BJP-INLD ties under strain

The blow hot, blow cold relationship between the INLD and the state unit of the BJP today appeared to have reached the nadir. State leaders of the BJP today charged the Chief Minister with political vendetta.

The BJP leaders were reportedly lathi-charged by the police yesterday in Faridabad when they tried to side with residents of Sector 29 while the demolition squad was in operation. The government says that the demolitions were part of an ongoing drive against encroachments. But the BJP leaders are of the view that the “razing down” of the structures was unjustified.

The BJP today staged dharna at all district headquarters in the state against the incident.

The BJP MP from Mahendergarh Lok Sabha seat, Ms Sudha Yadav, the former minister from Haryana, Mr Ram Bilas Sharma, and Mr Sita Ram Singla today said that the BJP’s state leadership had taken up the issue with the Central leadership of the party.

Apart from meeting the BJP President, Mr Venkaiah Naidu, the leaders also met the Deputy Prime Minister, Mr L.K. Advani and apprised them of the “anti-people” policies of the Haryana Government.

They said the Housing Board colony of Sector 29 was targeted as it was part of the constituency of Mr Krishan Gujjar, leader of the party in the Haryana Vidhan Sabha. Mr Gujjar was a critic of Mr Chautala,they added.

Police action was ‘aimed at Gurjar’

The BJP alleged today that the police action against a team of its MPs and MLAs at Faridabad yesterday was targeted at Mr Krishan Pal Gurjar and had the blessings of the powers that be in Haryana.

Addressing a press conference here today, Mr Om Parkash Dhankar, secretary of the all-Inda BJP, said Mr Rattan Lal Kataria, MP, President of the Haryana BJP, was grievously injured in the police action and had to be admitted to the ICU at Ram Manohar Lohia Hospital in Delhi.

Narrating the sequence of events, Mr Dhankar said members of the BJP state executive committee were having a meeting at Faridabad yesterday when they were approached by some supporters of the party to visit Sector 29 of Faridabad where the state government was carrying out an extensive demolition drive to vacate illegal encroachment on government land.

Four BJP MPs from Haryana, — Mr Rattan Lal Kataria, Mr Ram Chander Bainda, Ms Sudha Yadav and Mr K.S. Sangwan and all the six MLAs, including Mr Krishan Pal Gurjar, Mr Dhankar, who was also a part of the team, said it looked as if the area had been hit by a massive earthquake as huge portions of houses were brought down by bulldozers.

There was a huge posse of policemen numbering about 200 deployed there. When the BJP members arrived at the site, the police had a go at them and injured Mr Kataria by thrusting a lathi in his stomach. However, when the officers accompanying the police realised that the BJP team comprised leaders, the cane charge was stopped.

Mr Dhankar said the agitated leaders straightaway went to see party president Venkaiah Naidu and brought the incident to his notice. They also met Mr L.K. Advani, Deputy Prime Minister and Mr I.D. Swamy, Union Minister of State for Home.

The Haryana unit of the party had demanded that a central team must visit Faridabad as well as other parts of the state and take stock of the drive launched by the government to remove illegal encroachments. Action must also be initiated against three officers — Mr Asish Kaviraj, ASP, Mr Jeetendra Dahiya, SDM and Ms Anita Yadav, Joint Commissioner, HUDA, who were present at the site. The BJP MPs would also bring a privilege motion in the Lok Sabha on the issue.

The BJP Secretary, who addressed the press conference at the office of the Punjab BJP added that illegal encroachments should be regularised by taking recourse to legal means instead of bringing down portions of houses. One person had already died at Faridabad in the demolition drive, he claimed.

Meanwhile, the state government claimed that the drive in Sector 29, Faridabad, had been going on peacefully yesterday till the arrival of some MPs and MLAs. Following the arrival of BJP leaders people started throwing stones at the government team, the statement said, adding that the situation was brought under control by the police without exercising any strong measure. Cases had been registered against those who had thrown stones at the government personnel, the statement said.

Bills: Cong memo to Governor

Haryana CLP leader Bhupinder Singh Hooda in a memorandum yesterday, urged Governor Babu Parmanand to return the Punjab Village Common Lands (Regulation) Haryana Amendment Bill, 2003, to the assembly for reconsideration. According to the Congress, the Bill was not made available to the members five days in advance which was required under the rules of the state assembly (Section 129c, sub clause C). The Bill was introduced on 13-3-03 for immediate discussion but till the adjournement of the House at 5-15 pm the previous day, the members had no knowledge about it. The memorandum added that the objections raised by Congress members were ignored and the ruling party got the bill passed on account of their “brutal majority”.

The Congress alleged that the Bill had violated the principles of natural justice and would pave the way for the ruling party to grab valuable land for serving its political ends and petty purposes.

In a letter to the Governor dated March 15, Mr Hooda and Mr Ajay Singh Yadav, Congress’ Deputy Leader, have also urged the Governor not to give his assent to the proposed amendment in section 9 of the Haryana Municipal Corporation Act, 1994.

Time to learn from history: Suraj Bhan

A state-level conference on socio economic and political changes in Haryana: A historical perspective was inaugurated at Mukand Lal National College here yesterday by Dr Suraj Bhan, former chairperson, Ancient History, Archaeology & Culture, Kurukshetra University.

In his inaugural address, he said the need of the day was to learn from history which should be people’s history and not rulers’ history. He went on to say that every major event in one part of the world has its impact on other parts of the world. The process of change in the socio-economic and political fields had to be properly understood.

Prof Raghuvinder Tanwar, Prof Modern History, Kurukshetra University, dwelt on the socia-economic and political history of north India with particular reference to Haryana and remarked that Sri Chhotu Ram drew the attention of scholars to these fields even in the early years of 1900. What was surprising, said Dr Tanwar, was the fact that the people of Haryana, though from a peasant-oriented society, formed their views on the basis of caste. He said for an average Haryanvi youth a government job still held much value.

Earlier, Dr Ramesh Kumar, principal of the host college, welcomed the chief guest and teachers from different universities and colleges of the state.

Stress on promoting education among women

The Haryana Governor’s wife, Mrs Sudesh Kumari, called upon the voluntary organisations and other educational institutions to promote education among girls by organising conferences, seminars and campaigns in different parts of the state.

She was speaking as chief guest after launching an awareness campaign by lighting the lamp on the theme of “Savasth naar sukhi parivar” organised by the Haryana Social Welfare Advisory Board on the Kurukshetra University Campus here yesterday.

She stressed on initiating educational, social and economic programmes for making women physically, mentally and economically healthy. She also stressed on removing evils like dowry and child marriage from the society.

Mrs Sudesh Kumari complimented the Haryana Sate Social Welfare Advisory Board for working towards the uplift and welfare of women, children and handicapped through its welfare and development schemes.

Haryana State Social Welfare Board chairperson, Ms Phulpati, welcoming the chief guest, sought the co-operation from the women folk to come forward to make the society healthy and cooperate with the state government to make their policies successful.

Punjab State Social Welfare Advisory Board chairperson, Mrs Gurdial Kaur Mallon, said so many laws had been made for women in India but they were not getting the benefit of these.

Mrs Banto Devi, wife of Mr R.L. Kataria, MP, Prof R.N. Singh, Dr Richa Tanwar, Dr Suman Gupta and Dr P. Kumar expressed their views on various problems of women.

Marriage enthusiast booked

A local youth, honoured by the Social Welfare Department with Rs 25,000 as incentive money for his inter-caste marriage, had been booked for withholding information regarding his earlier marriage. He was booked under Sections 420, 467 and 468, IPC and sent to 14-day judicial custody.

According to information, Pardeep Kumar of Rajeev Colony married a girl of another caste and filed an application to the Social Welfare Department to claim Rs 25,000 as incentive money as per a policy announced by the government to boost inter-caste marriages. He filed an affidavit claiming that this was his first marriage. Investigation by the department revealed that he had been married to a girl of his own caste in 1993 and the inter-caste marriage was his second marriage.

The department filed a report with the Deputy Commissioner and lodged an FIR. The accused tried to get anticipatory bail from the high court but failed. He surrendered in the court of the CJM, Mr Baljeet Singh, here yesterday who sent him in judicial custody.The next date of hearing has been fixed for March 28.

HAU Kisan Mela begins

Hundreds of farmers from Haryana and adjoining areas of Punjab, Rajasthan and Delhi visited the two-day Kisan Mela which began at Haryana Agricultural University here today. Mr Sompal, a member of the Planning Commission and former Union Agriculture Minister, inaugurated the mela.

Mr Sompal lauded the contribution of Haryana to the agriculture sector. He said it was a matter of pride that Haryana, which constituted only 1.4 per cent of the geographical area of the country, accounted for one-third of the national agricultural produce. He complimented the farmers and the university scientists on this feat.

He said the implementation of the WTO regime had necessitated a change in the existing cropping pattern. He observed that apart from diversifying and applying technology at the farmers' level, there was a need for amending the country's agricultural policy. He lamented that there were neither marketing facilities nor assured procurement by the government for such crops as were being suggested to the farmers for diversification.

He also expressed dissatisfaction over the amount of investment being made in the agriculture sector by the government. This should be at least 6 per cent of the total income from agriculture, he added.

The Haryana Government’s decision to offer over 2,500 permits on the state and national highways to private operators is causing discomfort among the roadways employees. They are holding a state-level dharna here to press upon the government that the decision would affect the operational profits of the corporation, presently running in profits.

Mr Sarbat Singh, General Secretary, Haryana Roadways Workers Union, claimed that on the one hand state government was projecting the roadways as a largest profit-making state transport corporation in the country, on the other hand, it was eroding its profitability by privatising the ‘creamy’ routes.

Criticising the government’s move, he said the employees were holding protest dharnas at the Depot level and in front of the Transport Commissioner’s office here against the government’s policy of privatisation and to press upon their other demands. These demands included, regularisation of daily wage and contractual workers, payment of two years’ bonus and release of bonus for the past two years. Mr Lal Chand, local President, Haryana Roadways Workers Union, said, ‘‘The government is trying to drive a wedge among the employees by supporting the anti-social elements in the corporation to attack the union leaders. The Ambala police has not registered any case against some of such persons, who had attacked the workers in the Ambala depot on November 6, 2002.’’ He added that this was despite the fact, that the police had registered an FIR against them and the Punjab and Haryana High Court had rejected the anticipatory bail.

1-year jail term for bank officer

The Judicial Magistrate, Mr Jaibeer Singh Hooda, has sentenced a bank officer, to one-year imprisonment and imposed a fine of Rs 5,000 on him under the Negotiable Instruments Act.

According to the prosecution, Raj Kumar Gupta, an Assistant Manager of the State Bank of Bikaner and Jaipur, Abohar, had taken a loan of Rs 35,000 from the Hisar Haryana Bank Employees Co-operative Society in 1998. Later, he issued a cheque for the 13,000 in favour of the society to pay his loan instalment payable at the State Bank of Bikaner and Jaipur, Connaught Place branch in New Delhi, where he was posted as Assistant Manager. The bank dishonoured the cheque because of insufficient amount in his account.

The society served notices on him but he did no respond. After this, the society filed a case in a local court in this connection.

Addressing the inaugural session, Dr Zarabi, Chairman, Semi-Conductor Complex Ltd, Mohali, emphasised the inter-relation of education institutes and industries.

Mr M.K. Miglani, Principal Adviser to the Chief Minister, Haryana, referred to the liberalisation policies of the government and stressed the need for cordial relations between the government and industrialists. The Chairman of the M M Education Trust, Mr Tarsem Garg, spoke on the importance of knowledge management in industries and organisations.

3rd phase of Sarkar Aap Ke Dwar today

The Chief Minister of Haryana, Mr Om Prakash Chautala, will preside over the third phase of Sarkar Aap Ke Dwar tomorrow at 9.30 a.m. at the camping ground in Jagadhri.

Mr Vijayendra Kumar, Deputy Commissioner, Yamunanagar, disclosed here today that the first and second phases of the programme had already been completed and over Rs 9.57 crore had already been spent on 219 development works. Mr Vijayendra Kumar said the Chief Minister would listen to the problems of 113 villages and 23 wards of the Jagadhri constituency.

Court fines SHO

A local court fined an Station House Officer (SHO) of the Haryana police yesterday for not appearing in the court despite delivery of court summons to him.

According to reports, Mr Sandip Singh, SHO, Panipat, was to appear in the court of local Additional District Sessions Judge, Mr R.K. Sondhi on March 5, in connection with a case under the Narcotic Drugs and Psychotropic Substances Act. He was summoned in a case state vs. Balwinder in the court but he did not appear in the court on that day. The court yesterday slapped a fine of Rs 500 on him when he appeared in the court yesterday.

Challenged kids win 20 medals

Students of a school for mentally challenged children, being run by the Seva Sangh’, won 20 medals at a recently concluded state-level competition at Karnal.

Giving this information here today, Mr Shiv Shanker Pahwa, secretary, Seva Sangh, said the students won 10 gold, five silver and five bronze medals in different events.

Shopkeeper returns 1.5 lakh

In an rare gesture of honesty, a local shopkeeper returned a bag containing Rs 1.5 lakh to its owner here yesterday. Mr Subhash Verma runs a photostat shop.

A customer left the bag at his shop. The owner of the bag, Mr Phool Singh, a government contractor, soon realised his mistake and rushed to the shop. The shop keeper immediately returned the bag to him.
