The Jamait-e-Islami (JeI) clarified today that senior leader Syed Ali Shah Geelani had been replaced for the time-being as its representative on the Executive Council of the All-Party Kashmir Hurriyat Conference. It dismissed newspaper reports that it had withdrawn its representative, Mr Geelani, from the Hurriyat’s Executive Committee and nominated Sheikh Ali Mohammad in his place.

The BJP has rejected that the All-Party Hurriyat Conference (APHC) is the only representative of the people of Jammu and Kashmir and that India and Pakistan must ensure its participation in the dialogue process aimed at determining political future of the state.

Pakistani troops opened unprovoked shell fire in Karnah and Drass sectors in Jammu and Kashmir last evening, officials sources said today. A report from Baramulla said the Pakistani troops fired mortar and artillery shells in Karnah sector targeting civilian areas and security installations last evening.

Ultras’ hideouts in Doda still inaccessible

When The Tribune reported last year that Pakistani terrorists had constructed bunkers in the mountain ranger of Jammu and Kashmir, the Army came out with a contradiction, claiming the report was baseless.

However, almost a year later, the Army has itself confirmed that terrorists have set up bunkers and hideouts in the ranges, which have become routes for infiltration.

Reports of terrorists making villagers carry stones and other material for constructing the bunkers were received early last year. However, the security forces apparently did not pay attention to such feedback. But it has now launched Operation Sarapvinash to flush out the terrorists from these hideouts.

The Romeo Force of the Rashtriya Rifles has so far destroyed bunkers in Poonch, but reports indicate that many such bunkers and hideouts exist on the mountain ranger stretching upto Doda district and some places in Kashtwar near Himachal Pradesh boundary.

Ultras attacked Ind village in Udhampur district on Friday last for the fourth time in the past few days. They had killed 14 police personnel in the village last month.

This village falls on their route which begins miles away from Hillkaka.

Reports indicate that the ITBP has joined the Army in the anti-terrorist operations in the area.

The Army and security forces have yet to launch an operation to clear the mountain tops of such hideouts in Doda district, including Banihal, Kishtwar and Bhanderwah and Reasi subdivision of Udhampur district.

Work on the Pangi-Kishtwar road, to provide a motorable link to the security forces to reach terrorist-infested areas of Doda district, is on at a snail’s pace on the Jammu side. The road is almost complete on the Himachal side.

It is learnt that in a bid to starve the terrorists who are on the run because of the Army operation, ration depot holders have been ordered not to issue food stuff in large quantities to residents of villages in the higher reaches least it finds its way to terrorists hiding in these villages.

The security personnel are reportedly keeping an eye on persons seeking additional quantity of rations.

The nomadic Gujjars are not being allowed to proceed towards the grazing grounds on the high hills, where they migrate every summer with their cattle, as the terrorists have used them as human shields in the past.

The Jamait-e-Islami (JeI) clarified today that senior leader Syed Ali Shah Geelani had been replaced for the time-being as its representative on the Executive Council of the All-Party Kashmir Hurriyat Conference.

It dismissed newspaper reports that it had withdrawn its representative, Mr Geelani, from the Hurriyat’s Executive Committee and nominated Sheikh Ali Mohammad in his place.

An emergency meeting of the JeI was held earlier in the day at its Batmaloo headquarters. All senior leaders, including Mr Aamir Ala and Mr Ghulam Mohammad Bhat, participated.

A spokesman of the JeI said Mr Geelani had alleged that the Jammu and Kashmir People’s Conference (PC), a constituent of the Hurriyat, had participated in the Assembly elections by fielding proxy candidates.

Mr Geelani had suggested that the JeI should not participate in any Executive Council meeting till action was taken against the People’s Conference.

The spokesman said Mr Geelani was informed that staying away from the executive meeting was a major decision which could be taken by the general council of the JeI alone scheduled to meet in June. Till then Sheikh Ali Mohammad would continue to represent the JeI at the meetings.

The Jamait-ul-Mujahideen (JuM) militant outfit, meanwhile, has launched a diatribe against the Hurriyat Conference and the Jamait-e-Islami (JeI).

In a statement, its spokesman Jameel Ahmad today said the decision to replace Mr Geelani from the Executive Council was a “deep-rooted conspiracy”.

He said the only difference between the JeI and the Jammu and Kashmir People’s Conference (PC) was that the latter had supported the proxy candidature of Mr Mohiuddin Sofi and Mr Abdul Haq, while the JeI had encouraged Mr Khaliq Hanief to contest the elections. UNI

BJP rejects APHC as people’s representative

The BJP has rejected that the All-Party Hurriyat Conference (APHC) is the only representative of the people of Jammu and Kashmir and that India and Pakistan must ensure its participation in the dialogue process aimed at determining political future of the state.

In a statement here today, Mr Hari Om, spokesperson of the party, said the BJP was of the view that the APHC representative only a handful of Kashmiris and an overwhelming majority of the people of Jammu, Kashmir and Ladakh were opposed to the idea of Jammu and Kashmir joining Pakistan or getting a dispensation outside the constitutional organisation of India.

The BJP had no doubt, whatsoever, that the APHC had no mass base or popular support behind it, that its area of influence was confined to a few pockets in Srinagar and that it had all along sought to make its presence felt through the politics of terror and bandh. The enthusiasm with which thousands of Kashmiris participated in the May 18 historic Srinagar rally addressed by Prime Minister Atal Bihari Vajpayee and the way they ignored APHC’s bandh call on May 19 should leave no one in doubt that the APHC was no factor in the state’s political situation, he said.

He asked the APHC to cooperate with Mr N.N. Vohra, New Delhi’s interlocutor for Jammu and Kashmir, and place before him its point of view.

Sonia to address rally at Baramula

The All-India Congress Committee Chief, Ms Sonia Gandhi, will address the first-ever public rally in Jammu and Kashmir after the installation of the PDP-led Mufti Mohammad Sayeed government in the state, on June 1.

“Ms Sonia Gandhi will be addressing a public meeting at Baramula, soon after the conclusion of a two-day meet of the 5th Congress Chief Minister Council on June 1” State Minister for Tourism Gulam Ahmed Mir told mediapersons today.

The programme of Ms Sonia Gandhi to address the rally was not included in the itinerary earlier, he added.

Preparations have begun not only for the meeting, in which 15 Congress Chief Ministers would be participating, but also for the public rally where thousands are expected to turn up, he said. PTI

Official sources said Mir was leading a procession in protest against the security forces atrocities, including custodial deaths, from the Court road, near here, today.

However, when the processionists, including women, reached at the Moulana Azad road the police swung into action and took Mir and 10 others into custody.

A similar procession organised by the Jammu and Kashmir Peoples League was also taken out from the Lal Chowk.

The protesters demanding release of Hurriyat leader Sheikh Abdul Aziz, were stopped by the police near the Regal Chowk.

When the processionists, also raising slogans against the alleged security force attrocities, refused to disperse the police took nearly 10 of them into custody. UNI

Pakistani troops opened unprovoked shell fire in Karnah and Drass sectors in Jammu and Kashmir last evening, officials sources said today.
A report from Baramulla said the Pakistani troops fired mortar and artillery shells in Karnah sector targeting civilian areas and security installations last evening.

The sources said some of the shells landed in Gundi, near the Line of Control (LoC) injuring 12-year-old boy Zubair Ahmad who had been hospitalised.

The sources said the Pakistani shelling continued for more than three hours. However, most shells exploded in open fields.

The Pakistani troops also fired mortars and artillery shells in Drass sector in Ladakh Himalayas last evening. Indian troops retaliated and the exchange continued for more than two hours. UNI

Attaching highest priority to human resource development, Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed has announced the setting up of North Kashmir campus of Kashmir University at Delina Dharpora village in Baramula district.

Accompanied by the Finance Minister, Mr Muzaffar Hussain Baig, and Vice-Chancellor, Kashmir University, Prof Jalees Ahmad Khan Tareen, the Chief Minister yesterday inspected the proposed land and approved it for setting up the second campus of Kashmir University. More than 200 kanals of land would be handed over to Kashmir University while another 150 kanals would be made available later for the first phase of the campus. A master plan would be drawn up in consultations with reputed architects, with perspective planning to meet the future needs of the area. The project to be funded by the University Grants Commission would cost around Rs 10 crore.

Similar university campuses would be set up at Anantnag and Leh in the Kashmir division. Jammu University, too, would have similar additional campuses in the districts to extend facilities of higher education to the students on the peripheries.

Addressing a huge gathering, Mufti Sayeed said with the coming up of a new campus, the economic and educational profile of the area would get transformed as it would inspire the youth to strive for academic excellence. The campus would have residential facilities for faculty members and a model school for the children of the staff.

During his eight-hour tour of the north Kashmir areas, the Chief Minister also launched MCA class in Government Degree College, Baramula, under the newly introduced scheme of introducing post-graduate classes in some of the colleges in the districts with adequate infrastructure.

Addressing teachers and students Mufti Sayeed referred to the huge human resource potential available in the state and said his government would like to develop it as part of socio-economic transformation. He said countries like Japan had become economic powers only because of human resource that had been developed in a big way. He said there was no substitute for good human resource.

Saying that the present education system was defective, he referred to the trend that those passing out from colleges seldom wanted to pursue traditional avocations which could provide sustenance to their families. He said the government was endeavouring to improve the standard of education. Computer education was being introduced in all higher secondary schools this year. The concept of adopting higher secondary schools by ministers to improve their overall conditions had been introduced. Pre-primary classes had also been introduced, he added.

The Chief Minister also inspected the Mass Communication Video Production Centre. He also inspected Regional Research Station and Faculty of Agriculture at Wadoora, Sopore, which undertook graduate courses in agriculture and forestry. The Finance Minister and the Vice-Chancellor also spoke.

IAS officer booked for corruption

The Jammu and Kashmir Government today registered a corruption case against a senior IAS officer, Aslam Qurashi, in connection with alleged illegal appointments, ‘benami’ land transactions and unlawful land allotments in the state.

An FIR was registered by the state Vigilance Department after it claimed to have established prima facie evidence during preliminary investigations against Qurashi, who is currently Vice-Chairman of Jammu Development Authority (JDA), top vigilance sources said here today.

The case pertains to alleged illegal appointments of several persons, including a Public Relations Officer, and several “benami transactions” of lands, they said.

Qurashi along with another official had allotted nearly 300 residential plots, buildings and shops “illegally and irregularly” during the past two years leading to huge losses for the JDA.

The State Housing and Urban Development Ministry is already conducting a probe against the Vice-Chairman and the Secretary of the JDA in connection with alleged massive irregular and unlawful allotments in Jammu.

Special Secretary Abdul Hamid Wani, who began investigations on Thursday, seized records, including 310 allotment files of residential plots, commercial buildings, shops and 298 accounts, the sources said, adding he submitted the report to the government on Saturday.

Huge financial losses were believed to have been caused to the JDA by these irregular allotments, which had been done at a lower price and allotted to kith and kin of former NC leaders, they said.

As per preliminary investigations, most files do not contain income certificates of revenue officers for economically weaker section (EWS) allotments.

Some cases of the EWS category land being allotted to those with higher income have also come to light, they said, and added all these allotments had been made without public advertisement. PTI

2 Class XII students commit suicide

Jammu, May 26
Two Class XII students allegedly committed suicide and two made unsuccessful attempts to end their lives on May 24 in different parts of Jammu Division following the announcement of board examination results, the police said here today. Nineteen-year-old Shagufta ended her life by jumping into the Chenab near Doda yesterday. Her body has not been traced so far.

In another incident, 20-year-old Goverdhan Singh of Panjore village in Jammu district took his life by consuming poison at his residence on May 24 after failing to qualify in one subject.

In two other incidents, 18-year-old Charanjit Kaur of Simbal Camp and Sunny Salathia of Pacca Danga area in the city made unsuccessful attempts at ending their lives by consuming poison after hearing about their results.

Charanjit Kaur failed in class 12 exams. Sunny Salathia, who had topped the secondary School Education Examination, could not do so in the ten plus two examination. Both are undergoing treatment at Government Medical College Hospital here. PTI
