The Jammu and Kashmir High Court has restrained the Centre and the state government from conferring IAS status on officers of the state cadre from a panel prepared for the purpose.

Rs 81-cr package for rural development

Srinagar, October 18
The Centre today announced a Rs 81-crore package for rural development, aimed at the economic uplift of the poor, in Jammu and Kashmir.

“This will be over and above the Rs 183 crore allocated for the current fiscal. The package will especially focus on the uplift of those below the poverty line,” Union Rural Development Minister Kashi Ram Rana said here.

Addressing mediapersons at the end of his two-day visit to the valley, the Minister said that against a kitty of Rs 175.38 crore, an amount of Rs 132 crore had been utilised in the state on rural development schemes.

Expressing satisfaction over the implementation of such schemes, Mr Rana said there was scope for improvement. The Parliamentary Consultative Committee, which met in Srinagar, also agreed on the issue, he added.

He suggested the setting up of a vigilance monitoring committee headed by a local Member of Parliament for the effective implementation of rural development schemes.

The Jammu and Kashmir Rural Development Minister, Peerzada Mohammad Syed, said the Rural Development Department proposed to set up training institutes at the regional and district levels and was also constructing 2,700 panchayat ghars in the state. — UNI

HC restrains Centre, J&K on IAS cadre to state officers

Jammu, October 18
The Jammu and Kashmir High Court has restrained the Centre and the state government from conferring IAS status on officers of the state cadre from a panel prepared for the purpose.

Mr Justice R.C. Ghandi directed the Centre, state government and others not to act upon the panel till the next date of hearing on a petition filed by Kathua Deputy Commissioner B S Sharma alleging that his claims were not considered properly while preparing the panel.

Petitioner submitted that respondents have prepared a panel for induction to IAS cadre but the claims of the petitioner have not been properly considered vis-a-vis empanelled officers and as such the seniority, suitability and outstanding service record of the petitioner had been ignored.

The court issued notice to respondents returnable within four weeks. This direction shall, however, be subject to objections from the other side, the order said.

In the petition, it has been submitted that on the basis of superior merit, ability and outstanding records of service, the petitioner was promoted to the special grade of KAS and the General Administration Department of the state government placed him in consideration zone for promotion to the supertime scale.

The petitioner said he stands at serial number 16 in the seniority list of the special scale of KAS officers released by the government, whereas three other officers after serial number 20 were being considered for induction in the panel to IAS cadre. — PTI

VP Singh for dialogue with Pak

Srinagar, October 18
Former Prime Minister V P Singh today said Pakistan should realise the futility of violence and respond positively to friendship by India as the two countries could emerge as a force which cannot be pushed over.

Pointing out that half-a-century of hostilities had yielded nothing, Mr V.P. Singh said the two countries could emerge a powerful regional bloc if they became friends.

The former Prime Minister favoured a dialogue between Islamabad and New Delhi, but added that India would not allow any one to foment trouble on its soil.

Mr V.P. Singh is here on a personal invitation of Chief Minister Mufti Mohammed Sayeed, who was once a close lieutenant of his and served as Home Minister under him.

He lauded the leadership qualities of Sayeed in steering Jammu and Kashmir towards normalcy.

When asked how did he viewed the bid by militants to storm Sayeed’s residence, he said it was an “incident in isolation. When we take the general situation into account, we do not look at minor abberations but at the whole graph.” — PTI

Army Havildar killed in Pak shelling

Jammu, October 18
An Army Havildar was killed and four others, including three jawans, were critically wounded when Pakistani troops fired light artillery shells and mortar bombs at Indian positions along the Indo-Pak border in Jammu and Kashmir, official sources said.

Havildar Tara Chand was killed and three jawans were wounded when an artillery shell exploded near a forward defence location (FDL) in the Lam area of Rajouri district last evening, the sources said, adding a civilian was also injured in the Balakote area. Pakistani troops, using light artillery and field guns, fired 100 shells and nearly 200 mortar bombs at the border fencing, the FDL and civilian areas along the Line of Control in the Janjard, Kalsian, Lam, Bhwani, Slotri, Balnoi, Balakote, Kerni and Kallak areas in the Rajouri-Poonch sector, they said. — PTI
