State again in grip of power crisis
Panchkula, September 4 Though unscheduled power shutdowns are being imposed for the past several days, scheduled cuts on domestic, non- domestic and industrial consumers in the state will be imposed from the coming week. Officials in Haryana Power Utilities say that though they are overdrawing 20 LUs of power from the Northern Grid (at penal rates by paying Rs 1. 20 crore a day, because of low system frequency), power cuts will be imposed in order to ensure adequate power supply for the standing kharif crop in farmers' fields. Senior officials in Power Utilities say that the hydro power projects in the North—Bhakra, Chamera, Nathpa- Jakhri, and hydel power projects on the Yamuna--are unable to generate power to their full capacity because of decreased inflow of water in the rivers and dams. While the water level in Bhakra is 90 feet less than the normal level at this time of the year, the water inflow in the Yamuna is one- fourth its normal capacity. Officials say that the power demand has gone up to 700 LUs a day because of the last watering required for the kharif crops, and also for the domestic consumers because of the prevailing hot and dry spell. They say that they had projected a demand of 650 LUs in September, and had arranged for almost 640 LUs---120 LUs from the Bhakra Beas Management Board (BBMB), 75 LUs from National Thermal Power Corporation (NTPC), 55 LUs from National Hydro Power Corporation, eight LUs from Nuclear Power Corporation, 15 LUs from Mallana Hydel Project, 40 LUs from Nathpa- Jakhri Hydel Project, 20 LUs from the Eastern Grid, and 40 LUs through bilateral arrangement with other state electricity boards. Besides this, almost 180 LUs of power is available from the state's own power generation systems, and 95 LUs from Faridabad Gas, after the Government of India directed GAIL to provide extra gas for power generation. However, the state is getting about 10 LUs each less from Bhakra, BBMB and NHPC, besides 3 LUs less power from Mallana Hydel Project in Himachal. Officials say that as against an arrangement of 18 LUs from Chamera, and 80 LUs from Nathpa, the state is getting 4 LUs and 40 LUs, respectively. Officials point out that this year the power demand and supply has been unusually high. As against an average supply of 596 LUs in July, the supply was 25 per cent higher at 735 LUs. In August, the good monsoon ensured that the supply was 3 per cent more than last year, while during September the supply is 650 LUs as compared to an average supply of 615 LUs last year. With the rain gods unwilling to relent during the "filling season" of these water bodies (when the reservoirs are filled for the next year) , the state is likely to face a severe water shortage in the next summer season. With two new units of Tau Devi Lal Thermal Power Project at Panipat likely to be commissioned by the end of December this year, the power generation in the state will improve, and Haryana will be self sufficient to meet the demands. |
Pilot project to check monkey menace
Nahan, September 4 The Chief Minister also called upon NGOs to come forward to set up cow shelters in the state. He said such institutions would be provided with land for cow shelters. He said such review meetings of development programmes would be held regularly and he would personally ensure that the programmes were implemented. He said stress would be laid on the uplift of the poor and downtrodden. No carelessness would be tolerated in this connection, he added. The Chief Minister said during the Congress regime, the state remained the frontrunner in the implementation of 20-point programmes. He said it was the Congress government in 1975, which started implementation the programmes in the state. Referring to development in Sirmaur district, Mr Virbhadra Singh said the district remained ignored during the previous BJP regime. He said during this year, Rs 29.39 crore were being spent on the construction of roads and bridges out of which Rs 9.14 crore had been spent up to July. He said Rs 9.93 crore were also being spent on the construction of roads and bridges under NABARD in the district. Besides Rs 6.1 crore were being spent on setting up potable water and irrigation facilities. He said Rs 5.84 crore were also being spent in the district under various rural development programmes. During the past 18 months, approval had been given to 399 new industrial units in the district involving an investment of Rs 913 crore. It would provide employment to 16,000 youths. Shri

Policeman found murdered
Jhajjar, September 4 The horrifying murder of Pradeep Saini, a munshi at the Industrial Area Police post, 7 km from the town on the Gurgaon road, not only stunned the residents of the locality, but also sent shivers down the spine of the district police. The people of the Bhanu Ice Factory street, which divided Ward Nos. 9 and 10 spotted the body early in the morning and informed the police. The face of the deceased was so brutally attacked with sharp-edged weapons and the bricks that even his colleagues could not identify him when a police party led by the SHO, Mr Ram Kumar, went to the spot. The SHO was virtually taken aback when he searched the pocket of the civil-dressed cop and found an identity card in the name of a policeman posted under him. He immediately informed the SP, who rushed DSP Teeka Ram to the spot. The body was brought to the Civil Hospital for postmortem and the police swung into action. The SP, Mr Mohammad

Madubhan, which reached here at noon. The police seized a blood-soaked brick used in the crime. The belt in the trouser was snapped, which indicated that a scuffle might have taken place before Pradeep was killed. A one-fourth bottle of liquor was also recovered entangled in between the belly and the trouser, which could be placed by the killers following murdering him, the witnesses gathered on the spot told. They dumped the body outside the house of Santlal Bansal. They smashed the face with bricks and fled. The police has named Phona in the FIR while his accomplices have not been identified. The police has detained many persons, including owner of the eatery. The accused have absconded. |

Withdraw order on bulk supplies, HP govt urged
Ambala, September 4 Excise and Taxation Department of the Himachal Pradesh Government has incorporated a condition in the tenders that purchases of bulk supplies of goods shall be made only through depots and dumps of suppliers located in Himachal Pradesh so as to avoid revenue loss to state government in the form of sales tax. The bulk suppliers state that the definition of bulk supply has not been made. “Let them clarify whether bulk starts from a particular figure or officers are free to interpret the meaning of bulk supply. The Himachal government has failed to explain as to how inter-state sales inviting 4 per cent CST result in their revenue loss. People in other state charge four per cent CST as per Government of India rules and deposit it in the government treasury,” they said. They stated they are ready to compensate for the revenue loss in the form of sales tax incurred by the Himachal Pradesh Government, if legally tenable and rules permit. “But we want lifting of trade embargo announced unilaterally,” they stated. The bulk suppliers claimed that the instructions of the government has created confusion in the minds of drawing and disbursing officers of Himachal Pradesh. |

Faulty sewer a health
hazard, say residents
Ambala, September 4 Residents of the sector have alleged that the sewerage was defective and was not in accordance with the technical norms. At present the HUDA authorities are discharging the sewerage water of the sector through a recently constructed drain which is three to four feet above the road level. The drain, constructed on the green belt of the sector, emits foul smell. In the rainy season water accumulates in front of houses. School-going children face a tough time during the rainy season. Mr
R.K. Jain, resident of house No. 88, and a few other residents have taken up this issue with the senior offices of HUDA a number of times but to no avail. Mr Jain said he had constructed his house in the HUDA sector taking it for granted that it would be developed as a clean residential colony but even the basic amenities are not available there. Residents of the sector say the sewer drain should have been constructed underground. Geographical mapping of schools

September 4 The geographical mapping of all schools of Kaithal district has been completed and the mapping of all schools for the remaining 18 districts of the state will be completed within a period of two months. The mapping was being done by the Department of Education of Kurukshetra University. The concept of geographical mapping of the schools in Haryana was conceived with the objective of finding the number of schools that need to be opened in different geographical areas of the state. The project would also help in finding out pockets in the district inhabited by socially disadvantaged section of society for whose children schools would have to be provided under special conditions. Specific proformas have been developed for each category of schools, both government as well as non-government and villages as well as wards of the urban areas. |

Notorious criminal, accomplice held
Hisar, September 4 Stating this here today, Mr Attar Singh Ahlawat, SP, said they were arrested by the Barwala police near Nahla-Pabra village. Five kg of opium was seized from their possession, he added. Hatti belongs to Baas Badshahpur village while Satbir belongs to Siwani Bolan village. Mr Ahlawat said Hatti entered the crime world to avenge the murder of his uncle. Several cases of murder and looting have also been registered against his accomplice Satbir, he added. Meanwhile, an unidentified youth was crushed to death under a train near the Jindal Strips railway crossing here today. The body has been sent to the local Civil Hospital for a post-mortem examination. |
Chautala begins tour of Fatehabad
Fatehabad, September 4 The Chief Minister interacted with the villagers in their Bagri dialect instead of resorting to routine speeches. After enquiring about the welfare of the villagers and condition of their crops and cattle, Mr Chautala asked them whether the authorities had been providing proper amenities to them. He asked about the condition of water supply, school building and other basic amenities. People complained about irregular supply of power and drinking water. The Chief Minister told senior officers of the DHBVN and Public Health to redress the grievances of villagers immediately. Mr Chautala said his government had taken various steps for the welfare of villagers. |

Rohtak, September 4 He announced his decision to join the BJP at a press conference here. He said regional parties had become irrelevant in the current political scenario in the country. Therefore, he had decided to join the BJP since he felt he could serve his people better. Mr Dhanda said there was no question of his joining the Congress since he had always been opposed to it from the beginning. Mr Dhanda has represented the Pai Assembly constituency twice. He became a minister in the Devi Lal Cabinet in 1987. After that he joined the HVP. |
Talks on with BJP for poll alliance: HVP
Panipat, September 4 Mr Surendra Singh said that talks with the BJP high command were on for forging an alliance for the forthcoming Assembly elections. The HVP would welcome any political party except the Congress and the INLD for an alliance, he added. He claimed that INLD president and Chief Minister Om Prakash Chautala was also trying to forge an alliance with the BJP but he would not succeed in his efforts. In reply to a question, he said that the HVP would not be affected by deserters. He said that the INLD would be thrown out of power in the forthcoming Assembly elections. Speaking at different public gatherings at villages Jhatipur, Kurad and Chandoli, he criticised both the Congress and the ruling INLD for their stand on the SYL issue. |

Officers (Civil), had directed that all officers of the Indian Administrative Service and Haryana Civil Service posted at the headquarters and field officers under their control should make surprise checks at all primary schools during their visit to the field to ensure regular supply of good quality foodgrains as well as cooked food as mid-day meals. The surprise checks would be made during all teaching days and the monitoring reports would have to be submitted to the Director, Primary Education. Jhajjar, September 4 The deceased has been identified as Narender, son of Mehar Singh of Gadoli village in Gurgaon. He had come to meet her sister here. As Narender entered into the house of Mahavir Singh, the assailants barged in the room and shot two fires at him. He died on the spot.
