Who put the N-bomb on track?

This question has always been relevant, but Mr Atal Bihari Vajpayee’s statement at Gwalior last week after Mr P.V. Narasimha Rao’s death has restarted the debate over it.
We are carrying two articles which throw some light on the question: One is by
Inder Malhotra, our regular
columnist. The other is by K. Subrahmanyam, noted security expert and also our columnist.
Both articles appear on the Opinions page.
