Javid Mir, five others detained

Srinagar, June 12

Javid Mir, five others detained

Srinagar, June 12
Vice-Chairman of the Jammu and Kashmir Liberation Front (JKLF) Javid Ahmad Mir along with five others was detained by the police today for violating prohibitory orders in force in the city.

Supporters of the JKLF led by Mir held a procession from the party headquarters at Maisuma to the United Nations Military Observers Group for India and Pakistan in violation of the prohibitory orders to protest against the alleged killing of innocent persons by the security forces in Kashmir. The police stopped them at Budshah Chowk and told them to disperse but they refused. Mir and five others were detained and lodged in the Kothibagh police station, the sources said.

The police also detained President of the Democratic Freedom Party Shabir Ahmad Shah and his party general secretary Mohammad Abdullah Tari in Anantnag district today.

They were on the way to Wohgund village, the scene of a gunbattle between militants and the security forces which left four dead and a mosque damaged on Thursday, when the police stopped them in Dooli-Nowpora village, the sources said. They were taken into preventive custody as the damage to the mosque sparked off demonstrations in Kulgam. — PTI

KAS list becomes issue of regions

The list of candidates who have passed the Kashmir Administrative Service (KAS) examination this time has become a bone of contention. Not only the name of a brother of Syed Salahuddin — Hizbul Mujaheedin supremo who is engineering terrorism in this state from Pakistan — figures in it, but also because the successful candidates from the Jammu region outnumber those from the Kashmir valley.

Syed Shabir Ahmed, brother of Salahuddin has secured 1126 marks in the written test and 230 in the interview.

The list published on June 9 has sparked a controversy with even the Chief Minister, Mufti Mohammed Sayeed, and Finance Minister Muzaffar Hussain Beig raising the finger of suspicion at the state Public Service Commission (PSC) and threatening that the CBI might be asked to probe the selection.

However, the Chairman of the PSC, Mr Akhtar Murtaza, has reacted sharply to the criticism and said that the state government has no right to dictate terms to the commission, which is a constitutional body.

This is for the first time that the candidates from Jammu have outshined those from Kashmir in the KAS examination. However, the Kashmir leadership is being accused of not being able to digest Jammu getting a bigger share. Several successful candidates from the Jammu region also are Muslims.

Mr Murtaza has announced that he would go to the Press here tomorrow to remove the doubts being raised about the KAS list.

Mr Beig has been keeping the issue alive by giving a statement almost every day. He is reported to have said in Srinagar that steps would be taken to make the selections by the PSC more transparent.

Mohammad Suleman Chowdhary, a son of a PSC member, Mr Bashir Chowdhary, was rejected at the interview stage.

Of the 84 candidates selected in the general category, 56, including many Muslims, are from Jammu.

Perhaps for the first time, a Christian candidate, Popsy, has also made it to the KAS. Several years ago, one Johny Williams had got selected to the KPS.

The PSC Chairman has said that it is the prerogative of the government to reject the recommendations of the commission, but in this case the action would reflect regional bias.

Court orders release of doctor

Srinagar, June 12
The Jammu and Kashmir High Court has quashed the detention order of a doctor arrested by the police for his alleged involvement in militancy and ordered his immediate release.

Meraj-ud-din Shigan, 29, was arrested in March, 2002, when he returned to the valley from Russia where he was pursuing his MBBS degree and detained under the Public Safety Act.

Quashing the detention order on June 8, Mr Justice Bashiruddin of the Jammu and Kashmir High Court observed that the grounds on which he was arrested were not supplied to the detainee.

The judge said the detention order was vitiated and directed the authorities to release Shigan, resident of Batamaloo, with immediate effect.

The FIR registered against Shigan at Batmaloo police station claimed the detainee was an active member of the Al-Jehad outfit who had crossed the Line of Actual Control in 1990 and returned after four months. A Chinese pistol, one magazine and three rounds were recovered from him during the arrest, it said.

The FIR said the detainee went to Russia in 1994, remained there for eight years and obtained degree in March 2002. — PTI

Removal of 91 safai karamcharis stayed

Srinagar, June 12
The Jammu and Kashmir High Court has stayed the order pertaining to termination of services of 91 persons working as safai karamcharis with the Army since September, 2001.

Mr Justice Nissar Ahmad Kakru of the high court stayed the termination order yesterday after hearing the petitioners and the Union of India.

The safai karamcharis were appointed on September 13 and 19, 2001, by General Officer Commanding, Northern Command in Khooan Army station, Pulwama, and were put on probation for two years.

They completed their probation in September 2003 and were served termination notice on May 26.

Pleading the case of petitioners, advocate Zafer Shah argued that after completing two years of probation the petitioners could not be terminated.

However, advocate Anil Bhan representing the Union of India said the employees were terminated after a report of court of inquiry. — PTI

3 held on charge of smuggling

Jammu, June 12
The police yesterday arrested three persons on charge of smuggling liquor from Punjab. The kingpin of the smugglers’ gang has absconded and a massive search operation has been launched.

During the raid 6,000 bottles of liquor, being smuggled from Punjab were seized near Satwari here.

According to SP Bhupinder Singh, since the police had destroyed most of the liquor manufacturing vends in Jammu, liquor smugglers were bringing liquor from Punjab where the market rates were much lower than in Jammu and Kashmir.

The seized bottles had been concealed in a water tank atop the residential complex of a smuggler and in the godown.

Sources added that liquor smuggling from Punjab and Haryana into Jammu and Kashmir had increased during the last four years owing to enormous rise in the excise rates.

A market survey revealed that a bottle of popular brand of IMFL was available in Punjab and Haryana between Rs 190 and Rs 225 whereas the same brands are available in the markets in Jammu and Kashmir between Rs 310 and Rs 350.

Permanent Residents Bill lapses

Srinagar, June 12
The Controversial Permanent Residents (Disqualification) Bill, passed by the Jammu and Kashmir Assembly earlier this year, lapsed yesterday as the Legislative Council failed to pass it within the stipulated three months.

As per the stipulations of the Constitution of Jammu and Kashmir, the Bill had to be passed by the Legislative Council within three months from the date it was tabled in the Upper House of Legislature on March 11.

The Bill denying property rights to women who marry persons from outside the state was stalled in the Legislative Council on March 11, following sharp criticism by national political parties spearheaded by the BJP who termed it as discriminatory against the fair sex. — PTI

Public opinion to be sought on guest control order

Srinagar, June 12
The Cabinet sub-committee constituted to examine the controversial guest control order on marriages by the Jammu and Kashmir government has decided to elicit public opinion before its enforcement in the state.

Though the people in general welcomed the spirit behind the order, there is a need to elicit wider public opinion before its enforcement, the sub-committee, which met under the chairmanship of Deputy Chief Minister Mangat Ram Sharma, observed, official sources said.

The government on June 1 stayed the implementation of the order, which was to take effect from June 6, and constituted the sub-committee to examine the entire gamut of the order and make recommendations after considering the matter afresh. — PTI
