enumerates govt’s achievements Fatehabad, December 19 Mr Chautala said since his assuming power more powers had been delegated to elected representatives of the people. Former Deputy Prime Minister and founder of the INLD Mr Devi Lal had equated panches with Parmeshwar (God), he added. He said to raise income of panchayats these had been given share in the proceeds of registration of sales deeds and other funds. He said so far work on 33000 development works had been completed. He said his predecessors Mr Bansi Lal or Bhajan Lal, did not do anything but said foundation stones of development projects at the time of elections and then forgetting these. He also talked about the success of the Sarkaar Aapke Dwaar programme in lessening the difficulties of the people. He ridiculed Mr Bhajan Lal who had claimed to topple his government in three months after becoming the HPCC chief but he could not do so. He claimed to remain the Chief Minister for the rest of his life and would appoint his successor before leaving from this world. He added he was not power hungry but wanted power-hungry politicians away from people’s property. He said he wanted to cleanse the Assembly of defectors. He claimed that all his MLAs were behind him. The Chief Minister said his government had been able to produce 792 MW additional power. He said following Supreme Court decision in the favour of Haryana, SYL canal would be completed by next year and the state would get its share of water. Haryana farmers were getting the best price for crops and the MSP of Rs 100, the Haryana farmers were getting was the highest in the country. Mr Chautala congratulated the people on being peace loving and there was no discrimination on the basis of caste or creed. He said opposition parties were arousing passions of the people. Defending the Casino plan of his government Mr Chautala said that casino did not come under the Gambling Act as casinos were to be built in five-star hotels. These were for those who go to Kathmandu in planes for this purpose. |
Sangwan
implicated in false case: son Faridabad, December 19 In a statement here today, Jaideep said his father had occupied the post of Administrator, HUDA, from August 1, 1999, to October 10, 1999 and was suspended in late 1999 when he had been working as Registrar of the Haryana Agricultural University (HAU), Hisar. He alleged that since his father was suspended on ‘baseless’ charges, the Department of Personnel and Training of the Union Government had revoked the suspension on June 20, 2000. Claiming that the Haryana Government had suspended him again on the charge of committing irregularities during his posting as HUDA Administrator, Jaideep informed that an inquiry on the issue was pending. He expressed surprise that there was no complainant from HUDA. The DSP (DSVB) had been made the complainant to complete the formality. He said his father’s post provided discretionary powers for ‘reducing’ the composition fee (penalty) charged at the time of issuing completion certificates. Jaideep alleged that his father had taken voluntary retirement on March 13, 2002 to contest the Rajya Sabha elections from Haryana. The Chief Minister had been attempting to ‘punish his father for filing a petition in the high court challenging the election, he alleged. ROHTAK: A local court has remanded J.P.S. Sangwan to judicial custody till December 21. Rohtak Additional Chief Judicial Magistrate (ACJM) R.S. Chaudhary on Wednesday evening went to the intensive cardiac care unit (ICCU) of the hospital where Sangwan was admitted. The ACJM remanded Sangwan to judicial custody till December 21. Sangwan was later discharged from the hospital and taken to the local jail. |
White Paper on CM’s foreign tours
sought Sirsa, December 19 The Congress leader alleged that crores of rupees had been spent on these foreign trips and the Chief Minister claimed to have lured foreign investment in Haryana but not even a single memorandum of understanding or foreign project investment had been signed so far. He said the state was reeling under drought and the state government was not even able to send the requisite report to the Central Government for claiming drought relief as indicated by the Union Agriculture Minister, he added. He said the announcements made by the Prime Minister for the drought-hit farmers would be of no use to Haryana farmers when the state government has failed to prepare the report of special girdawari. Mr Nehra also denounced both the Centre and state governments for their failure to provide adequate maximum support price to the farmers. Mr Nehra alleged that the police had failed to maintain law and order. |

Irrigation
scam in Haryana Chandigarh, December 19 A spokesman of the bureau said here today that the bureau had recommended departmental action under Rule 7 (major punishment) of the Punishment and Appeals Rules, 1987, against Mr P.C. Jain, Subdivisional Engineer; Mr O.P. Rawat, Junior Engineer; and Mr R.C. Sharma, Junior Engineer; in Nuh water services subdivision of the Irrigation Department. The spokesman said the revenue wing of the Irrigation Department had reported that five fisheries ponds had been filled with water illegally since the rabi crop of 1996-97 (for 11 crops continuously) in the area falling under the jurisdiction of the subdivision in contravention of Sections 24 and 25 of the Canal Drainage Act. No action was taken by these Irrigation Department officials against defaulters, which caused a loss of over Rs 3.88 crore to the state exchequer. |

HERC chief
opposed to Haryana officer as Secy Chandigarh, December 19 In a note explaining why he did not attend a meeting of the commission convened for Tuesday (December 17), Mr Chaube alleged that the last Secretary was functioning more like a state government officer than a representative of the HERC, which was an independent body. Two staff members were asked to leave the HERC by the Secretary following a state government’s directive, Mr Chaube wrote in the note, adding that he, as the Chairman of the HERC, did not approve of the show-cause notices slapped on these two employees. In the light of her conduct, he could not attend the meeting convened by a member in “extreme hurry” to consider the appointment of yet-another state government officer as Secretary of the commission, Mr Chaube wrote. Ms Sumita Misra, the Haryana Government officer in question, however, gave a point-by-point rebuttal of Mr Chaube’s charges against her. The two employees, who were given show-cause notices, were retrenched employees of the Haryana State Small Industries and Export Corporation and they were appointed in the HERC irregularly, she claimed. Ms Misra said it was decided to convert the two from regular to ad hoc employees following queries made by the Chief Secretary of Haryana about some of the employees — retrenched from the public sector and cooperative sector units — illegally securing employment in other government organisations. She also refuted Mr Chaube’s stance that the commission was not concerned about their status as retrenched employees, and said that the two employees, one of whom was working as Mr Chaube’s driver, were hired after clearance by the MD of the small industries and export corporation. The driver also went to court to challenge his conversion from regular to an ad hoc basis but his petition was turned down Ms Misra said, claiming that the court decision was vindication of the step taken regarding these employees by her. The court also approved the serving of the show-cause notices on the driver, she said. It was learnt that at the December 17 meeting Mr Raghbir Singh and Mr Subhash Katyal, the two remaining members, approved the appointment of Mr Arun Kumar Gupta, a Haryana-cadre IAS officer, as Secretary of the HERC. However, things are reportedly still in a flux as HERC Chairman K.S. Chaube, who is the appointing authority of the Secretary, is yet to accept the posting. Mr Chaube told TNS that he was insisting upon the appointment of the Secretary by following the regulations framed by the commission for this purpose. The electricity regulatory commissions in states like Orissa, UP, Andhra Pradesh, Madhya Pradesh and Tamil Nadu had their own secretaries who were not on deputation from the state government, Mr Chaube said, adding that the Secretary of the Central Electricity Regulatory Commission, too, was an independent professional and not a government servant. The ERCs in all these states initially hired officers of their respective governments to work as Secretaries but gradually abandoned the practice in the interest of the commission, Mr Chaube claimed.

HIGH COURT Chandigarh, December 19 Mr Hari Chand and others also sought directions for quashing amended Section 203-A of the Haryana Municipal Act. Counsel for the petitioners submitted that after the amendment the earlier procedure of granting opportunity to the residents to show cause against the levy of fee and to file objections against the same had been done away with. Giving details, counsel added that as of now unguided and arbitrary powers had been given by way of amendment for charging regularisation fee from the residents at any rate fixed by the respondents without granting any opportunity to the residents to raise objections regarding the levy of fees or the rate at which the same has been levied. Taking up the petition, the Bench, comprising Mr Justice J.S. Khehar and Mr Justice Ashutosh Mohunta, issued notice of motion for February 18. |
I didn’t
threaten Principal: DC Ambala, December 19 The Deputy Commissioner, Mr D.D. Gautam, denied the allegations.
“ The allegations and baseless and unfounded. There is no question
of my having threatened the Principal of GMN,” he said.
Mr Gautam said there was a feud between the former Principal and
the present one. “A few days ago, the new Principal, Mr Puri, had
sought police assistance over some incident and it was promptly
provided to them,” he said.
Meanwhile, union activists today took out a procession to the
Commissioner’s office. They demanded that their grievances should be
redressed at the earliest.
In a memorandum, the GMN College Teachers Union claimed that Mr
Puri had received a telephone call from Mr Gautam on December 16,
threatening to put him for disconnecting telephones of the
principal’s residence, unoccupied after the retirement of Mr Shukla,
and for shifting flowerpots from the college nursery to another place
on the premises.
The memorandum claimed that Mr Shukla was in possession of personal
files of the employees and other college documents. |

ASI, 2 women held Ambala, December 19 The Superintendent of Police, Mr Hardeep Singh Doon, said a police
team headed by DSP Uday Shankar raided at the residence of Manju where
all the three accused were present.
Mr Doon said a case under Sections 3,4,5 and 6 under the Prevention
of Immoral Trafficking Act has been registered against the three
accused.
One booked: The city police has arrested Charanpreet, a resident of
Ambala city, for sodomy with a five years old child here today.
According to the police, the father of the child Chander Bahadur
Rana, a resident of Nepal, said in his complaint that his wife
informed him about the incident when he came back from the duty. The
police brought the child to the local civil hospital for his medical
examination. On the complaint of the father, the police has registered
a case against Charnpreet.
4 arrested: The Ambala cantonment police has arrested two persons,
Suresh and Ramesh Kumar, for operating satta at a public place. The
police have recovered Rs. 3,990 from their possession. In another
case, the city police arrested two gamblers Ramesh and Naresh at
Ambala city here today. The police have recovered Rs 580 from their
possession. The police has registered two separate cases in this
regard.
Body found: The body of the chairman of the Kalinga Foundation
Maninder Singh was found in a computer training centre at Ambala city
today morning. A local doctor runs the centre and Maninder Singh was
residing there for last a couple of weeks.
According to the police, the body was first noticed by an employee
of the centre today morning. The police suspect that he might have
fallen from the stairs, which resulted his death. His wife and
children had been residing in the USA.
The police has registered a case. The body was handed over to the
relatives of the deceased. |

Dr N. Balaraman, Joint Director (Research), NDRI, said the institute had evolved various technologies in dairying and allied sectors and farmers should adopt these for enhancing productivity. |
Even chain-snatcher can get duped Ambala, December 19 Superintendent of Police Hardeep Singh Doon said that Richpal
Singh, alias Pal, is involved in more than 17 cases of chain and purse
snatching. Richpal Singh has a scooter repair shop in Mahesh Nagar. He
wanted to go to Japan and he owed a lot of money, he said.
Mr Doon said that Richpal Singh would come on a speeding scooter,
snatch the chain or purse and escape. He was aware of all the inner
roads in the area where he would strike. He used to wear a helmet
during the incident.His father is an ex-serviceman.
In chain snatching, Richpal Singh had reportedly struck in Sector
9, Model Town, Prem Nagar, Subhash Park, Sector 7, Gulati Market, and
in purse snatching, he had struck in Sector 9, Model Town, Prem Nagar,
Sector 7, ITI and Sonia Colony. |

Martyr cremated Fatehabad, December 19 Narinder Singh was a jawan of the Rashtriya Rifles and was posted at Anantnag in Jammu and Kashmir to fight the extremists there. He laid down his life in an encounter with terrorists on December 16. His body was brought here last night. KURUKSHETRA: A jawan of the Grenadier, Krishan Lal of Jirbari village of the district made the supreme sacrifice while fighting with insurgents in Jammu and Kashmir on the Indo-Pak border. Grenadier Krishan Lal went back to his battalion only 10 days ago after 15 day’s leave. His 65-year-old father, Mr Chuhria Ram said it was unbelievable that his son was dead. Krishan Lal’s mother, Mrs Kamla Devi, said “I am proud of my son that he exhibited indomitable courage to protect the honour of his motherland. The youngest of five brothers and two sisters, Krishan Lal opted to join the Army at the age of 21 while he was a student of 10+2, his elder brother Ram Pal said. He passed his matriculation examination from Government High School,
Umri, and later joined DAV College, Karnal from where he joined the Army in 1998. |
Doctor booked under PNDT Act Panipat, December 19 Acting on a specific information, a team led by the Director-General (Health), Dr B.S. Dahiya, and the local CMO, Dr D.B. Rawal, raided the clinic and reportedly caught Dr Madhu Bala Chauhan while carrying out the illegal MTP. The MTP was allegedly performed on Anju Bala, resident of Jawahar Nagar in the Tehsil Camp area. The instruments used in the MTP were seized by the team. The team seized certain documents of Jitendra Hospital in Sukhdev Nagar. The ultrasound machine of the hospital was allegedly used to determine the sex of child and then the women were taken to Bhavna clinic for the illegal MTP. Talking to reporters late last night, Dr Dahiya said the Supreme Court’s direction regarding the implementation of the PNDT Act would be strictly enforced in the state. Meanwhile, Dr Jitender Sharma of Jitendra Hospital, while refuting allegations that sex-determination tests were being done at the hospital, said the hospital was ready for any inquiry in the case. |

on plywood industry denied Chandigarh, December 19 In a statement issued here today he described the reports regarding the impending closure of the plywood industry in Yamunanagar in view of the Supreme Court judgement as “rumours aimed at harming the interests of the plywood industry, its allied units and also the farmers”. He said the Supreme Court had not directed that any licensed sawmill be closed. The new and non-licensed sawmills and the new plywood units based on wood would be given licences only after the approval of the Union Government.The officer said the rumours about the closure of the plywood industry were being spread by those who wanted the farmers to cut and sell the trees before they attained maturity at cheap rates. |

protest against robbery Kurukshetra, December 19 The shopkeepers also held a rally at the Birla Mandir chowk. They demanded the arrest of the culprits. They also demanded that police patrolling should be intensified on the banks of the Brahamsarovar where pilgrims are frequently looted. The DSP headquarters, Mr Anil Dhawan, visited the rally site and assured the traders that the accused would be arrested very soon and punished. Following the assurance, shopkeepers called off the decision to block the vehicular traffic and opened their shops. |
