Piped gas from IGL for Patparganj

The Indraprastha Gas Limited today commenced the supply of piped natural gas (PNG) in Patparganj and Rohini’s Sector 13 in the Capital. It plans to supply natural gas through pipes to over 2,000 houses from 49 societies in East Delhi for domestic use, a company release said.

Jewellery shop looted in Laxmi Nagar

Three persons, armed with a pistol and a dagger, barged into a jewellery shop in broad daylight and looted Rs 3.5 lakh. The incident took place at around 12.30 pm in Laxmi Nagar area.

According to the police, the incident happened at Satguru Jewellers, J-15, Sarrafa Bazaar, Laxmi Nagar. The shop is owned by Mohan Lal Soni and Nand Kishor Soni. Both were reportedly sitting in the shop when a person entered the shop. He reportedly asked Mohan Lal to show a gold ring. Mohan Lal Soni brought out some gold rings. At this, the assailant asked him to show some heavy rings.

When Mohan Lal brought other heavy rings, the assailant signaled to his two accomplices, who immediately entered the shop and whipped out a pistol and a dagger. The jewellers were told not to raise an alarm, otherwise they would be shot. Then, the three assailants looted the shop and decamped with cash and valuables. According to the police, the robbers had looted 700 gm of gold, three kg of silver and Rs 5000 in cash.

A case of robbery has been registered in the Shakarpur police station and the matter is under investigation. The incident has turned the residents jittery as Sarrafa Bazaar, where the incident took place, is a very congested market. If the incident could take place in such a congested market, it could happen anywhere, they reason.

Person looted of Rs 7 lakh

A person was looted of Rs seven lakh while he was going to Keshav Puram to deliver the amount. While investigations are still on and the police are refusing to divulge anything about the alleged robbery, the police sources said that the incident happened in daylight.

According to police sources, the person carrying the cash was travelling in an auto and working with a businessman in Chandni Chowk area. As he approached Keshwavpuram, two persons intercepted him and snatched the bag containing the money.

The victim then approached the local police and filed a complaint in the Keshavampuram police station, where the matter is still under investigation.

The local police confirmed the incident and said that the matter was under investigation. No arrest has been made in this connection. According to the DCP Northwest, Sanjay Singh, “There has been no such complaint in the area. We have received some queries from media persons and are investigating those.’’

12-yr-old crushed under road-roller

A 12-year-old child died after he was crushed under a road-roller this afternoon. The accident took place in Rohini area. The deceased has been identified as Raj Kumar.

According to the police, Rajkumar was studying in class IX in a government school. After he returned from school, he was asked to fetch a gas cylinder. While he was on his way a road roller crushed him to death

Sheila gets Rs 13,000 rebate in property tax

The Delhi Chief Minister, Mrs Sheila Dikshit, has disclosed that she has benefited from the new methodology of property tax assessment. Her tax liability has come down: Earlier, she used to pay Rs 18,000 per year of her house located in Nizamuddin East. Under the new system, she paid only Rs 5,000. Being a senior citizen she has been given a rebate of Rs 13,000.

She revealed this while inaugurating a website of the Unit Area Method (UAM) www.mcduam.com. The website was developed by a Congress Councilor, Mr Sanjaypuri, who was a member of the Hardship and Anomalies Committee. The CM said that the introduction of UAM had generated a lot of controversy, but it was people-friendly. “I was surprised to learn about my deduction as owing to the adverse propaganda I had been led to believe that I would be paying a much greater amount under the new system,” Ms Dikshit said.

The website will now make it possible for the people to pay their taxes online. The chief minister said that arrangements were also being made for allowing people to pay their taxes in their colonies instead of having to trudge to MCD offices. She said the system would make it possible for the people to assess their property in a scientific way and pay their taxes without being harassed by inspectors. The residents of DDA flats need not go to architects to get the value of their properties assessed as they will find the new methodology on the UAM website, which can be accessed at www.mcduam.com.

Hurdle for Metro in Noida cleared

The extension of the Metro Rail Project to Noida has become a reality with the Metro Rail Corporation agreeing to bear the operational losses in the Noida area. The DMRC is understood to have assured the UP Government in this regard. The DMRC had been insisting that the UP Government compensate it in the event of operational losses in UP.

The Metro Rail Corporation is also reported to have made it clear that it will not insist on charging the Noida Authority a sum of Rs 300 crore as rolling stock along with the project cost.

These points were decided in a meeting between DMRC under its MD Sreedharan and the UP Government representatives, including the Industrial Development Commissioner, Mr Rai Mathur.

It was also decided that the Noida Authority should approach the Union Government and the DDA for grants for the project. It was suggested in the meeting that if the Metro Rail in Noida area is built on the surface instead of underground or overhead, the cost of the project would appreciably go down. It is learnt that the Metro Rail line at the ground level will cost Rs 70 crore as against Rs 550 crore overhead.

The total cost of the Metro Rail project in Noida is estimated to be around Rs 850 crore. The DMRC has now decided that Rs 300 crore on rolling stock charges will not be part of the main project.

The work on the Metro Rail project in Noida is to commence in 2005. The Metro Rail will enter Noida via New Ashok Nagar and pass through Sector-14, Gole Chakkar, Naya Bans, Sector 17, Sector 18, Botanical Garden, Sector-37, Golf Course and terminate at City Centre in Sector-31 via Degree College.

Six Bawarya criminals arrested

Noida, September 16
The Noida police claimed to have arrested six criminals of the Bawarya tribe in connection with the dacoity in Raipur village on September 10.

According to the Superintendent of Police (City), Mr A. K. Jain, more than half-a-dozen criminals associated with the Bawarya tribe were nabbed by the special team formed to investigate the crime. A number of automatic weapons were seized from these criminals.

The criminals had targeted Yadav Ram’s house in Raipur village under Sector-39 police station. The police team included some of the most experienced and professionally efficient cops as there was tremendous pressure on the Police Department to solve this sensational case quickly.

The police team had nabbed these criminals after barricading the Yamuna Khaddar on Tuesday night. The police team had reportedly raided a number of Bawarya hideouts from Palwal to Yamuna Khaddar.

Meanwhile, Madan Pal of Bulandshahr, who was seriously wounded in the Bawarya dacoity in Raipur village on September 10, succumbed to his injuries in the hospital yesterday. With the death of Madan Pal, the toll in Bawarya dacoity in Raipur has gone up to three. Madan Pal had been critical and was on life support system. The remaining two victims of this dacoity continue to be in serious condition in Kailash Hospital, Noida.

Uniform banking system mooted for NCR

A uniform banking system is on cards for the NCR region. It is hoped that the uniform banking system will create a business environment in the National Capital Region that would facilitate growth of trade and industries. Mewat double murder: Cops foxed

The police was still groping in the dark in the double murder case on September 11 in village Shikhrawa (Mewat), about 30 km from here.

With the failure of the police to arrest the culprits, there is wide spread anxiety among the people of Mewat regarding the mystery murders.

Even as the police was still investigating the case, the district police chief, Mr Alok Roy, asserted that it was only a matter of time before the police made a breakthrough in the case.

The bodies of Mr Abdul Rasheed (Nambardaar) and his wife, Mrs Maqsoodan, were found in a pool of blood in the courtyard of their house on September 12.

While the culprits seemed to have used some garments to strangulate Mrs Maqsoodan, Mr Rasheed’s body had several deep injuries caused by stabbing. Injury marks were also found on his neck. According to the personal attendant of the couple, he had left them for the day at about 9 p.m.

When the couple did not respond to several calls from him the next morning, he got suspicious and informed one of their sons, staying in nearby Punhana.

The murder case has become controversial in Mewat as Mr Rasheed was a public-spirited person and always took up cudgels against anti-social elements. He is said to have aided the police in busting several criminal activities and was recipient of several citations from the department.

According to a friend of Mr Rasheed, the deceased had intimated the police in the past about the impending danger to his life. Although the police is maintaining a silence on the progress of the investigation, the general impression is that “fundamentalist forces” active in the area may be behind the gruesome murders.

Mr Rasheed was in the vanguard of a campaign against cow slaughter. He often spoke against the “religious and cultural fundamentalism” among the Meo Muslims, who have significant presence in the Mewat region.

A family member is said to have stated that a sum of Rs four lakh was stolen from the house. The victims were from a respectable and well-known family of the area. While their two sons are judges in the local courts, their other sons are in teaching profession in Jamia Milia University and in medical profession.

Army jawan receives hero’s welcome

After a long wait of five years, Mohd. Arif of the 108 Engineering Regiment arrived at his village amidst celebration. He was greeted in his village by thousands of people and his family members.

Though his arrival was delayed by a day due to some formalities, the welcome ceremony arranged by the village was fantastic. Mohd. Arif, who was declared an absconder by the Indian Army, was later found to be jailed in Pakistan as a prisoner or war.

The speculation of his arrival was confirmed on Monday evening. Subsequently, the scene in the area changed. Villagers and family members apart from the residents in the surrounding area gathered to welcome their brave son. It was decided to welcome Mohd. Arif at Maokhas, where the atmosphere was one of joy and happiness.

Thousands of people from the surrounding villages were present to warmly welcome Mohd. Arif. He was taken in a procession, in which youths from the village danced with joy.

Above all, people of all caste and religion were present to welcome the hero. Mediapersons were also present in large number at the village. He first went to the village Madarsa and sought the blessings of the Maulvi there. A special langar was also organised there for all the villagers to celebrate the arrival of their hero. Talking to mediapersons, Mohd. Arif said that he received a friendly treatment in Pakistan.

On his future plan, he said that he would first talk to his wife and then decide on the future. Arif said he had no complaint with the Indian Army or with the Government of India.

10-yr RI for hubby in dowry death case

A city court today sentenced a man to 10 years’ rigorous imprisonment for causing the death of his wife after demanding dowry and treating her cruelly. Additional Sessions Judge R K Yadav also imposed a fine of Rs 7,000 on convict Vijay Pal. Pal had tied the knot with Suman on March 2, 2000. The court noted that Suman was ill treated by her husband on the very first day of her marriage for bringing insufficient dowry.

Pal’s greed for money was not satiated and his behaviour towards her deteriorated with every passing day. He even started physically and verbally abusing her, the court noted.

Suman had even asked her parents to intervene a day before her death. Though her parents visited her matrimonial house at Baghpat in Uttar Pradesh, Pal and his family gave them a cold shoulder and sent them back.

Unable to bear the torture, she jumped from the rooftop on October 22, 2002; she died as her body got entangled in the grill below.

Youth gets 5-yr RI for abduction

A city court today sentenced a youth to five years rigorous imprisonment for kidnapping a minor boy in 1998. Additional Sessions Judge O. P. Saini also imposed a fine of Rs 5,000 on convict Parveen (21). His accomplice Sudhir is absconding and has been declared a proclaimed offender. The boy’s parents had filed a missing report with the police on July 7, 1998. Sudhir and Parveen, both electricians who had been working in their house, were also missing, they said.

Two days after the incident, the parents of the kidnapped boy received a call from Virender Singh, the Head of Udaybhan Naglia village in Ghaziabad, asking them to collect their child from his house.

Later, the boy said Sudhir and Parveen had picked him up from outside his house on the pretext of giving him a ride to the market.

Dr Mukesh Batra, Chairman and Managing Director of the DBPHCL, told mediapersons here today that it is possible to manage stress and hypertension through homeopathy, diet and nutrition, relaxation techniques or change in outlook. He said that a large number of patients opt for conventional medicine for swift relief from these silent killers, little knowing that they come with additional ailments such as pounding headache, blisters and skin rashes.

“We are trying to educate people on certain health concerns, including stress and hypertension. Both are silent killers and are often unnoticed as the main cause of human suffering. Stress can give rise to physical and mental disorders like headache, backache and obsessive compulsive disorders,’’ Dr Batra said.

The Mumbai-based doctor further drew attention to statistical findings which indicate that 5.3 lakh Indians die of hypertension related coronary heart disease and the number is likely to double every year.

Quoting findings of a community-based survey in Delhi covering 13,273 adults in the 25 -64 age group, Dr Batra said that the overall prevalence rate per 1000 adults was 127.5 (116.6 in males and 136.8 in females). He said that according to a report, half of the people with high blood pressure who are at the risk of a stroke are not identified, half who are identified are not treated, and the half who are treated are not treated properly.

Enumerating the symptoms of hypertension, Dr Batra said that people should watch out if they experience exhaustion or have a pounding headache, vision changes, angina-like chest pain, blood in urine, nosebleed, irregular heart beat and ear noise buzzing.

During the last few years, it has organised blood donation camps in Delhi and 13 free eye surgery and DST camps in the remote areas of Himachal Pradesh. Hundreds of people suffering from various eye ailments turned up for free medical check up, and large number of cataract operations were successfully done by the reputed eye surgeon, Dr S. K. Sharma and his associates.

The Sabha has also contributed substantial amount of money for the welfare of the families of the Kargil martyrs and the people of the different states affected by super-cyclones and other natural calamities through the Chief Minister’s and Prime Minister’s Relief Fund.

MCD has failed to check dengue: Arya

The Leader of Opposition in the MCD, Mr Subhash Arya, has alleged that the Corporation had failed to take preventive measures to combat dengue. In fact, one patient died of dengue a few days back in the national Capital.

In July, he had warned the administration with regard to outbreak of water and vector-borne diseases. However, no preventive measures were taken to control the outbreak of the fever. It was unfortunate that till September 15, 1479 cases of cholera, 52, 333 cases of gastroenteritis and 206 cases of malaria had been reported as against 1,126 cases of cholera, 51,229 cases of gastroenteritis and 173 of malaria reported up to August last year.

He further alleged that the Health Department did not have sufficient equipment and material to prevent the outbreak of these dangerous diseases.

The Health Department does not have insecticides to kill larva. The fogging machines are also not available in adequate quantity. Most of the fogging machines are not in a working condition. Still, the administration claims that the situation is under control. He also alleged that in spite of outbreak of dengue last year, the Congress, which was ruling the corporation, had not roused from its slumber.

The Health Department had made an announcement that it would appoint 600 workers for anti-mosquito operation, but only 100 persons had appointed so far. He alleged that so far 15 dengue cases had surfaced in the Capital.

Contractors put off stir

The Municipal contractors postponed their dharna and agitation scheduled for today after a meeting with Chairman of the Works Committee, Mr Ramesh Pandit, and Acting Mayor, Mr Ramesh Dutta.

The acting Mayor directed the engineering department to place a preamble in the Standing Committee about writing of confidential reports of contractors and depositing five per cent of the contract amount as security, so that a decision could be taken in this regard. He also directed the Accounts Department to expedite the payments of projects which had been completed. Mr Ramesh Pandit informed the contractors that their other demands, including a payment of Rs 11 crore, would be cleared soon.

Piped gas from IGL for Patparganj

The Indraprastha Gas Limited today commenced the supply of piped natural gas (PNG) in Patparganj and Rohini’s Sector 13 in the Capital. It plans to supply natural gas through pipes to over 2,000 houses from 49 societies in East Delhi for domestic use, a company release said.

“We are extremely excited about the project as it has been very well received by the residents in East Delhi. Patparganj, being one of the biggest clusters of housing societies in East Delhi, offers tremendous scope for expansion. During the month of September alone we will connect as many as 200 houses in Patparganj and Rohini,” IGL Managing Director A. K. De said.

After establishing an impressive network of 124 CNG stations across Delhi, IGL has now increased its focus on PNG. In last four months, the company has provided connections to over 3,500 houses in Delhi. By the end of September 2004, the domestic consumers for PNG will reach 18,750.

IGL is currently supplying PNG to several areas in New Delhi, including Kaka Nagar, Bapa Nagar, Pandara Road, Sunder Nagar, Nizamuddin, Maharani Bagh, Pant Nagar, New Friends Colony, Zor Bagh, Asiad Village, Chanakyapuri, Sarojini Nagar, Gulmohar Park, Golf Links, Ishwar Nagar, Vasant Kunj and now also to Rohini Sector 13 and Patparganj.

During the current financial year, IGL is working on provideing PNG in Mayur Vihar Phase 1, Rohini Sectors 9 and 14, Gulmohar Enclave, Hauz Khas, CPWD Flats in RK Puram, Andrews Ganj and Kidwai Nagar, the release said.

Elevated expressway MoU signed

New Delhi, September 16
Delhi is all set to join developed Asian cities like Bangkok, Tokyo and Shanghai by having elevated roads to meet the pressure of increasing traffic.

The elevated expressway, to be built along the existing Ring Road, is likely to be completed before the 2010 Commonwealth Games.

It will be designed keeping in mind its connectivity with Delhi Metro stations and the High Capacity Bus System, which is likely to be in place by November.

A Memorandum of Understanding (MoU) was today signed between the Government of NCT of Delhi and Infrastructure Leasing and Financial Services (IL&FS) for carrying out a feasibility study for the project to be executed with public-private partnership. The expressway will integrate with existing pedestrian underpasses. Its design will also permit integration with the Ring Road and the existing flyovers on the Ring Road. It will have a fully- /semi-automatic toll plazas at strategic locations.

The IL&FS vice-chairman and managing director, who today made presentation of the project before Chief Minister Sheila Dikshit and Transport Minister Haroon Yusuf, said the study would take five months to complete.
