Fake French visas seized

With the arrest of four persons the Central district police claims to have busted a fake visa racket through which the accused persons were sending people to France and Gulf countries.

The police also claimed to have seized as many as 50 passports, including 11 passports with fake French visas, three stamps of the French Embassy, two floppies, four mobile phones, computers and scanners from their possession.

The accused persons have been identified as Shahid, resident of Bulandshahr, Gulrej alias Gullu, Vakil Ahmed, resident of Bijnor, and Madassar Ali, resident of Darya Ganj.

The accused persons used to send people to France and Gulf countries by charging them Rs 2 to 3 lakh.

Acting on a tip-off that some persons were involved in the fake visa racket in the district, the police nabbed two persons, identified as Gulrej and Vakil Ahmed, near Raj Ghat Power House road, Darya Ganj, and seized four passports with fake visa stickers pasted on them. The duo disclosed that the passports were to be delivered to one Kaka, resident of Yamuna Nagar.

Subsequently the police also recovered 30 passports and three stamps of the French Embassy from their houses. Based on their information, one of their associates, Shahid, was nabbed and three passports were recovered from his possession.

The accused persons also disclosed that one Madassar Ali used to prepare these fake visas in his shop in Darya Ganj. The police immediately raided the shop and arrested Madassar and seized computers and scanners from his possession. The police said that the accused persons were in the business for over two years and cheated several persons.

Girls held for prostitution

With the arrest of four girls, the Crime Branch of the Delhi Police claims to have busted a prostitution racket in the Greater Kailash area of South Delhi.

The girls are in their early twenties and have been in the business of flesh trade for over a year. Acting on a tip-off that some girls were involved in prostitution on the pretext of running one Gravity Beauty Clinic, the sleuths sent a decoy customer and struck a deal for Rs 10,000.

Upon paying an advance of Rs 1000, the girl took the decoy customer in the basement and paraded three other girls. Subsequently, the sleuths raided the parlour and nabbed the four girls.

During interrogation, the girls confessed that they were working in the parlour for more than a year and were paid Rs 5,000 per month along with some commission from the owner, identified as Madan Chawla. The girls also disclosed that Madan is running two other such parlours in the South Delhi area.

The police have launched a massive hunt to trace the whereabouts of Madan, who is absconding.

In another case, the North-East district police claims to have arrested two persons and busted a fake manufacturing unit of Philips bulbs in the Nand Nagri area.

The police also claimed to have seized fake packaging material worth several lakhs along with cutting and printing machines from their possession.

The accused persons have been identified as Ram Babu and Jagan Nath, both residents of Mandoli. Acting on a tip-off that some persons were involved in manufacturing of fake Philips bulbs, the police raided the premises and arrested the accused persons.

During interrogation, the duo disclosed that they were manufacturing the materials at the behest of two persons, identified as Anil Tyagi and Sudesh Tyagi, residents of Mandoli, who inturn sold them at various places in Delhi and Uttar Pradesh. The police have launched a hunt to trace the whereabouts of Anil and Sudesh.

Woman’s body found in fields

The body of a woman has been recovered from the fields of a farmer in village Ali Birdipur under Bisarakh police station. Police feel the woman had been killed elsewhere and her body dumped there later.

The police have sent the body for autopsy. The victim could not be identified yet.

According to information, the body of a 30-year-old unidentified woman was found in the fields of Nazru in Ali Birdipur village. Her neck had been slit with a sharp-edged weapon.

Since none among the crowd collected at the site could identify the victim, the police tried to gather information from the surrounding villages, but nobody has come forward to identify the woman so far.

The victim had been killed about three days ago and the crime had taken place in a far-off village. The body was dumped in Ali Birdipur later, the police said.

Accused of graft, police station SO removed

Noida: The Senior Superintendent of Police, Gautam Budh Nagar, Mr Piyush Mordia, removed the Noida Phase-II police station in-charge Rakesh Vashishth from his post. He has been accused of corruption and replaced by Sanjay Vajpayee, who is currently posted in special operations group.

The SSP has warned all SOs in-charge of police stations to perform their duties diligently and honestly. Nobody embroiled in corruption will be spared, he warned.

Somebody had reported to the SSP Piyush Mordia that Phase-II police station in-charge was collecting illegal gratification from people after threatening to involve them in the murder of a DDA engineer recently.

It is learnt that the SSP had this matter investigated at his level and on the allegation against Rakesh Vashishth being found correct, he was removed from this post forthwith.

Sanjay Vajpayee has been appointed on the new SO of Phase-II police station.

SSP Piyush Mordia has made it clear to the police force in the district that if he ever gets the reports of their demanding illegal gratification or harassing the public, they too will be punished. No corruption and highhandedness in any form will be tolerated, the SSP warned.

Keeping in mind that the games village for the 2010 Commonwealth Games is to come up in East Delhi, the Delhi Government is making extra efforts to develop areas of East and Outer Delhi.

Apart from being committed to the overall development of the Capital as an international class city, the State Government was especially conscious of bringing areas of East and Outer Delhi at par with the most developed areas of the Capital, Chief Minister Sheila Dikshit said today while inaugurating a primary school building in East Delhi.

The recent years had witnessed a spurt in the development of the trans-Yamuna area and her Government was committed to bringing about the best of infrastructural and civic facilities to the area, she said.

‘’I hope that the games village for the forthcoming Commonwealth Games, which is planned to be built in East Delhi, will further boost growth prospects in the area.’’

Concerted efforts on part of the Government had seen a remarkable improvement in the school infrastructure of the city and as a result most of the schools that were operating out of tin sheds and semi-pucca structures had proper buildings, she added.

MP from the area Sandeep Dikshit and MLA AS Gautam were present on the occasion.

Land worth crores sold on Rs 10 stamp paper

Plots of land measuring from 60 to 200 sq. yards are being sold on agreements drawn on stamp paper worth Rs 10 each in Harsanv village near police lines, Ghaziabad.

The sale of 30,000 sq yard land worth Rs 10 crore will result in a revenue loss of Rs 1 crore, it has been calculated by the stamp authorities.

The district administration has issued a notice to one Bhagwant Singh immediately after the matter was brought to the knowledge of the government officials.

According to Assistant Commissioner, stamps, Ajay Kumar Goel, the plotting on this land on Delhi-Garh Road in Harsanv village was being done for the last many days. It is located on Khasra Nos. 820, 821, 833, 834 and 837. The land in question is in the names of Bhagwant Singh Kookka, Ashawatti, Asha Ram, Sanjay Sukachain, Anil Kumar, Jai Singh, Idira watti, Chander veer Sing, Bhisham Singh and Raje. Bhagwant Singh was demarcating plots in the name of a new colony, Vishnu Enclave, here at a sector rate of Rs 3,500 per sq mt.

The land is, however, being sold at Rs 2,500 to Rs 30,000 a sq mt. The total land is about 30,000 sq mt and its value as per sector rate comes to about Rs 10 crore. Stamp revenue on this land as per this rate comes to Rs 1 crore, Ajay Kumar Goel says.

The administration has come to know that the plots are being sold on Rs 10 stamp papers and the sale agreements are being made with the land owners directly. This is resulting in a sizeable loss to the state in stamp revenue, Mr Goel said.

A notice has, therefore, been sent to Bhagawant Singh Kookka who has been asked to immediately confirm as to what type of sale documents are being prepared by him, else strict action will be taken against him. The action has been taken on the District Magistrate’s orders. According to sources, this is not the first case of plotting and the sale of land in Harsanv village.

The government has been duped of a sizeable revenue due to plotting by unscrupulous people on this village land in the past also. The present owners had not only purchased this at throwaway prices, but have also tried to evade the stamp duty while pocketing a fat price of the land from new buyers, the sources said.

GPS navigation system for garbage clearance

New Delhi, January 21
Mr Rakesh Mehta, Commissioner, Municipal Corporation of Delhi, today announced that the civic body has signed an agreement with Tata Consultancy Services for implementation of GPS-based Vehicle Tracking System in its 500 vehicles engaged in sanitation.

The system will facilitate monitoring of movement of garbage removal trucks and clearance of bins, informed Mr Mehta. It would also facilitate automatic calculation of charges payable to truck operators by obtaining weight information from electronic weigh bridges located at SLFs and distance from offline GPS devices mounted on trucks.

This system will be initially installed in 50 vehicles, informed Mr Mehta. Depending on performance, it will be replicated in the six zones of MCD, namely, South, Central, City, Sadar, Paharganj, Karol Bagh and the West Zone.

According to Mr Mehta, the MCD is engaging the services of a third party consultant to develop an effective monitoring and payment system. The GPS-based vehicle tracking system will ensure an effective and efficient system of route planning and monitoring journey time, unauthorized stoppage, deviation from the route, performance of drivers as well as vehicles.

NCW flays inaction on lewd CDs

The National Commission for Women today criticised both the Centre and the Delhi Government for not being able to arrest the sale of pornographic CDs in the city markets.

It was very sad that even after petitioning both the State Government and the Union Home Ministry many times to put an end to the trade, such material was still freely available in various places in the Capital, NCW Chairperson Poornima Advani said.

By omitting to do their duty of taking stringent action prescribed under the law, the authorities were abetting the crime, she said adding that no new law was required for the purpose but only strict enforcement of the existing provisions of the Indian Penal Code. ‘’Both the Centre and the State Government are not discharging this duty properly,’’ she charged. A lot of ‘Anara Gupta’ type of CDs were flooding the Delhi markets, she said.

Ms Advani also called for a ban on the use of cellphones by students in schools in light of the recent MMS sex scandal.

She urged the Delhi Government to publicise that all nine Deputy Commissioners in the Capital had been designated as ‘’Dowry Prohibition Officers’’ who could be approached in case of any complaint. These officers should also conduct regular inspections of marriages held across the city as instances of openly displaying items of dowry were on the increase, she added.

On the issue of frequent busting of sex rackets in the guise of massage and beauty parlours, she said some restraint should be exercised, so that innocent people were not harassed.

Family courts

Fifteen Family Courts, separate from the existing court complexes, which were to come up in Delhi to settle matrimonial disputes, have been delayed due to ‘space constraints’, National Commission for Women said today.

The Delhi Government, in consultation with the Delhi High Court, had decided to set up these courts at Vishwas Nagar, Janakpuri, Dheerpur and two courts at Deen Dayal Upadhyaya Marg, Kripa Narian Marg and Parliament Street, after the recommendation of NCW, Commission Chairperson Poornima Advani told reporters here.

However, the government is delaying their establishment citing space constraints. This is not acceptable,” Advani said after releasing a report on ‘Situation Analysis of Women in Delhi’.

She added that government had informed that it hoped to surmount this problem very soon. There are three court complexes at present in Delhi at Patiala House in Central Delhi, Karkardooma in the East and Tis Hazari in the North, while one is coming up at Rohini in the North-West.

The NCW also recommended increasing the strength of women in the police force substantially. At present, only 1,700 of the 51,000-strong Delhi Police were women, Advani said.

The Commission suggested that the “privacy and dignity” of women police personnel in police stations be ensured by providing them facilities such as toilets.

Concern over indecent exposure in media

Eminent columnist and former diplomat Mr Kuldip Nayar here today expressed concern at the growing exposure of children and youth to sex through modern mediums of communications, including TV, internet and mobile phones.

Mr Nayar, while releasing a book, ‘The Killer Sex’, written by Dr Javed Jamil and American co-author, Ms Adrienne Hughes, here yesterday, said that there was a need in India to demarcate between “modern” and “western”. While there is a need to adopt modern scientific development, there is an equal need to reject Western values that desecrate family system and commercialize sex.

He said he was not against artful depiction of nudity, but he certainly did not see any place for pornography and prostitution in a civilized society. He said TV, films, magazines, internet and global companies have made sex a major marketing tool. The sex filled soap operas, sexy song videos, porn websites and the latest MMS were the rage; this was mainly due to commercialization of sex.

Dr Javed Jamil and Ms Hughes, co-authors of the Book, said that ‘The Killer Sex’ was not just a book, “It is the declaration of revolt against an era that sees dollar seated on the throne. World today was ruled by economic fundamentalists who “have found in sex a hen that always lays golden eggs”.

Dr Jamil said that “We are living in a world where covering the head with a scarf in schools and colleges is banned by government of a country while it allows its media to show women with bare breasts, a world where the consecration ceremony of a self-proclaimed gay Bishop is televised all over the world”.

Brothel owners get 7-year RI

A Delhi court has sentenced a woman, running a brothel along with her husband in the G B Road area, to rigorous imprisonment of seven years for forcing a woman into prostitution. Additional Sessions Judge Chandra Shekhar also sentenced her husband Bhagti Ram to a two-year jail term.

The Judge further ordered closure of kotha number 56 and ordered the accused to vacate the premises within seven days. The court observed that the institution of prostitution endangers the welfare of the individual and the society. While sentencing the accused, the court said “the accused did not deserve leniency as she was forcing young minor girls into prostitution and therefore, depriving them of a decent and respectable life.”

A case was registered against the accused after the victim, who was rescued from the brothel by a social organisation in October 2002, alleged that she had been forced into flesh trade.

In her deposition before the court, the girl, a resident of West Bengal, said that she was lured by two women, who asked her to accompany them to Delhi for a job in some garment factory.

Three-day ‘safety meet’ in Capital

More than 700 leading engineers, architects, town planners, designers, building material manufacturers and administrators will take part in the three-day `Safety conference’ beginning in Capital from February 14, 2005.

The main aim of the `safety conference’ being organised by the safety and quality forum of the Institution of Engineers is to focus attention on issues related to safety and quality and advising governments, state and local bodies on steps necessary to ensure safety in all engineering aspects in various fields, including construction, mining, transport, power and industries.

According to Mr Pradip Chaturvedi, Chairman, Safety and Quality Forum, the main theme of the conference is `safety and hazard control’ as the safety concerns have been overlooked in most of the work places - in design aspects, fabrication/production, and operational stages.

The Conference will cover all aspects of this interdisciplinary area of research and its applications, which bring together all fields of engineering, from the traditional to the most technologically advanced. The conference is to create awareness of the status and to outline steps that can made life safer and better.

The experts attending the meet will also discuss strict construction norms, including disaster proof buildings, reducing ground coverage, compulsory water harvesting and plantation, use of alternative renewable sources of energy, eco friendly construction materials and energy conservation for avoiding tsunami and Gujarat-earthquake like situations.

An exhibition of safety products will be the major highlight of the conference.

Thousands of devotees today offered prayers in mosques across the Capital as Id-ul-Zuha, which marks the offer of Prophet Ibrahim to sacrifice his son Ismail, was observed with religious fervour.

The main prayers on the occasion, also known as ‘Bakr-id’, were held at the historic Shahi Masjid Fatehpuri and Jama Masjid here.

An estimated two lakh worshippers joined the prayers this morning at the historic Shahi Masjid Fatehpuri, where Shahi Imam Maulana Mufti Mukarram Ahmad urged the faithful to follow the path shown by Allah. The whole area, including roads and rooftops of nearby buildings, was packed with worshippers.

In his address, Mukarram asked the government to give special attention to issues related to the Muslim community and solve the Babri Masjid imbroglio. He also asked Muslims to help people affected by the tsunami disaster.

Though the capacities of each person may be different, the opportunity to make a contribution to the advancement of civilisation must be available to both men and women, the Amity students said.

The first position was secured by Cambridge School, Delhi, and the third position by Bhatnagar International School, Delhi. The competition included skit, street play, group dance and songs.

The Department of Education, AIBAS Noida, presented a thematic dance on the balanced roles of man and woman for healthy co-existence in society. The prizes were given away by Director, Baha’i House of Worship. The experience contributed meaningfully to the professional development of the teacher trainees.

Nirankari Mission donates for tsunami victims

The Sant Nirankari Mission has donated Rs 21 lakh in the Prime Minister’s Relief Fund, for the relief and rehabilitation of the tsunami victims in Andaman-Nicobar and other parts of the country. The cheque was presented here to the Prime Minister, Dr Manmohan Singh, by a delegation of Sant Nirankari Mandal.

The delegation informed the Prime Minister that the Mission’s volunteers have been working in close coordination with the local authorities in different parts of the country right from the day one. The letter accompanying the cheque signed by Gobind Singh, general secretary of the Mandal, disclosed that their Satsang Bhawan in Port Blair has been serving as a relief centre where about 500 people are receiving free food, medical aid, telephone facility and other help. Children have been given books.

The delegation members further said that the Mission has always made its contribution whenever the country faced a natural calamity.

They mentioned the relief and rehabilitation measures taken by the Mission after the earthquakes in Gujarat, Maharashtra and Uttranchal and cyclones in Andhra Pradhesh and Orissa.

UP Avas Parishad in the dock for shop allotments

After Greater Noida Authority, it is the Avas Vikas Parishad which is in the dock now. Alleging a large-scale bungle in the allotment of shops by the Parishad on Thursday, a large number of shop aspirants created a ruckus. Many officials were accused of having rigged the process.

A private company, engaged for conducting the computerised draw, is being issued a show cause notice, a Parishad official said.

The draw for allotment of some 63 shops, which was being held, has been postponed and a fresh date will be announced for the draw. There were 35 shops in category 1, 14 in category 2, and 14 in category 3. In all 524, 172, and 63 applicants respectively had registered for allotment. The prices of shops range from Rs 5 lakh to Rs 12 lakh each.

When the computer showed only 32 shops in the draw, the applicants got panicked. So the draw had to be suspended.

However, the officials say that the draw was being conducted by a reputed IT company and the omission, according to the Housing Board officials, “could not have been intentional”.

Gurdwara employees hold protest meeting

New Delhi, January 21
The Delhi Sikh Gurdwara Employees Welfare Association held a general meeting at the park in front of Gurdwara Bangla Sahib, which was attended by about 700 employees.

In this meeting, Prahlad Singh Chandok and Harbhajan Singh Matharoo, former president and secretary of the Delhi Sikh Gurdwara Management Committee (DSGMC) respectively, along with about 10 members of the DSGMC who were also present. The president of the association, Satnam Singh Koharka and general secretary Habhajan Singh Dhillon condemned the resolution No 3 passed by the Sarna / Khurana Committee on November 22, 2002 by which about 400 employees have been demoted / removed by the Sarna committee.—TNS
