APHC may be formally invited for talks Srinagar, December 3 It has also constituted a three-member delegation of senior executive members to hold discussions with Delhi-based diplomats as part of its dialogue process. They include founder chairman of Hurriyat Conference Mirwaiz Umar Farooq, former chairman, Abdul Ghani Bhat and Bilal Lone. Two of its members, Abdul Ghani Bhat and Bilal Lone, later left for New Delhi for talks with diplomats and would be joined by Mirwaiz Umar Farooq later this week. Disclosing this after a four-hour-long general council meeting, Mirwaiz Umar Farooq said talks at the diplomatic level would continue for over a week. The Mirwaiz and APHC chairman Moulvi Abbas Ansari would also be talking to the visiting diplomatic delegations of the European Union and the US during the next few days here. A formal invitation was also extended to senior separatist leader and chairman of the Democratic Freedom Party (DFP) Shabir Ahmed Shah to join the APHC, Mirwaiz Umar Farooq said. Shah had here yesterday categorically denied that he would be joining the Abbas faction of Hurriyat Conference, though sources close to him indicate that he had been in constant touch with Abbas Ansari and Mirwaiz Umar Farooq to ensure unity among different separatist groups. Today’s meeting, according to Mirwaiz Umar Farooq, was a regular weekly affair, which discussed various other issues. These included a discussion on the request of four other organisations for joining the separatist conglomeration, one of them being the Salvation Movement. The constitution of diplomatic mission is part of the Hurriyat’s plan to carry on the dialogue process with the Centre, which had offered dialogue at the level of Deputy Prime Minister in October last. After a month-long exercise of building a consensus on the offer of talks, the APHC expressed its willingness to hold dialogue with the Centre. Meanwhile, in an effort to procure broader consensus and unite the separatist platform ahead of parleys with the Centre, the Hurriyat Conference today formally invited Shabir Ahmad Shah to join the amalgam and appealed to dissident faction led by Syed Ali Shah Geelani to return. “We have sent a formal invitation to Shabir Ahmad Shah to join the Hurriyat and once again appealed to dissidents to return to the fold of the amalgam,” former Hurriyat chairman Mirwaiz Umar Farooq said after a four-hour meeting at conglomerate’s headquarters at Rajbagh here. |
8 ultras, jawan among 12 killed Srinagar, December 3 Two militants were killed in an encounter with security forces at Khaipora village in Handwara area of Kupwara district in North Kashmir today, they said. A woman, caught in the cross-fire, was also killed and her house, where the ultras had taken shelter, damaged during the encounter which took place when troops of Rashtriya Rifles moved there to flush out hiding militants, the sources said. In another encounter, two Hizbul Mujahideen militants, identified as Manzoor Ahmad Gursi of Banihal and Nissar Ahmad Dar of Khudwani, were killed by the troops of first Rashtriya Rifles during search operations at Kharpora village of Kulgam in Anantnag district of South Kashmir today, they said. Lance Naik Ajit Singh was also killed and a house damaged during the encounter which lasted for nearly six hours. In Jammu division, three Hizbul ultras were killed in an encounter at Beholi village in Doda district last night, they said. Militants shot dead a counter-insurgent associated with Ikhwan outfit, Gul Mohammad Magray, alias Pardesi, at Parraypora village of Badgam district in Central Kashmir. A released Hizbul Mujahideen ultra, Mohammad Ismail Dar, was killed by unidentified militants outside his house at Wanpoh in Pulwama district of South Kashmir, the sources said. Body of an unidentified person was recovered by the police from Balipora Forest in Rajouri district, they said. —

Lt-Gen Kapur takes over as GOC Jammu, December 3 Commissioned in the Sikh Light Infantry in June, 1967, General Kapur is an alumnus of the NDA. He took part in the 1971 Indo-Pak war. He commanded an infantry brigade in the desert sector and an infantry division in the Western Sector. His previous tenure was as Deputy Commandant and Chief Instructor at the IMA, Dehra Dun. He has held various positions, including Military Assistant to the GOC-in-C, Southern Command, during the IPKF operations in Sri Lanka. He was Military Assistant to the Chief of Army Staff in Delhi during the Kargil operations. He is Colonel of the Sikh LI and is a recipient of the VSM (1998).

CM can now dismiss tainted gazetted officers Jammu, December 3 The state Cabinet, which met here, authorised the Chief Minister to sanction termination of the services of tainted public servants of all categories, including gazetted officers, to rid the administration of corrupt elements, a top official said here. This decision was taken after amending the business rules under which the Chief Minister could sanction termination of the services of only
non-gazetted employees and power to dismiss gazetted officers vested with the Cabinet, he said. The spokesman said that the state government had already set up a committee to identify corrupt officials for premature retirement. —

Polybags banned at Patnitop Jammu, December 3 The District Magistrate, Udhampur, Mr Ashok Parmar, ordered restrictions on carrying and use of polythene bags for any purpose at the Patnitop area with immediate effect, a district official said today. The prohibitory orders shall remain in force for a period of two months, he said. The order has been issued in pursuance of the recent decision by the Patnitop Development Authority, under the chairmanship of Chief Minister Mufti Mohammad Sayeed, to impose the ban to check pollution. —

High-tech equipment
for police Jammu, December 3 “We have set up high pressure thin layer chromatography (HPTLC) in our state’s forensic laboratory in Jammu, to identify, examine and analyse multiple material including drugs, narcotics, pesticides, poisons, insecticides, explosives, food stuff and chemicals,” Director of the state Forensic Department R.L. Dhar said here today. Imported at a cost of Rs 27 lakh, this technology would help the forensic scientists in isolation and identification of various organic as well as inorganic compounds, he said apart that from Delhi, Chennai and Kolkata, the technology would now be available in Jammu and Kashmir, he added. —

Firing in Rajouri, 6 injured, probe ordered Jammu, December 3 A patrol party of security forces arrested nambardar of Kothra village, Manzoor Hussain allegedly for being involved in militancy in Darhal belt of Rajouri district yesterday, the sources told PTI here today. The people of Darhal belt staged a demonstration and during a rally clashed with security forces last evening, they said. The mob threw stones the sources said adding that to disperse it security forces fired rounds resulting in injuries to six persons. The injured were hospitalised, they said and pointed out that district authorities today ordered a magisterial probe into the incident. —
