Indo-Russian JWG discusses border issue

The Indo-Pak situation came up for intensive discussion at the two-day fifth meeting of the India-Russian Joint Working Group (JWG) on Afghanistan that concluded here yesterday in which Russia made it clear that it was opposed to any internationalisation of the Kashmir issue and New Delhi and Islamabad must resolve their problems bilaterally.

A spokesperson for the Ministry of External Affairs said Russia strongly believed that the world could not distinguish between good and bad terrorists and there could not be no double standard in the struggle against terrorism.

A joint statement issued today by the Ministry of External Affairs here said the two sides reiterated that terrorism could not be justified on any ground and must be eradicated wherever it existed.

They stressed the need for Pakistan to fulfil its stated commitment to end cross-border terrorism and extremism, not allow infiltration through the Line of Control and fulfil its obligation assumed for suppressing the activities of terrorist groups based in Pakistan-controlled territories.

The delegations stressed that the interaction of Russia and India in combating international terrorism constituted an important component of strategic partnership between the two countries.

In view of the need to further strengthen the universal international legal basis for combating terrorism, a detailed exchange of views took place on the ways to expedite the conclusion of the work in the UN on the Indian draft Comprehensive Convention against International Terrorism and the Russian draft International Convention for the Suppression of Acts of Nuclear Terrorism.

Foreign Secretary Kanwal Sibal led the Indian delegation while the Russian side was led by Mr Vyacheslav I. Trubnikov, First Deputy Foreign Minister.

Meanwhile, alarmed at the escalating tension in this region, Russia has invited President Pervez Musharraf to visit Moscow to once again stress upon him the urgent need to dismantle terrorist infrastructure even as it rejected India’s call for declaring Pakistan a “terrorist state”.

Dates of General Musharraf’s visit were being worked out by the two countries through diplomatic channels, Russian First Deputy Foreign Minister V.I. Trubnikov, who was here for the fifth meeting of the Indo-Russian joint Working Group (JWG) on Afghanistan, told reporters here.

Asked if the visit could take place before Russian president Vladimir Putin’s tour of India in December, he said, “it is very much possible”.

There are about 70 to 80 terrorist training camps operating in Pakistan-occupied Kashmir and Pakistan, Minister of Defence George Fernandes told the Lok Sabha in a written reply today.

As per information available with the Army about 97 terrorists have infiltrated into Jammu and Kashmir during the month of June 2002. Adequate military measures have been taken to check terrorist infiltration from across the Line of Control.

These include a multi-tiered defensive-cum-counter infiltration posture on the Line of Control, with all known routes of infiltration being guarded and patrolled by troops deployed on ground, the minister told the House.

As per reports available, 762 terrorists have been killed by the Army and the Rashtriya Rifles in Jammu and Kashmir from January to June 2002, the Defence Minister told the House.

There have been suggestions, including in the Press, that India should consider abrogating the Indus Water Treaty in view of Pakistan’s sponsorship of terrorism directed against India in violation of international law and bilateral agreements, the Minister of State for External Affairs, Mr Digvijay Singh, told the Rajya Sabha in a written reply today.

he said projects in the hydro power and irrigation sectors had been taken up for implementation in Jammu and Kashmir keeping in mind the provisions of the Indus Water Treaty.

In reply to another question Mr Singh told the House that according to Mori International, one of the largest media organisations in the UK, two-thirds of people of Jammu and Kashmir take the view that Pakistan’s involvement in the region for the past 10 years has been bad. Only 15 per cent believe it has been good for the region, while 18 per cent say it has made no real difference.

The minister said according to the survey, a clear majority of the population (over 65 per cent) believes that the presence of foreign militants in Jammu and Kashmir is damaging the Kashmiri cause.

On the basis of citizenship, 61 per cent said they felt they would be better off politically and economically as an Indian citizen, only 6 per cent as a Pakistani citizen and 33 per cent said they did not know.

Woman with knife held in Parliament House

The police today detained a woman while she was entering the Parliament House building carrying a knife. The woman identified as Sunita was caught by Parliament House staff at the reception and handed over to the police after she failed to explain the possession of a knife.

The woman from Karnataka had gained access to the complex on a pass provided by an MP. While the police found a button-actuated knife in her possession, during interrogation Sunita claimed that it was just a kitchen knife, the sources said. Top

 

Railway bifurcation: Paswan plans dharna

Patna, July 18
Lok Janshakti Party (LJP) President Ram Vilas Paswan will observe fast and stage a dharna at Hajipur on July 30 in protest against the “attempts of the Vajpayee government to reopen the issue of reorganisation of the Eastern Railway.”

Accompanied by senior Nationalist Congress Party (NCP) leader Jagnnath Mishra and Tariq Anwar, Mr Paswan told mediapersons here today that Railway Minister Nitish Kumar’s “self congratulatory attitude” was untenable as it was his initiative which saw the Union Cabinet approving the creation of the Eastern Railway within the shortest possible time.

He said his party could even observe fast unto death if the Vajpayee government reversed the decision.

Mr Paswan said former Prime Minister H.D. Deve Gowda had inaugurated the East Central zonal office when he was holding the portfolio of Railway Minister. He said many railway projects approved by him were put in cold storage by Mr Nitish Kumar. Ms Mamata Banerjee’s outcry over the issue was also an attempt to grab the post of Railway Minister, Mr Paswan added.

He said Mr Laloo Prasad Yadav, who was eulogising Mr Nitish Kumar, did not provide land for the zonal office at Hajipur when he was the Chief Minister in 1996. He dismissed the present controversy as a political gamble.

The LJP chief said the NDA could not become an alternative to the RJD in Bihar “as it had lost its all sheen”. He invited all parties opposed to the RJD and the NDA to come together and overthrow their rule in Bihar and the Centre, respectively. He said that the NCP would fight against the RJD and the NDA and modalities of agitational programmes would be fixed through discussions.

Call girls’ source irrelevant: panel

New Delhi, July 18
The Venkataswami Commission today ruled against cross-examination of Tehelka reporters on the identity and source of call girls, saying that it was not germane to the issue of the means adopted by the news portal during its sting operation on corruption in defence deals.

In his nine-page order, commission Chairman Justice K. Venkataswami said cross-examination concerning the use of call girls must be confined to the means such as whether the demand was from the officers concerned or offered as part of a pre-conceived or concerted strategy by the portal and steps taken to protect their interests.

Disallowing a question on the source of call girls, put forward by Mr C. Mohan Rao, counsel for Defence Ministry official Narendra Singh, Justice Venkataswami said: “The relevant and substantial issue concerning the use of call girls is whether the means employed by the Tehelka team violate the journalistic ethics or any laws of the land.”

Disagreeing with Attorney-General Soli Sorabjee, who yesterday argued that the source of call girls could be revealed to probe the conspiracy angle, Justice Venkataswami said: “There is a linkage between the source and identity of women.”

The commission had yesterday heard arguments on the issue during continued cross-examination of tehelka.com Editor (Investigation) Aniruddha Bahal, who had refused to reveal the source of call girls. UNI

Leader of the Opposition Mahinda Rajapaksa today said though the ceasefire agreement between his country’s government and the LTTE signed in February this year was an important milestone in the search for lasting peace, India’s capability to put an end to the ethnic problem in Sri Lanka was beyond doubt and that it could do this by getting the LTTE to come to the negotiating table.

Mr Rajapaksa, on a visit here to deliver a lecture on human rights at the Rural Litigation and Entitlement Kendra, told mediapersons here that the time had come for India to intervene in Sri Lanka through diplomatic channels, if not militarily, to resolve the crisis.

“It it the desire of the communities in Sri Lanka that India play a bigger role in facilitating the peace process and in guaranteeing a final peace agreement,” Mr Rajapaksa said.

He reiterated that the Indian intervention at the present juncture to end the ethnic strife could still come in the form of a political settlement between the Sri Lanka Government and the LTTE.

Cops open fire during Jharkhand bandh

Ranchi, July 18
The Jharkhand Assembly complex today came under attack by supporters of the statewide bandh call given by anti-domicile organisations, with the police rounding up 200 persons across the state after declaring a red alert.

The dawn-to-dusk bandh call, near total in the capital, saw trouble just at the Assembly gate when agitators — defying prohibitory orders — blocked the way of State Transport Minister Sadhnu Bhagat’s car, forcing his bodyguard to fire three rounds. They later expressed anger, breaking the lights and window panes of the security room near the Assembly gate.

Bandh supporters raised slogans against the government, demanding the resignation of Chief Minister Babulal Marandi.

The agitators set ablaze a government vehicle and tried to intimidate employees in the Social Welfare Department office at Dhurwa here. Bihar Institute of Rural Development was also set afire.

To disperse the unruly mob, the police fired 10 rounds in the air near the Dhurwa roundabout. They also lobbed tear gas shells and lathicharged the violent crowd. However, no casualty has been reported.

Official sources said educational institutions, business establishments, shops and markets remained closed since morning. Attendance in government offices was thin and transactions did not take place in most of the banks. UNI

One more charge against journalist Geelani

New Delhi, July 18
The police has slapped one more charge — circulation of obscene material — against Jamaat-e-Islami leader Syed Ali Geelani’s son-in-law Iftikhar Geelani, arrested under the Official Secrets Act.

The police has added Section 292 of the IPC, which deals with circulation, sale and printing of obscene material, against Geelani, his counsel V.K. Ohri today told reporters after the in-camera hearing in his case. Mr Ohri alleged that the new charge was added without the permission of the court and stated that he opposed it during the hearing held by Chief Metropolitan Magistrate Sangita Dhingra Sehgal in her chamber.

Meanwhile, the court deferred till July 23 the pronouncement of the order on the verification of the source of information of the document allegedly seized from Geelani by the Income Tax authorities on the basis of which the police had registered a case against him under the Official Secrets Act.

The court also directed the Superintendent of Tihar Jail, where Geelani is lodged under judicial custody, to file a reply to his application seeking library facilities. PTI

CBSE AIEEE seat allocation list

The Central Board of Secondary Education (CBSE) tonight declared the first list of seat allocation for successful students of the All-India Engineering, Pharmacy, Architecture Entrance Examination.

More than 211,000 students appeared for about 10,000 seats in various institutes countrywide.

The results are available on website “www.aieee.nic.in” and through the Interactive Voice Response System (IVRS) on telephone numbers 011-4360680, 011-4360681, 011-4360702, 011-4360701, 011-4360709, 011-4361944, 011-4363283, 011-4366805. 

The seat allotment letters were being dispatched to the selected candidates by post. The CBSE has advised the candidates to report to the respective institutes with the allotment letters and all other documents required for admission between July 22 and 28. UNITop

ARMY CHOPPER USED TO DROP GIFT
JAISALMER:
The helicopter which dropped a birthday gift for a girl here last week belonged to the Army Aviation Corp and was piloted by an Army Captain against whom an inquiry has begun, Defence sources said on Thursday. Taking a serious note of the incident, the Army has started an inquiry into the conduct of the officer, they said. The officer flew the helicopter dangerously low over the Gandhi Chowk area to drop a packet over a building. PTI

ORDERS RESERVED ON BROKER’S BAIL PLEA
MUMBAI:
A special court has reserved order until July 20 on the bail plea of broker Ketan Sheth, held in Rs 92.78 crore Seamen’s Provident Fund scam case. Arguments concluded on Wednesday in the court of designated Judge S.G. Deshmukh who decided to give his ruling on July 20. The broker’s lawyers, argued that Ketan Sheth had been in custody for nearly two months and investigations were already over. PTI

FIR LODGED AGAINST OPPN LEADER’S KIN

The Bihar police has lodged an FIR against Rekha Modi, sister of the Opposition Leader in the state Assembly, Mr S.K. Modi, accusing her of abduction and unlawful confinement of a minor girl. City SPO N. Bhaskar said the case was registered by the police following a complaint by Anju Devi, mother of the 14-year-old girl, Soni Kumari, on Wednesday. PTI

ULTRAS KILL 2 CPM WORKERS IN TRIPURA
AGARTALA:
Outlawed National Liberation Front of Tripura (NLFT) militants shot dead two CPM activists and kidnapped nine others in Tripura during the past 48 hours. The police said here on Thursday that the militants gunned down a CPM worker at Rajdhar in Dhalai district and another at Baijal Bari in West Tripura district. The rebels also kidnapped nine CPM workers from Mendi in Dhalai district. However, they were released after a massive agitation by local people. UNI

ONE HELD IN MULTIPLE MURDER CASE
KEONJHAR, ORISSA:
A person was arrested on Thursday for his alleged involvement in the murder of four brothers in Panchugochhia village under the Anandpur police station of the district, the police said. Political rivalry between the brothers and the villagers is said to be the reason behind the murder committed on Wednesday. While the victims were supporters of the Biju Janata Dal, the accused were the sympathisers of the Congress. UNI

9 COPS SUSPENDED FOR KILLING DOCTOR
AGRA:
Nine policemen, including an SHO, allegedly involved in the killing of a woman doctor near Mathura have been suspended and a magisterial inquiry ordered into the incident, a senior police official said on Thursday. Sonali Bose, a final year student of S. M. Medical College here, was shot dead on Tuesday night by the police, who mistook her to be an outlaw, near Farah in Mathura district when she was returning in a car with her colleague. PTI
