Another arrest in Seth murder case
New Delhi, June 24
The Delhi Police today claimed to have arrested an associate of the prime accused Bharat Bahadur, allegedly involved in the double murder of retired Lt General H S Seth and his wife Roop Seth on June 20. The couple was brutally murdered in their Vasant Enclave house with an ivory task. According to the police, Bapi Dutta, alias Pradeep Dutta (22), a resident of Maniktola in Kolkata was arrested last night from Howrah in West Bengal.

Delhi Police top brass reshuffled
New Delhi, June 24
The Delhi Lt Governor has ordered a reshuffle in the Delhi Police top brass with immediate effect. According to the order, Director General, Goa, Sewa Dass, has been transferred to Delhi as Special Commissioner of Police (Administration and Training) while Joint Commissioner of Police (Crime) B K Gupta, on promotion, will take over as Special Commissioner of Police (Security and Armed Police).

Social security scheme: 10 families given Rs 1 lakh each
Faridabad, June 24
The Social Security Insurance Aid Scheme, launched by the state government to provide financial help to the kin of the victims of accidental deaths, has begun to show results here. At least 10 families have received a help of Rs 1 lakh each in the past nine months.

Chandok ready for probe into DSGMC

Trader’s girl rescued after

The Noida police have recovered a minor daughter of a trader kidnapped two years ago. The wanted kidnapper, carrying a reward of Rs 2500 on his head, has been arrested. According to police, the girl is pregnant. SP City Anant Dev said that 16-year-old daughter of Kirshen Mittal, a trader living in Sector-50, had been kidnapped by a young man. The police had arrested Pradeep and Duli Chand but the key accused, Vinode, son of Chandu, resident of Gijore, had absconded to Nepal along with the girl.

His deep-seated desire for Indo-Pak peace is what led Ludkan Baba of Ratlam ‘roll’ all the way from Ujjain to the Wagah Border. The ‘Baba’, who hails from Kalmora Fanta of Ratlam, Madhya Pradesh, took upon himself the arduous task of travelling to Lahore on January 28.
He reached Delhi, after covering Ujjain, Devas, Ashta, Bhopal, Rajgarh, Guna Gwalior, Agra, Mathura and Vrindavan, a fortnight ago. In his “mission”, he is not alone. As many as 59 friends are sauntering along, keeping him company throughout the journey.

Another arrest in Seth murder case

The Delhi Police today claimed to have arrested an associate of the prime accused Bharat Bahadur, allegedly involved in the double murder of retired Lt General H S Seth and his wife Roop Seth on June 20. The couple was brutally murdered in their Vasant Enclave house with an ivory task.

According to the police, Bapi Dutta, alias Pradeep Dutta (22), a resident of Maniktola in Kolkata was arrested last night from Howrah in West Bengal. A hunt is on to trace the other suspect allegedly involved in the crime. Bapi is being brought to Delhi on a transit remand.

Additional DCP (South-West) Shalini Singh today said: “Bapi Dutta is an associate of Bahadur who was arrested by the Uttar Pradesh Police at Puranderpur in Maharajganj district.”

Bapi was nabbed by the police in Howrah after Bharat Bahadur (27), a resident of Bhutwal in Rupaidiha district on the Nepal border, admitted to his involvement in the double murder here.” Formalities for his transit remand are being processed and soon Bharat would also be brought to Delhi for detailed interrogation to ascertain the involvement of his associates in the crime,” added Ms Singh.

The police said that some more arrests are likely after certain disclosures made by those detained are verified. Meanwhile, the team, which went to bring back Bharat Bahadur, who was arrested by the Police on the night of June 21 from Maharajganj near the Indo-Nepal border, will arrive here today.

The police have already detained Sohan Singh, brother-in-law of the main accused, who is alleged to have ‘masterminded’ the murder of the elderly couple. Sohan was the man whom Bharat phoned before he was to leave for Nepal. In fact, the police obtained a clue to Bharat’s whereabouts only after this call as it was being tapped.

Besides Sohan, the police are also questioning Bharat’s sister Kanchi who works with a beauty parlour in South Delhi. Kanchi had earlier worked with the deceased but was asked to leave after some complaints against her.

In fact, Bharat’s slippers, that were recovered by the police from the murder spot, were also identified by Bharat’s father. Though robbery is said to be the “apparent motive” behind the crime, the police are looking into all possible aspects that could be the cause of the crime.

4-year-old drowns

A four-year-old child died after accidentally falling in a pond in a Mehrauli farmhouse in South Delhi yesterday evening.

The police said that the deceased, Saran Chaudhary, was staying with his mother at the Chhabra Farmhouse for the last two days as his father Vikram Chaudhary, a television journalist from Jammu, had gone to UK a week ago.

While Saran’s mother was talking to Vikram over phone yesterday evening at around 5 pm the child accidentally fell into the pond while playing in the garden, said the police. Saran too had talked with his father before he went out to play in the garden. The child was rushed to the Modi Hospital where he was declared brought dead.

Bank drafts recovered

The South-West district police have arrested two robbers and recovered bank drafts worth Rs 1.30 lakh and a button actuated knife from their possession.

Based on secret information the police nabbed Mohammed Rafiq, alias Rafiq, a resident of Mata Sunderi Road and Rashid Hussian, a resident of Mata Sunderi Road.

Dacoity attempt foiled

With the arrest of five persons, the North district police today claimed to have foiled a dacoity attempt in a petrol pump near Shastri Nagar. The police also recovered a country-made weapon, live cartridge, a spring actuated knife, iron rods and chilli powder from their possession.

Based on secret information the police apprehended the accused, who were later identified as Arif, a resident of Mandawali, Mohdan Singh, a resident of Nand Nagri, Shakeel, a resident of Sunder Nagari, Mehtab, a resident of Karawal Nagar and Yusuf, a resident of Sunder Nagar.

Social security scheme: 10 families given Rs 1 lakh each

Faridabad, June 24
The Social Security Insurance Aid Scheme, launched by the state government to provide financial help to the kin of the victims of accidental deaths, has begun to show results here. At least 10 families have received a help of Rs 1 lakh each in the past nine months. The scheme, ‘Devi Rakshak Yojna’, was started on October 2 last year.

According to the authorities concerned, the government gives this aid to the dependents of any person who dies in natural calamities and accidents, including road mishaps, agriculture and harvesting operations, terrorism, cyclone, flood, electrocution, snakebite and riots. However, the persons who die a natural death or by consuming excess liquor or involved in criminal activities, are not included in the scheme.

The victim’s age should be between 18 and 80 years and he or she should not be in the government, semi-government, public enterprise, university, cooperative department or any other organisation aided by the government.

One Ahmed Khan of Raniala village in the district, who died of electrocution on October 6 last year, became the first beneficiary of the scheme. As many as six persons, killed in the road accidents during this period, were given the aid.

The relative of one Kishan Sahai, a factory worker who had died after a fall from the hot mix plant on March 4 this year, was also provided the succour. However, the dependents of only two persons who died in the rail track accidents have been given help.

Chandok ready for probe into DSGMC graft charges

The president of the Delhi Sikh Gurdwara Management Committee (DSGMC), Mr Prehlad Singh Chandok, has said that a retired judge could head an investigation into the charges of corruption in the DSGMC.

An inquiry into the allegations of graft (levelled time and again against office-bearers of the DSGMC) by a person from outside the DSGMC would be the first of its kind.

Mr Chandok, who has broken his ties with the Shiromani Akali Dal Delhi (SADD) that catapulted him to power, today said the probe would inquire into complaints of corruption in the DSGMC over the last two years. Mr Chandok hastened to add that the independent investigation would cover not only his predecessor’s (Mr Paramjit Singh Sarna’s) term but also his own tenure as president of the DSGMC.

The immediate trigger of the row between the DSGMC’s executive and the SADD lay in Mr Chandok presenting a Siropa (holy stole) in a club to Union Minister of State for NRI Affairs Jagdish Tytler, prompting Akal Takht summons for him.

Sikhs told to back enactment

The Shiromani Gurdwara Sewadar Committee has asked the Sikhs living in Punjab and elsewhere in the country and abroad to support the promulgation of legislation for managing all shrines of Sikhs in India. The legislation will propose to vest in the Shiromani Gurdwara Parbandhak Committee (SGPC) powers to control and manage all the shrines and strengthen the SGPC.

Raja Singh Sethi of the Shiromani Gurdwara Sewadar Committee has said that the legislation was necessary for the better management of the Sikh shrines in the country.

When the police could not catch him even after several raids, a reward of Rs 2,500 was announced for his arrest. The police then came to know that the accused had been living with the girl in Chandigarh.

The SO, Sector-49 police, along with his team arrested the accused and rescued the trader’s daughter. They were brought to Noida on Tuesday night. A medical examination of the girl has confirmed that she is six months pregnant, the SP said.

Vendor shot at by guard

Greater Noida: A vendor who sold mangoes on a cart was shot at and seriously injured by a security guard at a senior citizens’ complex in Greater Noida.

Satish, who goes from one sector to another, had gone to the senior citizen’s complex to sell mangoes.

While he was coming out of the complex, the security guard at the main gate picked up a couple of mangoes. When the vendor demanded money, the guard is said to have rebuked and even threatened him.

When Satish kept asking for the payment, the guard allegedly fired to scare him away. The shot injured the vendor in the leg.

Somehow Satish reached the police post at Gole Chakkar to lodge a report. Seeing his condition, the police rushed him to a private hospital in Greater Noida.

In another incident, the Surajpur police have arrested three bad characters from the vacant quarters near Laxmi Petrol Pump. Three knives have been recovered from them. The men have identified themselves as Bunty, Sanjay and Sansurpal.

Taj Corridor accused evades medical board

Former UP Environment Secretary R K Sharma kept a six-member medical team waiting throughout the day on Wednesday. The team had come from Lucknow to examine him.

It may be recalled that R K Sharma, a senior IAS officer, was one of the accused in the Rs 175-crore Taj Corridor case. It is learnt that he has not been attending the court, feigning illness. The court had ordered that R K Sharma should be examined by a special medical board.

The six-member team had come to Noida on the orders of UP Chief Secretary B.K. Mittal to examine Sharma at government hospital, Noida. But he had chosen to keep the team waiting throughout the day. The special team included senior physicians, surgeons, pathologists and other specialists. The team was headed by Lucknow’s Chief Medical Officer Dr J P Yadav and had Noida’s CMS, Dr H K Sharma as coordinator. Except the CMO, Lucknow, all other members of the board were specialists from Balarampur Hospital.

After waiting for long in the Medical Superintendent’s chamber at Noida hospital, the team leader decided to send an ambulance to R K Sharma’s residence in Greater Kailash, New Delhi, along with a physician and Sharma’s representative Rajveer to fetch the accused to Noida hospital. Senior surgeon Dr Dang was deputed with the ambulance.

The ambulance waited for about two hours at R K Sharma’s residence and returned as Sharma is reported to have refused to cooperate, perhaps on the advice of his advocates.

The ambulance had been sent on the instruction of Pradeep Shukla, Appointment Secretary of the state who had also spoken to R K Sharma. The report of Sharma’s non-cooperation has been sent to the UP Chief Secretary by the Medical Board.

Two aides of Kishan Pahelwan arrested

The Delhi Police special cell today arrested two associates of Kishan Pahelwan from the Rohini area of North-West district. The sleuths also claimed to have recovered one country made revolver, along with three live cartridges, and one country made pistol, along with two live cartridges, from their possession.

Acting on a secret information that the gang members would be coming to the Rohini area, the sleuths nabbed Jitender alias Papla (25), resident of Haryana, and Kaptan Singh (28), a resident of Alipur.

The police said both the accused were involved in several cases of murder, attempt to murder and dacoity in Delhi and Haryana. During interrogation, Jitender disclosed that he, along with his associates, had killed a driver of the Delhi Jal Board van at PGI, Rohtak, and decamped with the money. The accused also killed one Jai Singh, a resident of Mandothi, due to personal enmity.

Kaptan, a proclaimed offender (PO), was also involved in several dacoity and murder cases. In December 2003 he, along with his associates, killed one Chameli Devi and her grand son Dharmender in Bahadurgarh, Haryana.

Desilting before monsoon

The Municipal Commissioner, Mr Rakesh Mehta, today claimed that over 70 per cent of the drains had been desalted and the civic body expected to complete 80 per cent of the work before the monsoon arrived.

In his “mission”, he is not alone. As many as 59 friends are sauntering along, keeping him company throughout the journey.

Ludkan Baba’s unique way of travelling is attracting a lot of attention. Even speeding vehicles stop a while to watch him roll along the busy Delhi roads. To prevent any untoward incident, the Delhi Police has deployed a couple of policemen to ensure his safety on the busy roads. However, whether the Baba will be able to reach his destination or even cross the Wagah Border (he has no visa), remains to be witnessed.

Talking to The Tribune, Ludkan Baba said that for the last 14 days he had tried to meet almost every one in power, including the Prime Minister and the President but in vain.

Before leaving Bhopal he tried to meet the Chief Minister of Madhya Pradesh, Ms Uma Bharti, but he drew a blank.

The Baba has threatened that if he is not allowed to enter Pakistan, he would continue to roll all his life. To prevent injury on the uneven and sometimes unpaved roads, the Baba has fortified his arms and legs with thick cushions.

The 55-year-old ascetic said he had undertaken several rolling journeys across the country earlier, too.

While none knows his real name, in his hometown he is known as Ludkan because of his unique form of commuting.

Steps taken to decongest Walled City

The Mayor, Mr. A. R. Verma, underscored today that there was still a lot to be done to give a facelift to the Walled City. A large number of tourists from within the country as well as abroad flock to the Walled City to see numerous monuments and its markets, he added.

He said this at a high level meeting of senior officers of MCD, Delhi Police and Traffic Police convened by him in his chamber at Town Hall. Mr. Ashok Jain, the Deputy Chairman of the Standing Committee, Mr. Brij Mohan Sharma, area Councillor S. K. Mehrotra, the Deputy Commissioner (City Zone), Mr Rajesh Kumar, and the Additional Deputy Commissioner (R P Cell) were also present.

Expressing deep concern over the chaotic condition prevailing in the Walled City, the Mayor said that the corporation and other agencies should ponder over the various problems of the Walled City.

The mayor expressed his concern over the encroachments on the roads coming to and from Old Delhi Railway Station to Chandni Chowk and passing through Town Hall. Besides, encroachments on both gates of the railway station are also causing harassment to passengers. Similarly, a huge encroachment exists at Esplanade Road. The Mayor directed the Deputy Commissioner of City Zone that these encroachments should be removed immediately.

The Mayor also directed that alternate sites should be identified to accommodate traders of Sunday Bazaar, which is hitherto being organized from Delhi Gate to Red Fort.

The Mayor was apprised by the DCP traffic that the Railways had agreed to shift the parcel office towards Hamilton Road, which would ease the traffic flow. The parcel office at railway station is one of the reasons for traffic jams in the area.

Joy ride for LG

Lieutenant Governor Banwari Lal Joshi today travelled from Kashmere Gate to Rithala on the Delhi Metro and also visited the Delhi Metro Rail Corporation’s (DMRC’s) operations center at Shastri Park.

Mr Joshi described the Metro as the pride of the city and appreciated that the other metropolitan cities in the country want to replicate the success of the Delhi Metro.

A spokesman of DMRC said that DMRC Managing Director E Sreedharan made a presentation about the Delhi Metro project to the Lieutenant Governor at Raj Niwas in the morning.

The presentation, which was made prior to the Lieutenant Governor’s ride on the Metro, explained the history, salient features and the technical and technological advancements of the project.

The spokesman said that the Lieutenant Governor reviewed the working of the automatic fare collection system and the automatic train protection system of Delhi Metro.

The Delhi Metro is the first Metro in the world to establish a fare collection system using contact-less tokens for single journeys. Multiple journeys can be undertaken using smart cards.

The Lieutenant Governor interacted with the officials and staff and also reviewed the security arrangements of the Delhi Metro. On the occasion, he urged the DMRC to maintain the same standards of efficiency, which has become the hallmark of the Metro.

Musical soiree of ‘ragas’ on Sunday

The New Delhi Municipal Council (NDMC) in association with the Mahanagar Telephone Nigam Ltd. (MTNL) is organising a ‘Classical Music Concert of Evening Ragas’ on Sunday at Nehru Park. The concert has been sponsored by the MTNL.

The New Delhi Municipal Council under Section 12 of the NDMC Act, 1994, enjoying its discretionary functions, started holding cultural programmes in February, 1998 to upgrade the urban lifestyle of the citizens and bring art and culture out of the confines of museums and auditoria to the open where the general public could participate.

In the series under the Morning Ragas, classical concerts were organised in Nehru Park, classical dances performed at Sur-Taal. Besides, an opportunity was provided to the budding artistes by creation of art on the spot as well as display of paintings in the art gallery, Srijan. These programmes were regularly held till December 2001.

Addressing the press, Mr U K Worah, Secretary, NDMC, said that the NDMC was the first civic body in the country that started the promotion of art and culture in its areas as part of its discretionary functions provided under its Act.

Giving the details of the programmes, Mr Worah said that as a part of revival of cultural activities, the first programme was started with the presentation of Delhi Police Brass Band followed by Delhi Home Guards Brass and Pipe Band in Nehru Park in April, 2004. To date, six such band presentation programmes have been organised. Besides the presentation of Punjabi Folk Music and Dance in collaboration with the Punjabi Academy, Delhi at Mini Stadium, Laxmibai Nagar, a comedy ‘Taj Mahal ka Tender’ was also presented by the artistes of a cultural society at Sur-Taal. Indo-Egyptian musical confluence, ‘Neel Prayag’, was presented by santoor maestro Pt. Shiv Kumar Sharma and Oud maestro Georges Kazazian of Egypt at Talkatora Indoor Stadium in collaboration with the ICCR.

Shemrock to open new branches

Shemrock, a group of preparatory schools, has announced to open new branches in the NCR along with a senior secondary school. The senior secondary school will begin its new session in West Delhi at Peeragarhi Chowk. In collaboration with Delhi Public School, it has also opened a branch in Pinjore.

Dr Vimla Arora of Shemrock said, “We have a strong presence in the market, but now we are focussing on increasing our area of activities, which were limited to pre-schools earlier. We are coming up with a senior secondary along with pre-schools.”

New syllabus, but no teaching material ready

The new syllabus of B.Com (Hons) and B.A. (Pass) courses were drafted and passed unanimously by the Academic Council of the Delhi University recently. However, the university does not have the infrastructure and the teaching material for the coming academic session.

The Academic Council passed in its meeting held recently the new syllabus of the B.A. (Pass) and B.Com (Hons) courses to meet the latest industry demands. Although the matter was pending for a long time, the final decision was taken only last month.

Sources in the university said that teachers who have to teach students of both the courses have not been able to prepare the material for the new syllabus. The teachers alleged that the decision taken was good, but it was done in a haphazard manner. “It should have been done in December, so that the teachers get ample time to prepare the study material for the new syllabus. Moreover, the new syllabus of B.Com (Hons) needs a complete computer laboratory in each college, but a number of colleges offering this course do not have a laboratory facility.

In that case the students are bound to suffer. According to a principal of a college, who wanted to remain anonymous, “We do not have computer labs. If the University Grants Commission grants funds, only then the labs can be arranged. This might take at least one to two years. Till then the students have to face the difficulties.”

The situation with B.A. (Pass) course seems to be more complex. This programme includes different subjects like History, Political Science, English, Hindi, Economics etc. All these subjects have different departments. Not a single department has been told to develop the new syllabus material for this course module, said another teacher.

Noidaites ride the gravy train with PGs

Hundreds of people keeping paying guests on the pattern of hotels and guesthouses find the business quite profitable in this industrial town.

The PG accommodation has the added advantage of no tax, service cess or any liability like hotels, guesthouses etc. Also, they don’t have to get these registered with the government authorities.

Thousands of people come to Noida from other states in search of employment. Not all of them can afford to live in hotels or guesthouses. So these unauthorised payment joints are comparatively a cheaper alternative. Neither the government nor the Noida Authority has set up affordable hostels for such people.

All newcomers find these paying guesthouses suitable as they can get food also along with fairly decent accommodation.

Previously, the paying guest facility would mean a family accepting one or two paying guests in a spare room in their house with the facility of family food thrown in. But now, these are almost professionally run business enterprises where people are minting money.

People have converted the first and second floors of their houses into PG accommodation at a charge varying from Rs 3,000 to Rs 6,000 per head per month.

Many of these PG houses are offering rooms to guests on a daily basis also like hotels. But more shrewd PG guesthouse owners make three to four people share a single room. The guests, once they have checked in, have to spend the period agreed to, irrespective of inconveniences, as they have shelled out the money in advance.

The PG house owners are sure that their position is unassailable and cannot be challenged for lack of a law covering these guesthouses. They are exploiting the situation as no hostels for women or men exist here for job seekers or those joining the new job market.

Widening of Mathura Road crossings in the offing

The district authorities will write to the officials concerned to take up the work of widening the six main crossings on Mathura Road, so that the problem of traffic congestion during the peak hours could be solved. The issue came up at a review meeting of the various developmental projects here yesterday. It was chaired by Mr N. Balabhasker, who is the Administrative Secretary of the district.

The meeting was told that though the NHAI had passed and allotted tenders to widen the six crossings on the National Highway passing through the town sometime back, the authority was yet to start the work on the project. The delay had been causing inconvenience to the motorists. The authorities which claim that they had been pressurising the Central government to take up the work of the Badarpur flyover, however, did not say anything about the progress so far in this connection.
