NHRC orders action against cops
Panipat, September 13 The NHRC issued this direction after hearing Bhagwan Singh’s complaint. The Assistant Registrar (Law) of the NHRC has sent the one-page direction to Panipat Superintendent of Police by post. Copies of the direction have also been sent to Haryana ADGP and the complainant, Mr Jai Bhagwan. The complaint was placed before the Commission on July 8. The Assistant Registrar stated that the commission directed him to transmit a copy of the complaint to the authority for such action deemed fit and ATR be submitted within six weeks. The Assistant Registrar further stated that accordingly, he was forwarding the copy of the complaint for appropriate action as per direction of the Commission and to submit ATR within the stipulated time. In his two-page complaint, Mr Bhagwan Singh alleged that he and his son had been harassed and tortured inhumanly during their illegal captivity in Matloda police station of Panipat district. The complaint stated that he had been picked up by ASI Mohindra Singh of Matloda police station from the village on May 20 this year and was abused and threatened during illegal captivity of a day. Later, he was released the following day but his son was taken in illegal captivity. He alleged that the SHO Mr Baali Singh, and ASI, Mohindra Singh demanded a bribe of Rs 20000 for the release of his son. They also threatened him if he failed to do so, he and his son would be implicated in false cases. The complainant stated that he gave Rs 4000 to them on May 24 but could not arrange the remaining amount of Rs 16000 following which they tortured Pawan Kumar inhumanly. He further stated in the complaint that his son had been taken to CIA staff near Panipat Devi Temple on May 25 where four police personnel did not spare even private parts of his son during torture. Ultimately, the complainant approached Mr PP Kapoor, district secretary of the CPI(ML) New Democracy who filed a habeas corpus writ in Punjab and Haryana High Court in this regard on May 26. Justice Rajiv Bhalla deputed Warrant Officer Hemant Singh Walia, who found Pawan Kumar in the illegal custody in Matloda police station on May 26 night and got him released. The complainant further stated that he and his son had been tortured during their illegal captivity as he had some differences with certain influential persons of the village on some issues. He not only demanded suspension and registration of criminal cases against SHO Baali Singh, ASI Mohindra Singh and four other CIA staff members but also sought damages for his and his son’s inhuman torture during illegal captivity. Mewanwhile, Panipat SP Suman Manjri could not be contacted for his version despite repeated attempts. |
Water quota for Delhi may be reduced
Ambala , September 13 According to sources the Haryana Irrigation Department has received a letter from Bhakhra Beas Management Board today informing it that it could not be possible to release more than 2500 cusec feet water to Haryana for next several months. Haryana has been getting 3500 cusec feet from Bhakhra canal for the last two decades. Out of which Haryana releases around 100 cusec water to Delhi .The supply in the Narwana branch was blocked on August 3 when a large part of the Narwana branch canal in Haryana as well as in Punjab area got breached following the heavy rainfall and excess release of water from Punjab. Punjab had been releasing only 500 cusec feet of water in Narwana branch canal for the past 15 days as the repair work of Narwana branch was in progress. The repair work of the canal was completed on September 6 and it was fit to receive the its maximum quota of water. The Haryana Irrigation Department had written a letter to Punjab Irrigation Department a week back informing it that the repair work of the canal had been completed in all respects and the approved water could be released in the canal. The department had asked Punjab to release 1500 cusec water on September 7 and to increase it to 2500 cusec on September 8. It had further asked to release 3500 cusec of water after September 11. However, ignoring Haryana’s request the BBMB has been releasing only 900 cusec water in Narwana branch canal. The Irrigation Department sources said it would be uncomfortable for Haryana to release around 100 cusec water to Delhi till the time Punjab released 3500 cusecs to Haryana as the state is already facing a severe scarcity of water. |
Forest Department proposal rejected
Chandigarh, September 13 The Forest Department had proposed to send one officer to The Netherlands to get training in specialised GIS course. The training would have cost the state government a whopping Rs 30 lakh. The technical committee refused to clear the proposal and asked the Forest Department some pertinent questions. The technical committee asked the Forest Department that was it not possible to carry out the training in a national remote sensing institute of repute ? The technical committee also asked the department regarding the criteria proposed to be used by the Forest Department for selecting a particular officer for the expensive training programme. Moreover, will the department be able to ensure that the services of the officer, who would obtain the training, would be available to the Forest Department's GIS cell for a sufficiently long time to justify the cost of the training, asked the committee. In the end the technical committee suggested that a better idea could be hiring the services of a GIS expert and save precious cash of the state government. The technical committee also asked the Forest Department to document in its IT Plan the work already done on the GIS front. The Haryana Police also got the frown of the IT Department during the meeting. The police's tender for Wide Area Network (WAN) was finalised by the high-powered purchase committee of the state government in Jan, 2004. The expenses incurred for installing the WAN was Rs 6 crore while its maintenance cost about Rs 60 lakh annually. The technical committee asked the police to prepare a report on the extent of utilisation of WAN and submit it to the committee for perusal. It also asked the police to give emphasis on using IT for core policing functions, including crime prevention, detection and investigation. The committee asked the Police Department to explain its proposal about registration of FIRs on the web. The department should also explore the possibility of making the chargesheets available on its website at the time of their filing in courts. This would help in bringing transparency in the investigations done and getting a feedback from the general public, observed the committee. Interestingly, no officer from the Police Department took part in the meeting. |
Hooda flays Chautala’s stand on Mewat
Chandigarh, September 13 " Why did he not take steps to make a separate district in Mewat region during the four-and-a-half- years he has been in power in the state", Mr Hooda asked, and alleged that Mr Chautala had made the announcement in view of the approaching Assembly elections in Haryana. The Congress leader said much before Mr Chautala, he had raised the demand of carving out Mewat as a new district when he was president of the Congress unit of the state. " I can assure you that if Mr Chautala does not fulfill his promise, then the next Congress regime in Haryana will certainly create a separate district for the Mewat area", Mr Hooda said. He added that the area, being extremely impoverished, would develop at a faster pace if it was made a district. While addressing a press conference here today, Mr Hooda also claimed that Mr Chautala had made the completion of the Sutlej-Yamuna-Link canal a political plank. The Congress was not interested in playing politics over the SYL, Mr Hooda, claimed and added that the proposed canal would be the lifeline of Haryana. The Congress leader said that the UPA Government's decision to hand over the construction of SYL to the CPWD was a historic decision. "Before the construction of the canal was handed over to the Central Government, myself and other Congress MPs from Haryana met the Central leaders on the issue of the canal", Mr Hooda said. |

Hisar, September 13 For instance, Jagdeep, alias Kala, was recently arrested by the police for his alleged involvement in various cases of murder and extortion. He is the son of Sub-Inspector Kewal Krishan and was a member of the Baljeet Pokhri gang. Jagdeep, a student of a local college, is now undergoing judicial custody. Similarly, Sandeep, son of Randhir Singh, ASI, is facing cases pertaining to attempt to murder and extortion. He was allegedly associated with the Pardeep Jamawari gang and involved in extorting money from doctors. Jamawari has been arrested but Sandeep is at large and has been declared a proclaimed offender. In yet another case, Yogesh, son of Sub-Inspector Punjab Singh, was held for his alleged involvement in car thefts and looting Rs 60,000 from a farmer at Hansi. He was allegedly a member of the Raju Rania gang, mainly involved in vehicle thefts. Yogesh is in judicial custody. The district police chief, Mr Attar Singh Ahlawat, confirmed that incidents of sons of police personnel being involved in criminal activities had come to light recently. He said hectic schedule of the police officials, exposure to crime and parents’ negligence were perhaps the main reasons behind such incidents. |
Brahmins warned against exploitation
Kaithal, September 13 He said that the community had awakened politically over the years and it could play an important role in shaping the politics in Haryana. He said that as there were a large number of Brahman voters in each Assembly constituency, they could play a decisive role in electing MLAs or MPs . But the unity was the need of the hour. He disclosed that during the recent Lok Sabha elections, Chief Minister Om Prakash Chautala had requested him to extend support for his party candidates, but he refused, and alleged that he invited wrath of the government and had to suffer financial losses. He clarified that the Brahman community never followed any party blindly nor it bore a grudge against any political party or any individual leader. He said that in the next assembly elections, they would extend support to that political party which would allot it minimum 10 tickets for assembly seats. He said that Brahman sammelans would be organised at all the district headquarters to create political and social awakening among the community. Mr Hari Parkash Sharma, state president, said that the history of the state owed much to the community and the role played by members of the community during the freedom struggle could not be ignored . Mr Dinesh Kaushik another prominent leader of the community, expressed his concern over non-representation of his community in the present Assembly in spite of its substantial presence in a number of constituencies. |
Residents go without water for a month
Sonepat, September 13 Initially the unscheduled power cuts had disrupted the drinking water supply but during the day but the water is not available in taps. However, no reason has been given for the disruption in the water supply system by the Public Health Department This has caused resentment among the residents. A large number of women are seen carrying pitchers on their heads and fetching water from far-off places. Meanwhile, representative of the various political parties and social and voluntary organisations and trade unions expressed concern over the drinking water crisis in the city. They also urged the Chief Minister, Mr Om Prakash Chautala, to direct the district authorities to take stern action against the officials found responsible for the man-made crisis. |
Lawyers continue strike
Fatehabad, September 13 The lawyers had gone on strike against the registration of a criminal case against one of their colleagues. The lawyer, Mr Pawan Jhanjra, was booked by the police on Friday under Sections 353, 383, 332 and 186 of the Indian Penal Code after he had an altercation with a constable, Mr Ram Chander, over parking of his vehicle. The constable manning the gate told him that the gate was reserved for judges only and lawyers were not allowed to enter through that gate with their vehicles. A heated argument ensued, which resulted in exchange of blows. While the Bar Association had been demanding action against the constable, the police registered a case against the advocate. |

Unemployed youth plan rally on Sept 18
Chandigarh, September 13 The president of the association, Dr Rajender Sharma, blamed all politicians, who ruled the state for the past 38 years, for the growing unemployment in the state. He alleged these leaders had only exploited the students. He said the leaders have been misleading the youth by taking the plea of overpopulation but the fact is that the state has enough resource potential to offer gainful employment to many of them. New job avenues can be created by promoting agricultural and industrial growth, he said. |
Husbandry officers’ workshop on Oct 14
Karnal, September 13 A decision in this regard was taken by the institute at a meeting of the steering committee of the workshop held under the chairmanship of Mr Nagendra Sharma, Director of the institute. Dr Ram Chand, Head, Dairy Extension Division, and convener of the workshop said the theme of the workshop would be “Sustainable dairying for integrated rural development”. He said as many as 250 delegates had confirmed participation in the workshop. Issues related to animal breeding, animal physiology, animal nutrition and dairy management would be discussed by scientists of dairy research institutes and officials of the State Animal Husbandry Departments, he said. An exhibition on various dairy technologies developed by the NDRI and other agencies would also be organised during the two-day workshop. |
Man crushed under judge’s car
Karnal, September 13 According to the Madhuban police, Mr Ahuja and his wife were going to New Delhi in their private car (HP-31A-0800) when Wazir Chand, a resident of Kishanpura, Panipat, got crushed under the car while crossing the national highway. He died on the spot. The national highway patrol team reached the spot and called the police. The Madhuban police arrested the District and Sessions Judge and took the car into custody. An FIR was registered against him under the Motor Vehicles Act. Wazir Chand was rushed to the local trauma centre, where he was declared brought dead. The body was handed over to the family of the deceased after a post-mortem examination today. |
Doctor shot at, assailant held
Hisar, September 13 He got a registration slip made. On entering the doctor’s room, he fired at Dr H.C.Popli. However, the doctor escaped unhurt. Following this, the hospital staff overpowered the assailant and handed him over to the police. According to the police, Ishwar had been undergoing imprisonment for 20 years and had come out on parole a few days before the incident. |

Karnal, September 13 The DTC bus, on its way from New Delhi to Jammu first hit with the road divider and then overturned. One passenger, Mahmud Akbar, a resident of Jammu, died on the spot, while 12 other passengers were injured. |
