JKHRC notice to police over detained student
Srinagar, June 16
The Jammu and Kashmir Human Rights Commission has directed the police and Rashitrya Rifles to reveal the whereabouts of a detainee and to ensure that surrendered militants do not indulge in any extra-legal activity.

3 militants, PDP worker among 6 killed

Srinagar, June 16
A People’s Democratic Party (PDP) worker and three militants were among six persons killed even as the security forces arrested two militants in the Kashmir valley overnight, an official spokesman said today.

He said militants kidnapped and later shot at four PDP workers — Ghulam Qadir Magray, Shamim Ahmad Bhat, Ishtiyaq Rashid Sofi and Bilal Ahamd Bhat — at Ainoon Aishmuqam in the south Kashmir district of Anantnag last night.

The injured were admitted to hospital where Shamim Ahmad succumbed to his injuries.

Militants today shot dead a surrendered militant, Farooq Ahmad Bhat, at Dangerpora in Pulwama district.

A Central Reserve Police Force (CRPF) jawan, who was shot at by militants in his house at Herpora in the frontier district of Kupwara yesterday, died in hospital today.

The security forces gunned down two militants during a search operation at Gunthal last night. Two AK rifles, two grenades, two wireless sets and 150 rounds were recovered from the slain militants.

In another encounter, the security forces killed a militant at Bijbehara. One AK rifle, six magazines, 80 rounds and one pouch were recovered from the slain militant.

Spurt in violence worries coalition partners

A spurt in terrorist violence in the Kashmir valley is worrying the coalition partners of the Mufti Mohammad Sayeed-led government as the militants have once again started targeting political leaders without any fear of the security forces.

Yesterday’s grenade attack on a Congress MLA, Mr Girdhari Lal, near the Budshah bridge in the heart of Srinagar town has disturbed Congress circles. The Deputy Chief Minister, Mr Mangat Ram Sharma, is learnt to have called on the Chief Minister and urged him to take effective steps for the protection of legislators.

The MLA survived the attack just near the Secretariat and the legislature complex, both of which are supposed to be the most protected places in the state. The Chief Minister and almost all his ministerial colleagues follow the same route to reach their offices.

Just a few steps ahead, the Congress headquarters was attacked by terrorists recently. The official residence of the Chief Minister along the same road had come under terrorist attack some time ago.

In another incident yesterday, militants killed the brother of a Congress MLA, Haji Abdul Rashid, in the valley.

During the Assembly and Lok Sabha elections, the security forces had intercepted wireless messages from across the border asking terrorists to target candidates and elected persons. Reports of killing of those persons who violated the diktat of terrorists or campaigned for any candidate were received from remote areas.

These incidents indicate that terrorists are again getting bold because of various reasons. Firstly, the snow-bound infiltration routes between India and Pakistan have reopened in the summer and secondly, the soft attitude adopted by the state government towards militants.

Last week’s attack, in which five persons were killed at Pahalgam, was not only aimed at scaring away tourists, but is also being considered as a warning bell for the forthcoming Amarnath pilgrimage in which people from various parts of the country participate.

The pilgrimage has remained high on the hit list of terrorists who had earlier twice attacked the base camp at Pahalgam and killed several persons.

The exploding of a bus of the BSF by an IED near Anantnag had resulted in the death of 17 security personnel and 12 members of their families.

Mr Bhim Singh, Chairman of the Panthers Party, which is a coalition partner of the government, expressed concern over the state government condemning incidents of violence and never criticising those involved in such ghastly acts.

He wondered why the Centre was trying to placate those elements in the valley that did not even honour the Constitution and were bent upon subverting the peace process.

The Jammu Mukti Morcha (JMM) has urged the state government to tighten security arrangements for the protection of tourists as well as other people in the state.

New MPs’ failure to quit Cabinet irks CM

The Jammu and Kashmir Chief Minister, Mufti Mohammad Sayeed, has conveyed to several Congress leaders his displeasure over the failure of two Cabinet ministers, Mr Madan Lal Sharma and Mr Lal Singh, to resign from the Council of Ministers even after having been administered oath as Lok Sabha members on June 2.

Sources close to the Chief Minister said the Mufti wanted the two ministers to relinquish their office as they were morally bound to do so.

The sources said since the Congress, with 18 MLAs, was a major partner in the ruling coalition, the Chief Minister was helpless in initiating action against the two ministers, who have told their supporters that they would like to occupy the ministerial berths for another two months.

Both ministers continue to attend their offices in the Civil Secretariat, where they pass a series of orders, including those pertaining to postings and transfers.

Another problem which has seemingly upset the Chief Minister is the continued pressure from Congress partners for snapping ties with the Panthers Party, which has four MLAs and two of them are members of the council of ministers. While on the one hand, the Congress wants the Panthers Party out of the coalition, on the other it is opposed to the plan of sacking the Minister of State for Forests, Mr G.M. Soni, who is said to have campaigned against the ruling coalition candidate in the Lok Sabha elections.

Since the Chief Minister is not yet prepared to part company with the Panthers Party, he has preferred to sweep the issue pertaining to Mr Sofi and the Panthers Party under the carpet. He is also said to have ignored the demand of the Congress for expansion in the Council of Ministers on the plea that two ministers elected to the Lok Sabha should be replaced by two from the Congress, failing which the strengthen of the PDP in the Council of Ministers would be higher than that of the Congress.

JKHRC notice to police over detained student

The Jammu and Kashmir Human Rights Commission (JKHRC) has directed the police and Rashitrya Rifles (RR) to reveal the whereabouts of a detainee and to ensure that surrendered militants do not indulge in any extra-legal activity.

JKHRC Chairman Justice A M Mir, admitting the case, issued notice to Kashmir zone Inspector-General of Police K Rajinder Kumar and Senior Superintendent of Police, Anantnag, to furnish a detailed report about the arrest of a student, Waseem Ahmad Rather.

Justice Mir, in the interim direction to the Commandant of 49 RR, asked him to reveal the whereabouts of Rather saying his parents had a constitutional right to be informed of his whereabouts.

The case has been listed for hearing on July 10.

The police fired tear gas shells and resorted to a lathicharge to disperse demonstrators at Doru who were protesting against the arrest.

In another case, Justice Mir has directed the Deputy Commissioner and Senior Superintendent of Police of Kupwara to ensure that no extra legal activities are allowed to be undertaken by the surrendered militants of the area.

He directed them to keep a close watch on the activities of two surrendered militants, Moulvi Mushtaq and Bashir Ahmed, who are working with the 6 RR. — UNI

PWD men in the dock for buying substandard goods

Srinagar, June 16
The Public Accounts Committee (PAC) in Jammu and Kashmir has demanded stern action against officers of the Public Works Department for procuring substandard snow-cutting machines during the National Conference rule.

At a meeting held here under the chairmanship of National Conference MLA Moulvi Iftikhar Hussain Ansari, the committee said the machines purchased did not serve their purpose and were lying unused for years, causing a huge loss to the government exchequer, adding that the erring officers should be punished.

The committee held detailed deliberations on audit paras of the report of the Comptroller and Auditor-General of India for 2000-01 and 2001-02.

It decided to question members of the then Purchase Committee and experts who verified and inspected the equipment as well as representatives of the firm that supplied the machines so as to enlighten the committee on the issue, which will then prepare a report.

Those present at the meeting included Mohammad Sartaj Madni, Mr Rashpal Singh, Moulvi Abdul Rashid, Ms Farida Mir, legislators, Commissioner Secretary, PWD, Mr R. K. Jerath, Director-General, Accounts and Treasuries, Mr M. A. Lala, a representative of the Accountant General, Jammu and Kashmir and senior officers of PWD (Mechanical Engineering Department). — UNI

Vohra to attend conclave in Kashmir

Srinagar, June 16
As many as 40 delegates from Europe and India, including Centre’s interlocutor on Kashmir N.N. Vohra, will attend a four-day Indo-European conference to be held here from tomorrow, official sources said here today.

Sponsored by the European Union, the meeting is being held for the first time in the valley, the sources said.

The conference is expected to deliberate on bilateral issues between the European Union and India including trade, commerce and tourism.

Although Mr Vohra would be here as part of the delegation, the sources did not rule out the possibility of him meeting the separatist leaders. — PTI

Over 24,000 visit Vaishno Devi

The rush of pilgrims at the Vaishno Devi shrine continued today with the arrival of about 32,000 persons. Over 24,000 pilgrims paid obeisance at the shrine today.

A pilgrim from Maghwan village in Satna (MP) today died of a heart attack while on way back to Katra from the shrine.
