate Regional Centre and bypass in Rewari, repairing the Masanai barrage and joining it with the JNL canal system, up gradation of the 50 bed Civil General hospital to 100 bed, allotting plots to lawyers to set up their chambers, repair of all the roads in three months time and setting up of a polytechnic college.

Haryana takes steps to control forest fires

Concerned over the rising incidents of forest fire, the Forest Department has initiated patrolling in all forest areas in Haryana; doubled the strength of fire watchers; and has bought state of the art equipment for fire control and communication.

Even as summer has just set in, two major fire incidents at Kalesar in Yamunangar and Morni in Panchkula have devasted vast tracts of forest reserves. While large areas of the Kalesar National Park were destroyed becuase of a fire last week, another major fire was reported near village Balag in Morni two days back, which could be controlled only by yesterday afternoon.

Another major fire broke out on over 35 hactares of forests in Morni Hills near Deora and Poanta villages late last night, which was raging till late Friday evening. Even Morni village was covered under a thick cloud of smoke because of the fire.

Forest officials say that this year, several incidents of fire in forest areas along the National Highway-1 in Kurukshetra and Karnal districts have been reported. Besides, there have been minor fire incidents in forest areas in Jind district. Officers say that where the agricultural land extend to the fringes of the forest, fire incidents occur when the farmers burn the wheat or paddy straw.

“Thus we have set up a patrolling of Forest Fire Control Vans, especially along the National Highways. As soon as fire is noticed in the protected areas, we will immediately press our fire fighting team into operation and destruction of vast forest areas can be stopped,”says the Principal Chief Conservator of Forests, Haryana, Mr J.P.L. Srivastava.

He informs that the Forest Department has today procured a custom-made fire tender for controlling forest fires, which was pressed into service for controlling fire in Morni forests today. “While this fire tender will be put to use in North Haryana, two other tenders — one each for South and West Haryana, will be bought next year,” says Mr Srivastava.

Each year five to 10 per cent of forest cover in the lower Shivalik region (Panchkula, Ambala and Yamunanagar) is lost to forest fires.

Officials say that forest fires in chil forests of Himachal Pradesh spread to adjoining forest areas in Haryana (Panchkula and Yamunanagar). They say that better inter-state communication on fires can help save the forest wealth.

Poor diet at Karnal anganwadis

The district administration has detected shortcomings in the supply of nutritional diet to children and pregnant/lactating women being distributed through anganwadi centres.

The godown, where the food is stored, has been sealed and the supply for distribution among the beneficiaries stopped.

An explanation has been sought from the District Health Officer (DHO) and the Programme Officer of the Integrated Child Development Services. The DHO, who was supposed to check the diet along with the Programme Officer within 48 hours of the supply, did not report for duty for over a week.

According to the figures for April, there are 785 anganwadi centres in the district. The beneficiaries include 1,07,700 children in the age group of 1.5 to 6 and 18,909 pregnant/lactating women.

Stating this, Mr Shyamal Mishra, District Magistrate, said the Additional Deputy Commissioner, Mr Sanjiv Verma, along with Ms Rajni Pasricha, Programme Officer of the ICDS, visited the godown storing “energy alpahar” and “kheel channa” — the diet meant for the beneficiaries. They found many shortcomings, including poor quality. The godown was in poor shape and lacked cleanliness.

“Since thousands of lives are at stake, the supply has been stopped and the godown sealed”, the District Magistrate said.

He said a team comprising the Chief Medical Officer or his nominee, the Programme Officer of the ICDS and an Executive Magistrate would conduct a verification of the quantity and quality of the diet under the supervision of the ADC.

“Many politicians and a senior official of the state government have approached me regarding release of the diet,” Mr Verma said, alleging that the contractor/supplier of the diet had tried to bribe him, following which the matter was reported to the District Magistrate.

Investigations by The Tribune revealed that the diet was being supplied by M/s Bishambar Dayal Ram Niwas—a firm having its office at Samalkha in Panipat district. This firm is an authorised contractor/supplier of the diets for at least 10 other districts in Haryana.

The role of Mr P.C. Bidan, Director of the Child and Women Development Department, has also come under a cloud as today he faxed a two-page letter to the ADC asking him to leave the matter and release the diet immediately.

Probe into irregularities by college management

Yamunanagar, May 27
Acting on a complaint against the local Guru Nanak Khalsa College alleging irregularities by the management on several matters, an inquiry has been marked by the Chief Minister’s office to the district administration. The SDM, Jagadhri, has been appointed the inquiry officer.

As per information, the anonymous complainants, besides other things, have alleged that the provident fund of several employees of the college has not been audited and an Officer on Special Duty has unnecessarily been appointed.

Sources in the SDM office said the inquiry had been started into the matter and several employees of the college, including the principal and members of teaching faculty, have appeared before the SDM. When contacted, the SDM, Dr Satyender Dhuan, refused to speak on the matter, saying that the matter was still under investigation.

On the other hand, Mr Bhupinder Singh Jhoar, chairman, Khalsa Educational Institutions, has termed the allegations as baseless.

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, today suspended Mr R.C. Dahiya, District Education Officer, Faridabad, for allegedly committing serious financial irregularities and spending Rs 1.52 crore contrary to the provisions of the Sarv Shiksha Abhiyan.

Directing the Education Department to probe the expenditure so far under the abhiyan, the Chief Minister said that strict action would be taken against those who were found indulging in corruption.

It was found that Mr Dahiya had allegedly committed irregularities in purchases made out of school betterment and teacher grants and in the purchase of IED appliances and material for bachpanshalas, a statement issued here said.

HC ruling on dependent of ex-servicemen

The Punjab and Haryana High Court has held that a candidate who is already gainfully employed cannot possibly fall under the definition of “dependent of ex-servicemen”.

This is part of the observations made by a Division Bench comprising Mr Justice S.S. Nijjar and Mr Justice S.S. Saron, while dismissing a petition filed by Mr Parhlad Singh, challenging the decision of the Haryana Government not to consider him under the category meant for dependents of ex-servicemen.

In his petition, Mr Parhlad Singh had challenged the decision of the Government not to consider him as a dependent of ex-servicemen during selection for the post of headmaster.

The petitioner had already been appointed as social studies master in 1991 under the category. His father was killed during the Indo-Pak war in 1965.

Brother strangled

A 22-year-old youth, Sandeep, strangled his younger brother, Manjit (11), in the hope of getting all the agricultural land his father owned at Chiri village, about 25 km from here, today.

It is learnt that his father Sahib Singh and his three brothers owned 48 acres of land. It was divided equally among the four brothers and Sahib Singh inherited 12 acres.

His elder son, Sandeep, was stated to be perturbed over the fact that since he would inherit only six acres of his ancestral land, all his cousins being only sons of their parents would come to own 12 acres.

Early this morning he allegedly strangled Manjit while he was asleep and raised the alarm that his younger brother had been kidnapped. A search operation was launched and the police arrived on the scene. However, Manjit’s body was found on a cot in a corner of the house itself.

During interrogation he confessed his crime and was arrested. A case under Sections 302 and 201, IPC, has been registered against him.

Four persons were killed and five injured in different accidents occurred on the GT Road, near here, today. The police has registered cases. Police sources said that a Ludhiana-bound jeep collided with a stationary truck on the GT Road near Qumashpur village, 13 km from here, today killing Mohit and injuring Malkiyat and Vishnu Kumar travelling in the jeep.

A tractor-trailer was hit by a truck on the GT Road near Nathupur village, 15 km from here, killing Tilak Singh of Aligarh on the spot. Similarly, Rajesh of Sainipura village was killed when a tractor hit his motor cycle on the Panipat-Gohana road, near Gohana Town.

Another accident occurred on the Sonepat-Meerut road, near Palri village, about 20 km from here, killing motor cyclist Om Parkash of Gurgaon and injuring Kapil and Naresh of Jind.

Officer denied anticipatory bail

The court of Additional District and Sessions Judge Mr Subhash Goel, here, has rejected the anticipatory bail application filed by District Treasury Officer O.P. Gurrah, who was recently suspended by the Haryana government and booked under various sections of the IPC and The Representation of People Act, for his refusal to perform election duty during the recent Panchayat Samiti elections.

According to information, Gurrah was given written instructions by Mr Ashok Khemka, District Election Officer- cum-Deputy Commissioner, to perform duty as Executive Magistrate in Rajound area of this district, following directives of the State Election Department.

However, Gurrah shot a letter to the Deputy Commissioner stating that he was unable to join the duty because he could not leave the district treasury office due to the sensitive nature of duty. He also objected that he had been asked to report to an officer who was junior to him. After receiving this letter from Gurrah, Mr Khemka asked the officer to join duty at Pundri as executive officer to maintain law and order. He was asked to report for to the Additional Deputy Commissioner, Mr Sanjeev Verma, at Pundri on April 8. But Gurrah did not turn up.
