Haryana fears punitive action Chandigarh, May 11 Last year the government had made a commitment to give more than Rs 600 crore to the Power Utilities as agricultural subsidy. However, it could finally give only about Rs 200 crore . This year the state government has promised more than Rs 650 crore. This amount, coupled with last year’s carry-over of Rs 413-odd crore, comes to more than Rs 1000 crore. The state government is expected to pay this sum to the Power Utilities over the year. While stating that paying more than Rs 1000 crore to the Power Utilities would be a difficult task for the cash-strapped state government, sources said the SERC was almost certain to take note of the state government’s failure to pay the full subsidy amount last year and may take some hard steps. “The state government’s inability to fulfil its promise may result in the SERC asking the state government to impose cost-based tariff on the agricultural sector. It may also ask the state government to pay the subsidy amount to the Power Utilities in monthly instalments”, the sources said, adding that either way it would be a difficult proposition for the state government. The SERC is going through the tariff proposals submitted by the Power Utilities in March this year. The proposed rates for various categories are reportedly unaltered. While the state government is responsible for precipitating the situation arising out of non-payment of the entire agriculture subsidy, the Power Utilities is being accused of imposing a financial burden on the state government. The sources said when the State Electricity Board (SEB) was trifurcated following Haryana’s agreement with the World Bank (WB) on financial support by the WB for state’s power sector reform programme, it was envisaged that the equity by the state government would be gradually phased out. In fact, the current year, (2001-2002) was projected as the year which would mark “zero equity” by the state government. However, the long-term plan of making power sector companies viable has gone topsy-turvy. The companies continue to be dependent on government equity. Though the state government defaulted on payment of subsidy, it gave the entire equity of approximately Rs 265 crore, which was due, last year. This year the state government would be giving about Rs 250 crore to the Power Utilities as equity, the sources said. They said since the splitting of the SEB, the state government had given more than Rs 1000 crore towards equity to the power sector companies and phasing out of equity appeared to be a distant dream in view of the financial position of the power sector companies. |

CM’s mandi visits a sham:
Hooda Hisar, May 11 Addressing mediapersons at Hansi near here yesterday, he said on the one hand farmers and traders had been blocking roads all over the state in protest against unavailability of gunny bags and delay in payments for the past many days, on the other hand Mr Chautala had been making tall claims of smooth procurement after visiting mandis. He said there was no need to visit mandis if supply of gunny bags to the mandis of the state was ensured. Mr Chautala’s exercise was meant to cover up inability of his government to ensure smooth procurement. The Congress chief alleged that farmers were forced to sell their produce at throw-away prices or carry it back without selling. The government had failed to ensure sufficient supply of gunny bags, which had adversely affected procurement. Mr Hooda alleged the people of the state had been facing shortage of power and water. It had affected sowing of cotton crop. They were also unable to pay electricity bills because of the hike in rates. He alleged that the Centre and the state government were implicating Congress leaders in false cases in a bid to browbeat the Opposition. He also extended support to the ongoing agitation by students of the College of Agriculture of Haryana Agricultural University. On Mr Bhajan Lal’s inability to participate in the Panipat rally on May 20, the state Congress chief remarked he wanted all senior leaders of the party to participate in it. May 11 A Spokesman of the department said the irrigation schedule had been divided into three groups of ‘A’ ‘B’ and ‘C’. Group ‘A’ comprised the Sirsa branch, the Mohalgarh minor, the Narwana minor, the Dakal minor, the new Sanchakhera minor, the new Sainthly distributary and new Barsola minor. As much as 785 cusecs of water would be made available in this group. He said group ‘B’ comprised the Koth Kalan distributary, the Nara distributary, the Banbhori distributary, the Sotha distributary, the new Chhan minor, the Badhawar distributary, the Panihari distributary, the Data distributary, the Khirch distributary, the Gurana distributary, Khanpur minor, the Kharkheri distributary, the Ghirai distributary, the Balsamand sub-branch, the Barwala branch, Hisar waterworks through the BLD Deosar and the Dewa distributary and the Sewani link to augment the supply in the Sewani canal system. As much as 910 cusecs of water would be made available in this group. Similarly, group ‘C’ comprised the Surbara distributary, the Sandhlana distributary, the Rana distributary and the Balsamand sub-branch.
Sonepat, May 11 According to official sources, the procurement of wheat had remained suspended for the past four days for want of gunny bags and this had led to a series of protests by the farmers who held up traffic on certain roads and staged demonstrations and rallies against the state government and the district administration. They also shouted slogans against the officials of the procurement agencies and the state government. Meanwhile, the arrival of wheat has picked up and all mandis and purchasing centres are overcrowded with wheat. The officials of the procurement agencies have failed to lift the procured what stock from the markets as there is no room in the godowns. Lakhs of gunny bags filled with procured wheat are lying in the open in the godowns of this district. According to informed sources, the state government has been duped by certain unscrupulous traders who had sold old gunny bags to the officials of the procurement agencies. |
Dalal directed to appear in
court Chandigarh, May 11 The State Vigilance Bureau had registered an
F.I.R. dated May 2, 2001, under various Sections of the I.P.C. and under Section 13 (1)(D) of the Prevention of Corruption Act. It was alleged that he as Forest Minister had misused his powers and ordered the purchase of spurious and artificial
J.V. Fertiliser for different forest divisions for more than Rs 1 crore from Bio Fertiliser, Panipat. It was further alleged that the said firm neither had any plant in Haryana, nor was any bill for the purchase of raw material available. Mr Suryakant Sharma, Advocate- General, Haryana, while arguing the matter submitted that although the application for anticipatory bail had been dismissed by the Special Judge, for want of jurisdiction, there was no ground or occasion to grant ad-interim anticipatory bail up to May 15. This tentamounts to taking cognizance of the matter and exercise of the jurisdiction which the Special Judge did not have. The Haryana Government has prayed for cancellation of the order of the Special Judge and a direction to Mr Dalal to surrender before the police for custodial interrogation. |

Order on Dangi’s bail plea reserved Rohtak, May 11 Special Judge Shiva Sharma, on conclusion of arguments on the bail plea of Mr Dangi, currently lodged in Rohtak jail, said the order would be pronounced on May 14. While Mr Dangi’s counsel Raghubir Singh Hooda pleaded for grant of bail to the petitioner on the ground that no case was made out against him (Dangi), special public prosecutor Rajender opposed the bail plea. Mr Dangi, against whom a case under various sections of the IPC and the Prevention of Corruption Act (PCA) had been registered at the state Vigilance Bureau, Rohtak police station, surrendered in the special court here on December 4 last year. 23 trucks of fodder flagged off to Rajasthan Fatehabad, May 11 Later talking to mediapersons, Mr Chautala said whenever there had been any natural calamity in the country, the state government and the INLD had been seen on the forefront in providing relief to the victims of that calamity. He said the state government was the first to reach Gujarat and make all possible arrangements to rehabilitate the quake victims of the areas adopted by it. Mr Chautala said the Chief Minister yesterday met his Rajasthan counterpart at Jaipur and offered him all possible help to meet the challenges of drought. He said the consignment of 23 truckloads was the first of such consignments that would be sent from other districts soon. He claimed that the state government had been ensuring that the farmers in the state got minimum support price for their wheat crops. He said it had happened for the first time in the state that the Chief Minister himself had been visiting all grain markets of the state to safeguard the interests of the farmers. He ridiculed the charges of the Opposition that farmers were being harassed in grain markets. |
Crime on decline in Haryana:
DGP Panipat, May 11 He said the Rohtak range had topped in recovery of stolen property up to 92 against 72 per cent overall in the state. He complimented the Rohtak range Inspector General of Police’ Mr Resham Singh, and SP Jajjhar, Mr Akil Mohamad, for busting an international gang of car thieves. He appreciated their investigation procedure which had resulted unearthing the modus operandi of those engaged in fake stolen property claims and making fictitious registrations. The recovery in burglary cases had gone up to 48 per cent, 46 per cent in robbery and 87 per cent in thefts, the DGP added. He further said there had been a hike in registration of cases under special law which aimed to check anti-social elements. He directed the SPs for speedy disposal of confiscated materials and vehicles. He also directed them for night patrolling and suprise checking of nakas and police chowkis. He said the police should maintain close rapport with the public which would built confidence in them and the state would be relieved of crime. He directed the IGs listen to public grievances and redress them. In case of public complaints, the complainant should be satisfied first and every complaint should be definitely taken care of within three months. The DGP said 129 cases of attempt to murder were registered till April end during the current year. Compared to 157 last year. He said the police had registered 248 cases of rioting against 276 last year and 115 rape cases till April end against 133 in the corresponding period last year. He further said 1046 cases of
burglary, 128 robber cases, 2057 theft cases and 31 cases of dacoity were
registered during the current year till April end. As many as 1816 cases were registered under the Gambling Act, 450 under the Arms Act and 427 under the NDPS Act he added. |
Faculty divided over Siwach’s
removal Rohtak, May 11 In a statement here today, they alleged Dr Siwach could not prove himself worthy of the post of Director. His style of functioning was a hurdle in the improvement of the PGIMS, they said. The senior members of the faculty were, however, reluctant to go on record either in favour or against Dr Siwach. One of them summed up the situation as unfortunate. The state secretary of the CPM, Mr Inderjit Singh, described the government action as
undesirable. He said the autonomous status of the PGIMS and universities should be maintained. He said interference in the functioning of the PGIMS was uncalled for. He said the government should maintain transparency in the appointment and removal of persons at top posts. A former minister, Mr Krishan Murti Hooda, said the removal of Dr Siwach was another incident of discrimination against people of Rohtak and Jhajjar districts. Earlier, he said, the Chautala government had shifted the trauma centre from Rohtak to Karnal and water in canals in these two districts was released after 45 days instead of 30 days. Dr Siwach, he said, had initiated several measures to improve the functioning of the PGIMS during his tenure. Meanwhile, a senior member of the PGIMS faculty said as per the rules, no IAS officer could be appointed Director of the PGIMS, even temporarily. The rules were very clear on this issue and the government appeared to have overlooked them while appointing the Commissioner, Rohtak division, Ms Anita Chaudhary, as the Director. For the first time since the inception of the PGIMS 40 years ago, a son of the soil Dr Siwach had taken over as Director, but, Mr Hooda said, this was not acceptable to some. A few days ago, the Commissioner and Secretary, Health, Ms Veena Eagleton, had appreciated Dr Siwach’s work, he said in a statement. Sonepat, May 11 In a statement issued to the press, he alleged that Mr Chautala had not put any pressure on the Central Government for the completion of the SYL canal in the Punjab. He hoped that Mr Vajpayee would solve the Sutlej Yamuna Link canal dispute on the pattern of the Cauvery water dispute. He, however, warned that if steps were not taken to maintain the canal water supply most of the southern parts of the state would turn into a desert. He said the farm scientists have already predicted that the entire state of Haryana would become another desert for want of water. Mr Vidrohi also criticised the Central Government for not solving the territorial and river water disputes with Punjab. He regretted that the surplus water of the Sutlej and the Ravi was flowing to Pakistan and was not being utilised within the country itself. Referring to the anti-farmer attitude of the BJP-led NDA government in the Centre, Mr Vidrohi alleged that the farmers are being denied the remunerative price of their produce, including paddy and wheat. He said that the minimum procurement price fixed by the Union Government for various produce was inadequate and demanded immediate revision of the procurement price of wheat, paddy and other
foodgrains. |
Borders face threat: Surjewala Yamunanagar, May 11 He predicted the fall of the NDA government saying that the Congress would emerge as a winner in the elections in Tamil Nadu, Assam, West Bengal, Kerala and Pondicherry. The 18 crore voters in the five states had given a verdict against the BJP-led government, he said. Mr Surjewala announced the leadership of Ms Sonia Gandhi had been accepted by the common man in Punjab, Uttar Pradesh and Jammu and Kashmir, where the elections were due, the Congress would come to power, he said. Mr Surjewala said the people were not interested in the regional parties because they had been proved anti-farmers. |
Poppy husk worth 10 lakh
seized Fatehabad, May 11 The SP, Mr Hanif Qureshi, informed mediapersons during a press meeting organised at the local sadar police station that the police had got a tip-off from a caller that a truckload of poppy husk would reach here last night. Acting on the clue, a police party led by the DSP (HQ), Mr Ashok Sheoran, laid a trap near a roadside dhaba near Baropal village. As soon as the truck (RJ31 1460) reached the dhaba the police stopped it and checked the contents of the vehicle. It was found that 70 bags of poppy husk had been kept concealed under 30 bags of onion in that truck. The police arrested truck driver Joginder and cleaner Anil, both residents of Sarangpur village near Mandi Adampur, in Hisar district on the spot. On interrogation, the accused told the police they had brought the contraband from Biawar in Rajasthan and they were asked to supply the consignment to Prithvi Singh of Baropal village. The police raided the residence of Prithvi Singh twice but he has been missing since last night. The SP said the total value of the contraband was more than Rs 10 lakh and it was the biggest seizure in the state during the last many months. The driver and conductor were produced before the Judicial Magistrate, Mr Mewa Singh, who ordered six day’s police remand for both the accused. Cases under Section 15 of the Narcotic Drugs and Psychotropic Substances Act (NDPS) has been registered against the two accused, while the truck owner, Sanjay, a resident of Hisar, has been booked under Section 27 of the said Act. He is accused of charging Rs 35,000 for transporting the contraband. Prithvi Singh, main accused, has been booked under Sections 15,61 and 85 of the NDPS. |
Widow threatens immolation Rewari, May 11 It is reported that Prabhati Lal was seriously injured in a skirmish on April 30. He was a supporter of Mahant Baba Mahavir Das. He succumbed to his injuries at hospital in Delhi on May 4. Earlier, on the basis of a complaint lodged by Umed Singh, another supporter of the Mahant, the police registered a case on charges of rioting, causing hurt, criminal intimidation and conspiracy against Mahant Baba Balram Das and seven others. Section 302 (relating to murder) was added to it soon after the death of Prabhati Lal. Meanwhile, the police has arrested Baba Balram Das. The police has also registered a case on charges of causing hurt to Mahant Baba Balram Das and his four associates against Ram Avtar Yadav and seven others, all supporters of Mahant Baba Mahavir Das. Chandigarh, May 11 In a statement issued here today, HPCC President Bhupinder Singh Hooda alleged that the Kurukshetra police forcibly took the car of Ripudaman from Mohan Nagar Chowk at 7 p.m. on May 9 to the CIA staff and arrested him. Soon after, Mr Chatha received a phone call, telling him that if he requested Inspector Surender Singh Malik, his grandson would be released. Mr Chatha refused to request Inspector Malik as he was placed under suspension on his complaint. Mr Hooda alleged that Ripudaman and his friend were arrested after planting smack on them because of political vendetta and the Chief Minister’s personal enmity with Mr

Villagers disrupt traffic against
police inaction Sonepat, May 11 According to a report reaching here, Mr Suraj Bhan Jangra, Sub-Divisional Magistrate, along with the police arrived on the spot and assured the villagers that the persons behind the kidnapping of the student would be brought to book within three days. After getting the assurance the irate residents lifted the blockade. Meanwhile, enquiries made by the correspondent revealed that Nitin was kidnapped while he was returning home after attending school on April 26. However, on the following day, the alleged kidnappers demanded Rs 1.50 lakh as extortion money from the parents of the boy and threatened to kill him if they failed to do so. Thereafter, Mr Ramesh Malik, father of the boy, had lodged an FIR. |
Woman kills self, husband

Rajbir. All three were drowned. Bodies of Suman and Rahul were found from the canal on Tuesday (May 8) whereas body of Priyanka was fished out by the police on Wednesday. When Rajbir came to know of the tragedy, he also committed suicide by jumping before a train on
Wednesday. Suman, daughter of a resident of Bagthala village near here, got married to Rajbir of Amoli village about 5 years ago. Rajbir was working as a teacher at a private school in

Two arrested in murder case Bhiwani, May 11 The district police chief told mediapersons here yesterday that Mahender Singh Arora of Matloda in Panipat had lodged a complaint with the police on April 27 regarding his daughter going missing. The police on finding the body called the relatives of the missing girl for recognising the body. Subsequently, Pawan and Sunder, both of Matloda, were arrested.
