Jhajjar, October 18
With the political parties trying to gain maximum mileage out of the lynching of five persons, who were allegedly skinning a cow on Gurgaon Road just ahead of a police chowki in Dulina village on Tuesday night, the issue now appears to have taken a caste colour. This, despite the fact that the leaders who thronged the village today tried to exhibit their secular credentials by maintaining that it should not be described a Dalit verses ‘Swaran’ issue.

Several leaders of the Congress and Lok Janshakti Party supremo Ram Vilas Paswan visited the spot today. Mr Paswan accused the police and district administration of engineering the murders by instigating the mob and demanded the setting up of a special CBI court to inquire about the killings with a deadline of one month.

The Congress leaders, including HPCC president Bhajan Lal, CLP leader Bhupinder Hooda and central leaders like R.K. Dhawan, Kumari Shailja and Krishna Teerath took a moderate stand. While condemning both the lynching of five persons and cow slaughter incident, they interpolated several ifs and buts in their statements. They targeted the state government holding it responsible for the incident, adding that it showed the failure of the Chautala government.

However, Mr Paswan pledged to observe a ‘Dalit Daman Virodhi Divas’ on October 28 to express solidarity with the families of the deceased. He also decided to hold a dharna in front of the Prime Minister’s house in the Capital tomorrow. His party would gherao Parliament if justice was not delivered, he said and demanded an immediate financial assistance of Rs 10 lakh to the kin of the victims.

On the other hand, Mr Hooda and Ms Shailja demanded a compensation of Rs 5 lakh and expressed their dissatisfaction with the committee set up to probe the incident. They asked for a high-level inquiry. Mr Bhajan Lal and Mr R. K. Dhawan also arrived on the spot and termed the incident as unfortunate. Expressing their satisfaction over the progress of investigation, they said truth had to be extracted from rumours.

Significantly, a local khap pradhan, Netanand of Akupur village, reportedly met all the Congress leaders and justified the killings and pleaded not to react to the incident. He also threatened the leaders of a backlash if any action was taken against the perpetrators of the crime. However, Mr Paswan came down heavily on the Hindutva forces and alleged that the incident was part of a conspiracy to divide society on caste lines.

Reacting to the statement of Mahant Paramhans, a local VHP leader, who threatened of a backlash if the administration take action against any of the culprits, he held that services of the police and civil officials who were responsible for the crime should be terminated and they be put behind bars. He alleged that these officials had budged under the pressure from the mahant. Meanwhile, the national secretary of the BJP, Mr O. P. Dhankar, condemned both the incidents and held the local police responsible for not taking timely action.

The sarpanch of Badshahpur, Om Prakash Tyagi, who along with the relatives of the deceased was present there, gave the details of the sequence of events to the leader.

Illegal’ appointees fill posts for ex-servicemen
Tribune News Service

Panipat, October 18
Serious irregularities regarding employment in the Economic and Statistical Department of the Haryana Government under the quota for ex-servicemen have come to light.

Documents in the possession of the ‘NCR Tribune’ revealed that at least three Assistant Research Officer (ARO) and Assistant District Statistical Officer (ADSO) posted at Chandigarh, Faridabad and Jhajjar had allegedly secured jobs for which they were reportedly not eligible.

It may be recalled that a few years back, certain government departments had sought clarification as to whether the dependants of those ex-servicemen, who were re-employed in the Central Government or public sector undertakings (PSUs), should be considered for appointments to the posts reserved for ex-servicemen in Haryana.

In 1998, the Government clarified that “if an ex-serviceman,

who is gainfully employed and is having a source of livelihood then his dependants are not to be considered against the reserved posts for ex-servicemen. Therefore, the dependants of persons having been employed by the Central Government and the PSUs are not to be considered for appointment against the posts reserved for the ex-servicemen,” it clarified.

The letter further clarified that ex-servicemen joining the state government are like other state government employees and their dependants should not be considered for the appointment to the post reserved for the ex-servicemen.

However, the circular makes some relaxation. It said the dependants of the ex-servicemen, who fulfil the conditions for appointment should also be considered on merit for the post reserved for the ex-servicemen to the extent of non-availability of the suitable ex-servicemen.

It is these two conditions that the above officials had been violating, thus throwing norms to winds. And the possibility of such officials in other departments cannot be denied.

And if there were an independent probe, many a head might roll, sources said. Meanwhile, Mr Jagbir Singh, a former member of the local Zila Parishad, in a representation to the Economic and Statistical Adviser, has demanded making public the list of those recruited to posts reserved for ex-servicemen since 1986.

He alleged that certain officials had availed themselves of the reservation benefits under the ex-servicemen category twice. Terming their appointments as ‘illegal’, Jagbir Singh demanded strict action against the guilty.

Minister jumps on mineral water-wagon
Bijendra Ahlawat
Tribune News Service

Faridabad, October 18
As the shortage of potable water becomes a persistent problem, craze for mineral water seems to have caught up with the local residents. In turn, this increasing demand for mineral water has made more and more people join the business of providing “clean and pure” water to residents.

The latest among the entrants is a Haryana Minister, Mr Kartar Singh Bhadana. He is now the patron of new mineral water plant set up in Anangpur village of the district. The Chief Minister, Mr Om Prakash Chautala, inaugurated the plant yesterday.

It is claimed that the plant is based on the latest `Reverse Osmosis’ technology and is capable of providing 15,000 litres of “clean” water in an hour. The owners of the plant have claimed that the mineral water supplied by them would be the cheapest and of the best quality.

The company plans to sell the mineral water at a rate of Rs 11 per 20-litre can, while bottles of one litre and half litre would be charged Rs 3.50 and Rs 2. Faridabad has several dozens of companies, including some well-known brands, which have been supplying mineral water to offices and residences. It is estimated that every third or fourth house in sectors like 15, 14, 17, 15-A, 16, 16-A, 9, 7, 21, 28 and 46 is a regular customer of mineral water.

One of the main reasons that has prompted the affluent and middle income families to go for mineral water is the fact that the underground water of the town was heavy in nature and had more salts than the required level. The families or houses, which cannot afford mineral water for daily use, have got installed water purifier systems. Nearly 60 to 65 per cent of the houses in urban pockets have such a system, according to a report.

The town, which has the largest population in the state, faces acute shortage of drinking water, especially during summer. While the ambitious water supply augmentation scheme, known as `Renniwell project’, is running much behind schedule. The project, costing over Rs 40 crore, is likely to provide 40 million gallons of water per day. But scarcity of drinking waster is a main problem and it affects most of the residential colonies and villages coming within the limits of the Municipal Corporation round the year.

BJP leader and MLA from Mewla Maharajpur Krishan Pal Gurjar has alleged that the authorities had failed to solve the problem of potable water in the town as well as the rural areas.

He claimed that mineral waster suppliers had been `minting money’ as the government had failed to provide residents with clean and potable waster. A large number of schoolchildren take their own drinking water and do not depend on the water provided in the schools.

Parmindar Singh

A large police force and PAC men have been posted in the area as a precautionary measure.

When Ashok did not return form Ashok’s house till late in the night, his father, who went to Iqbal’s house to inquire, was told that Ashok had not come there at all.

At this Ashok’s father and his friends went into Iqbal’s house and found blood splattered all over. They went to the police checkpost for help and expressed their suspicion. The police reportedly misbehaved with these people. The police shooed them away, saying that they “were busy making security arrangements regarding HRD Minister Murli Manohar Joshi’s visit to Ghaziabad today.”

DELHI DIGEST
Freezing of funds to MCD flayed
Tribune News Service

New Delhi, October 18
Municipal Councillor of the BJP Vijender Kumar Gupta has expressed his concern over the “freezing of Plan Funds by the Delhi Government”, thereby hampering development works being undertaken by the MCD in the Capital.

In a letter to the Lt-Governor, Mr Vijai Kapoor, the councillor alleged that the release of Plan Funds has been stopped only due to the party differences. He called upon residents of the Capital to be ready to face various inconveniences during Diwali festival, as the non-release of funds would create chaos in the city.

All the construction works in schools, offices, hospitals, dispensaries and community halls would be stopped. Heaps of garbage would remain un-removed. Besides, mid-day meals in primary schools students would be discontinued and medical services adversely affected for want of purchase of medicines and other diagnostic equipments.

He disclosed that out of the sanctioned annual Plan amount of Rs 629 crore for the current financial year, the Delhi Government was yet to release Rs 472 crore. The Delhi Government has demanded the utilisation certificate for sanctioning further amount.

Khurana lying, alleges DPCC

The Delhi Pradesh Congress Committee (DPCC) on Friday said the Delhi Pradesh Bharatiya Janata Party (BJP) President Madan Lal Khurana had made false statements on the issue of relocation of industries and asserted it was the Congress-administered Government of NCT of Delhi that had acquired more land after the Supreme Court ordered polluting industries to be relocated elsewhere during the tenure of the BJP Government.

DPCC President Subhash Chopra said not only had small and medium industries provided with developed plots but loans at affordable interest rates by the Delhi Finance Corporation (DFC.) “During the BJP rule in Delhi,” he said, “only two per cent of the big industrial unit holders were beneficiaries of the BJP largesse and not the small and medium scale unit holders.”

Mr Chopra went on to allege the BJP-led NDA government at the Centre and a former Union Urban Development Minister were responsible for the spate of suicides by industrial workers who had been rendered jobless on account of closure of industrial units. ‘If the Centre had acceded to the request of the DPCC to effect necessary changes in the Master Plan the present dilemma could have been avoided,” he added.

SPEAKING OUT

DO YOU HAVE A GROUSE?

Do you have a grouse against the apathetic attitude of the authorities? Are you fed up with the dilly-dallying tactics of officialdom and the stranglehold of red tapism? If so, please write to us. We have a full half page every week reserved just for you. The letters should be clearly marked, Speaking out, NCR Tribune, First Floor, Dyal Singh Library Building, 1 Deen Dayal Upadhaya Marg, New Delhi-110002.

Apropos Smriti Kak’s news reports "Toddlers stressed out by parents, not schools", “Schools expect four-year-olds to be whizkids" (October 3 and 4). Come October-November and harrowing time for parents seeking admission for their children to nursery and KG classes in public schools begins.

The parents are forced to apply in three or four schools after paying exorbitant charges for admission forms, registration and the prospectus, as there is no guarantee that the child will be admitted to the school of their choice.

Admissions to these so-called elite public schools, (read business centres), is basically discretionary, though it is masked by admission procedures such as interviews of both the child and their parents.

During interviews, the parents are asked questions ranging from their philosophy of life to their financial and social status, the art of bringing up the child, the meaning of creativity and social values, their skills and their ability to devote time to teach their wards at home, toys/games preferred by the child and whether the child lives in a joint family and so on.

It is obvious that such question are meant only to provide justification for the large number of rejections by the schools, who are often influenced by extraneous considerations such as voluntary donations or interest-free loans. To end this harassment of parents and children, will it not be fair if admissions to nursery and KG classes are made by the draw of lots?

Further, the procedure of ‘neighbourhood schools’, which should only admit children living close to a particular public school, could be followed. The public schools perform a duty of imparting education and should not act according to their whims and fancy in regard to admission.

They owe an obligation to the people and have to be fair and transparent in their dealings, even though they are privately managed by societies, trusts and may not be getting aid from the government.

Harvest of democracy

The Supreme Court of India is one of the strongest pillars of Indian democracy. The people of India have tested its impartiality and the country has won respectability for its sound judicial system.

The recent ruling of the Supreme Court of India that non-Brahmins too can be temple priests, is one of the brightest examples of justice. It will have far-reaching implications in our caste-ridden society. The Bench by referring to Article 17 of the Constitution has clarified that the practice of ‘untouchability’ has been abolished and its continuance on account of birth is inhuman. We are slowly but steadily reaping the harvest of democracy.

Traffic sense

Currently, there is a debate going on regarding steps to be taken by the Traffic Police to ensure discipline on the roads. And, many steps have been in this direction to control the traffic on Delhi roads. Unfortunately, the number of road accidents is on the increase.

Sadly, even as there is no shortage of suggestions, we continue to suffer huge traffic jams daily. Even the construction of numerous flyovers has not led to the desired results.

Quite clearly, instead of new rules, let's work hard to implement the existing traffic regulations to ensure discipline on our roads. We only need to implement the existing rules more vigorously and with utter strictness.

The sad experience is that the measures exist only on paper. People can be seen jumping red lights and breaking other traffic rules without fear of the law.

Moreover, traffic instruments used to ensure smooth flow of traffic are found out of order.

Often, red light signals are not functioning, resulting in traffic chaos. There is also a need for frequent public awareness campaigns.

We should have parking lots earmarked in congested areas. The Transport Department should organise frequent refresher courses for drivers of public and commercial transport vehicles. Therefore, first we need to implement all the existing polices effectively.

If the existing traffic rules do not work, only then we should go for new regulations.

Efforts should be made to make people realise their duties and persuade them to discharge them keeping in mind the rights of their fellow citizens.

Censoring ads

I fully agree with the views expressed by Mr O P Sharma of Faridabad that the government should constitute a board on the lines of Censor Board before showing any advertisement that must be approved by the board. I am extremely shocked to see the vulgar advertisement. For God's sake, they should realise their duties towards society and realise that money is not everything. I hope all right-thinking citizens should come forward and help clean up society.

Commuters' inconvenience

Despite the fact that electric signals have been erected at the Vivek Vihar railway station, the commuters are facing inconvenience due to the lack of public address system. It is unfortunate that though as many as 47 trains halt at the Vivek Vihar railway station, the authorities of the Northern Railway have refused to rectify this defect at the station.

Moreover, no inquiry window has been provided at the station and the information provided by the staff on duty regarding trains are mostly incorrect.

Even though we have received a letter from the Divisional Railway Manager, Northern Railways, (dated 24-07-2002), in which he instructed the Station Superintendent, Shahdara Jn. to take necessary steps for providing the public address system immediately at the Vivek-Vihar railway station. However, nothing has been done till date.

Moreover, it is frustrating to wait for hours to get tickets during the peak hours. Many a time, passengers have missed their trains while waiting to collect their tickets. Will the authorities of the Railway Board look into the matter and do the needful.

Hazards of fly ash

I take this opportunity to bring to your attention the various problems faced by the residents of Sarita Vihar. Our sector is in close proximity to the Badarpur thermal power plant.

One of the major hazards caused by the power plant is in the form of fly ash, which is the bi-product of coal used for the generation of power.

The excessive amount of fly ash from the power plant has resulted in rapid depletion of greenery, resulting in the degeneration flora and fauna in the adjoining areas.

The ash is dumped in huge heaps around the power plant with little or no concern to the effects it has on the residents who are staying close to the power plant or on the environment.

The ash is often carried by the wind in our houses. Clothes left outside for drying and vehicles are covered in a blanket of dust/ash.

Loose ash is increasing the incidence of respiratory tract diseases. We would urge you to highlight our plight as our plea to the government officials has met with little response.

We hope that the Delhi Government takes some corrective measures to improve the state of affairs by properly utilising the fly ash rather than letting it loose and cause harm to the nearby areas.

GAUTAM PURI, Sarita Vihar, Delhi

Train halt demanded

Recently, the Railway Board has introduced an express train between Delhi and Kotdwar. However, it is sad that this train has no stoppage at Shahdara Jn.

It will cause great difficulties to the passengers who have to board this train from Delhi or Ghaziabad. Why is the area MP, Mr Lal Bihari Tiwari, silent on this issue?

I hope the authorities of the Railway Board will take the necessary steps in this direction.

RENU SHARMA, Subhash Park, Navin Shahdara, Delhi.

Facts on PTI agitation

Your paper carried a report relating to the agitation in PTI, including the hunger strike by PTI Employees Union president Vinod Kumar. The news item gives an impression that the entire staff have taken to the agitation.

But the ground reality is quite different. The fact of the matter is that the PTI Employees Union represents a very small segment of unionised employees and their ongoing agitation cannot be construed as an agitation by the entire staff.

The PTI Workers Union led by president Sanjay Kumar and general secretary Sunil Sehgal, and not the PTI Employees Union, enjoy the overwhelming majority.

Out of about 425 unionised employees, the PTI Workers Union, which is a registered entity, has a membership of about 360 employees.

Secondly, the PTI Workers Union is part of the Federation of PTI Employees' Unions, which alone has the mandate to take up all issues pertaining to the employees and the organisation. The Management recognises the PTI Federation as the sole body to negotiate on behalf of all employees.

Neither the Federation nor the PTI Workers Union have given any call for any kind of agitation.

Passing the buck

I read with astonishment the news titled "Pay your taxes or get a taste of garbage...." (NCR Tribune October 14, 2002). The functional responsibilities of a municipality include sanitation, sewerage disposal, drainage, control of epidemics, public vaccination and registration of births and deaths.

In the context to the news, ‘sanitation' is a compulsory function of the municipalities through out India.

Marriage registration

"Who is the ‘woh' in this love triangle" (NCR Tribune, October 6), in which two women are fighting over the same man, each trying to grab him to herself exclusively, represents the symptom of a deeper malady.

Such disputes frequently arise in the courts, especially in claims of inheritance, leading to all sorts of falsehood and fabrication, and understandably, sometimes to injustice.

One obvious remedial step is to pass laws, making registration of marriage compulsory, laying down that a marriage not so registered shall not be recognised. This will curb false claims and the evils of bigamy. It deserves the attention of the Law Commission and the National Commission for Women.
