murder:
two arrested Chandigarh, September 24 Claiming to have solved the murder case, Mr Ahlawat told TNS that a raiding party arrested Baljeet Singh, alias Jeeta, and Surinder, alias Sonu, from Anil Ki Dhani, Dera Shahpur, near Narnaund in Hisar district. Jeeta, who belonged to Badsikri Khurd village under Kalayat police station, was a habitual criminal. Jeeta was convicted in a double murder case in Panipat district on March 3, 2001. While his co-accused was acquitted, he was sentenced to life imprisonment. He was lodged in Ambala jail from where he had come out on parole. However, he did not return to jail after the expiry of his parole period. Mr Ahlawat said Jeeta was also involved an attempt-to-murder case in Karnal district. Jeeta was a student of BCA in Kurukshetra University when he was arrested in the double murder case. He was known as “doctor” among students of the university and used to stay in the sports complex of the campus. Sonu, he said, belonged to Bishanpura in Jind district. He was allegedly involved in petty crimes. Mr Goyal’s younger son, Naveen, alias Rinku, who received the three assailants at his house on September 18, had said after the murder that one of the killers had identified himself as “Jeeta of Panipat”. Mr Ahlawat said the third suspect, Surinder Geong, who was still at large, was booked in 18 cases out of which he was discharged in 14 cases while the rest were still pending against him in various courts. Jeeta and Geong came into contact with each other when both were lodged in Ambala jail. Mr Ahlawat said the motive behind the murder would be known only after the interrogation of the arrested persons, whose police remand would be sought tomorrow. The weapon of murder as well as the motor cycle used in the crime were also to be recovered from them. |
Govt may turn populist Chandigarh, September 24 It has been a tradition with the INLD to organise big rallies on this day even when it was out of power. Of course, ever since the party came to power, the scale of the rallies has been on the increase every year This year, the party is planning to organise an unprecedented rally in terms of turnout. The district administration is expecting over 10,000 vehicles of various kinds to reach Karnal that day. The INLD is expected to use the occasion to announce several populist measures. Though party sources are tight-lipped about the announcements, it is learnt that the thrust of the party would be on the youth, women and employees, besides the farming community, the mainstay of the INLD. It is expected that Chief Minister Om Prakash Chautala may announce the regularisation of services of ad hoc employees. The government may announce a cut in interest rates on cooperative sector loans for farmers, besides launching an insurance scheme to safeguard citizens from natural calamities. The youth can expect an increase in the unemployment allowance. With this step the INLD may try to neutralise the growing influence of Haryana Vikas Party President Bansi Lal who has promised a lucrative unemployment allowance if his party comes to power. Last year the Chautala government had announced a special Devi-Rupak scheme for women. This year also it is likely to announce some concessions for them. Already, Mr Chautala has announced that his party will give one-third of the tickets to women in the next elections. Mr Chautala says his government does not celebrate the birth anniversary of Devi Lal, because he was his father but because he had awakened people about social, economic and political issues. A long list of programmes has been prepared for celebrating the birth anniversary of Devi Lal, which will be celebrated as a Samman Divas from this year. The celebrations will start with a prayer meeting to be held at Sangharsh Sthal in Delhi, where the last rites of Devi Lal were performed on April 6, 2001. His statue will be unveiled in Parliament by Speaker Manohar Joshi. Mr Chautala will inaugurate a park in memory of Devi Lal at his native village in Sirsa district on September 25. A number of senior NDA leaders, including Union Defence Minister George Fernandes, former Chief Minister of Jammu and Kashmir Farooq Abdullah, and former Punjab Chief Minister Parkash Singh Badal, are likely to attend the Karnal rally. |
WB may extend term of ‘Swa-Shakti’ project Safidon (Jind), September 24 Mr Rajiv Sharma, Deputy Commissioner of Jind, claimed today that more than 15,000 women
had so far been socially and economically benefited in Jind, Bhiwani and Sonepat districts under the project. Out of this, more than 7,000 women had been benefited in Jind district alone, he added. Most of the women benefited were from lower strata of the society and illiterate. Under the project, 999 self-help groups of women had been formed in the districts. “The women have been doing savings and credit/inter-loaning operations independently, having their own bank account in local banks”, the Deputy Commissioner said. Major activities of these self-help groups include organising programmes for elected women panchayat members, establishing of girl child and adult education centres in the region, conducted training programmes for “dais”, promotion of indigenous health care methods and promoting cleanliness in villages through waste management and making of compost pits, besides providing basic guidance to rural women to raise their socio-economic standards. As many as 423 self-help groups of women were, made and an Rs 42 lakh collected as personal saving of these groups in the Jind district during the past three years. The Jind district project manager of Swa-Shakti, Ms Meenu Bansal, said women were running more than 120 shops in rural areas of the district successfully. Nine such shops were functioning alone in Hari Garh village of Safidon subdivision. Mr Virendra Dahiya, Subdivisional Magistrate of Safidon, said that skill-development programmes were being conducted for backward women of the region, besides helping them earn their livelihood and become self-reliant. He said such a group of women had recently approached the local administration for a potable drinking water scheme to be
introduced at Karkhana village in the subdivision. The women self-help group had even offered to pay 10 per cent of their share as per the rules of the “Swa Jal Dhara”. the project had been forwarded for sanction to the public health department. |
Granting
exemption is Magistrate’s prerogative, Chandigarh, September 24 Dismissing a petition filed by Hindustan Times executive president Rajan Kohli against the state of Haryana and other respondents for quashing an order passed by Sirsa’s Judicial Magistrate asking the petitioners to appear in person, Mr Justice Kumar held: “I am also of the view that there is no legal right vested in an accused to seek exemption from personal appearance in the court.” The judgment is significant as a large number of applications and petitions are filed before the courts daily, seeking exemption from personal exemption on different grounds. In their petition, Mr Kohli and others had earlier stated that on February 15, an application seeking exemption from personal appearance was filed. However, the Magistrate through the impugned order asked the petitioners to appear in person. The petitioners were seeking exemption in a case initiated on the basis of a complaint filed by Haryana MLA Abhey Singh Chautala. He had claimed that two news items published in the newspaper’s Delhi edition were defamatory and motivated. Moreover, the facts had been wrongly reported. After going through the petition and hearing arguments in the case, Mr Justice Kumar ruled: “There is no legal obligation on the Magistrate to grant exemption in case he feels the necessity of appearance of an accused”. The judge added: “I am further of the view that the petitioners are misusing the process by approaching the court time and again. Once the order passed by the court is clear in its tenor and content, no fault can be found with the impugned order directing the petitioners to appear.” Mr Justice Kumar concluded: “Counsel has made an oral request that the petitioners be granted exemption to appear in person before the Magistrate for a period of one week as they were required to appear on September 26.... I do not find any substance in the prayer made by counsel, especially in view of an earlier order passed by the court on February 14. The oral request is, therefore, also declined. The appeal fails and is dismissed.” |
Ganeshi
Lal may be Haryana BJP President Chandigarh, September 24 However, Mr Ganeshi Lal, currently one of the Vice-Presidents of the Haryana BJP, is stated to be the frontrunner. An indication to this effect was given when Mr Ganeshi Lal was named the acting President some time back and some responsibilities of Mr Kataria were transferred to him. Mr Ganeshi Lal, however, played down his acting President
status, saying that he had been given some responsibilities of Mr Kataria since the latter was also an MP and had to attend meetings of various committees of the Lok Sabha, besides looking after his constituency. The elections to 345 mandal committees were scheduled to take place on September 30. Mr Ganeshi Lal said adding that these units controlled 14,873 smaller units known as the booth committees. After the mandal committee elections, district party units would be chosen by October 15. The President of the state BJP would be chosen after October 15. |
Farm varsity students observe strike Hisar, September 24 The students of all constituent colleges boycotted their classes and raised slogans against the university administration. Demanding immediate revoking of the suspension orders and withdrawal of cases registered against the 11 students, the students condemned the decision of university regarding the suspension of the students. They alleged that sons of some faculty members and a son of a police officer were allegedly responsible for the episode as they misbehaved with senior students. The students alleged that the matter was brought to the Dean, College of Agriculture and the Registrar, but they refused to take action against the junior students due to “some pressure”. Meanwhile, the university authorities have appealed to the agitating students to call off their agitation and resume classes.

Students’ strike partial Jind, September 24 Students of the local Government College stayed away from their classes, while students of the local Chhotu Ram Kisan College did not attend two periods. Students of the local Hindu Kanya Mahavidyalaya, however, did not respond to the strike call. According to Ms Renu Mangla, Principal of the mahavidyalaya, she persuaded the students to attend their classes. The committee had been agitating for the past one month in protest against the affiliation of colleges with Chaudhary Devi Lal University, Sirsa. It had demanded the reaffiliation of Jind colleges with Kurukshetra University. It also demanded conduct of elections to students organisations and the withdrawal of fee hike in professional colleges. Meanwhile, the Jagruk Chhater Morcha has also give a call for strike on September 30 over the issue. According to a spokesman for the morcha, a meeting of the morcha was held here today to chalk out a programme for making the strike a success. |

Widow
commits
suicide Yamunanagar, September 24 Mother of two children, Kamlesh had lost her husband nine years back. She sent her both children yesterday to play outside and bolted the door from inside. When the children returned and knocked at the door, there was no response. They informed the neighbours, who broke open the door. They found Kamlesh dead, hanging from the ceiling fan. The police sent the body for a post-mortem at the Civil Hospital here today. The reason behind the suicide could not been established. |
HIGH COURT Chandigarh, September 24 Pronouncing the order in an open court, the Bench, comprising Mr Justice H.S. Bedi and Mr Justice Swatantar Kumar, also directed that the same should be done without unnecessary delay. In one such case, Mr Rajinderpal Singh had submitted that the Haryana Public Services Commission had advertised posts of HCS (Judicial) officer on March 15, 1999. His counsel had asserted that the petitioner was not issued an appointment letter because the High Court took a decision against appointing candidates securing less than 50 per cent marks in the written and viva voce examinations. |

Improvement Trust recast Chandigarh, September 24 The government has also appointed four other persons as its trustees. They are the District Town Planner, Kurukshetra, Mr Parma Nand
Gauba, Mr Ishwar Chand and Mrs Aruna Kumari of Kurukshetra. The Municipal Council, Thanesar, has also elected Mr Mahender Pal and Mr Narender Sharma of Kurukshetra as trustees of the Thanesar Improvement Trust. |

protest against closure of minor canal Sirsa, September 24 Addressing the agitating farmers and workers the former organising secretary of the state Congress Veer Bhan Mehta and youth leader Surinder Singh said closing down of this part of the minor was politically motivated because the agricultural land of former Irrigation Minister Jagdish Nehra gets water from it. He further accused Mr Chautala of misusing his office for getting irrigation water for his fields while the rest of the farmers were deprived of the same. |
