Bhajan promises to reinstate sacked employees

The Haryana Pradesh Congress Committee (HPCC) president and former Chief Minister, Mr Bhajan Lal, has said people of Haryana were regretting that they had voted Chief Minister Om Prakash Chautala to power.

Addressing a rally here today, the Congress leader lashed out at the Chautala regime as well as the previous NDA government at the Centre. He said though the people give the mandate to a party, they came to know its real face only after the formation of the government.

Coming down heavily on Mr Chautala, Mr Bhajan Lal called him the “biggest liar” and accused him of stealing his agenda by implementing his announcements. He asserted that the leaders, who had been raising the foreign origin issue of Ms Sonia Gandhi, had been silenced by her sacrifice.

The state Congress chief reiterated that on coming to power, the party would reinstate all employees sacked by the INLD government. He said one member from every family would be given job and farmers, having five acres of land, would be provided interest-free loans of Rs 50,000.

He announced that interest-free loans would also be provided to those running the cottage industry. Power connections for tubewells as well as small industrial units would be given within 15 days, he said, adding that land would be acquired by the government at market price.

Cong leader seeks land for Dalits

Former Union Minister and veteran Congress leader Chand Ram has asked the Prime Minister, Congress President Sonia Gandhi and the Union Agriculture Minister to formulate a scheme to allot agricultural land to the landless Dalits.

Addressing a press conference here, he said there was an urgent need to implement a recommendation in this regard made by a seven-member panel of Governors set up by former President K.R. Narayanan. The panel had said the country had 12 crore acres of cultivable land which could be allotted to landless Dalits to enable them to earn a living.

Reminding Ms Gandhi of the Congress' Shimla Sankalp, he said steps were needed to implement the recommendations of the P.C. Alexander panel in this regard which had been consigned to the dustbin by the NDA government. These steps, he said, would help win back Dalit votes, which had drifted away from the Congress over the years.

He reiterated the demand for reservations for the Dalits in judicial services. The Congress was committed to this under the Shimla Sankalp, he added.

The veteran leader said the infighting in the Haryana Congress could prove costly for the party in the coming elections. The confusion over the chief-ministerial candidate should be cleared by the high command at the earliest, he added.

He criticised the Chief Minister for poll-eve benefits being doled out to different sections of society.

If BJP wants tie-up, let it propose, says Chautala

The Haryana Chief Minister, Mr Om Prakash Chautala, said yesterday that the Bharatiya Janata Party would have to approach the Indian National Lok Dal (INLD) if it wanted an alliance for the forthcoming assembly elections.

The Chief Minister was here to preside over the fifth and final phase of the Sarkar Apke Dwar programme.

Talking to mediapersons, he said his party was not averse to alliance with any party provided the policies of that party were in line with those of the INLD. On alliance with the BJP, he said it was for the BJP to decide whether it wanted a share in the power or not. He made it clear that his party would not take the initiative.

Attacking the UPA government for the hike in fuel prices, Mr Chautala alleged that the Congress governments had always been anti-farmer and anti-poor. He termed the Rs 10 hike in the minimum support price of wheat as a cruel joke on the farmers.

He alleged that the Congress accepted heavy donations from industrialists and in the bargain allowed them to hike prices at will.

The Chief Minister said he was leaving for London tomorrow, where he would attend a World Tourism Conference. He said his visit was aimed at providing a new fillip to tourism in the state by giving it the status of an industry. He would also go to Munich to visit the BMW car factory there. He said he hoped that BMW would start manufacturing in Haryana soon.

Later, inaugurating the Sarkar Apke Dwar programme at Manohar Memorial College here, Mr Chautala said while taking over the government last year he had promised to provide good governance. It was with that in mind that he had organised the five phases of his Sarkar Apke Dwar programme in all 90 assembly segments of the state. The government had ensured equal development in all parts of the state, he claimed.

The Chief Minister also presided over a Sarkar Apke Dwar programme at Rattia in the morning. Haryana Finance Minister Sampat Singh, district INLD president Nishan Singh, Fatehabad MLA Swatantra Bala Chowdhary, Rattia MLA Jarnail Singh and senior INLD leaders Ram Raj Mehta and Umed Singh were among those present on the occasion.

Birender woos Sikhs

Mr Birender Singh former HPCC chief, has promised Sikhs their due share in politics in Haryana if his party comes to power after the next Assembly elections in Haryana. He said while addressing a gathering of the Sikhs at Gurdwara Neem Sahib here yesterday.

He said the present INLD government had ignored the Sikhs while providing government jobs. He said the Sikhs had made notable contribution in every field and their neglect by the present regime was a cause for concern and grave injustice to members of this community.

He said the present government made all efforts to garner support of the Sikhs in every election and succeeded in getting their votes but now the Sikhs had realised that they were politically being exploited.

He promised them a fair deal and due share in jobs, if Congress was voted to power in Haryana.

He said though a number of times announcements have been made to grant Panjabi language the second language status in Haryana but the government had taken no steps to implement its promises. He assured them that once the Congress took reigns of the government in Haryana, he would ensure that Panjabi language was given its second language status.

Mr Angrej Singh Goraya, general secretary HSGPC, presented a charter of demand to Mr Birender Singh. Mr Birender Singh and Mr Tara Singh, former MP, were presented “Siropas” on this occasion. Mr Tara Singh, Mr Maninder Singh Pinder, Mr Rajender Sharma Saleti former general secretary, HPCC, Mr Sarup Singh and Sahib Singh also spoke at the meeting.

Need for people-oriented development stressed

Dr K. D. Gangrade, Vice-Chairman of the Gandhi Smriti and Darshan Samiti, has called for effective participation of women and Dalits in developmental planning.

Addressing the inaugural session of the 26th Indian Geography Congress at Maharshi Dayanand University here he said planners must have compassion for women, poor and the downtrodden if they wanted their plans to bear fruit and benefit society.

The theme of the three-day conference is ‘Regional Development Vision 2020'. As many as 300 delegates from all over the country are participating in the congress.

Dr Gangrade said geographers must go beyond geography while planning regional development. He also pleaded for inter-disciplinary approach in planning and said harmony with nature was essential for everyone.

In his keynote address Dr K.V. Sundaram, founder chairman of Bhoovigyan Vikas Foundation, said the inspiration for developmental planning must come from within. "A multi-level planning process alone could transform rural India and this could be brought about only by the convergence of technologies. Polycentric institutional structures and inversion of planning were the other two essential ingredients for this process," he added.

The Vice-Chancellor of MDU Dr R.S. Dhanker, said expenditure on education must be increased if development was to benefit society. "Plans should be conceived with India in mind so that these took care of the national requirements. He said the challenge for planners lay in generating employment and income.

Earlier, Dr Nina Singh, Professor and Head of the Department of Geography, MDU, welcomed the delegates.

Can Red Cross collect money forcibly?

Can any district Red Cross Society collect money from general public for facilitating grant of a driving licence, registration certificate of a motor vehicle, grant of arms’ licence or registration of sale deeds ?

A Senior Division Civil Judge of Jagadhri, Mr C.L. Mohal, has restrained the State of Haryana, Sub-Registrar and Registration Authority (Motor Vehicles) from charging any money from the general public in the name of District Red Cross Society, HUDA, Jagadhri.

Interestingly, there is a practice in almost all districts of Haryana to charge general public some money in the name of computerisation and other allied charges over and above the prescribed fee for grant of a driving licence, registration or transfer of a motor vehicle, grant of an arms licence, sale deeds and issuance of no-objection certificates. This money is taken in the name of respective district Red Cross societies.

Last month, two residents of the State — Mr Sanjay Goel and Mr Suresh Kumar, both of Yamunanagar — moved a petition in the court of Civil Judge for restraining the State of Haryana, Sub Registrar (for registration of sale deeds of immovable property), and Registration Authority of Motor Vehicles from collecting money from general public in the name of district red cross society.

The petitioners also wanted rendition of account of money so collected for last three years beside detail of assets and expenditure of the district Red Cross Society, HUDA, Jagadhri.

The order of Mr C.L. Mohal last week has brought to open a practice which has been going on for the last many years.

Neither the District Red Cross Society nor its Secretary could produce the record in the court before orders were passed. Now the Society has been directed to produce the entire record in the court next week.

The petitioners maintained that Red Cross Society was a charitable institution set up for public service, including provision of free medical service to poor and needy persons while Sub Registrar and Registration Authority were governmental organisations which had nothing in common with the Red Cross Society.

There was no link for collecting money for the Red Cross society from a common man seeking a driving licence or getting his sale deed registered. The common man was liable to pay only whatever legally due from him.

The petitioners also held that there was no proper record of the money so collected for the Red Cross Society. They held that it was not known that even the amount so collected was ever transferred to the account of the Red Cross Society.

Further, there was no way to know how much of money so collected was used for charitable purposes, like provision of free medical care services to needy and poor patients. Even a poor patient seeking blood from the Blood Bank run by the District Red Cross Society, money was charged.

The Red Cross money, the petitioners held, was misutilised for pleasing high officials besides being used for political purposes. The practice, they pleaded, should be stopped immediately as a common man was being forced to pay.

Varsity running law department without council approval

The fate of budding lawyers at the Department of Laws, Chaudhary Devi Lal University, hangs in balance as the department is not approved by the Bar Council of India (BCI).

Though the university is well into its second academic session, it seems to have “forgotten” to get its Department of Laws approved from the competent authority.

Investigations by the TNS revealed that though the officials at the university were aware of the laxity, they had not tried to rectify the mistake.

Talking to the TNS, the chairman of the State Bar Council of India, Mr C.M. Munjal, said according to the rules, no university or college could run law classes without prior approval of the BCI.

In the absence of BCI’s approval, none of the students passing from these departments could practice in the court, said Mr Munjal.

When contacted, the Registrar of the university, Prof Ajay Kumar Rajan, termed it as a mere “technical error”. “It was the regional centre of Kurukshetra University and was converted into a university last year. At that time, the department was approved by the BCI as a KU centre. We will soon get the approval for the university,” he said.

He further added that the university had already deposited a fee of Rs 50,000 with the BCI and would meet the officials of the body in New Delhi on Monday .

The case came to light after certain students, who completed the course from the university, went to the Bar Council of Punjab and Haryana High Court, Chandigarh. They were shocked to find out that the Department of Laws of the university did not exist in their records.

The students failed to get a satisfactory answer from the university. They allege laxity on part of the university for keeping them in dark on the issue.

Sources said even the faculty of the department had gone to meet the BCI authorities in August, but without any outcome.

Mr Munjal said an institute had to fulfil a number of prerequisites, including strength of the staff, classrooms and libraries, to get an approval. A team of the bar has yet to visit the campus, he added.

MDU plans new MBA course

A cash-starved Maharshi Dayanand University will shortly introduce the MBA (industry integrated) course through distance education, it was officially learnt here yesterday.

The university hopes to net Rs 30 crore per annum from this course. The MDU will be the first university in the country to launch this course through distance education. It is already running a lucrative normal MBA course through the distance mode.

A special feature of the new course is that the students will be sent to different business houses during the second and the third semesters for on-the-job training. This is expected to help them gain first-hand experience of the kind of jobs they will be required to do once they find regular jobs.

The students will be free to choose their specialisation in the course from four options. These are sales and marketing, financial services and banking, international business and information technology.

The MDU has always been dependent on distance education courses for its butter if not the bread. In the eighties it was able to raise sufficient resources from the BEd course. Recently, the IT courses supplemented its income to a large extent. Now with the craze for IT courses showing signs of abating, the university is pinning hopes on this course. The admission process will begin next month.

Two-day education fair concludes

A fashion show by students of the Maharaja Agrasen Institute of Management (MAIMT) marked the conclusion of the “Connaissance – 2004”, a two-day education fair at the institute here today.

“Connaissance was an unprecedented success”, claimed Mr Amit Mital, Head MBA Programme. “We extend our thanks to The Tribune because of which our show will be remembered forever said Mr Neeraj Garg, Head, MCA Programme.

The Tribune was the media sponsor of the show. Prizes of The Tribune-sponsored quiz was also given. The first prize, a two-in-one music system was won by Navneet Goel of Jagadhri. The second prize (steam iron press) went to Sachin Aggarwal, Guru Nanak Khalsa College, and Abhishek Dutta, MAIMT.

This fair was a platform to enhance knowledge and ability by the way of books, softwares, seminars, exhibition, academic competitions and aptitude by games and skills by cultural events, said Mr Gulshan Ahuja and Dr Ajay Dwivedi, off stage coordinators of the fair.

Besides cultural functions, seminars on “Management as a career”, “Personality development and career Planning”, “Personal interview” and other topics were held.

The main attraction of the day was a dance show choreographed by Aman, Mohit, Navdeep Kaur, Anil, Sharad, Narinder, Deepak, Tarun, Sanjay, Chetakshu, Ankita, Shevta, Bhupinder and Mooji Ram.

A group dance on western music by Isha, Nidhi, Cherry, Neelam, Jyoti, Parul, Kanika, Punit, Pankaj, Paramvir and Partik (all MCA programme) attracted maximum applause from audiences.

“A large number of housewives also participated in the various game shows specially designed for them”, said Ms Vandana Pahuja and Ms Meenal, faculty members of MAIMT. Ms Pooja Sharma and Ms Pooja Arora, game show coordinators of the fair, said the baby shows and tambola were also a big draw.

Earlier in the day, Dr Raj Kumar, Adviser, MAIMT, welcomed the chief guest Mr S.S Arora, Chief General Manager, Ballarpur Industries Limited. The chief guest, Mr S.S. Arora, said such fairs provided a platform to show the innovations, creativity and competitiveness in them.

BKU leaders to meet PM on SYL issue

The Prime Minister Office (PMO) has invited leaders of the Haryana unit of the Bharatiya Kisan Union for negotiations with Dr Manmohan Singh on November 9 on the issue of the construction of the SYL canal in the Punjab territory.

Mr Dharam Singh Risaldar, president of the state unit of the BKU, told mediapersons here today that the union had accepted the invitation and a deputation of leaders would call on the Prime Minister on to press the demand for the early completion of the canal in accordance with the verdict of the apex court.

He, however, declared that if the negotiations failed the Maha Panchayat called by the union on November 15 would announce its future course of action.

Mr Rattan Mann, vice-president of the BKU, demanded immediate dismissal of the Rajasthan Government and payment of compensation to families of those who had been killed in the police firing in Ganganagar district.

Mr Braham Singh Dahiya, general secretary of the district unit of the BKU, claimed that the indefinite dharna started by the union at Khubru Fall of the WYC was gaining momentum and a large number of farmers were sitting in the dharna everyday to press the demand for early completion of the SYL canal. He warned that if the Central Government failed to accept the demands the Maha Panchayat would prevent the flow of water to Delhi.

IMA seeks CBI probe into attack on doctor

The Indian Medical Association, Haryana unit, today demanded that the CBI should investigate the attack on Dr R.K. Aneja.

A meeting of the IMA State Working Committee was held at the Sirhind Club, Ambala Cantt, today. The meeting was presided over by Dr Raj Sardana.

The doctors present at the meeting condemned the attack on Dr Aneja, who practices in Ambala Cantt, and the dacoity at the residence of Dr N.P. Singh, who practices in Ambala City.

The doctors passed a resolution that in case no action was taken within seven days, the IMA would hold an agitation throughout Haryana. They condemned the registeration of a case under Section 304-A against Dr Aneja. They claimed that it violated an apex court judgement.

They expressed concern over the fact that none of the persons who attacked Dr Aneja had been arrested by the police. They demanded prompt action against the culprits. They also sought security for all members of the IMA Haryana unit so that they could serve the sick without any fear.

Among others, Dr D.S. Jaspal, Dr Rajeev Aggarwal, Dr R.L. Garg, Dr S.L. Verma, Dr A.P. Setia, Dr V.P. Mahilla, Dr Anil Malik, Dr Parveen Garg, Dr Jagdish, Dr J.K. Mittal and Dr K.K. Bhatia were present.

BKU activists stall auction at Lamba Kheri

BKU activists stalled the auction proceedings of the agricultural land of a farmer of Lamba Kheri village in the Kalayat block by Panjab National Bank officials on Friday, according to a delayed report.

Pritam Singh, a farmer of Lamba Kheri, had taken a loan from the Simla branch of the bank, mortgaging his agricultural land. He became a defaulter. After completing legal formalities, the bank decided to auction his land and reached the village to complete the auction proceedings.

However, the BKU got information about the auction and decided to stall the proceedings. It gave a call to the farmers and residents of the area not to participate in the auction.

Following this, a large number of farmers and BKU activists, including state vice-president Pala Ram Gaur, Jia Lal, general secretary, and others reached the village.

As a result, the auction could not be held and the bank officials reportedly fled the scene. Farmers say due to the high cost of inputs, low yield and unremunerative prices of agriculture produce it had become difficult for them to repay bank loans. In such a situation if their lands were auctioned by the banks, they would be ruined.

Congress leader and former MP Surender Singh has called upon party workers to achieve maximum membership in the next two days so as the new membership form be forwarded to the high command for further action.

While presiding over a meeting convened to review the membership drive, he called upon the workers to highlight anti-people policies of the INLD. Taking a dig at the Chautala government, the Congress leader said the announcements made on the occasion of Haryana Day at Kaithal by the Chief Minister were not new ones but had been announced several times in the past five years. He said each section of society, including employees, traders, farmers, labours and students was disappointed with the present rule.

He said the Chief Minister did not remember the senior citizens in the past four years and since now the elections were near, he had increased their pension to Rs 300. He categorically said that the colleges of Bhiwani and Jind would be de-affiliated with Sirsa University and would again affiliated to Maharishi Dayanand University if the Congress was voted to power.

Haryana Assembly to meet on December 1

The Haryana Cabinet which met under the chairmanship of Chief Minister, Om Prakash Chautala here yesterday, has decided to convene the next session of the State Legislative Assembly on December 1 at 2 p.m. The session, it is believed, has been called to ratify the additional grants needed for giving old-age pension, unemployment allowance, etc, at the enhanced rate announced by the Chief Minister recently.

The Cabinet also decided to reduce the rate of local area development tax (LADT) on natural gas when used as fuel from 10 per cent to 4 per cent.

This was decided following representations received from Punjab, Haryana and Delhi Chamber of Commerce and Industry urging the State Government to slash the LADT on natural gas. The reduction in the rate of LADT would benefit to the tune of Rs 3.60 crore per annum to the industries.

The Cabinet also decided to recruit 510 conductors for Haryana Roadways on contract basis through Haryana Staff Selection Commission.

The Cabinet also decided to affiliate all government and private colleges and institutions of higher learning situated in Bhiwani, Fatehabad, Hisar, Jind and Sirsa districts to Chaudhary Devi Lal University, Sirsa.

It was decided to disaffiliate all government and private colleges and institution of higher learning situated in Bhiwani district from Maharshi Dayanand University, Rohtak and those located in Fatehabad, Hisar, Jind and Sirsa districts from Kurukshetra University, Kurukshetra.

Burglars kill two, injure 1 in Panipat

Panipat, November 7
Two persons, including a housewife, were shot dead and an aged woman injured in two separate incidents in Dhoop Singh Nagar on the Sanauli road and Ashok Vihar Colony on the Kutani road when some thieves broke into their houses on Saturday night.

While both localities are situated at a distance of about 1 kilometre from each other, however, it is suspected that same gang of thieves was behind both the crimes and gang members came from Muzaffarnagar district of UP, police sources said.

The deceased have been identified as Saroj Bala (30) of Dhoop Singh Nagar and Umesh Singh (35) of Ashok Vihar Colony. The thieves did not even spare Saroj’s aged mother Omi Devi and stabbed her on several parts of her body including her neck. She has been admitted to a private hospital.

Suresh Kumar, husband of the deceased told this correspondent that he was sleeping in a room situated on the first floor with their three sons, while his wife was sleeping in a room on the ground floor with her mother who had come to see her from Sonepat the previous night.

At around 1 a.m. he heard unusual cries and suspected something unwanted was happening, he said, adding that, he tried to come out of his room but the door of the room was bolted from outside.

Suresh Kumar further said he tried to break open the door but to no avail. Meanwhile, a factory worker came there after hearing the noise and opened his door. Following which, they went downstairs and noticed that the door of the room on the ground floor was also bolted from outside.

When he opened the door, he saw his wife and his mother-in-law lying on the ground and their body were bleeding. He took both of them to a hospital after informing the police. However, his wife was declared brought dead while his mother in law was struggling for life.

Suresh Kumar said his mother-in-law was unable to speak due to her injury. However, she told him with her gestures that the number of the thieves was two.

Similarly, the thieves broke in Umesh’s house at around 2.50 a.m. At that time, he was sleeping in the courtyard. The thieves shot him dead and when his wife Suman and neighbours came out, the thieves had fled the spot, said his close friend.

Meanwhile, the police sources said the thieves shot them dead probably because they remained unsuccessful in their attempt to loot.

In the meantime, FIRs have been registered and the police investigating the incidents.

Protest against stagnant water

Villagers of Haluwas, Prehladgarh, Bhiwani Zonepal I and Dhana Narsan staged a dharna outside the office of the Deputy Commissioner here in support of their demand to drain out the stagnant sewerage water from their agricultural land. The agitators once again received an assurance by the city magistrate who accepted their memorandum.

Sarpanch Vasudev of Haluwas, president Chaugama Panchayat Ran Singh, Sarpanch Devsar Rajender Sharma, Sarpanch Prehladgarh Sube Singh, Sarpanch Mani Ram of Dhirana, ex-Sarpanch of Nimriwali Jage Ram, Nambardar Puran Singh, Ajit Singh, Panch Om Prakash of Haluwas who met the city magistrate, Mr Mukesh Ahuja, yesterday said sewerage water had stagnated on about 450 acres of agricultural land of Dhana Narsan, Bhiwani Zonepal I, Haluwas and Prehladgarh villages for the past 3-4 years.

The poor farmers are unable to grow their crops due to waterlogging and are facing financial problems.

Two-day remand for rape accused

Ramkesh, a suspect in a rape case, was remanded to two-day police custody by a local court here today.

The Sadar police had arrested him for allegedly raping his teenaged niece on Friday late evening. The victim is a resident of Bichpari village and her father works as a farm labourer in the village .

A number of residents of the village, led by the Sarpanch, raised slogans outside the police station when the accused was being taken to the court. The police had filed an application in the court in the morning demanding remand of the accused for 10 days.

The court granted two- day police remand of the accused.

According to the police the victim was working in a factory in Lalru (Patiala). The factory bus used to pick her and other girls from the surrounding villages daily and leave them back in the evening around 7.30.

On the day of the incident around 7.45 p.m Ramkesh offered to drop the girl to her home as she got down from the factory bus near Sonda village. As he was closely related to the girl, she accepted his request without any hesitation.

Ramkesh allegedly took her to an isolated place in a nearby village and raped her. He also threatened her with dire consequences if she told her family about the incident.

Later, he dropped the girl near her house and fled. The girl narrated the incident to her parents. The matter was reported to the police and a rape case against Ramkesh was registered.

6-day-old baby found abandoned

A newly born female baby was found at a secluded place at Bata village under the Kalayat police station yesterday.

According to reports received here today, a villager, Chander Bhan, while passing through a heap of waste listened the noise of small weeping child and he picked up the child.

He immediately informed villagers and brought the baby who was wrapped in a piece of cloth to his house.

Later the village panchayat informed the police which had started an investigation to trace the mother of the baby which was presumably six-day old and left by her mother.

It is learnt that the couple which has already married their two daughters and are not financially strong has offered to adopt the baby.
