The Jammu and Kashmir Pradesh Congress Committee has urged the
party President, Ms Sonia Gandhi, to reconsider her decision on
declining the Prime Minister’s past. A number of the party
workers, including Abdul Ghani Vakil, workers and executive members of
the state unit of the party held an hour-long stage-in within the
premises of the PCC head quarters at Moulana Azad Road here today.
They raised slogans in favour of Ms Sonia Gandhi, urging her to
reconsider the decision. Senior party leaders including PCC Chief,
Ghulam Nabi Azad and its spokesman Muzaffar Hussain Parry are already
camping in Delhi in this connection. According to a PTI reporty,
party activists burnt the effigies of several BJP leaders, including
Sushma Swaraj and Uma Bhatri. JAMMU:
Twelve Congress workers were injured here on Wednesday following a clash with policemen. The cops stopped a protest demonstration of party workers proceeding towards BJP headquarters. The
procession was taken out to register a protest against BJP’s
anti-Sonia campaign. But police contingents stopped them and a clash
followed in which 12 Congress workers were injured, sources said. Congress activists also burnt effigies of Madhya Pradesh Chief Minister Uma Bharti and Sushma Swaraj. As many as 16 Congress office-bearers, including 11 women, sat on an indefinite past to pressurise Ms Gandhi to change her decision. developments, he said. The NDA government indulged in cheap politics
when it dragged the named late Rajiv Gandhi in the Bofors case while
he had sacrificed his life for the sake of the unity and integrity of
the nation. Mr Brar also criticised the stand taken by Mr Parkash
Singh Badal who had initially welcomed Mrs Gandhi’s candidature but
reversed his stand under pressure from the BJP. Mr Brar thanked
voters for their support and promised that he would do his utmost to
fulfil the comitments made during electioneering. He said he was
overwhelmed by the affection of the people of Ferozepore and he would
contest his next election from that constituency only. He added that
95 per cent of Congress leaders and workers fully supported him but
those who had stabbed in the back would be exposed. A detail report

90-year-old litigant hopes his case ends before his own end Chandigarh, May 19 The case - regular first appeal (RFA) of 1990 - has been going on in the Punjab and Haryana High Court for the past over 14 years. Almost half a dozen judges have heard the case, but Mr Sodhi does not know when his travails will end. This is in spite of the Supreme Court’s direction to expeditiously dispose of cases involving senior citizens. When the case was last heard, it was adjourned for final hearing. But, that was more than two years ago. Mr Sodhi has himself appeared before some Judges of the High Court, including the present Chief Justice, seeking early hearing, but to no avail. While there are hundreds of persons like him caught in the quagmire that our judicial system is, what makes Mr Sodhi's case special is the irony attached to the case. Ironically, Mr Sodhi's son is a sitting Judge of the Delhi High Court, who is known for his speedy disposal of cases. However, Mr Sodhi refuses to tell anybody about his son’s exalted position. When this reporter asked him why he did not mention that his son was a High Court Judge, Mr Sodhi's reply was: “Why? I am hopeful the case will end soon. But, I only hope it ends before I die. Sometimes, I wonder if all my troubles are really worth it”. According to information, Mr Sodhi filed an RFA against a decision of the District Judge, Ropar, seeking enhancement of compensation for 75 acres of his ancestral land acquired by the Punjab State Electricity Board (PSEB) in 1977. The land in Thappal village of Ropar district had, as Mr Sodhi claims, over 1,000 grown khair trees. "But, the PSEB did not pay me anything for the trees. The District Judge, Ropar, dismissed the reference filed by me against the compensation on April 26, 1988. Since then, I have been fighting this case in the High Court," Mr Sodhi stated. When he appeared before Chief Justice B.K. Roy to request an early hearing in the case, he was told to approach the Bench hearing the case. "I then appeared before that Bench too. I was assured that the case would be listed soon, but it still remains where it was earlier," Mr Sodhi said. Incidentally, in a letter written to Chief Justices of all the High Courts on April 22, 1999, the then Chief Justice of India, Mr Justice Adarsh Sein Anand, had suggested that special steps should be taken by the High Courts to dispose of cases involving persons over 65 years of age. Mr Justice Anand also requested the Chief Justices of all High Courts to issue instructions to the High Court Registry as well as subordinate courts "to identify and dispose of matters in which persons above 65 years of age are involved on priority basis". Following the letter, the then Punjab and Haryana High Court Chief Justice, Mr Justice A.B. Saharya, ordered immediate implementation of the part relating to issuance of instructions. He also sought a "report within two weeks" about such cases pending in the High Court. When Mr Sodhi met Mr Justice Saharya, he was promised immediate action. However, Mr Justice Saharya retired last year and Mr Sodhi continues to make the rounds of the High Court. "I am not that easily discouraged. I have so much faith in our judiciary that despite the delay, I don't lose heart," Mr Sodhi says matter-of-factly. His lawyer, advocate G.C. Gupta also doesn't know when the case will end. "We have done whatever was possible," he says, more in despair than in anger. |
Satta
operations: 65 remanded in custody Ropar, May 19 Those remanded in judicial custody were sent to the Patiala jail today. In a crackdown on satta operators in the district, the Ropar police had arrested 65 persons suspected to be involved in illegal gambling. A large number of police personnel, led by Mohali DSP Harpreet Singh, raided two lottery stalls yesterday. They surrounded the Punjab Government lottery stalls in the local old grain market and opposite Kalyan cinema house. All persons present there were checked for satta slips and 65 were arrested. The SSP, Mr Rajiv Ahir told newsmen that they had information that satta operation was being run by some people in the garb of the single-digit Punjab State lotteries. In the crackdown, a large number of old single-digit lottery tickets were seized from the stalls that were being used for satta operations. The modus operandi of the operators was that they used to write the satta number at the back of old single-digit Punjab State lottery tickets and give these to customers. Six mobile phones that were being used for satta operations and Rs 36,000 in cash were also seized in the raids. Three main satta operators, however, managed to flee from the spot and are absconding.
A case has been registered in this regard.

SSP Ropar Rajiv Ahir later told newsmen that they had information that Satta by some people in the garb of the single-digit Punjab state lotteries was on. In a raid a large amount of old single-digit Punjab state lotteries was recovered from the stall used for ‘Satta’. Modus operandi of the operators was that they used to write the “Satta” number at the back of old single digit Punjab state lotteries and give it to consumers. Six mobile phones used for ‘Satta’ work and Rs 36000 in cash were also seized. Three main Satta operators, fled the place. Investigations were on to locate other persons involved in the racket. Many social organisations of the area hailed the raid. They had been seeking action against the single digit Punjab State lottery stalls for being in the Satta market. The police earlier in other parts of the district, had taken action against the single digit Punjab lottery stalls. The stalls are opened when the state’s Lotteries Department intervened. A case under Sections 420, 467, 468, 471 and 120-B of the IPC was registered against those arrested yesterday. |
Diarrhoea claims one more life Jaitu, May 19 Mr Gurcharan Singh, a labourer and father of the girl, told TNS that Karamjit, who started vomiting, died within few hours. In this town and its surrounding areas, the diarrhoea, has claimed nine lives (two according to official sources) so far. More than 1,000 patients from Jaitu, Kasam Bhatti, Chand Bhan and Sur Ghuri village have been admitted to a local hospital. Two fresh cases were reported from Sur Ghuri village and 17 from Ambedkar Nagar, Sukhchain Pura and Hardyal Nagar of this town. Dr Rajinder Singh, Chief Medical Officer (CMO), Faridkot, said the number of fresh cases had started coming down. He said round-the-clock helpline counters had been set up near Sukhchain Pura, Ambedkar Nagar and Hardyal Nagar. The helplines would be manned by paramedical staff. He added that special medical teams had been surveying affected areas. Official sources said the Punjab Government had ordered to appoint more doctors for this town. Though Dr Rajinder Singh claimed that no diarrhoea death was reported from this town, and its surrounding areas, the Deputy Commissioner, Mr Hussan Lal, said so far two deaths were reported. |
UNDP to develop Rajasansi Amritsar, May 19 Ms Kavita Maria project support officer, UNDP, yesterday visited the village for the Rs 20 lakh software programme to be started by them. Rupees 50 lakh would be spent by the Ministry of Rural Tourism Development on the project. The project aims at giving tourism attention for the village, for tourism generating employment, imparting training, awareness and sensitising villagers on eco-tourism identifying eco-trails and eco parks and developing infrastructure besides setting up nature interpretation centres. Earlier Rs 25.11 crore was earmarked for the project but it was downsized in March this year following instructions from the Department of Tourism to restrict the estimates to Rs 50 lakh (UNDP to spend Rs 20 lakh). According to the new project, the Ministry of Tourism will provide for tourist reception centre, cafeteria, kala kendra , renovation of a historical ‘haveli’, solid waste management, streetlights, garbage drums, community toilets, metalled roads and streets and development of old water tank. Delay in DR merger irks pensioners Sangrur, May 19 Stating this here today, Mr Vinay Kumar, a retired DEO and patron of the Sangrur Government Pensioners’ Welfare Association, said a deputation of government pensioners had met the Punjab Chief Minister, Capt Amarinder Singh, on April 19 at Patiala regarding the merger of 50 per cent of the DR with the basic pension. He said the Chief Minister had assured the deputation that their demand regarding the merger of 50 per cent of the DR with the basic pension would be met after the Lok Sabha elections. Mr Vinay Kumar said the Haryana Government had already taken a lead by deciding on the issue of merger of 50 per cent of the dearness allowance with the basic pension from April 1 last. Mr Vinay Kumar also stated that the Punjab Chief Minister had also assured the deputation that he would convene a meeting for solving the demands of the pensioners but no such meeting had been convened so far. He said the Central Government had already issued an order regarding the merger of 50 per cent of the DA with the basic salary of the employees and 50 per cent of the dearness relief (DR) with the basic pension of pensioners on March 1, 2004. |
Flood protection work on Beas, Sutlej sites on cards Amritsar, May 19 In view of the coming rainy season, these sites needed to be strengthened well in time. The two rivers flowing through the district pose a substantial threat of floods. On the Beas, near Dera Baba Jaimal Singh and Goindwal Sahib, flood protection works were required to be carried out to divert the flow of water away from the bundh. The Sutlej, that merged with the Beas at Harike, caused a threat of floods in Patti tehsil and the flow of water from the right side of Harike headworks was required to be diverted by providing concrete spurs. |

cold store Sangrur, May 19 Mr Sarvjit Singh, Deputy Commissioner, Sangrur, today visited the damaged cold store and took stock of the situation. He said the causes of the reported blast were being ascertained as he found leakage of ammonia gas there. However, he could not give details of the loss caused to the building, adding that it could be around Rs 20 lakh. Mr Krishan Kumar, owner of the cold store, reportedly claimed that he had suffered a loss of more than Rs 1 crore due to damage to the building and perishable goods, including potatoes and fruits, lying in the cold store. |

2 women killed in mishap
Moga, May 19 The women were travelling in the jeep. While Ms Manjeet Kaur died on the spot Harjit Kaur died in the hospital later. The report said that all occupants of the jeep were on way to a hospital to see a relative admitted for treatment. Three other occupants of the jeep were injured and removed to a hospital where condition of one was stated to be serious. The police sent the bodies for a post-mortem examination and registered case.

Jalandhar, May 19 The accident occurred in the morning when the Principal of the local Co-operative Training College, Mr Nachchitar Singh, along with his driver, was going to Chandigarh to attend an official meeting and suddenly a truck coming from the opposite direction collided with their car, police sources said, adding that while the driver of the car, identified as Prem Singh died on the spot. Status quo on tenders' issue Chandigarh, May 19 The order was passed on a Public Interest Litigation (PIL) filed by Shivnath Rai Harnarain (India) Ltd, a Government of India-recognised trading house. The Bench also issued notices to the Managing Directors of the Punjab State Warehousing Corporation and the Food Corporation of India. The matter will now come up for hearing on May 24. Mr Sukhdeep Singh Sandhu has stated that the Punjab State Warehousing Corporation had issued advertisements in newspapers inviting offers from all over the country for purchase of damaged wheat before May 11. A condition laid down in the tender notice was that the tenders of only those would be accepted or considered who are registered with the Food Corporation of India. Counsel for the petitioner alleged that in order to favour some influential persons, the corporation has deliberately created such a situation by providing only four days' time. Of these three days were holidays and that too at a time when the whole country was busy with elections, he added. It was further argued that one could not get registered with the FCI at such a short notice. The petitioner claimed that such a clause was never before laid down. The petitioner also claimed that only a few local parties were able to apply at such a short notice. He claimed that the rate on which the wheat was going to be sold was much lower than what the state could have got in a fair competition. |

Deputy Superintendent, 6 other jail officials booked Amritsar, May 19 According to information, the undertrial, Lambardar Darshan Singh (65), resident of Khanowal village died on March 11 this year at Guru Nanak Dev Hospital here. The case has been registered after an inquiry conducted by Mr Jaskaran Singh, Sub-Divisional Magistrate (SDM) Ajnala, held responsible the Deputy Superintendent and other six staff members of jail for his death. Darshan Singh was lodged in the jail in a fraud case on March 7. A senior police official said the accused has been placed under suspension and permission has been sought from the ADGP, jail for their arrest. The other accused who were booked include Sukhwinder Singh, Mahinder Singh, Gurdeep Singh, all head constables, Chanchal Singh, Harjinder Singh and Sham Singh all constables. A case under Sections 304 and 120-B of the IPC has been registered. |
Vet arrested on bribe charge Tarn Taran, May 19 Mr Dilbag Singh Gill, SSP, Vigilance Bureau, Amritsar, in a press note issued here today, said Dr Narpinder Singh took the bribe from Mr Tara Singh, a resident of Rurre Assal village, to issue the post-mortem report of his buffalo, which was electrocuted on April 29. Mr Kashmir Singh, Deputy Superintendent of Police (VB), led a police party and recovered the currency notes from the suspect. Meanwhile, Tilak Raj, Executive Officer, and Rajbir Singh and Sukhdev Singh, both JEs of the Municipal Council, Dhaliwal (Gurdaspur), who were absconding in a case of fraud registered against them by the (VB) on January 27 have been arrested. The SSP said a case of embezzlement of Rs 75 lakh of the municipal council had been registered against them by the VB. The accused were produced before the court today, which remanded them in police custody. |

Four held for posing as cops, looting people Amritsar, May 19 Mr Ranvir Singh, DSP, said the police had recovered Rs 20,400, gold
jewelry and a mobile phone besides a .12 bore countrymade revolver and a cartridge from the culprits. He said two of the suspects wearing police uniforms, looted the amount from Mr Rup Lal here on May 7 while the latter was returning to Amritsar from Tarn Taran. The DSP said the police had received a tip-off that the suspects were coming to Amritsar from the Jhabal side. He said a naka was laid and the suspects were arrested. Meanwhile, the Sadar police has also arrested Jasbir Singh, a Constable posted at Majitha police line, who was involved in a purse and a chain snatching incident. The police has recovered the purse from the suspect and a case under Section 356 of the IPC has been registered. Jasbir Singh had snatched the purse from Neha of the Gopal Nagar locality here. |
