In a drastic action to curb “dereliction, absenteeism and alcoholism” among the police force in Rewari district, Dr C.S. Rao, SP, today suspended as many as 15 police personnel.

The Haryana Government has decided to provide soil health cards to farmers. Under the programme, soil of fields will be tested and health cards, indicating the level of soil nutrients, provided to the farmers.

Milk theft racket unearthed; 3 held

The Hansi police today unearthed a racket involving theft of milk being supplied to government-run agencies in the state. Two milk tankers have been impounded and three persons arrested in the case.

The main accused in the child marriage case, Lakhpat, father of five-year old Neelam (name changed), who was allegedly married to an 11-year-old boy at Jollikhera village in Assandh subdivision of Karnal district on April 2 has managed to secure anticipatory bail from a local court here.

A motorcyclist was killed and another seriously injured when the motor cycle they were riding skidded off the road near Rohat village, about 5 km from here, last night.

15 cops suspended

In a drastic action to curb “dereliction, absenteeism and alcoholism” among the police force in Rewari district, Dr C.S. Rao, SP, today suspended as many as 15 police personnel.

They include three Assistant Sub-Inspectors (ASI)s, three Head Constables HCs), two Exemptee Head Constables (EHC) and six Constables.

All of them have been sent to the lines and Inspector Magan Singh has been deputed to conduct a full-fledged departmental enquiry against them.

In a rare sweeping action, all the eight police personnel — ASI Jagdish Chander, HC Shri Bhagwan, EHC Bhagwat Prasad, EHC Kuldeep Singh, Constable Yashpal, Constable Surender Singh, Constable Lila Ram and Constable Rajender Singh of the Bharawas police post here have been suspended on the charge of dereliction of duty, while ASI Kailash Chand and HC Babu Lal of the Rohrai police station have been placed under suspension for their alleged unsavoury behaviour towards the public.

Similarly, ASI Kartar Singh of the CIA staff has been suspended on account of his being allegedly found drunk on duty while HC Vijay Singh and Constable Mahesh Kumar of Rider Service No 1 have been suspended for being found “absent from duty”.

EHC Raman Singh and Constable Sunder Lal of Rider Service No 5 were suspended on the charge of dereliction of duty.

The drastic action initiated by the district police chief against the personnel on such a large scale has been appreciated by the public.

SP flouting high court directive

The Karnal SP, Ms Bharti Arora, has been flouting the directive of the Punjab and Haryana High Court with regard to the use of red light atop her official vehicle and black films on windowpanes with impunity since her posting a few weeks ago.

The Tribune has got a photograph of the vehicle (HNK 9) of the SP, bearing the red light and black films without the permission of the authorities concerned.

When contacted, Mr V.N. Rai, Inspector-General of Police, Rohtak Range, said Ms Arora was an enforcing authority in the district and it would be much better if she herself comment on the issue. However, he maintained that the use of red light and tainted glasses without the permission was illegal.

On the other hand, Mr Kuldhir Singh, SDM-cum-District Transport Officer, Karnal, also maintained similar views and said he was not in a position to comment anything on the violation of the court directive.

Another senior official of the Haryana police posted at the state police headquarters in Panchkula said it was unfortunate that the senior officer of the district indulged in violation of the law. He asserted that traffic offences committed by the government officials would be strictly dealt with and efforts would be initiated to comply with the orders of the court.

However, Ms Arora was not available for comments at her residence.

Cong rally put off to May 14

The “Dhanyavad Rally” of the State Congress has been postponed to May 14. It was earlier proposed to be held at the Police Lines Ground here on April 23.

At a press conference here, the Chief Minister, Mr Bhupinder Singh Hooda, said president of the All-India Congress Committee, Ms Sonia Gandhi, would address the rally.

Earlier, he inspected the venue of the rally. He said the downfall of Chautalas had started from Jind after the incident of firing at farmers in Kandela village.

Therefore, this district had been chosen for the Congress first rally after the formation of the new government.

Panel assesses violence damages

A 40-member committee, constituted by the panchayat of 17 villages, visited Naya Gaon village to assess the damages to victims of the violence on April 3 between two communities. The committee interacted with both the groups and watched video clippings of ransacked houses.

The committee, which comprises people from adjoining villages, excluding Naya Gaon, will submit its report to another khap satrah panchayat, comprising 17 villages, scheduled to be held at Lowa village on April 24. The members of the committee included Shrichand of Lowa village, who is the head of khap satrah panchayat, Amar Singh of Kair village, Mange Ram Rathee of Kharhar village and Bhup Singh, sarpanch of Majra village.

Senior representatives of the Sainis and the Jats were present in today’s meeting. Though all of them were agree on normalising the relations, they were uncompromising on the issue of the post of sarpanch.

No fee for registration of tractors

The Chief Minister of Haryana, Mr Bhupinder Singh Hooda, has announced that no fee will be charged for registration of tractors in the state. The orders will be implemented with immediate effect. He was addressing a meeting of Congress party workers here yesterday.

Criticising his predecessor, Mr Om Prakash Chautala, he said the former CM had imposed taxes on various essential commodities. Announcing that no fee would be charged for registration of tractors in the state henceforth, he promised that the issue of arrears of electricity bills would also be sorted out in a manner that it was by and large acceptable to the farming community.

He said the state government would ensure reasonable compensation to farmers whose land was either purchased or acquired by the state government. He said during the tenure of his predecessor, the state government would purchase land at very low prices to gain huge profits by selling it comparatively at high prices. Now, there would not be no such “loot”.

Farmers to get soil health cards

The Haryana Government has decided to provide soil health cards to farmers. Under the programme, soil of fields will be tested and health cards, indicating the level of soil nutrients, provided to the farmers.

Mr Dhanpat Singh, Director, Agriculture Department, Haryana, said in the first phase, 50,000 farmers would get these cards. He said the step had been taken as the level of nutrients in the soil was depleting fast.

Through health cards, the farmers would be able to know the level of various nutrients in their fields. On the basis of this information, they would be able to sow appropriate crops.

2 contractors dismissed for delayed procurement

The district administration taking serious view on the delay in lifting of wheat from the grain markets has dismissed the services of two contractors of a state procurement agency at Assandh and Indri.

The procurement agencies had been directed to start bidding in time and lift the entire foodgrain at the minimum support price.

Claiming that the payments were being made within 72 hours of procurement, the District Magistrate of Karnal, Mr Shyamal Mishra, said 76 per cent of wheat that had arrived in the grain markets of the district had been lifted.

Youths resort to extortion in village

Kaliravan (Hisar), April 22
Some local youths are allegedly engaged in extortion at Kaliravan village in the district for the past few days. On being refused money, they even shot at a former sarpanch and Block Committee member, his wife and a widow. Terrorised by the incidents, migrant labourers have started leaving the village, but the assailants are yet to be arrested.

Sensing the gravity of the matter, the district police chief, Mr Arshinder Singh Chawla, has assigned the case to Deputy Superintendent of Police Ashok Kumar. However, till the time of writing this report, no arrests had been made in this regard.

According to villagers and eyewitnesses, the first incident took place on the night of April 18. Rohtas of Sirsa district, who had been working as a driver with former sarpanch and now Block Committee member Mahabir Singh, demanded money from him.

However, Mr Mahabir Singh and his family expressed inability in fulfilling his demand. Following this, Rohtas, along with Sonu and Jogender, alias Fauji, of Kaliravan village, raided their house in the night and demanded money. On being refused money, the youths shot at Mr Mahabir Singh and his wife and fled the scene.

On the night of April 20, these youths raided the house of Ms Guddi Devi and asked for money. She told them that she could give them money in the morning. In the meantime, Guddi Devi’s son, who was sleeping upstairs, raised the alarm. Alerted by this, the youths shot at Guddi Devi and fled.

Mr Mahabir Singh, his wife, and the widow, Guddi Devi, who received bullet injuries, have been hopitalised. An atmosphere of fear prevails in the village following these incidents. A number of migrant labourers have even started leaving the village.

On the other hand, the police has a different story to tell. DSP Ashok Kumar, who has been assigned the case, told this correspondent that these incidents were actually a result of some old enmity.

MLA acquitted in manhandling case

The Congress MLA from the Naggal constituency and former minister, Mr Nirmal Singh, was acquitted in a case of manhandling a polling officer here today. The Additional Chief Judicial Magistrate-cum-Civil Judge (Senior Division), Mr Y.S. Rathore, acquitted Mr Nirmal Singh for lack of evidence.

The Ambala Sadar police station had registered a case against Mr Nirmal Singh on May 10, 2004, on the polling day for the Lok Sabha elections on a complaint of a polling officer at the Konkpur village polling centre, Mr Vishal Sharma, under Sections 323, 353, 186, 504 and 506 of the IPC and 132/132A of the Public Representative Act.

Police fails to arrest cops’ killers

The local police has failed to arrest the killers of two head constables — Ram Kishan and Randhir Singh — who were shot dead by a gangster near Kathura village on Wednesday night.

Though the Baroda police has rounded up some persons, the SHO, Baroda, did not confirm it. The SP, Sonepat, Mr Sukhdev Singh, also reached Gohana today to monitor the investigation.

The SP has constituted three teams to arrest the criminals as one of them has been identified as Dharam Raj of Baghru Khurd village in Jind district.

Officer booked for not doing duty

The police, on a complaint lodged by the Deputy Commissioner-cum-District Election Officer (Panchayats), Mr Ashok Khemka, has registered a case under Sections 166,187 and 188 IPC, against the District Treasury Officer, Mr O.P. Gurrah, for his failure to perform the election duty .

In the complaint, Mr Khemka has alleged that Mr Gurrah was appointed as Executive Magistrate for panchayat samiti elections at Rajound. However, he raised some objections to his appointment at Rajound. So he was appointed as Executive Magistrate for Pundri and was asked to report for duty to the Returning Officer, Pundri. But he again failed to report for duty.

It is further alleged in the complaint that Mr Gurrah left for his home town and failed to perform the duty assigned to him. His absence from duty caused danger to human life and public safety . Following this complaint the police has registered a case against the treasury officer.

Ekta Shakti leader held for attacking cops

The president of the state unit of the youth wing of the Ekta Shakti party, Mr Dinesh Kumar, along with his two companions, including a girl, was arrested here last night for attacking a police party led by the in charge of the Kachha Camp police post, ASI Krishan Lathwal.

Model Town SHO Naresh Ahlawat registered an FIR against them today. Mr Dinesh Kumar along with the two other accused, Pradeep and Seema, was produced before a local court and they were sent to judicial custody for 14 days.

According to police sources, a police party led by the ASI was on duty at a naka on the Kabri road last night. The ASI noticed a car in a suspicious condition at 11.15 p.m. He sent constable Satbir for checking the car but Dinesh, Pradeep and Seema, who were sitting in the parked car, not only beat him up allegedly but also tore his uniform.

Milk theft racket unearthed; 3 held

The Hansi police today unearthed a racket involving theft of milk being supplied to government-run agencies in the state. Two milk tankers have been impounded and three persons arrested in the case.

Mr Ravinder Kumar, DSP, Hansi, told The Tribune that a case under the Essential  Commodities Act and Section 379 of the IPC had been registered in this regard.

Two tankers of milk from the Rajasthan state dairy were going to supply it to the government dairies in Delhi. These tankers were parked near Garhi village on the Hisar-Delhi national highway and some persons were allegedly taking out milk from these.

Acting on a tip-off, a police party from Police Station Sadar, Hansi, reached the scene and arrested three persons. However, three others, including the drivers of these tankers, managed to escape.

The arrested persons include Ram Kumar and Sube Singh of Garhi village and Ajit of Meham. The police also seized the big containers in which the milk was being taken out.

According to police sources, the theft of milk was going on for some time. The thieves used to take out milk from the tankers and mixed water in the milk to restore the quantity. A case has been registered in this regard.

Child marriage accused gets bail

The main accused in the child marriage case, Lakhpat, father of five-year old Neelam (name changed), who was allegedly married to an 11-year-old boy at Jollikhera village in Assandh subdivision of Karnal district on April 2 has managed to secure anticipatory bail from a local court here.

However, Lakhpat’s wife Krishna Devi, brother Labh Singh, the boy’s father, Rattan Singh, and mother Kamla Devi, all co-accused in the case were arrested by the police but they also managed to secure bail, said Mr Satbir Singh investigating officer in the case.

An FIR under Sections 3, 4 and 5 of the Child Marriage Restraint Act, 1929, was registered in the child marriage case at Assandh police station on a report submitted by Child Development Project Officer, Ms Ramesh Nagpal.

2 killed, 3 hurt in mishaps

A motorcyclist was killed and another seriously injured when the motor cycle they were riding skidded off the road near Rohat village, about 5 km from here, last night.

The deceased has been identified as Satbir of Panipat. Both were coming to Sonepat from Kharkhauda on the motor cycle.

The police has registered a case and sent the body of the victim for a postmortem examination.

In another incident, two persons were injured when the truck they were travelling in overturned on the G.T. Road near Rasoi village, about 15 km from here, last night. The injured have been identified as Mansa Ram, truck driver, and Bahadur Singh, cleaner of the truck. Both of them were immediately hospitalisted and stated to be out of danger.

A scooterist was killed on the spot when he was hit by an unknown vehicle on the G.T. Road near Rai village, about 13 km from here, last night. The deceased has not been identified so far and the police has sent the body for a post-mortem examination. The deceased was going towards Panipat when the accident occurred. The police has registered a case.

Body found on railway track

Panipat, April 22
One person was killed and two were injured in different incidents in parts of Panipat district in the past 24 hours.

The body of an unknown person was found on railway tracks near the local railway station today. The General Railway Police took the body into its possession and sent it to hospital for postmortem examination. The cause of the death was not known.

In another incident, Rajesh of Chajjpur village allegedly took some poisonous substance to end his life. His condition is reported to be serious. In yet another incident, Dayanand of Dawar Colony was reportedly attacked with swords by some persons. Both have been admitted to hospital for treatment.
