Vigilance gets govt nod to book 5 engineers Shimla, December 1 The department had conducted an inquiry on the basis of the Congress chargesheet against the Dhumal regime. The chargesheet was forwarded to it for a probe by the present government five months ago. The investigating agency, after a scrutiny of the chargesheet, shortlisted two cases for conducting detailed inquiries. The permission to book the engineers in the cases was granted on the basis of the inquiry, which revealed irregularities like deviation from the approved plans in the execution of works and awarding of work on the basis of fake quotations. In the first case, a contractor, Mr Suresh Kumar, who was awarded the construction work of the road to Lambi village, changed the alignment of the pond on his own and diverted it to his house. The road could not be completed as it involved private land, whose owners obtained a stay order from the court. Further, the 400-metre stretch of the road constructed after the deviation was found unfit for the plying of vehicles because of a steep gradient. The PWD, instead of penalising the contractor, who is a close relative of Mr Mohinder Singh, the then PWD Minister, made all payments to him. In the second case, the construction work of the Mari-Kamala road was awarded to Mr K.L. Rana after splitting the Rs 55 lakh contract into small works ranging from Rs 1 lakh to Rs 1.5 lakh to circumvent the tendering procedure. It was also revealed during the investigation that a fake quotation was used to complete the requirement of a minimum of three bids for awarding the work. A quotation was submitted in the name of a contractor, Mr Balam Ram, but the appended signature did not match with his signature. During questioning, he stated that he had not submitted any such quotation. |
HPU council to consider report
on December 6 Shimla, December 1 The committee, after going through the relevant records, found that there was no discrepancy. The council, after accepting the report, is likely to take a decision regarding the action to be taken in case of irregular appointments. The Kaul Committee had recommended that all such appointments should be cancelled. Meanwhile, the hide and seek between the Vigilance Department and Dr S.D. Sharma, Vice-Chancellor, continued amidst rumours that he was very much in the town. Sources in the university said that Dr Sharma had requisitioned an official vehicle today through his personal staff but there was no information on his whereabouts. The university had received a communication from Raj Bhavan that Dr Sharma had applied for leave up to December 3 and during this period the Pro-Vice-Chancellor should function in his place. While the government is keen on seeing the exit of Dr Sharma, who has been indicted by the two inquiries, the Governor is taking his own time to decide the issue. The period of notice served on Dr Sharma by him will expire on December 9. The government and the university have, however, no information about the notice. |
Parmar university celebrates foundation day Solan, December 1 Mr Musafir lauded the role played by the Parmar University in developing high yielding varieties of fruits, vegetables, flowers, grasses medicinal and aromatic plants. He also paid rich tributes to Dr Y.S. Parmar, popularly called ‘Himachal Nirmata’ who had always laid stress on promoting horticulture in the hilly areas as it helped preserve the fragile hill ecology while providing
gainful employment and livelihood to the millions of ruralities The Vice-Chancellor, Dr S.S. Negi, highlighted the university’s achievements. He said that the university, during the past one year, had reduced its liabilities from Rs 10 crore to only Rs 6.5 crore by generating additional income from it’s own resources and cutting down on expenditure. He urged upon the state government to bail out the university from the current financial crisis that was crippling it’s overall performance. Dr D.R. Thakur, the university’s first Pro-Vice-Chancellor, was a special invitee. |
Plea to commute death sentence of Tibetan leader Dharamsala , December 1 In a statement issued here today, the party president, Acharya Yeshi Phunstok, said the religious leader had been falsely implicated on the charges of bombing and separatism. He said the fault of Rinpoche was that he had established monasteries without the permission of the Chinese authorities. He also appealed to the followers of Rinpoche and international leaders to exert pressure on China to release him. The party is also organising a demonstration tomorrow in protest against the sentence at the main bus stand at McLeodganj. |
Vacate govt land, Virbhadra tells encroachers Shimla, December 1 Presiding over the Shimla District Planning, Development and 20-Point Programme Review Committee meeting here today he said a large chunk of forest land had been encroached upon by people in different parts of the state. He said the government was initiating legal action against the encroachers so that the land could be restored to the government at the earliest. He announced that government employees if found in illegal possession of government land would be proceeded against under the civil services rules. He said if necessary the revenue laws would be amended to check encroachments. |

of encroachments Palampur, December 30 The forum urged Chief Minister Vir Bhadara Singh that the officials of the Revenue, PWD, Forests and local bodies be made accountable for inaction to these encroachments. |
AIDS
awareness day observed Hamirpur, December 1 KULU:
Mr Satya Prakash Thakur, Chairman, Himachal Pradesh Marketing Board, addressed a gathering at Government Postgraduate College here on Monday to mark the AIDS day function. At least 40,000 persons were examined out of which 4,000 were found HIV positive. The chief guest distributed prizes among winners. A rally was also flagged off by Mr Satya Prakash from Dhalpur to Akhara Bazar. NAHAN:
