A joint press conference of the Congress was held at the local Circuit House here this evening in which the PCC President, Mrs Vidya Stokes, and a former Chief Minister and LCP leader, Mr Virbhadra Singh, declared that the Congress was united and poised to come to power in the forthcoming Vidhan Sabha elections.

Govt interfering in delimitation: Cong

The Himachal Pradesh Congress does not agree with the claim of the Chief Minister, Prof Prem Kumar Dhumal, that the government is not interfering in the ongoing process of the delimitation of Assembly segments. This was stated by former PCC chief and senior Congress leader Sat Mahajan in a press note issued here yesterday.

He alleged that the government had been preparing clandestine proposals for bifurcation and addition of areas in the Assembly segments purely on political grounds keeping in view the forthcoming assembly elections in the state.

He termed that unawareness of the government about these proposals as a bundle of lies and clarified that even grass-roots activists of the BJP were well acquainted with the new proposals on delimitation. He said that the government should prepare and submit the proposals on administrative grounds.

He alleged that the proposals prepared by the government and BJP MLA had been manipulated for attaining their political ends. The proposals on the delimitation would create “geographical” imbalance in the state, he said.

Mr Mahajan advised the Chief Minister to take all political parties and zila parishads into his confidence before finalising the proposals on delimitation.

CM urged to hold officers accountable

Himachal Vikas Congress organising secretary and party’s spokesperson Gian Chand Rattan has urged the Himachal Chief Minister to ensure accountability in government departments particularly Public Works Department against which serious complaint to had been received. Addressing reporters here today Mr Gian Chand Rattan said that a few years ago a Bailey bridge collapsed at Gambhrolla near here which killed three labourers and 18 injured seriously also caused loss of Rs 1 crore to exchequer.

The fate of the inquiry ordered into the incident was not known. But the officers concerned were not only reinstated after a few months but also promoted. Nobody was held accountable for the bridge collapse. Mr Rattan said it appears that same exercise seems to have been repeated in respect of collapse of an under construction bridge at Sataun in Sirmour district. This has cost the state Rs 1.25 crore and additional loss of Rs 3 crore in terms of escalated cost of the proposed bridge. He demanded a high-level inquiry into the matter as there were apprehensions that the culprits might not be punished.

Cong united, say Stokes, Virbhadra

A joint press conference of the Congress was held at the local Circuit House here this evening in which the PCC President, Mrs Vidya Stokes, and a former Chief Minister and LCP leader, Mr Virbhadra Singh, declared that the Congress was united and poised to come to power in the forthcoming Vidhan Sabha elections. They said rumours of differences in the party had been spread by vested interests and added that some difference of opinion was bound to be there in a democratic society. The Congress believed in freedom of expression, even when there are divergent views. “We are not fascists”, they asserted.

The leaders were here to make preparations for Congress rally scheduled to be held here in Padal Ground on October 28 which would be addressed by AICC President, Sonia Gandhi.

Mrs Stokes said there was no such move to admit HVC leader, Sukh Ram, and his son, Anil Sharma, into the party. Mrs Stokes said they had not applied for admission into the Congress either. She categorically said no tainted person was allowed entry into the Congress. It would be a different matter if the Congress high command considered the proposal of some regional party to join the Congress. The leader, however, ruled out the possibility of the HVC gaining ground in the state. They claimed that the Congress would come to power with a thumping majority.

The leader alleged that the BJP misrule had brought the state on the brink of bankruptcy and the state had been burdened under a huge debt of Rs 15,000 crore. Mrs Stokes criticised the government for fabricating cases against Mr Virbhadra Singh. She ridiculed the government for indulging in futile exercises like creating new districts.

Minister criticises Virbhadra

Mr Kishori Lal, Minister for Industries, has criticised Mr Virbhadra Singh, Leader of the Opposition, for attributing political motives to the action of the Governor, Dr Suraj Bhan, in granting sanction to prosecute him in the khair wood allotment case.

In a statement here today, he said the former Chief Minister had “crossed all limits” by casting aspersions on the Governor by referring to his political background and alleging that the decision had been taken under pressure from the government.

He reminded the Congress leader that such constitutional posts had also been occupied by persons with a Congress background, which had not been questioned by anyone.

Kulu Dasehra concludes

The week-long Dasehra festival concluded today with the ‘Lanka dahan’ and the return of ‘rath yatra’ to the starting point at the historical Dhalpur maidan here, The idols of Lord Raghunatha, Sita and Hanuman were restored to the sanctum in Raghunathpur after a colourful procession. Prof Prem Kumar Dhumal, Chief Minister, presided over the valedictory function of the International Folk Dance Festival at Lal Chand Prarthi Kala Kendra.

Professor Dhumal said from 1998 to 2000, Rs 19.51 crore had been spent in this district under Nabard whereas from 1994 to 1998 Rs 5.75 crore had been spent. Similarly, out of the state Budget, Rs 11.79 crore was spent in Kulu and Chamba districts by the Congress while Rs 80.1 crore was spent by the present government.

He further said a comprehensive plan of Rs 73 crore under the APDP had been sent to the Union Government for the Kulu circle of the HPSEB. The capacity of 33 kva substation here would be raised from 8 mva to 20 mva and that of substation Bhuntar from 5.5 mva to 8 mva.

Professor Dhumal announced the upgrading of two primary schools of Kararsu and Bhumteer to middle school and one middle school of Bahu to high school. He further said an ITI institution would be opened in Dalash village.

Mr Alexander M. Kadakin, Russian Ambassador to India, Mr J.P. Nadda, Health Minister, Mr I.D. Dhiman, Education Minister, Mr Mansa Ram, Food and Supplies Minister, Mr Karan Singh, Minister of State for Environment, Mr Suresh Chandel and Mr Maheshwar Singh, Member of Parliament, were also present on the occasion.

Falun Gong followers recount torture

Dharamsala, October 21
The followers of Falun Gong, who arrived in McLeodganj two days back, have recounted tales of torture and persecution of the group in China.

Ms Susie, who is one of the leaders of the group, said millions of the followers of Falun Gong were fleeing China to various parts of the world following brutalities committed on them by the ruling regime.

Describing persecution of the Falun Gong practitioners by the Chinese Government as “state terrorism”, she alleged that President Jiang Zemin, in order to suppress the group, used the most barbaric torture methods known to the human civilisation.

“Around 375 Falun Gong followers have been tortured to death, 1,000 forcibly held in mental hospitals, over 20,000 sent to labour camps while over one million facing detention in Chinese prisons,” she said.

Falun Gong, also known as Falun Dafa, is a form of traditional Chinese meditation having ancient roots in Buddhism which consists of self-improvement through the principles of truth, compassion and tolerance (Zhen-Shan-Ren) and five sets of simple exercises. HC notices to Secy (Home), DGP on ‘ragging’

The Himachal Pradesh High Court today issued notices to the Secretary (Home) and the Director-General of Police regarding ragging in professional colleges, taking suo motu action on a letter written by the father of a junior medical student to the Chief Justice.

Allegations of ragging of junior students by senior students were made in the letter. It said that students were being subjected to physical and mental harassment and even girl students were not spared.

Taking serious note of the letter, the court also issued notices to the Secretary (Health), the Secretary (Technical Education), the district police chiefs of Shimla, Kangra and Hamirpur, the Principals of IGMC, Shimla, and Government Medical College, Tanda, and the National Institute of Technology, Hamirpur, and asked them to reply within eight weeks.

The petitioner had also requested the court to direct the administration to construct separate hostels for freshers or provide them with separate hostel accommodation. PTI

Ignored MC wards

Heaps of garbage, pot-holed streets, haphazard construction, low water pressure, over-flowing open drains form the pictures of ward No 5, 7, and 11 of the Municipal Committee here.

Ms Niranjana Devi, a councillor from Ward No. 5, complained that the authorities had released Rs 1.76 lakh for development works in Ward No 5 in last one-and-a-half years, while other wards have been granted sums ranging from Rs 20 to Rs 25 lakh.

Residents of Shivnagar complain about an acute shortage of drinking water since some of the residents have installed water booster pumps. Many residents have installed hand-pumps which dry up in the summer, forcing them to trudge miles for water.

Mr Ram Lal, a resident of Shiv Nagar, complained that despite repeated representation to the Public Health authorities, water supply remains as erratic as before.
