The INLD in Karnal district got a jolt as Sardar Bakhshish Singh, a central working committee member, had announced to join the BJP here today. He was a former chairman of the Nilokheri block samiti and also lost from Nilokheri in 1996 by more than 22,000 votes.

Girl ‘sold’ by husband rescued from rapists

A 22-year-old girl of the Surya Nagar area in the city was allegedly gangraped by some persons of Badsi village, near Hansi, to whom she had been “sold” by her husband. The victim was not only sexually abused, but also forced to work as a slave and was mercilessly beaten up on several occasions.

Minor girl gangraped, father assaulted

A minor girl was reportedly gangraped in Mangala village of Sirsa district in Haryana. The rapists also assaulted the father of the 14-year-old victim with sharp-edged weapons when he protested against the act.

Woman poisoned to death for dowry

A woman, Usha, was poisoned to death in her in-laws house reportedly by her husband and other members of the family in Adarsh Nagar here last night. On complaint by Mr Upender, brother of Usha, the Civil Lines police has registered a case of dowry death against Pardeep, husband of Mrs Usha, his mother Satya Devi, father Mahinder and two others, and started investigations into the complaint.

Gangman run over by train

Mr Buta Ram, a gangman of the Railways, was critically injured after being run over by a goods train when he was patrolling the tracks near Bawal station on Tuesday night. He succumbed to his injuries on his way to Delhi, where he was being taken for treatment.

Five hurt in group clash

Five persons were injured in a group clash between members of two castes at Pilni village under Pundri police Station of this district last night. A police party rushed to the village on getting the information and separated the warring groups. The village was tense after this incident. Union Chemicals and Fertilisers Minister and Lok Janshakti Party(LJP) chief Ram Bilas Paswan said here today that if the Congress tied up with his party for the forthcoming Assembly poll in Bihar, the combine could score a sweeping victory.

Addressing a public meeting he said so far there had been no agreement with the Congress on Bihar but if it materialised the Rabri Devi government was bound to be ousted.

He said the Congress was in a “pitiable” condition in Bihar and it was virtually begging for Mr Laloo Prasad Yadav’s support. If these two parties tied up for the poll, both would be finished.

Mr Paswan ruled out the possibility of a tie-up in Haryana with the INLD or for that matter with any other party. He said the LJP would contest as many seats as possible in Haryana on its own.

The minister said whenever his party would come to power at the Centre it would make the right to employment a fundamental right by amending the Constitution. This he said was the only solution to rising unemployment. If employment was guaranteed to everybody, there would be no migration from other states.

Under an LJP government, all those who wanted to be self- employed would be given interest-free loans. This would encourage industrial growth and help resolve the unemployment problem. Presently, youths were not getting government support for self- employment, he claimed.

He said his party would also introduce a uniform education policy under which all educational institutions would charge the same fee and students would wear similar uniforms all over the country. In a true democracy there could not be different types of education and educational institutions for different strata of society, he added.

The LJP, he claimed, would also frame a policy to issue health cards to every newborn on the same lines as a ration card to ensure the availability of the best health facilities. As of now, only the rich could afford life-saving treatment like the heart bypass surgery.

He regretted that the sports quota seats for the reserved categories were not being filled properly and he blamed the national leadership for this lapse. He said: “The leadership was not sincere in implementing the reservation policy to the full”.

Mr Paswan claimed credit for “revolutionising” communication systems in the country during his tenure as the Communications Minister. He said if he had remained in the ministry for another year he would have introduced scheme for STD telephone calls at Re 1 per minute throughout the country irrespective of distance.

He said as fertiliser and chemicals minister he had not allowed the prices of fertilisers to be raised.

Mr Phul Chand Barrayya, senior vice-president of the LJP and Mr Lalit Gautam, president of the Haryana unit of the party, also spoke.

Ajay Singh Yadav, officiating chief of the Haryana Congress legislature party; Mr. Karan Singh Dalal, Congress MLA from Palwal and former minister, Prof. Chhattar Pal Singh have taken up cudgels against the alleged gross violation of the model code of conduct by Chief Minister and INLD supremo Om Prakash Chautala.

They called on Mr. Rajesh Aggarwal, Principal Secretary-cum Director in the Election Commission, yesterday and submitted to him a fresh and detailed memorandum in this regard seeking immediate replacement of the Director General of Haryana Police Mr. M.S. Malik with a new incumbent.

This was disclosed here today by Mr. Karan Singh Dalal who disclosed that they would be meeting the Chief Election Commissioner T.S. Krishnamurthy and Election Commissioner Tandon today, who would seek further clarifications from them about the allegations of the code violation contained in their memorandum submitted to Mr. Rajesh Aggarwal.

He said that 72 Sub-Inspectors had been appointed in the Haryana Police on December 19, 819 constables had been recruited on December 17, while 500 constables in the Industrial Security Force of the state and 1500 constables in the Industrial Reserve Battalion had also been recruited recently.

Clash at INLD candidate’s election meeting

An angry crowd opposed to the Indian National Lok Dal (INLD) legislator from the Hassangarh constituency, Mr Balwant Maina, clashed with his supporters at Naya Baans village near here immediately after he launched his election campaign by garlanding the statue of Sir Chhotu Ram here.

A staunch supporter of the MLA, identified as Rishipal, was roughed up by the villagers after he had altercation with an opponent of Mr Maina, Sukhbir Singh.

Mr Maina’s first stop after the garlanding ceremony was at Naya Baans. When he went to the village chaupal, where he was to address the campaign’s first meeting, he found only a handful of his supporters there. They told him that the entire village was annoyed with him and that if he wanted to address a meeting, he would have to first apologise to the villagers and then invite them to the meeting.

Mr Maina was able to bring them to the chaupal, where Sukhbir Singh and others asked him why he was expecting their votes when he had done nothing for them during the INLD rule. Just as the legislator began to narrate his side of the story, the crowd told him that he had only been entertaining the sarpanch of the village during the past five years and he should only expect votes from the sarpanch alone.

Rishipal, a son of the sarpanch, objected to this, but before he could act, one youth, Sanjay Dahiya, slapped him. This led to pandemonium as people rushed to their homes to fetch sticks and weapons. Mr Maina managed to cool the tempers, but before that Rishipal had been roughed up.

Tension gripped the village after the clash as both groups sought revenge. Incidentally, Mr Maina had been openly criticised at a party workers’ meeting held at Rohtak last week in the presence of the Chief Minister, Mr Om Parkash Chautala. Mr Chautala had to publicly pull up the legislator for his failure to remain in the voters’ good books.

Meanwhile, INLD supporters alleged that the villagers had been instigated by Congress supporters, who in turn refuted the allegation, saying the entire constituency was unhappy with Mr Maina. They said the allegations against Mr Maina had been levelled at the INLD meeting by his supporters and not Congress workers.

Satbir CPM nominee from Hisar

Mr Satbir Singh has been declared the CPM candidate from the Hisar Assembly constituency. Besides, the party has fielded Mr Krishan Swaroop Gorakhpuria from Fatehabad and former MLA Harpal Singh for the Tohana seat. This was stated by senior CPM leader, Mr Prithvi Singh Gorakhpuria, at a news conference organised here today. He said the party was yet to finalise the candidate for the Jind seat, for which the names of Mr Ramesh and Mr Prakash were being considered.

Meanwhile, Mr Birender Singh Bagoria, general secretary of the Haryana unit of the Rashtriya Janata Dal (RJD), has been declared the party’s candidate from the Hisar Assembly constituency.

On the other hand, Mr Puran Singh Dabra, the district president of the INLD, today expelled rebel leaders Rajiv Raja and Rajbir Sandhu from the party for six years. They have been expelled for revolting against the grant of party ticket to youth INLD state president Umed Lohan from the Barwala Assembly constituency.

In another development, INLD leader Jai Narayan Gurjar has joined the Bahujan Samaj Party (BSP). Mr Gurjar announced here today that he would contest the Assembly election from the Hansi constituency on BSP ticket. Mr Gurjar was senior vice-president of the district unit of the INLD before he left the party.

The INLD in Karnal district got a jolt as Sardar Bakhshish Singh, a central working committee member, had announced to join the BJP here today. He was a former chairman of the Nilokheri block samiti and also lost from Nilokheri in 1996 by more than 22,000 votes.

This time, the INLD announced to field Rajender Singh Anjanthali from here.

Talking to mediapersons at the residence of former Minister of State for Home Affairs and senior BJP leader Mr I.D. Swami, Sardar Bakhshish Singh said the INLD leadership had betrayed him even after promising the party ticket.

Peeved over the allotment of ticket to Mr Anjanthali, he said his family had always opposed the Congress in the area and, therefore, the BJP was the only option left for him to join.

In reply to a question, Sardar Bakhshish Singh said he was interested in contesting the elections from the Nilokheri constituency. However, he ignored the query whether the BJP had promised him a party ticket from Nilokheri.

Interestingly, neither Mr Swami nor another senior BJP leader and party nominee from Karnal, Mr Shashi Pal Mehta, were present on the occasion when the INLD leader announced to join the BJP. However, district president of the BJP Ramesh Kashyap, party nominee from Thanesar Gurdial Singh Saini and a few other local leaders were present on the occasion.

HUDA hit hard by policy change

The Haryana Urban Development Authority (HUDA) has been hit hard by a policy change approved by the Cabinet last year. Insiders say if the things continue as these have been going on in the past few months, HUDA will be reduced to the status of a minor coloniser, yielding the dominating place to private builders and colonisers. With this the dream of a common man to own a dwelling unit at affordable prices would also end up in smoke.

The Cabinet in its wisdom decided that in case a group of landowners collaborated with a coloniser, preferably with a reputed coloniser, their land would be released from the acquisition proceedings and they will be allowed to develop the land on their own.

Sources in HUDA say after the policy came into effect, slowly but steadily HUDA is losing ground to private colonisers, particularly in the high-potential zones of Gurgaon, Faridabad, Sonepat. Even in towns like Panipat and Karnal, the policy is causing loss to HUDA.

Before the new policy, private colonisers used to have only small pockets in HUDA sectors and that too only at a few places. However, now at many places HUDA owns small pockets of land in what are still known as “HUDA sectors”. The rest of the land of the sectors is being owned by private colonisers. Since the private land falls in a HUDA sector, it commands a premium as compared to the land developed by a private coloniser outside a HUDA sector.

This has also led to unplanned development within HUDA sectors because the private colonisers are free to put their land to any use, be it to raise multiplexes or shopping plazas or any other commercial purpose.

In Sectors 48, 49 and 50 of Gurgaon, the sources say, HUDA has been left with just about 30 per cent of the land acquired by it to float residential sectors. The major chunk of about 70 per cent of the land has gone to the private colonisers, mainly under the new scheme. The three sectors were supposed to be spread over about 700 acres along the Gurgaon-Sohna road. Licences to these colonisers were issued between October, 2004, to December, 2004, a couple of days before the model code of conduct came into force.

In Gurgaon alone licences for 70 shopping malls have been issued and the building plans of 36 malls have already been sanctioned. The others are at various stages of procedural formalities.

A private coloniser, Omax, has been given the licence for developing 250 acres in Sector 8 of Sonepat, while another coloniser, Ansals, have got the licence to develop 60 acres in Sector 58 there.

Similarly, licences have been issued to private colonisers to develop land in Sector 6 of Panipat and 40 acres in Sectors 31 and 32 of Karnal.

In many cases, the sources say, land was released even after compensation for the acquired land had been announced.

Girl ‘sold’ by husband rescued from rapists

A 22-year-old girl of the Surya Nagar area in the city was allegedly gangraped by some persons of Badsi village, near Hansi, to whom she had been “sold” by her husband. The victim was not only sexually abused, but also forced to work as a slave and was mercilessly beaten up on several occasions.

The girl, accompanied by her mother, Devi, narrated her horrific tale to this correspondent here today. The girl’s father, Kushal, had died some time ago. Since then, her uncle, Subhash, had been looking after the girl and her mother.

After the death of her husband, Devi has been working as a domestic help. She, with the help of Subhash, married her daughter to Om Prakash Sharma of the 12-Quarter area in the city. However, about three months after their marriage, Sharma allegedly took her to Badsi village and ‘sold’ her for Rs 30,000 to Krishan and Ram Chander through Pala.

The girl alleged that Krishan and Ram Chander kept her in their custody and raped her.The girl, who was in tears, alleged that she was also forced to work as a slave and beaten up on several occasions. On being asked why did she not try to escape, she said she always remained under a strict vigil. She alleged that she was repeatedly raped by the accused. The hapless girl said she was threatened with dire consequences in case she raised the alarm.

Devi said when she came to know of the episode, she went to the house of Om Prakash, but only to discover that he had left it. She went to Badsi village, but was shooed away by the accused.

Following this, Devi approached the district administration and the local police authorities through a lawyer. Taking cognisance of the matter, a police party was dispatched to the village.

Devi said the police rescued her daughter from the clutches of the accused. The girl remained in police custody for a few days, after which she was sent to her mother’s place. A medical examination of the girl would be carried out.

The girl and her daughter today lodged a complaint with the Inspector-General of Police (Hisar range), Mr Resham Singh. Devi alleged that they were still receiving threats by the accused to withdraw the complaint. Nonetheless, the brave girl and her hapless mother were determined to pursue their case and hoped that they would get justice.

A minor girl was reportedly gangraped in Mangala village of Sirsa district in Haryana. The rapists also assaulted the father of the 14-year-old victim with sharp-edged weapons when he protested against the act.

According to the information received here, the child was abducted by Darshan, Balwinder and two others when she went out to relieve herself in the fields. She was raped by the accused in a neighbouring house.

After some time when her father came out of his house, he heard the cries of his daughter and reached on the spot of the crime. When he tried to protest he was attacked with sharp-edged weapons. The injured father was admitted to the local hospital and the police is investigating.

The police said the medical examination of the girl had confirmed the rape. The police has registered a case against the accused and have started investigation.

A case of selling a 16-year-old teenager girl has come to light at Karnal, the FIR of which was registered by the police against her neighbour woman and two of her associates after preliminary investigation last evening. However, the police was yet to arrest the alleged criminals when the report was last written.

Revealing this to The Tribune, the investigation officer, Assistant Sub-Inspector (ASI) Pawan Kumar, said the teenaged girl Jyoti, daughter of Kulwant Singh of Ram Nagar, was taken to the local market by her neighbour Ramesh Devi on the pretext of shopping on the evening of December 29.

Later, the woman took Jyoti to the Atal Park in Sector-9 where two unidentified persons were already waiting for them in a Maruti car. The woman and the girl sat together in the car so that they could be dropped at their residence in Ram Nagar.

However, on the way, Ramesh Devi took Rs 1,000 from these two persons in the name of shopping and got down from the car, saying that she was going to the market and would get late.

She asked Jyoti to go along with them to the house. However, the girl refused to go along with the strangers alone but the woman convinced her that they were well known to her. Believing her neighbourer, she agreed upon to go with them alone.

Meanwhile, the driver stopped the car in front of the local vegetable market and got out of the car to purchase something. The other man sitting with her in the car started molesting her.

Realising bad intentions of the person, Jyoti cried for help and managed to escape. She immediately rushed to a nearby shop for help. The shopkeeper, with the help of assistants, tried to nab the alleged culprits but they fled away from the spot.

Later, the shop owner took Jyoti to her home. Her family members later brought the matter to the notice of the police.

The investigation officer conducted a preliminary inquiry into the incident after recording the statements of the victim and her family members. After the investigation into the incident a prima facie case was established and accordingly an FIR was registered against Ramesh Devi and her two accomplices under Sections 363, 366, 342, 354, 372 and 120B of the IPC last evening.

Fog delays trains

Foggy weather continued to affect rail and road traffic with most trains running behind schedule on the Delhi-Ambala-Kalka (DUK) section of the Northern Railway today.

According to official sources, the Unchahar Express, running between Allahabad and Ambala Cantt, was cancelled for the sixth day today. Similarly, Shaheed Express between Darbhanga (Bihar) and Amritsar (Punjab) scheduled to arrive here on January 6, has been running late indefinitely. However, all other long-distance and other trains passed through Sonepat behind schedule, leaving stranded thousands of passengers, mostly commuters at Sonepat and nearby railway stations.

Meanwhile Sonepat city and its adjoining areas continued to reel under long power cuts for the sixth day today on account of low frequency in the Northern Grid.

Five cops suspended for snatching cash

The Superintendent of Police, Mr Kuldip Singh Siag, is reported to have placed under suspension five policemen of Kundli police station on the charge of snatching cash from a truck driver from Punjab on Wednesday night.

According to police sources, the suspended employees are Jagat Singh, an Assistant Sub-Inspector, Jagbir, driver of the police vehicle and Azad, Bijender and Jagdish, police constables. They were sent to the Police Lines pending a departmental inquiry.

The truck driver was going from Punjab to Delhi on Wednesday night when a tyre got punctured. He parked the truck on the road side and started changing the tyre. A police vehicle arrived there and asked him about the cause of parking the truck on the road side. He told them the reason, upon which they snatched thousands of rupees from him and drove away.

He lodged complaint with the Superintendent of Police in this regard. The SP deputed a DSP for holding an inquiry. The DSP conducted a preliminary inquiry and found the allegations levelled against the policemen to be correct.

Cut in bus services irks residents

As much as 10,000 residents, living in 1,670 houses of Tau Devi Lal Thermal Station, resented the decision of the authorities to curtail the bus service between the colony and the city.

The bus service had been available thrice a day since the existence of the colony in 1981, but now it has been curtailed to only single trip for the past over one month.

The bus service had been started for facilitating the residents to avoid any difficulty the thermal plant is situated at a distance of nine km.

Four buses were being run between the city and the colony at 10 am and 6 pm and two at 5 pm. However, the bus service at 10 am and 5 pm had been curtailed.

A delegation of the thermal unit of the All-Haryana Power Corporations Workers’ Union led by president Jagpal Singh Sangwan also met DS Ahlawat, Executive Engineer general service division of the station, in this regard, but despite assurances nothing has been done to restore the curtailed bus service.

Ahlawat refused to comment on the issue.

State restrained on conductors’ selection

The Punjab and Haryana High Court today restrained the Haryana Government from conducting any further proceedings in the process of selection of bus conductors. The written test for the posts, advertised on November 11, 2004, is scheduled to be held on January 9. With the stay order, the possibility of the test being held is bleak.

Taking up the petition filed by Mr Satish Kumar, Mrs Justice Nirmal Yadav also issued notice of contempt to the respondents. Among those to whom notice for contempt has been issued are Mr R.N. Prashar, Financial Commissioner, Transport, Mr Rajan Gupta, State Transport Commissioner, and Mr Ram Dhari, Secretary, Haryana Staff Selection Commission.

The process of selection of conductors had been initiated by the Transport Department. In the petition, the petitioner said that the process is in disregard to the order of the Division Bench of this High Court. On August 18 the Bench headed by Mr Justice G.S. Singhvi had directed the Haryana Government not to make any recruitment of contractual nature against posts that are of sanctioned and perennial nature.

Today’s decision is yet another legal blow to the Haryana Government, which is to face Assembly elections.

Told by ‘panchayat’, family leaves village

Khurdban Dera (Radaour)\Ladwa
Ordered by a community ‘panchayat’, Munni Devi, a resident of Khurdban Dera village, has left the village along with her husband Nathu and four children. The ‘panchayat’ (of Passi community from eastern Uttar Pradesh) had labelled the woman as the killer of her sister-in-law, Babita even before the police could start investigations into Babita’s death.

Babita died under mysterious circumstances on the night of January 3. Her husband Ramesh was asked to leave the village by January 10. The ‘panchayat’ was held on the evening of January 5.

The ‘panchayat’ members also alleged that Munni Devi had illicit relations with Ramesh and some other men. These allegations were refuted by Ramesh.

Munni Devi and her family are said to have taken shelter somewhere in Ladwa, Kurukshetra. Munni Devi has also taken away the two-and-a-half-month-old baby of Babita.

Ramesh told The Tribune that his wife probably committed suicide by consuming some poisonous substance. “She was never beaten up by her sister-in-law. On January 3, beat up Babita with a stick as she refused to give me food. When I returned home in the evening, she again refused to give food and I again beat her up with the stick”, said Ramesh. He added, “After some time, she complained of pain in the stomach. I took her to a doctor in a nearby village and from there to a hospital in Ladwa, where she died”. The villagers claimed that they had seen Babita bleeding from the head.

The police initiated inquest proceedings under Section 174 of the Cr.P.C. and sent the viscera for chemical examination to Karnal. Meanwhile, Mr Dalbir Singh, sarpanch of Khurdban Dera village, distanced himself from the excommunication order and said the village panchayat has nothing to do with the order. “The family has been ordered to leave the Dera by the community members and not by the village panchyat”, informed Mr Dalbir Singh. The police said it did not have any information regarding the orders of the community panchayat.

Woman poisoned to death for dowry

Sonepat, January 7
A woman, Usha, was poisoned to death in her in-laws house reportedly by her husband and other members of the family in Adarsh Nagar here last night. On complaint by Mr Upender, brother of Usha, the Civil Lines police has registered a case of dowry death against Pardeep, husband of Mrs Usha, his mother Satya Devi, father Mahinder and two others, and started investigations into the complaint.

However, no arrest has been made in this connection so far as all persons named in the FIR are still absconding.

It is alleged that Mrs Usha, the Sanchalika of Maharishi Dayanand Paramedical Institute was forced to take poisonous substance by her in-laws and her condition worsened. She was taken to a private nursing home near Murthal Adda but she could not survive.

In the meantime, the police and her brother arrived there. The police sent the body for the post-mortem examination and registered a case of dowry death against her husband and other members.

3 die in separate incidents

Three persons died in separate incidents in different parts of the district in last 24 hours.

While Bijander of Binjhol village reportedly ended his life by consuming some pesticide due to some domestic tension, an unknown person was crushed under a train at a railway crossing in the city.

Bittu of Hari Singh colony died of the burns he received in a fire.

Gangman run over by train

Rewari, January 7
Mr Buta Ram, a gangman of the Railways, was critically injured after being run over by a goods train when he was patrolling the tracks near Bawal station on Tuesday night. He succumbed to his injuries on his way to Delhi, where he was being taken for treatment.

The deceased was a resident of Bhiwadi village near here.

In another incident, Mr Bhagwan Yadav, son of Mr Surat Singh Yadav, a resident of Harjipur village was run over by a passenger train near Khori station, about 10 km from here, on Tuesday night.

he was brought to the local railway hospital where he succumbed to his injuries.

Five hurt in group clash

Kaithal, January 7
Five persons were injured in a group clash between members of two castes at Pilni village under Pundri police Station of this district last night. A police party rushed to the village on getting the information and separated the warring groups. The village was tense after this incident. The injured were admitted to the local civil hospital here.

According to some members of Dalit community, some village youths of the Brahmin community clashed with youths of their community in Dalit Basti last night. On getting information about the incident Ram Phal, a CRPF constable on leave and a Dalit and others, reached the spot and tried to seperate the youths but they were allegedly beaten by members of other group. As a result Ram Phal, Romesh Chand and Birkha Dalit received injuries. Sukhdev and Rajesh two Brahmin boys were also injured. Both sides have accused each other of attacking the opposite group. A case has been registered.

Shortage of LPG persists

Shortage of cooking gas cylinders persists in different parts of the city. Several consumers alleged that artificial shortage was being created by dealers.

Consumers in many areas, particularly in villages, complained that the dealers had to be reminded several times that their gas supply had run out.

In-laws booked

Bhiwani, January 7
The police has registered a case of harassment for dowry against the in-laws of two bride. In a complaint registered by Mr Pratap Singh of Obra village, it has been alleged that he had married his daughters Vijaywanti and Sunita with Sombir and Yogesh, respectively, sons of Rajender of Atela village on June 18, 1999.

With the passage of time, the in-laws of his daughters started harassing them for dowry. The daughters narrated their woes to their father.

In another incident, the Civil Lines police recovered an unlicensed pistol from a person at Hansi gate last night.

Worker killed over minor issue

Panipat, January 7
A worker connected with one of the companies engaged in construction work at Tau Devi Lal Thermal Power Station, died today. The worker, Amrit Lal of Bihar, was hit by a log of wood by one of his co-workers in thermal colony over a minor issue yesterday.

He was admitted to a private hospital in an injured condition. Later, the doctors referred him for a Delhi hospital.

However, he succumbed to his injuries on his way to Delhi.

Miraculous escape

Kaithal, January 7
A farmer of Magho Mazri village, who was thrown in a 60-feet-deep tubewell pit on Wednesday night by some miscreants, had a miraculous escape. After regaining consciousness the victim though seriously injured, managed to come out of the pit. He was admitted to the Civil Hospital.

The victim told mediapersons here that on Wednesday as he entered the village in the evening some persons put some cloth around him , picked him up forcibly, and threw him in a near by pit . The victim remained in the pit for about six hours.
