A retired teacher was shot dead allegedly by security personnel in Pulwama district of south Kashmir, sparking violent protests from locals who clashed with the police even as the authorities today ordered a magisterial inquiry into the killing.

Magotra been transferred as District and Sessions Judge, Kathua, an official release said today.

Guns have not fallen silent in Jammu and Kashmir since the day the Prime Minister extended the hand of friendship to Pakistan. During the past 15 days there has been no drop in the level of militancy-related violence.

According to official sources, attempts are being made by militants to escalate the level of violence so that the proposed Indo-Pak talks are not confined to the restoration of trade, air, bus and rail links. And in this connection pro-Pak militant outfit Jamaitul Mujahideen has given a call for Kashmir bandh on Friday. The rebel outfit wants the Kashmir issue to be discussed first.

It seems Pakistan is interested in having a dialogue with India for resolving various bilateral problems. Even if one presumes that the US Government has played a key role in motivating Delhi and Islamabad to come closer by resuming bilateral parleys, Pakistan’s willingness to respond positively, that too instantly, shows a change in the mindset of Islamabad.

Reports have revealed that large groups of militants have sneaked into the state from across Kupwara, Keran, Poonch and Rajouri during the past 15 days. In addition to this, between 3,000 and 5,000 militants, equipped with sophisticated weapons and explosives, have been brought to the “launching pads” across Poonch, Rajouri, Kupwara, Keran, Uri and Bandipore.

Kashmir experts are of the view that in case there is no improvement in the security scenario in the state and the militants continue to carry out strikes the US Government may increase the pressure on Islamabad.

Retired teacher shot, villagers clash with cops

Srinagar, May 6
A retired teacher was shot dead allegedly by security personnel in Pulwama district of south Kashmir, sparking violent protests from locals who clashed with the police even as the authorities today ordered a magisterial inquiry into the killing.

An official spokesman said Ghulam Ahmad Bhat was dragged out of his house and killed by gunmen late last night at Parigam village.

Accusing the BSF of killing Bhat without any provocation, residents of the village took to the streets and held demonstrations demanding identification and punishment of the killers.

Sensing trouble policemen reached the scene to disperse the protesters but were engaged by the agitators in a pitched battle during which five persons, including two policemen were injured, official sources said.

The police fired warning shots as bursting of teargas shells and baton charge proved ineffective to disperse the mob, they said.

The situation was brought under control when senior civil and police officers, including the Deputy Commissioner, Pulwama, and Superintendent of Police visited the village and persuaded the agitated people to disperse with an assurance of investigation into the killing of Bhat.

District Development Commissioner, Pulwama B.A. Khan said a magisterial inquiry had been ordered. The Assistant Commissioner has been appointed as inquiry officer. PTI

Land allotment scam: probe starts

The Jammu and Kashmir government has started probe into the “illegal” and “irregular” massive allotment of land and commercial sties by the Jammu Development Authority, official sources said today.

“We have started probe into the unlawful irregular and illegal allotment of residential plots, commercial sites, shops and other places by the jda by procuring the records of past two years,” Housing and Urban Development Ministry officials said.

“J-K government ordered a probe into the JDA scam on Saturday after establishing a preliminary inquiry into allegations from different quarters,” they said.

“The records would be seized and multi-pronged investigation carried to know antecedents of allottees, amount charged and losses caused during allotments to the JDA by unlawful and illegal allotments by vice chairman, of the JDA, they said.

Special Secretary, Housing and Urban Development, Abdul Hamid Wani, has been appointed “probing officer”, they said.

Mr Wani would submit his report on the scam within a week, they said adding if need come some officers of the JDA would be asked to go on leave during inquiry period.

Intial investigation, revealed the JDA had made 263 such allotments in the past two years.

While most of these allotments have been made at a very less cost than present rate, plots under Economically Weaker Section having an income of Rs.4500 per month have been allotted to higher income group persons, they said.

The government is also looking into illegal appointments made by the JDA officials, they said. PTI

Bus operators go back on agreement

Mini-bus operators went back on yesterday’s agreement with Deputy Chief Minister Mangat Ram Sharma and refused to withdraw seven-day-old strike today. Private transporters yesterday agreed to withdraw the strike.

Except mini-bus operators, all other private operators were back to work from yesterday, a state Transport Department official said. Transporters went on a strike demanding further hike in fare increased recently by the government. A representative of mini-bus transport operators said they wanted the government to redress their grievances before calling off the strike. The state transport official said the government might not take any more pressure from the remaining strikers and be forced to cancel their route permits.

PTI adds: Mr T.S. Wazir, president of the private transporters association, has urged the mini-bus operators to end their stir and adhere to the revised fare schedule, according to which the passengers would have to pay Rs 1.50 only for two-km distance.

Centre paid Rs 2400 cr to fight militancy

Jammu, May 6
The Centre gave Jammu and Kashmir nearly Rs 2,400 crore in a decade as ''additional expenditure'' to fight militancy, according to official records.

An official release says Rs 2,357.85 crore has so far been reimbursed to the state during 1989-2002. In addition, Rs 265.50 crore has been earmarked for 2003-04. The Centre gave Rs 530.45 crore to the state for the welfare of Kashmiri migrants and Rs 362.79 crore was also released for welfare activities.

The Centre is also reimbursing the expenditure incurred on Special Police Officers (SPOs) at the rate of Rs 20,000 per SPO per annum, which includes cost of honorarium, weapons, equipment and training. UNI

38 J&K judicial officers shifted

The Jammu and Kashmir High Court has ordered transfers of 38 judicial officers here.

Mr Kanwar Jeet Singh Kanwal, first Additional District Judge (bank cases) Srinagar, has been posted as 2nd Additional District and Sessions Judge, Jammu.

Mr Sain Dass has been transferred as District and Sessions Judge, Bhaderwah while Mr Ashok Kumar Shan has been appointed District and Sessions Judge, Kargil. PTI
