Arrangements for the smooth conduct of byelections for the four Assembly constituencies in Jammu and Kashmir have been finalised. The constituencies are Pahalgam and Batamaloo in the Kashmir valley and Akhnoor and Basohli in Jammu Division.

Over 3.50 lakh voters will decide the fate of four families in the byelection tomorrow. Mufti Mohd Sayeed, Chief Minister, fielded himself from Pahalgam after his daughter vacated the seat on being elected to the Lok Sabha.

Jammu and Kashmir Governor Lieut-Gen S.K. Sinha (retd) has expressed the hope that an international film festival will be held in Kashmir next year, after the successful experiment of the first-ever documentary film festival that concluded here today.

Twenty-two police personnel were injured when the bus in which they were travelling fell into a gorge in Basholi, Kathua district, last evening.

2 militants killed

The security forces killed two militants in Uri early this morning, a Defence Ministry spokesman said. He said the encounter took place when a search party was attacked by militants at Rampore village in border town of Uri early this morning. He said two AK rifles and other arms and ammunition were recovered from the slain militants. — UNI

Voters to decide Mufti’s fate today

Arrangements for the smooth conduct of byelections for the four Assembly constituencies in Jammu and Kashmir have been finalised.

The constituencies are Pahalgam and Batamaloo in the Kashmir valley and Akhnoor and Basohli in Jammu Division. Chief Minister Mufti Mohammad Sayeed is contesting from Pahalgam. The seat fell vacant due to the election of his daughter and PDP President, Ms Mehbooba Mufti, to the Lok Sabha from their home constituency of Anantnag.

Batamaloo in Srinagar fell vacant due to the death of senior National Conference leader Ghulam Mohiuddin Shah. The two seats of Akhnoor and Basohli fell vacant following the election of the two Congress members, Mr Madan Lal Sharma and Mr Lal Singh, to the Lok Sabha from Jammu and Udhampur constituencies, respectively.

While the main contest in Pahalgam is between the Chief Minister and NC candidate Rafi Ahmad Mir, in Batamaloo, it is mainly between PDP candidate Tariq Hameed Qarra and Irfan Ahmad Shah of the NC.

Mr Tariq lost to Mr Ghulam Mohiuddin Shah in the last Assembly elections in 2002. Now, he is pitted against youth leader and Ghulam Mohiuddin Shah’s son Irfan Ahmad Shah.

The Chief Election Officer, Mr K.B. Aggarwal, said the poll process and polling station identification, staff deployment and security arrangements had been completed. Presiding officers at all polling stations were being deputed from among personnel belonging to the central civil services.

Mr Aggarwal said two observers each had been deployed for the Batamaloo and Pahalgam Assembly segments. The state police, the paramilitary police and the Central Reserve Police Force (CRPF) were being deployed to instill confidence among the voters to come forward to exercise franchise.

Mr Aggarwal said the process of updating of the voter list stood completed and those who did not have a voter card could cast vote by furnishing his passport, driving licence, PAN card, service identity card, student identity card or post office PAN book.

Over 3.50 lakh voters will decide the fate of four families in the byelection tomorrow.

Mufti Mohd Sayeed, Chief Minister, fielded himself from Pahalgam after his daughter vacated the seat on being elected to the Lok Sabha.

Similarly, the National Conference has fielded Mr Irfan Shah from Batamaloo after his father, Mr Ghulam Mohiuddin Shah, passed away a few months ago.

In Akhnoor, a brother, vacated the seat for his brother, while in Basohli the husband, Mr Lal Singh, preferred the Lok Sabha seat to facilitate his wife to try her luck in getting elected to the Assembly.

The members of the four families are being given a tough fight by their rivals. It is the NC against the PDP in Batamaloo and Pahalgam. In Akhnoor, the Congress is being challenged by an Independent candidate, Mr Govind Ram Sharma, besides those from the BJP, the NC and the BSP. In Basohlithe the Congress faces a tough challenge from the BJP candidate, Mr J. Sapolia, who had lost the 2002 Assembly poll by a narrow margin.

Meanwhile, to encourage voters in Batamaloo and Pahalgam to turn out in large numbers to vote, a crackdown has been launched against those separatists who had resorted to

anti-poll campaign. Senior JKLF activists, including its chairman, Mr Mohd Yasin Mailk, have been arrested. Mr Ali Shah Geelani, has been placed under house arrest in order to prevent him from motivating voters to remain indoors on Wednesday.

Geelani is Tehreek chairman

Firebrand separatist leader Syed Ali Shah Geelani was today unanimously elected chairman of the newly floated the Tehreek-e-Hurriyat Jammu and Kashmir outfit for a three-year term.

Geelani, the chairman of the hardline Hurriyat faction, was elected to the top post of the separatist outfit floated by him on August 7 through a secret ballot held at the central office of the party at Hyderpora here.

A 25-member strong majlis-e-shoora (advisory council) to assist and advise the chairman was also announced, a statement released by the outfit said.

While 21 members were elected to the shoora, the chairman was authorised to nominate four members, it said, adding all the 14 districts of the state were duly represented in the shoora, the highest decision-making body of the outfit. — PTI

Sikh society seeks apology from Modi

The Bhai Kanahiya Jee Nishkam Seva Society has taken serious note of the derogatory remarks by the Gujarat Chief Minister, Mr Narendra Modi, against the Sikh community and has urged Mr Parkash Singh Badal to break ties of the Akali Dal with the BJP.

A meeting of the society, held under the chairmanship of Mr Mohinder Singh here today, strongly reacted to the jokes cracked on the Prime Minister, Dr Manmohan Singh, by Mr Modi. Such utterances of Mr Modi has tarnished the image of the Sikh community.

Mr Mohinder Singh said that Mr Modi should seek apology from the Sikh community for making such remarks and urged Mr Badal to immediately withdraw support to the BJP in the current Assembly elections.

He demanded that Mr Badal should be summoned to Akal Takht to explain his position in case he continued to align with the BJP.

Documentary film festival ends

Jammu and Kashmir Governor Lieut-Gen S.K. Sinha (retd) has expressed the hope that an international film festival will be held in Kashmir next year, after the successful experiment of the first-ever documentary film festival that concluded here today.

Speaking at the concluding function of the five-day documentary festival “Akase Zindgi Ke” (Images of Life), organised by Srinagar Doordarshan at the SKICC here this morning, the Governor said such festival would greatly help in portraying Kashmir to the world. “We, in Kashmir, have unique characteristics of scenic beauty, liberal traditions, pluralistic approach, Sufi culture and, above all, unity in diversity”, he said, adding that these have to be portrayed in a telling manner to the rest of the world.

The occasion was also marked by an announcement for the formation of the Film Society of Kashmir by prominent filmmakers of Kashmir with a vision of the appreciation of films and supporting film-making.

The supportive services of the Film Society of Kashmir (FSK) will have screening, advice, referrals, workshops, a quarterly newsletter, a website, fiscal sponsorship of projects and the Kashmir Filmmakers Production Fund. It will also create Kashmir Film Studios in the years to come. Its 10-point objectives include promoting the creative and professional production of films and video in Kashmir, encouraging the growth of a supportive environment for filmmaking in Kashmir, and to have liaison with local, national and international organisations and societies in the furtherance of this purpose.

In her address on the occasion, Director Doordarshan Srinagar, Ms Shehzadi Simon, dwelt on main features of the documentary festival and gave an account of the documentaries shown during the festival.

22 cops hurt as bus falls into gorge

Jammu, October 12
Twenty-two police personnel were injured when the bus in which they were travelling fell into a gorge in Basholi, Kathua district, last evening.

The bus was ferrying the personnel for election duty. The driver lost control over it due to a mechanical failure.

Local people, joined later by the police, rescued the injured. They were admitted to the sub-district hospital at Basholi and their condition is reported to be stable.
