Show-cause notice issued to minister
Our Correspondent

Kangra, September 25
The district BJP general secretary, Mr Kamal Padda, on the direction of the district BJP president, Mr Dulo Ram, today issued a show-cause notice to the Himachal Pradesh Agriculture Minister, Mr Vidya Sagar, as to why disciplinary action should not be taken against him for his utterances at a press conference at Kholi village on Monday describing the meeting chaired by Mr Kamal Padda held here on Sunday as illegal and describing the senior BJP leaders who attended the meeting as Congress men.

Mr Padda in his show-cause notice has asked the Agriculture Minister to explain as to why he called the meeting of the BJP mandal chaired by him as illegal and called senior BJP leaders as Congress men and asked for a reply to the notice within one week, other wise the district BJP will be forced to recommend for disciplinary action against him to the state high command.

When asked as to why meeting was held here on Sunday which raised much dust and indifferences cropped up, Mr Padda said the meeting was held on the direction of the district BJP chief to know reasons for the resignation of the BJP mandal chief Mr Prem Barsola, and there was nothing wrong in it.

The indifferences within the BJP here have snowballed last evening when all members of the local BJP mandal executive submitted their resignations to the party high command in protest against the alleged stepmotherly treatment given to them by the district BJP committee and frequent interference in the BJP mandal affairs by the district BJP.

Twenty three members of the local BJP mandal last evening submitted their resignations to the party president, Mr Jai Krishen Sharma, and copies of the same were sent to the Chief Minister, Prof Prem Kumar. The resignations have further deepened the crisis within the BJP here and brought to the fore the factionalism within the party. Those who resigned included BJP mandal general secretary Prem Sagar, vice-president Chanchala Devi, secretary Jagdesh Dhawan, treasurer Jagdesh Sharma, Mr Ramesh Choudary and Mr Vidiaya Sagar.

When asked about the resignations of the BJP mandal office-bearers here Mr Padda said he had not received any such resignations as yet and even those who had reportedly resigned today addressed the Deen Dayal Upadhyaya birthday function at the local Polytechnic College here as the mandal office-bearers.

He said when the district committee received the resignations he would hold a meeting here to know the cause of their resignations as was done on Sunday for Mr Barsola’s resignation.

Seven persons were injured, four of them seriously, in a clash between two groups of villagers over a piece of land at Kunihar, about 30 km from here today.

The injured included the Station House Officer, Arki. He had rushed to the police post, Kunihar after receiving an SOS from the ASI, in charge.

The latter had asked for help for tackling a mob which had gheraoed his post and was indulging in stone pelting.

The SHO was injured when he tried to prevent the mob from setting the police Gypsy on fire.

Two groups of villagers had been involved in a litigation over a piece of land. A party, claiming it to be the property of the local Arya Samaj, had been disputing its possession by the other.

It was alleged that Dev Raj, Des Raj and Hans Raj attacked Chaman Lal and Karam Chand of the other group with sickles, knives and sticks, when the latter demanded vacation of the former’s “illegal” possession of the samaj property.

Both Chaman Lal and Karam Chand suffered serious injuries. It was alleged that though the police was informed, it failed to reach the spot.

The police refusal reportedly infuriated the crowd, who gathered in large numbers outside the police post and started pelting stones. They also blocked the Subathu-Arki road.

The situation was brought under control when Deputy Commissioner Bharat Khera and the S.P., Mr S. Z. H. Zaidi, arrived at the spot.

Mr Zaidi issued spot orders transferring A.S.I. Gita Ram and Munshi Devinder Kumar of the Arki police post to the Police Lines, Solan. He also ordered an inquiry to be completed within 15 days by the ASP Devinder Thakur.

Des Raj, Dev Raj and Hans Raj, who belonged to the same family, had been arrested.
