The Himachal Pradesh Governor, Mr Vishnu Sadashiv Kokje celebrated Independence Day at a school for physically challenged in Dhali, near here, today.

Proposal to ban the nitroglycerine explosives (NG) and phase out its manufacturing in India by the Ministry of Commerce and Industries, Government of India through the Chief Controller of Explosives in the next three four years, invited criticism from the contractors of hydro-electricity projects coming up in this district and the suppliers of the explosives to the NHPC and several government departments.

One person was killed and 27 others were injured, two of them seriously, when a private truck carrying pilgrims from Bamowal and its adjoining areas in Kapurthala district, Punjab, fell into a 20-feet gorge near Kotla village today.

Independence Day was celebrated throughout the hill state with great enthusiasm. Unfurling of the National Flag, impressive march past by contingents of the police, the home guards and the NCC and colourful cultural programmes were the highlights of the functions held at the state, district and subdivisional levels.

The state-level function was held at Keylong, in the tribal Lahaul and Spiti district’ on which the Chief Minister, Mr Virbhadra Singh, unfurled the National Flag and took the salute at the parade commanded by DSP Ranjan.

Addressing the gathering, Mr Virbhadra Singh said the government was committed to eradicate corruption from the state and provide clean, transparent and responsive administration to the people.

He said the government had adopted the election manifesto as a policy document and was being implemented it in letter and spirit. The minimum daily wage had been increased from Rs 60 to Rs 65 from this month and workers of the tribal areas would receive 25 per cent more.

The Chief Minister said that poverty alleviation had always been given the top priority by successive Congress governments in the state and number schemes had been launched to help the poor. It had decided to construct 3,150 houses under the Rajiv Gandhi Awas Yojna this year, he said.

A fresh survey to identify those living below the poverty line was being conducted to ensure that no deserving person was left out. The government had established the Human Rights Commission and decided to set up a separate Wakf Board for the state, he said, adding that all pending cases of widow and old-age pension would be sanctioned soon.

He announced that the government would bring more cash crops under the market intervention scheme in a phased manner.

The government was taking steps to bring improvement in the quality of education and during the current year, seven colleges, 20 senior secondary schools, 50 high schools and 200 middle schools would be opened.

The Rs-1000 crore Rohtang tunnel would bring a sea change in the lives of the people of Lahaul and Pangi valleys the Chief Minister said. He thanked the Prime Minister, Mr Atal Bihari Vajpayee, for giving a nod for the project.

Mr Raj Krishan Gaur, Agriculture Minister, Mr Kuldeep Kumar, Minister for Cooperation, Mr Dharam Pal, Deputy Speaker, and Mr Mukesh Agnihottari, Chief Parliamentary Secretary, were among those present on the occasion.

In Shimla, Mr Gangu Ram Musafir, unfurled the National Flag and took the salute at an impressive march past presented by contingents of the police, the ITBP, the Home Guards and the NCC.

He said the government would give top priority to roads and every panchayat would be connected in the next three to four years under a Rs-400 crore World Bank-aided project.

He urged the youth to come forward and make Himachal Pradesh a model hill state.

BILASPUR: The Himachal Pradesh Minister for Tourism, Major Vijay Singh Mankotia, at an Independence Day function, said Himachal Pradesh was the only state in the country where soldiers had been awarded four Param Vir Chakras.

Addressing a large gathering after unfurling the National Flag and taking the salute from contingents of the police, the Home Guards and the NCC, he said Major Somnath Sharma, Lieut-Col Dhansingh Thapa, Capt Vikram Batra and Sepoy Sanjay Kumar had made Himachal Pradesh proud by their supreme sacrifices.

Dharamsala: The Irrigation and Public Health Minister, Thakur Kaul Singh, exhorted the youth to not squander away the freedom won after numerous sacrifices at a district-level Independence Day function at the police grounds.

The minister unfurled the National Flag and took the salute from contingents of the police, the Home Guards and the NCC cadets. A colourful cultural programme was presented by local and Tibetan artistes. He also laid a wreath at the Shaheed Smarak.

UNA: Mr Rangila Ram Rao, Excise and Taxation Minister, unfurled the National Flag and took the salute from contingents of the police, the Home Guards and NCC cadets at Government Senior Secondary School for Boys.

Speaking on the occasion, he said thousands of people had sacrificed their lives for the independence of the country. He urged the youth to remember the freedom fighters and follow their footsteps.

He said the state government had decided to fill up vacant posts in the health and education departments.

CHAMBA: Himachal Pradesh Government has decided to launch an integrated water management programme to cover about 1000 villages in the state and provide them with clean drinking water.

This was stated by the Forest Minister, Mr Chander Kumar, while speaking on the Independence Day celebrations.

Mr Chander Kumar unfurled the National Flag and took the salute at a march past by contingents of the police, the Home Guards, and NCC cadets of Navodaya Vidyalaya. A colourful cultural programme was also presented by schoolchildren.

NAHAN: Ms Chandresh Kumari, Minister for Health and Family Welfare, unfurled the National Flag and took the salute at the march past of contingents of the police, the Home Guards, the NCC and the Scouts.

In her address, the Health Minister paid tributes to martyrs and freedom fighters and remembered contributions of the people of the state in the freedom struggle. Remembering the sacrifices made by late Y.S. Parmar, she called him the creator of modern Himachal Pradesh.

KULU: Independence Day was celebrated at the Dhalpur maidan here with enthusiasm and fevour. Mr Ram Lal Thakur, Industries Minister, took the salute from contingents of the police, the ITBP, the Home Guards and NCC cadets and inspected the parade.

A cultural programme were also presented by various schools and the yuvak mandal, Lahashni.

KAKKER (Hamirpur): A former Chief Minister, Mr Prem Kumar Dhumal, gave a call to the people of India to unite against challenges presented by foreign powers with vested interests. After unfurling the National Flag at a function held in this remote village of the district, he said since the BJP was a party of villagers, he had decided to organise the function here.

HAMIRPUR: The Himachal Pradesh Power Minister, Mr Vidya Stokos, paid rich tributes to freedom fighters for their supreme sacrifice. Addressing a district-level Independence Day function here, she said the people should follow the path shown by them.

MANDI: Independence Day celebrated here with great enthusiasm at the historic Seri Pavilion.

Mr Sat Mahajan, Rural Development and Panchyati Raj Minister, unfurled the National Flag and took the salute from contingents of the police, the Home Guards and the NCC.

He honoured Ms Nirmala Devi of the district for her outstanding bravery. She had fought with a leopard when it attacked her and killed it with a scythe.

SOLAN: To provide quality education and health services to the people in Himachal Pradesh, the state government had decided to lift the ban on employing candidates on a contractual basis in the two departments, said the Education Minister, Ms Asha Kumari, while presiding over an Independence Day function. A Centre-aided Rs 503.68 crore Sarv Shiksha Abhiyaan Scheme had been sanctioned for Himachal Pradesh, whereby compulsory education would be extended up to Class VIII, she said.

Governor spends the day with physically challenged

Shimla, August 15
The Himachal Pradesh Governor, Mr Vishnu Sadashiv Kokje celebrated Independence Day at a school for physically challenged in Dhali, near here, today.

Mrs Leena Kokje, wife of the Governor, also accompanied him. Children of the school presented a colourful cultural programme, which was appreciated by Mr Kokje and his wife.

Mr Kokje said that national programmes should be organised in such institutions to make inmates feel a part of the mainstream. He said serving physically challenged children was the real service to the mankind.

He also distributed sweets and fruits to the children.

Mrs Prem Negi, general secretary of the state Bal Kalyan Parishad, and Mr Prem Kumar, secretary to the Governor, were also present on the occasion.

In the evening, the Governor hosted an At Home function at the Raj Bhavan. Mr Gangu Ram Musafir, Speaker, was among those present on the occasion.

NCC unit raised

137 cr to develop Lahaul valley

All vacancies in the Health and Education Departments in tribal and other backward and difficult areas of the state will be filled on priority from amongst local candidates.

Stating this while inaugurating the three-day tribal fair at Keylong in the Lahaul-Spiti district, last evening, Mr Virbhadra Singh, Himachal Chief Minister, said that even interviews for recruitment to such posts would be held in the respective areas. He said to provide basic services like health and education to the people at their doorstep it was considering to engage the local educated youth on contract.

He said irrigation facilities would be expanded in the tribal areas to give boost to agricultural economy. Besides maintenance of existing irrigation channels, some new ones would also be constructed to bring more areas under command.

He said the government would ensure proper utilisation of funds meant for tribal areas and said no diversion of funds would be allowed. A sum of Rs 137 crore was being spent in the Lahaul valley in the 10th Five-year Plan under various schemes.

Earlier, Mr Virbhadra Singh inaugurated the Rs 35 lakh Mooling bridge. He said Rs 6.50 crore was being spent the construction of roads and bridges in the valley. He said the government proposed to provide roads all panchayats in the next five years.

Move to ban nitroglycerine explosives decried

Proposal to ban the nitroglycerine explosives (NG) and phase out its manufacturing in India by the Ministry of Commerce and Industries, Government of India through the Chief Controller of Explosives in the next three four years, invited criticism from the contractors of hydro-electricity projects coming up in this district and the suppliers of the explosives to the NHPC and several government departments.

The Government of India has proposed to ban the NG explosive keeping in view the terrorist activities in Andhra Pradesh where terrorists have been using NG explosives. Referring to a representation by the main manufacturers of NG explosives, Noble Explosives Limited, Nagpur and Bharat Explosives Limited, Delhi, Mr Atul Sharma, a sub-contractor of the NHPC and Satyam said here today that all explosives were hazaridous and should be handled carefully and only trained persons should handle these. He added that all industrial explosives had identical characteristics and the technology used could not make any of these safe or the other unsafe.

He added that the Border Roads Organisation had been using NG explosives in sub zero temperature where other explosives did not perform. He told that NG-based explosives were used primarily for blasting hard rocks, for under water and low temperature uses where slurry explosives were ineffective.

Another explosive supplier, alleged that the proposal appeared to be handiwork of multinationals who had switched over to emulsion explosives from NG manufacturing. They could not compete with NG and were trying to create monopoly by getting the NG explosives banned in India.

Also the ban on the NG explosives will lead to direct unemployment of over 2500 persons and indirect unemployment of 11000 persons besides the loss of investment of over Rs 150 crore.

Tibet manch’s conference

Bharat Tibet Sahyog Manch will organise a three-day conference from September 5 in Chandigarh to discuss various issues relating to Tibet and Sino-Indian relations with particular reference to the joint declaration after the recent visit of the Prime Minister Mr Atal Bihari Vajpayee, to China.

Giving details, the national convener of the manch, Dr Kuldeep Chand Agnihotri, said the conference would be attended amongst others by the chief kalon of the Tibetan Government in exile, Prof. Samdhong Rinpoche, former Lok Sabha Speaker Mr Rabi Ray, former Chief Ministers Mr Prakash Singh Badal (Punjab), Mr Hoshiar Chand Koshiari (Uttaranchal) and Mr Prem Kumar Dhumal (H.P.), Dr Nirmala Deshpande and a number of MPs who support the cause of Tibet.

Dr Agnihotri said that the manch had written a letter to the Union Foreign Minister asking certain clarifications on the definition of the Tibet Autonomous Region.

Dalhousie MC dissolved

The state government yesterday dissolved the local municipal council in the light of alleged encroachments in the famous scenic hill station. The functioning of the council was also not considered up to the mark.

According to an official communication, the Subdivisional Magistrate (SDM) here, Mr Jagroop Singh Rana, has been directed to take over as administrator of the council till a new council was elected.

One dead, 27 hurt as truck falls into gorge

Hamirpur, August 15
One person was killed and 27 others were injured, two of them seriously, when a private truck carrying pilgrims from Bamowal and its adjoining areas in Kapurthala district, Punjab, fell into a 20-feet gorge near Kotla village today. The truck was carrying nearly 80 persons.

The deceased has been identified as Sheetal Kumar of Bamowal village. He succumbed to his injuries at the Bijheri hospital. The body has been brought to a Hamirpur hospital for the post-mortem examinations.

Revenue and police officers from Barsar reached the spot and supervised the relief and rescue operations.
