Popularise use of millets to fight malnutrition, says VC

Haryana Agriculture University Vice-Chancellor M.K. Miglani said here today that the use of millets should be popularised to fight malnutrition. Speaking after inaugurating a two-day national seminar on processing and utilization of millets for nutritional security here today, Mr Miglani said that although millets including bajra, sorghum and cholai were rich source of nutrition, they had not yet become part of daily diet of a majority of the people.

Land record system goes online

The Ambala division Commissioner, Mr Maha Singh, inaugurated the Haryana Land Record Information System (HALRIS) — which is a combination of the Haryana Registration Information System (HARIS) and land records — on Thanesar Tehsil premises here today.

Talking to mediapersons, Mr Maha Singh said the new system would save time and energy of the farmers, who used to approach patwaris and tehsildars again and again to get their work done.

Explaining the working of the system, the Deputy Commissioner, Mr Abhilaksh Likhi, said once the deed was written by the deed-writer or through computer, the applicant would approach the registry clerk for the registration of the document. After the verification of the documents and marking them, the data-entry operator would enter the details in the software for registering the document. For four selected villages — Narkatari, Khaspur, Jirbari and Kainthal Khurd — farmers’ ownership data would be fetched from the existing data of “jamabandi” available on the server. After completing the process of registering the document, the operator would print photo detail, endorsement and “parcha registry”. After verification and adopting the present manual system, the concerned authority then would verify and sanction the registered document online. The data and land records of the remaining villages of Thanesar tehsil would be linked soon, Mr Likhi added.

Mr Likhi assured that the revenue records pertaining to all the villages under Thanesar tehsil would be feeded to the HALRIS system within the next two months and awareness camps for farmers would be organised at district as well as village levels to educate the farmers regarding the HALRIS system.

Yamunanagar: Mr Maha Singh inaugurated the Haryana Land Record Information System and the Haryana Registry Information System at the Mini-Secretariat here. Mr Vijayendra Kumar, Deputy Commissioner, said a module to ensure simultaneous mutations of the land records had also been incorporated in the software under which the notice for effecting mutation would be issued immediately on presentation of sale deed.

Chaugama panchayat seeks support of Ahlawat khaap

The Chaugama panchayat comprising the villages of Garhi, Sampla, Naya Baans and Kheri has today sent an SOS to the Ahlawat brotherhood khaap soliciting its support in their fight for redeeming the lost honour of the women of village Garhi Sampla.

In the message sent to the 27 villages inhabited by Ahlawat gotra residents, the Chaugama panchayat has given details of the incident of October 3 in which the police personnel, including the Senior Superintendent of Police, pulled the women of Garhi by their plaits in the presence of their elders and senior citizens of the village when they made an attempt to meet the Chief Minister at Sampla. They had gone to request Mr Om Parkash Chautala to direct the police to trace two missing persons of Garhi- truck driver Naresh and cleaner Azad- who are missing for the past one year.

The panchayat which met at Sampla today under the chairmanship of Mr Duli Chand, former Sarpanch and Chaugama chief Randhir Singh demanded that the inquiry of tracing the missing persons should be handed over to the CBI. The panchayat reiterated its demand that the Senior Superintendent of Police should be suspended immediately.

The panchayat resolved that its fight would be non-political and it would not meet any government official, including Chief Minister Om Parkash Chautala and the Deputy Commissioner, Rohtak.

The Panchayat has sent the traditional message to the Ahlawat Khaap in the form of a written invitation, called ‘Chithi phadna’. It has constituted teams who would visit the 27 villages inhabited by persons of Ahlawat Khaap at Dighal. The Ahlawat Khaap will now fix date for the next joint meeting of the Ohlan and Ahlawat Khaaps. The decision is likely to be taken in a couple of days.

The CPM has severely criticised the Chief Minister for not speaking a word when the policemen were maltreating and humiliating women in front of his car. The party has demanded that missing persons should be traced without delay and action be taken against the erring policemen.

Popularise use of millets to fight malnutrition, says VC

Haryana Agriculture University Vice-Chancellor M.K. Miglani said here today that the use of millets should be popularised to fight malnutrition. Speaking after inaugurating a two-day national seminar on processing and utilization of millets for nutritional security here today, Mr Miglani said that although millets including bajra, sorghum and cholai were rich source of nutrition, they had not yet become part of daily diet of a majority of the people.

He expressed concern over the nutritional health of the people saying millions were victims of malnutrition in the country although the country was self-sufficient in foodgrains. Quoting a UNDP report, he said that in nutrition status India ranked 54th from bottom. Likewise, mortality rate among children below five years of age was 53 per cent.

He described coarse grains as the best alternative to contain the problem of malnutrition. He, however, criticised the traders and government procurement agencies for their callous attitude towards millets and other coarse grains. He said this factor was mainly responsible for their low popularity among masses as well as farmers.

Presiding over the inaugural session, the ICAR ADG (Home Science), Dr T. Verma expressed need for value addition to millets. She said that besides nutritional properties, millets had been found to possess medicinal value as well. She said that people regularly consuming pearlmillets and sorghum had less risk of diabetes, high blood pressure and other cardiovascular diseases.

Speaking on the occasion, HAU Director of Research. Dr B.S. Dahiya said that millets had gained importance in the present scenario of population explosion. He said since these crops could survive in extreme temperatures and water scarcity, they were sure to produce nutritional foodgrains for human consumption. He revealed that HAU had developed a pearl millet variety with protein content as high as 17 per cent.

CM makes surprise visit to mandis

The Chief Minister, Mr Om Parkash Chautala, made a surprise visit to the local Anaj Mandi to know about the paddy purchase arrangements here. He also talked to the farmers present in the mandi. The farmers, by and large expressed satisfaction over the paddy purchase arrangements. The Chief Minister told the farmers that the government was committed to purchase every grain of paddy brought to mandis for sale at reasonable rates .

He advised the farmers to bring only dry and cleaned crop for sale. He directed the officials of departments concerned to check delay in purchase, if any, and ensure that there was no irregularity in the on going purchase.

The Deputy Commissioner Mr Anurag Agarwal, and the SP, Mr Sukhdev Singh were present.

Earlier, the Chief Minister also visited Pai and Pundri Anaj Mandies of this district .

Meanwhile, the arrival of paddy in different mandis of this district has touched 45215 mt till now and out of this 35040 mt and 4659 mt has been purchased by the rice millers and dealers, respectively, and rest by the government agencies, said Mr Agarwal.

Surprise visit by CM to Anaj Mandi

The Haryana Chief Minister, Mr Om Prakash Chautala, today carried out a surprise inspection of the Ambala City grain market.

Mr Chautala took stock of the buying process of paddy. He spoke to farmers and directed officials concerned to ensure that adequate water and power facilities were provided at the grain market for the convenience of the farmers.

He said so far 2.5 lakh tonnes of paddy had arrived in different grain markets of the state. He stated that besides the government agencies, paddy was being bought by dealers and mill owners. He said the state government would ensure that each paddy grain was bought at the right price and the systematic buying of paddy all over the state was satisfactory.

Mr Chautala told officials to provide adequate “bardana” and also to ensure that the paddy was lifted in time from the grain market. He said farmers should not face difficulty in selling their paddy.

The Deputy Commissioner, Mr D.D. Gautam, said till October 6, 12,314 tonnes of paddy had arrived in different grain markets of Ambala. He said paddy was being bought at a price higher than the minimum support price fixed by the government and no complaints had been received so far regarding its procurement.

Among others, the Superintendent of Police, Mr Mohammad Akil, the SDM, Mr Narsingh Dhulla, market committee president, Mr Gurbaksh Singh, and secretary, Mr M.S. Sidhu, were present.

Taking up a petition filed by eight teachers working in a school at Yamunanagar seeking the grant of “legitimate service benefits”, Mr Justice H.S. Bedi and Mr Justice Satish Kumar Mittal of the High Court have directed that the legal notices issued by the petitioners should be decided by the respondents within four months of receiving the order’s copy.

In their petition against the state of Haryana, the Director of Secondary Education and other respondents, Malvinder Kaur and others, had earlier sought directions for granting the arrears since 1998. Arguing before the court on the petitioner’s behalf, Mr Manjit Singh Reen had added that increments from 2000 should also be granted.

Medical courses

Taking up a case filed by students seeking admission to medical courses, Mr Justice S.S. Nijjar and Mr Justice S.S. Grewal of the High Court today issued notice of motion to Maharshi Dayanand University, Rohtak.

Arguing before the court, Mr Amar Vivek had contended that merit was the sole criterion for admission to the medical courses. But the university, by admitting students far below on the merit list compared to the petitioners, had defeated the very purpose of holding the entrance test. He had added that the admissions had been made due to extraneous considerations by ignoring the lawful claim of the petitioners.

CBI probe sought into Kaithal scribe’s murder

A deputation of the Agarwal community submitted a memorandum to the Deputy Commissioner, Mr Anurag Agarwal, here today and demanded a CBI inquiry into the murder of Parmanand Goel, a journalist of Kaithal.

Goel was shot dead by three motor-cycle-borne youths outside his residence on September 18. The deputation which was jointly led by Mr Pawan Garg, president, DCC, Kurukshetra, and Mr Vijay Bansal, advocate, President, Panchkula Aggarwal Sammelan, in the memorandum has pointed that after the murder of Goel his family members and a number of Aggarwal families were living under constant fear and due to deteriorating law and order situation in the state they were planning to migrate from Haryana to some other place. They demanded an impartial inquiry by the CBI.

Mr Garg and Mr Bansal told mediapersons that the Deputy Commissioner had assured the deputationists that their demand would be brought to the notice of the state government.

Sub-Inspector held on bribe charge

The Haryana police today arrested a Sub Inspector and a person for allegedly accepting illegal gratification from a teacher.

The police arrested Ajaib Singh, SI, and Narwel Singh middle man, red handed in the Assandh area for allegedly accepting bribe from Raj Kumar, a teacher of Salwan village, the police said.

Raj Kumar in his complaint to the DSP (Vigilance) Karnal has stated that Ajaib Singh had told him that he had been named in a case registered at Assandh police station. Raj Kumar further alleged that the Sub Inspector demanded money from him if he want that his name be struck off from the case. On the complaint of Raj Kumar, the police gave chemically coloured currency to Raj Kumar for further transmission to the Sub-Inspector.

Do not forget to count the currency notes even if the bundle is sealed. An Army officer got a shock when he found that a wad issued by a bank had less currency notes.

Lt Col Satinder Singh Sandhu said he had an account at the local PNB branch. “I had withdrawn Rs 25,000 from my account as I had to make the payment for house building. I was given a wad of Rs 100 currency notes,” he said.

“I later realised that there were only 88 notes as compared to 100 as mentioned on the wad. This way a sum of Rs 1200 was missing from the sealed wad,” Lt Col Sandhu said. “I have pointed out this irregularity to the branch manager,” he added. He stated that on an earlier occasion too he had detected 23 notes missing from a sealed bundle of Rs 50 currency notes.

However, the Branch Manager, Mr R.K. Chabra, said while the money was withdrawn on September 29, the matter was brought to his notice on October 3. “The wad in question does not bear our seal”, he said. “It is strongly suggested that customers must check the amount of money before leaving the counter,” he added.

The girl was got medically examined before producing her in the Court.

She in her statement before the magistrate stated that Subhash had purchased her for Rs 35,000 with the assurance of marrying her. When she opposed the marriage, Subhash tied her with chains.

The Assandh Police also produced Subhash in the court and the court remanded him in judicial custody for 14 days today.

Rs 25 lakh fine for power theft

The Vigilance Wing of the Dakshin Haryana Bijli Vitran Nigam last night raided a paperboard factory in the town and detected theft of power. The nigam officials have imposed a fine of Rs 25 lakh on the factory.

According to a spokesman of the nigam, the vigilance team found that seals of the meter installed in the factory were fake. The unit had a 246 KV contract demand power connection. Earlier, the vigilance team raided another unit of the factory in the town on October 1 and imposed a fine of Rs 10.5 lakh on them.

The Executive Engineer (Vigilance) Mr R.K. Yadav, Additional Director (Enforcement) Mr R.K. Batra and the Executive Engineer (Operation) Fatehabad, Mr V.K. Singla comprised the team.

Eye surgeon Pasricha dead

Karnal, October 7
Dr J.K. Pasricha, a noted eye surgeon, died of cardiac arrest today at the Escorts Heart Institute, New Delhi.

A member of the D.A.V. Central Managing Committee and member of a number of national and international organisations, Dr Pasricha was taken to the Escorts Hospital, after he suffered a heart attack in the morning here today. He was 64.

District President of the Indian Medical Association Dr K.B. Kanwal and a former IMA President Dr G.D. Sharma mourned the death of Dr Pasricha. — UNI
