35 hurt as bus falls into khud
Kangra, January 5
At least 35 persons were hurt in an accident in Dhera subdivision of this district last evening when the bus they were travelling in from Haripur to Majien rolled down into a khud, the police said here today.

At last a serious effort is being made to tame the Swan, the river which had over the years come to be known as the sorrow of Una.

Many plans to channelise the turbulent rainfed river were formulated over the past two decades, but it was only two years ago that they were being given a practical shape. The Rs 106.03-crore Swan river flood management and integrated land development project had already started showing discernible results.

The river has been playing havoc with crops, life and property of the people. Due to continued silting the bed of the Swan river has been rising constantly and, as a result, its width had been increasing and fertile tracts along the banks were turning into waste land.

The river has a total catchment area of 1200 sq km and a length of 65 km in Himachal Pradesh. There are 73 tributaries in the catchment area, which mainly comprises the fragile Shivalik hills with hardly any vegetative cover. During monsoon, the run-off from the barren hills in the catchment brings tonnes of silt into the river. Approximately 10,000 hectares of agriculture land is affected by floods and nearly 2000 hectares of fertile land is not being cultivated because of fear of floods. Over the last decade extensive damage to civil installation, properties, human life and livestock has been taking place. The estimated loss to crops and property was more than Rs 166.7 crore. Besides, 50 persons and 236 heads of cattle also perished.

The project was formulated way back in 1984 but no headway could be made for one reason or the other. The present government got the project sanctioned from the Centre in 2000.

It envisages the construction of 16.67 km long embankments along the banks of the river. A major portion of the outlay, Rs 91.64 crore, is being spent on this component. The embankments will be constructed between Jhalera and Santokhgarh. So far about 5 km of embankment has been completed on both sides of the river.

Similarly, horticulture activities will be taken up on 300 hectares of land at a cost of Rs 2.80 crore and forestry works will cost Rs 1.53 crore. The Agriculture Department will reclaim 860 hectares of land and crops like paddy, maize, wheat, pulses, vegetables and fodder will be raised. It will generate economic activities to the tune of Rs 161 lakh.

Under horticulture component orchards of guava, graph and pear are to be raised by reclaiming 300 hectare and it is proposed to raise fish like catla, rohu, mrigal, common carp, silver camp. Grass carp on marshy lands. Fast growing species like poplar, khair and Sheesam will be raised on shamlat and private lands on a large scale. More than 2260 hectares of area will be brought under forest cover.

It is expected that above activities in the 2260 hectares of re-claimed land will help produce 1500 tonnes of fish, 14450 tonnes of foodgrains and 7700 tonnes of fruits every year, besides mitigating miseries caused by floods.

LJP to field Virendra from Nadaun

Lok Janshakti Party (LJP) will contest the Himachal Vidhan Sabha elections on its own and will not have any truck with any other political party. Mr Ram Bilas Paswan, national president of the party said this here today.

He blasted the Prime Minister, Atal Behari Vajpayee for working on the hidden agenda of the BJP rather than that of NDA. He said this was the main reason that he was forced to leave the ministry.

Addressing a public meeting here on Sunday, Mr Paswan demanded the immediate enforcement of President’s rule in Bihar in view of the growing lawlessness. He also demanded the immediate holding of a special session of Parliament to discuss the Bihar issue where killing of innocent persons were going on unabated. He said it was shocking that despite all such issues; the Congress was still supporting the Rabri Devi government in Bihar.

He said the BJP was poised to raise Hindutva issue in the coming elections in the state on analogy of Gujarat. However, this gimmick of the ruling party would not work in Himachal . People of the state were fed up with the BJP and wanted to oust it from the power.

He said his party would fight communal and corrupt forces and work for strengthening the cause of the poor.

Mr Paswan said his party would go to the masses during the elections with a promise to provide neat and clean government and to end their sufferings.

He announced that Mr Virendra Sharma would be party candidate from the Nadaun assembly seat in coming elections.

Mr Arif Mohammed Khan, former minister, and Mr Ram Chander Paswan, All-India president of the Dalit Sena and Mr Romel Singh Badyal, HP LJP chief, also addressed the meeting.

Youth seeks Cong ticket from Dharamsala

In an interesting twist to the local politics, Mr Manoj Kumar, a Gaddi youth from Naddi uptown and sitting member of the zila parishad has staked his claim to be a Congress candidate from this prestigious constituency for the Assembly elections.

Manoj Kumar being a Scheduled Tribe (ST) and grassroot leader of the Congress in this segment has for the first time applied for the party ticket from Dharamsala raising hackles of many of his rivals in the party.

Interestingly, Ms Chanderesh Kumari, sitting Rajya Sabha MP and President, All-India Mahila Congress has already announced that she would contest the upcoming Assembly election from this segment.

Mr Manoj Kumar who sent his application to the state PCC chief, Ms Vidya Stokes, today has cited umpteen reasons to substantiate his claim to be the party candidate from Dharamsala.

The Congress has never before fielded any Gaddi candidate from this constituency despite the fact that the community has the largest chunk of electorate in the segment. However, the BJP has always fielded a Gaddi candidate, Mr Kishan Chand Kapoor, from here who is presently the Transport Minister in the Dhumal Government. Mr Kishan Chand Kapoor has won three consecutive elections from Dharamsala.

HVC not to have alliance with Congress, BJP

The Himachal Vikas Congress (HVC) can have an alliance with any party in the state for the forthcoming poll but the Congress, BJP and any party headed by former PWD Minister Mohinder Singh.

Disclosing this here last night while addressing a press conference at the local PWD rest house, Mr Ram Lal Markanday, PWD Minister, said Mr Sukh Ram, HVC supremo, had no intentions of joining the Congress in Himachal Pradesh.

He said the HVC would contest all 68 seats in the coming poll. He criticised the Dhumal government for not taking the HVC, despite being an alliance partner, into confidence while taking policy-making decisions.

He said the HVC was firm on their stand that cement factories should not be set up in the state. He criticised the handing over the natural resource of mines at Arki to a particular industrial house allegedly without calling tenders.

BSP to contest all 5 Hamirpur seats

The district unit of the Bahujan Samaj Party (BSP) today decided to contest all five seats from the district and formed a panel of candidates, Captain (retd.) Gian Chand Dhiman chaired the meeting.

Details of the panel area — Hamirpur: Roshan Lal and P.C. Azad; Bamsan: Gopi Chand Attri and Lachho Ram; Mewa (Reserve): Dhani Ram Shukla, Bhagi Rath Mastana and Braham Dass; Nadaun: Dr Hari Ram Kaushal and Dr Saroj Kumari and Captain Gian Chand Dhiman and Pritam Singh from the Nadaunta seat.

These names will be sent to the party high command.

The meeting welcomed the decision of the high command to appoint Mr Chaman Lal Gachli, former MLA as the acting Chairman of the state unit of the party.

Self-help quenches villagers’ thirst

KULU: “Sahayak”, a self-help group in Lower Bhatgran and Ruaru villages under Nareish panchayat of this district has set an example to overcome local problems of the villagers.

These villages had been facing an acute shortage of drinking water for the past many years. Though the Irrigation and Public Health Department had spent lakhs of rupees in bringing drinking water to these areas but to no avail. Narender Kumar Sood, President of “Sahayak”, said residents of these villages thought of a plan and started storing water from a natural source at Jarad village near the riverside during nights and lifting it to an upper region, about 1 km away, at a height of 150 meters in temporary tanks with the help of domestic water pumps. The water was then distributed by temporary pipelines among the villagers. Water was being stored during nights as the source was in another village and it was difficult to take water during the day because of a water shortage in that village too.

The self-help group, Mr Sood said, had now started digging a well near the river in private land. Even women and children were participating in the digging work. He thanked the Deputy Commissioner, the Block Development Officer and the Executive Engineer, Irrigation and Public Health, for providing funds and technical guidance to achieve their goal. Mr Sood said if “Sahayak” was given funds and technical help, they would also feed the adjoining villages of Lower Ruaru, Bagicha and Piplaage.

35 hurt as bus falls into khud

Kangra, January 5
At least 35 persons were hurt in an accident in Dhera subdivision of this district last evening when the bus they were travelling in from Haripur to Majien rolled down into a khud, the police said here today.

Kangra district Additional Police Chief Santosh Patial said today that a private bus (HP-21-0482) was on way to Majien from Haripur when the driver could not negotiate a curve at Jacklade village near Haripur and the bus rolled down injuring 35 passengers. The injured were admitted in the Haripur hospital and some of them were shifted to Dr R.P. Government Medical College, Dharamsala, for specialised treatment.

Foundation stone laid

The Forest Department will in the near future allow the local people to participate more in the forest management. This was stated by the Forest Minister, Mr Roop Singh Thakur, while addressing a gathering after laying the foundation stone of Rs 1.5 crore of Forests Training Centre building here in the BBMB Colony today.
