KMC festival marred by violence, 4 hurt seriously

The festivities in Delhi University’s Kirori Mal College turned sour as a number of students were injured in a group clash in the college campus.

It was reported that during the JAM session yesterday, few students from outside the college, allegedly in an inebriated state, misbehaved with some girl students, leading to violence between the students.

The police said that at least 25 youths from Chandrawal village, who were not students of the college, returned to the college campus today at around 2 p.m. with sharp edged weapons and sticks. They damaged the banners and other properties in the college.

During the ensuing fight, the DUSU General Secretary, Gaurav Khari and some students who had come with him, were beaten up by the students of Kirori Mal College.

The police detained Khari for few hours this evening after he reportedly sat on a dharna outside the college.

While four students are said to be in serious condition, Khari too received stitches on his head. The injured include Naveen, Sushil, Manjeet and Vibhut. While one has been admitted to the Trauma Center, the others received first aid treatment in Bara Hindu Rao Hospital.

A case has been registered with the Delhi Police and a raiding party has been sent to nab the other students, who were outsiders and had entered the college and were involved in the violence.

GDA ex-chief indicted for hospital land scam

Former Vice-Chairman R.P. Tyagi and Ex-Secretary Padam Singh of Ghaziabad Development Authority and P. Mahalingam, Chairman of Santosh Medical College and Dental Hospital have been arraigned in the vigilance probe into a land scam in connection with the college.

P Mahalingam is accused of getting 15-acre land allotted on the basis of fake documents during 1995. He got the land with the connivance of R.P. Tyagi, the then V-C of GDA and the then Secretary Padam Singh.

Mahalingam had misled even the Government of India and secured its approval for opening a medical college and dental hospital in Ghaziabad.

The vigilance authorities of Meerut have filed an FIR in Ghaziabad’s Sihani Gate police station against four persons, including RP Singh, Vice-Chairman GDA, Secy. Padam Singh, P. Mahalingam Chairman, Santosh Hospital and Dental College. Report against N.D Tyagi, the then Law Officer, GDA, has also been lodged.

According to report filed in Sihani Gate police station, the UP vigilance department had got the corruption in GDA probed by the vigilance, Meerut. The probe has brought out that for the setting up of Santosh Medical College and Dental Hospital, Dr P. Mahalingam had applied for 150-acre land and 40,000 sq ft constructed space on April 14, 1995. This was approved in the GDA Board meeting on September 14, 1995.

GDA Vice-Chairman R.P. Tyagi had passed an order for the allotment of 16 HIG flats and 5.5 acre land. The GDA had fixed a value of over Rs 14.01 crore for 272 MIG and 32 duplex flats. The price of the land was fixed at Rs 800 per sq mt.

Fifty per cent value was to be deposited before the physical possession of land. After September 15, 1995, 16 HIG flats and 5.5 acre land in G & K blocks were allotted, vide a lease deed property. GDA Law Officer Naresh Dutt Tyagi had signed it. However, the price of the property was not deposited according to the rules and time schedule.

Two cases are pending in courts about this property. Knowing well that it was a case of disputed property, the then V-C and Secretary of GDA had gone out of their way to benefit Maharaja Education Trust and allotted the property against the lease deed rules.

A case against both these officials has been registered under Section 420, 467, 468, 471 and 120b, 13(i) d, b 13(2) and under Anti-Corruption Act 1988. The probe had highlighted that R.P.Tyagi had sanctioned allotment of 150 acre and 40,000 sq ft constructed accommodation.

According to the parameters set up by the SCI and DCI of Government of India, 80 acre land and 40,000 sq ft constructed space were required for setting up a medical college and dental hospital. The GDA had at that time only 15.24 acre and 272 MIG and 32 HIG constructed flats for allotment with it.

Woman sets herself on fire

Ghaziabad, February 15
A housewife set herself on fire by pouring kerosene and putting a match to it after an argument with her husband at Anil Vihar in Khoda Colony.

Mother of deceased Rekha Upadhya, 25, said that Rekha had visited her maternal home on Monday morning. She cooked food for her children and then went to drop them in school. Her husband Jeewan is employed in Motherson Co. in Sector-59, Noida.

According to information when he wanted to leave for duty at 2 pm, he did not find enough food in the kitchen. He then went to call Rekha from her mother’s house in Archana Enclave. Here husband and wife had a tiff for not making lunch for him.

They again had an argument in their own house. An upset Rekha then reportedly poured kerosene on herself and put a match. Her husband Jeewan Bodh received some burns while trying to save his wife. By the time the neighbours came in, Rekha had been badly charred.

Jeewan Bodh was rushed to Sarvodyoa Hospital. Police have registered a case of suicide on the basis of the statements of Rekha’s mother and Jeewan Bodh.

One shot dead in Murad Nagar

Two persons were shot at indiscriminately in Murad Nagar police station area last night. One of them died on the spot while the other was rushed to M.M.G. Hospital, Ghaziabad, from where he was referred to SGTB Hospital, New Delhi.

According to police, two men were found in a pool of blood last night on Bhikenpur-Shahpur Road near a brick kiln. On being informed, police shifted Anuj Tyagi and Avdesh Tyagi to hospital during the night where Avdesh is serious.

The S.P. Rural, Mr B.K Shekhar, said the attack was the result of enmity. The deceased was identified as Anuj Tyagi, the SP said. Anuj Tyagi had come to deliver sweets and presents to his paternal aunt on the marriage of his cousin.

After dinner, Anuj had strolled along with his companion Avdesh towards B.M. brick kiln where they were shot at in a hail of bullets in which Anuj is reported to have died on the spot. All the assailants fled away after the attack.

S.P. Rural B.K. Shekhar said that both the assailants, Neeraj Tyagi and Arvind Tyagi were also from Machhra Katore village. They too were related to Dinesh Tyagi and had come to attend the wedding of Dinish’s daughter. The police have constituted two teams to track the killers, B.K. Shekhar said. OC

Desperate gangster, aide held

The Special Cell of the Delhi Police has apprehended a desperate gangster and his associate and recovered one country-made pistol and five live cartridges from their possession.

The accused have been identified as Yashvir Singh, alias Yashvir Fauzi (32), a resident of Gautambudh Nagar and Ved Prakash Dagar (48), a resident of Bulandshahar.

Yashvir was involved in at least 21 cases of murder, attempt to murder, robberies, dacoities in Delhi, Uttar Pradesh, Haryana and Madhya Pradesh. Acting on a tip-off that Yashvir would be coming to Sarita Vihar to meet his associate on February 8, and accordingly, the sleuth nabbed him while he was coming in a motorcycle. Based on this tip-off, his associate Ved Prakash was nabbed from Sarai Kale Khan on February 10.

During interrogation, Yashvir disclosed that he was recruited as a constable in BSF in 1991 and later dismissed since he had provided fake certificates. He also said that he and Ved Prakash waylaid a Santro car at Jhira Ghati National Highway in Madhya Pradesh and killed one K. K. Jain, a jeweller.

After killing him, the accused looted Rs 25 lakh and 86 kilograms of silver from his possession and disposed his body.

Four auto-lifters arrested

The West district police claims to have arrested four vehicle thieves and a receiver of stolen vehicles and recovered five stolen vehicles, including a Ford Icon car, from their possession.

The accused persons have been identified as Baljinder Singh (35), a resident of Hillkalan, Ravinder Singh, alias Sunny (20), a resident of Tilak Nagar, Vinod (26), a resident of Tilak Nagar, Rahul, alias Kailash, alias, Billy Yadav (22), a resident of Khayala and Ravinder Saini, alias Manish (23), a resident of Nangloi.

Acting on a secret information that a thief would be coming to West Patel Nagar in a stolen vehicle, the police nabbed him. Based on his information, his associates and a receiver of the stolen vehicles were also nabbed.

During interrogation, the accused told the police that they used to steal the vehicles and dismantle the parts for selling them in Delhi and other states. In another case, the South-West district police has claimed to have arrested three vehicle thieves and recovered two stolen motorcycles from them. The accused were identified as Subhash Yadav (20), a resident of Okhla Phase-I, Pappu, alias Chhotu (20), a resident of Kalkaji, and Mohammad Parvez (19), a resident of Sangam Vihar. — TNS

Blind school a victim of official apathy

It is a school meant to impart education and skills, a school with more than 40 students, four teachers and no principal.

However, that is not the first thing one notices about the Andhmahavidhyalaya in Panchkuian Road. It is the unbearable stench, neglected building and the shabby interiors, signifying total apathy toward children with special needs that catches ones attention.

As one takes a peek into a hostel room, it is dirty beds and dreary atmosphere that one gets to see. “There has been no principal for the last four to five years, there are just four teachers. One of them is often put on administrative work in the absence of a principal,” said a school employee.

The clearly overburdened teachers, who are expected to teach children from class one to eight, are trying hard to cope up with the situation.

“They cannot teach all classes everyday. It is not easy so they teach each class on every alternate day,” he said.

This means that if standard one is being taught on Monday the next class for them will be on Wednesday.

As for modern teaching aids, the school run by the Directorate of Education has none. Forget computers, the school does not even have adequate Braille material. “We do not know what computers are …but if they can talk we would like to have them here,” said a student.

Though his wish list was fairly long, he seemed content that the “school at least made sure that they get food to eat and the washer man comes to clean their clothes”.

Sources in the school point out that the school has been neglected for long, although an official in the Department of Education, not wishing to be identified said, “the needful is being done and soon other things will be taken care of.”

His assurance, however, has little meaning for those enrolled in the school. “We just hope they do not shut this place down. They (the department) did not even admit a single student in class I in the last academic session, claiming that there is nor space in the hostel. But one can always make room for smaller children,” said another student.

A source referring to the dilapidated structure of the building said, “there was a proposal for constructing a new building in Hari Nagar, an amount of over Rs one crore was even sanctioned for it, but no one knows what happened to it. The new building is yet to come up and there is no proposal to renovate this one here”.

‘Quran enjoins sex equalty, provides
for dignity of female’

A member of the Planning Commission and an author on the subject relating to the rights of Muslim women, Dr Syedda Hameed, today asserted that contrary to popular perception, the Quranic injunctions provide for dignity and exaltation of the female.

Delivering a speech on the issue “Rights of Women in Islam” in the law college here affiliated to Maharshi Dayanand University, she said that the Shariat law which derives its authority from the Quran, provides for share in the property of her husband as well as from her paternal side.

There is nothing wrong in the tenets of Islam, but there is certainly wrong in those, including some its followers, who give wrong interpretations to the Quranic injunctions. Every religion has a social context. The divine messages, when revealed to the Holy Prophet, were delivered to him at the time of pre-Islamic society. It is only when the Quranic injunctions are juxtaposed with the societal mores at that time (genesis), we come to realise the boldness of the messages laid out in the Quran, especially with regard the right of females, Dr Syedda Hameed said.

With regard to “Triple Talaaq”, she said that the actual provision is for utterances of “Talaaq” thrice in a space of three months with the intervening period of one month between two consecutive utterances of the word. In between, there are methods for mediation and conciliation. Hence, Islam provides for decent parting of ways on the part of the couple when things become intolerable.

Nonetheless, the religion provides for living with dignity and in happiness on the part of the couples. However, the concept of ‘Triple Talaaq’ has often been misconstrued by faulty interpretation of the Quranic provisions, said Dr Hameed.

With regard to the provision of four marriages for males, she said that although the Quran sets the normative for a single marriage, it allows for four marriages with the proviso that each wife is to be treated with equality. Though the concept as an ideal may be debatable in the modern context, the provision would seem modern when placed in the time-social context of pre-Islam period wherein the conqueror would take away any number of females of the vanquished side treating them as chattel.

She said the Quran enjoins egalitarianism among the sex and advocates religious tolerance with humanism as its signature tune. She lamented that the Western media has been projecting Islam in a negative light, especially after the “9/11 attack” in the USA.

Auto body to educate drivers on safe sex

For the first time, the Automobile Association of Upper India (AAUI) has decided to educate the national highway drivers about the threat of HIV/AIDS, which according to the association is far bigger than a road accident.

Till now, the association had been imparting training to heavy vehicle drivers like trucks and buses plying on highways about safe driving. Since many of these drivers get tempted by “sex shops” on the highways, the association has now taken the issue seriously to counsel the drivers.

The Automobile Associations, which has the network in more than 130 countries, are affiliated with Geneva-based Alliance Internationale De Tourisme (AIT), which was founded in 1898. The objective of the global body is to ensure freedom of mobility and provide safe travel.

The NGOs, associated with AIDS issues, have come to the conclusion that the wives of truck drivers become HIV positive as they receive the deadly virus from their husbands.

A recent study, done by a well-known NGO activist Sadhna Mohan, associated with AIDS issues, has revealed that on Delhi-Bharatpur-Agra highway, for centuries, women belonging to nomadic tribe, have been practising a tradition of having sex in front of their parents and brothers. So far, twelve truckers have been found HIV positive at a Bharatpur district hospital. But the women from the nomadic tribe have not been tested so far.

The AAUI also imported the world class “virtual reality electronic simulators,” to impart driving skills and evaluate the aptitude of the drivers. The first of its kind in Asia, the software provides road driving under all weather conditions during day and night. The cabins of the simulators are of the same size as of a car and a bus.

CBI directed to submit crime record

A city court today ordered the CBI to submit tomorrow the Crime record report of two persons arrested for allegedly selling high-end pirated software of Microsoft.

Accused Ravinder Singh was nabbed from his office on February 4 night in West Patel Nagar here, while accomplice Rajesh Pachisia was apprehended from his Hari Nagar house on the same day, the CBI said adding that goods worth over Rs 25 lakh were recovered from them.

The duo has been booked under Sections 120B (criminal conspiracy), 420 (cheating), 468 (forgery for the purpose of cheating), 471 (using as genuine a forged document) of IPC and the relevant Section of the Copyright Act, the agency said.

A hunt is on to nab seven others involved, namely J. S. Arora, Kishanlal Pachisia, Ramlesh Piplani and his minor son, besides Kamlesh Jha, Prakash and Mukesh Kedia, the CBI said.

The agency alleged that Ravinder and his partner Arora were importing pirated software, which was strikingly similar to the original and were selling it at cheaper rates in the Capital. Acting on a tip-off, CBI then raided seven premises here allegedly belonging to the accused and recovered 300 CDs and over 500 fake logos.

They stick to their guns literally despite a ban on display, carrying and use of firearms in marriage functions.

Thus, incidents of mishaps from the bullets fired in wedding ceremonies are on the increase in the area. The use of guns in disputes is also on the rise.

In a scuffle on selling milk in Khurshedpur, lathis, draggers and firearms were freely used. As a result, a dairyman was wounded in shooting under Jarcha police station. He was later attacked with sharp-edged weapons. Surinder, the dairyman and other wounded people were rushed to hospital. An FIR was registered against four persons in the Jarcha police station.

In another incident of unloading iron rods from a truck at the gate of a factory in Noida, gunshots were exchanged.

Two persons also sustained wounds who had tried to bring about peace between the clashing groups.

In the firing at unloading of iron rods at a factory, a supervisor and a security guard had a narrow escape. The police have named two persons, including, a transporter for this incident in Sector-63, Noida.

‘Refund deducted amount to ex-employee’

The Delhi High Court has directed Saheed Bhagat Singh College of Delhi University to refund within four weeks the money deducted from retirement benefits of its former Administrative Officer.

Justice Vikramjit Sen directed that the college and university were not entitled for the recovery of excess payments of Rs 9,615 from Mr N. R. Sharma at the time of retirement. However, the court observed that it was open for the authorities to recover the amount by filing a suit in civil court. The court also advised the college to pay the petitioner rather than waste money on litigation.

Mr N. R. Sharma, the petitioner had joined the college as an accountant in 1969 and retired from the post of Administrative Officer after 31 years of service in 2000.

The principal of the college through a letter dated February 22, 1990, recommended to the Registrar of the University for promotion and revision of the pay scale of the petitioner, which was approved by the university conveyed through the Assistant Registrar by a letter dated December 10, 1990.

The petitioner was then promoted from Section Officer to the post of Administrative Officer. At the time of his retirement in November 2000, the petitioner was drawing salary as per the pay scale of Rs 8000-13500.

Capital lashed by rain

After a brief sunny spell, it was yet another wet morning in the national Capital. Rain lashed the city, but did not bring down the temperature with the mercury staying several degrees above normal.

The rain started falling just before dawn and continued for several hours. A Meteorological Department spokesman said 2.4 mm of rainfall was recorded.

The office-goers faced some difficulties as vehicles moved slowly in the face of water-logging at a number of places. Despite the rainfall, the minimum temperature today was recorded at 14.0 degree celsius, four degrees above normal, the spokesman said.

Last week, it had rained heavily for two days, crossing the average rainfall recorded during February.

106th Founder’s Day celebration of Hindu College held

Speaking at the 106th Founder’s Day function of the prestigious Hindu College, the Lieutenant-Governor, Mr B. L. Joshi, today urged the educational institutions to lend their hand to projects of social relevance, so that students through reaching out to others can learn to make a difference.

The LG asked them to begin with residential areas that could be adopted for environmental improvement and students could adopt road areas to bring about a change.

Speaking at the function, Mr Joshi said educational institutions should be sensitive to the changing needs of the society and also to the aspirations and expectations of the students.

He said there is a need for education, which will improve the person’s knowledge base and also turn him or her into a person with strong moral character.

The L-G went on to add that educational institutions need to constantly strive to learn, innovate and take creative initiatives in order to remain relevant. They are required to constantly evaluate their performance and examine whether the outcomes are satisfactory in the context of their goals, he added.

On the occasion, the L-G was also presented a souvenir on the history and achievements of the Hindu College titled, ‘In Retrospect’.

Ghaziabad will be playing host to the unique five-day art festival for the second year in a row as it is emerging as a centre for art and culture. Some of the well-known contemporary artists like Abid Surti, Dr Baldev Gambir, P. N. Choyal, V. S. Rahi, Jiten Hazarika, S. Krishanappa, R. K. Yadav, Dr Mahesh Chandra Sharma and Dr Ram Shabd Singh have been invited to showcase their work during the festival.

According to Dr Lal Ratnakar, convenor of the festival, the artists will also dwell on the need of setting up a cultural centre in the district because of the increase in art and cultural activity. — TNS

Draw for 568 flats on Expressway held

The Noida authority held a draw for 568 flats in Sector-93 on the Expressway under tight security. The draw for the residential scheme was held on the lawns of Sector-6 Noida authority office in the presence of the applicants.

Out of 965 applicants, the names of 568 successful bidders’ were declared. The authority had deployed a large number of police force, with City Magistrate R.K. Singh and CO police Uday Shankar being present throughout.

There were 348 applicants for 142 ground floor flats, 262 for first floor, 199 for 2nd floor and 156 for third floor flats. The slips were drawn one by one from the open glass boxes by some of the bidders themselves to maintain transparency in the draw. Deputy General Manager D.B. Eye camp on Feb 19

New Delhi, February 15
An eye camp will be organised by the Zila Mandi Jankalyan Sabha (Regd) in district Mansi on February 19. The 14th DST camp, held in the remote area of district Mansi, is mainly for the benefit of poor people unable to visit the hospitals in the district headquarters.

The camp will be held in village Gonthla-ka-Galu in tehsil Lad-Bharol. The Palampur Rotary Eye Foundation is actively associated with the camp.

Dr Rohit, a reputed eye specialist of the Foundation, will lead the medical team in this camp. — TNS

Power disruption

New Delhi, February 15
The NDPL today announced planned power shutdowns for Wednesday in Rajpur Road, parts of government flats, DDA flats in Timar Pur and multi-storey Timarpur flats from 10.30 a. m. to 4 p.m.

Other parts to be affected included GTK A Block, ID flats, Avantika D block and Prashant Vihar F block from 10 a.m. to 3 p.m. due to maintenance work. — TNS

Concessional bus pass for the elderly

On behalf of the elderly sections of the society, the Agewell Foundation has appealed to the Delhi Transport Corporation and the Government of the NCTof Delhi to help restore the bus passes for them.

It was pointed out that in the absence of any concessional bus passes for the aged, over 1.5 million people are finding it difficult to commute.

Agewell claims to have been approached by the aged seeking the renewal of this pass.
