CBI to probe widow’s charge

Mr Justice V.M. Jain of the High Court directed the CBI to investigate the allegations made by Pammo, alias Preeti, widow of Mr Ved Parkash who alleged that her inlaws were harassing her by lodging false FIRs against her for the murder of her husband, merely to disinherit her of the vast property owned by her husband.

Chautala announces sops for cops

Jawans of the Haryana Police sacrificing their lives in the course of their duty will henceforth be treated at par with martyrs of the Kargil war and their next of kith and kin will be paid Rs 5 lakh.

This was announced by the Chief Minister, Mr Om Prakash Chautala, while speaking at a janata-police sammelan organised here this evening.

Earlier, Mr Chautala, who presided over a meeting of the high-level police welfare committee, announced a series of incentives for the policemen in recognition of their role in maintaining law and order in the state.

The uniform allowance of the Deputy Superintendents of Police will be raised from Rs 1000 to Rs 5000. The ballistic staff of the Forensic Science Laboratory, Madhuban, will be paid the risk allowance. The Director-General of the Haryana Police will be empowered to sanction non-refundable loan from the General Provident Fund of the police personnel.

The policemen posted in Haryana Bhawan, Delhi, will get the capital compensatory allowance at par with that admissible in Chandigarh. Mr Chautala also announced an increase of Rs 50 a month in the salary of the constables.

Declaring Madhuban as “sports district”, Mr Chautala sanctioned Rs 16.90 lakh to the Police Department to undertake various social security and welfare measures during the current financial year. The honorarium being paid to guest lecturers of the Police Training College (PTC) will be raised from Rs 50 to Rs 500.

He asked the DGP, Mr M.S. Malik, to put up a detailed proposal to promote Head Constables as Assistant Sub-Inspectors after they complete 35 years’ of service. He also asked for a proposal to lift the ban on the recruitment of Class IV employees. Mr Chautala announced that the registration fee of Rs 500 per candidate collected from those aspiring to join the police as constables would be spent on the welfare of the policemen in the state.

Complimenting the police force of the state, the Chief Minister said gone were the days when the police of the other states used to complain that Haryana had become a sanctuary of criminals.

Mr Chautala released the first issue of the newsletter, “Police Sandesh”, of the Haryana Police as well as a Hindi version of the Punjab Police Rules, translated by Mr R.C. Mishra, Deputy Director of the PTC.

He also honoured various citizens and policemen for their role in preventing crime or apprehending criminals. Winners of the shooting competition for police officers were given prizes.

Tent-pegging, a kabaddi match, a motor cycle show by the Punjab Police, tug-of-war between sarpanches and SHOs, communication display, cultural show , tatto show and a “mashal parade” were some of the highlights of the sammelan.

Mr Malik presented a cheque for Rs 76 lakh to the Chief Minister for the relief fund for the Gujarat earthquake victims.

The Chief Secretary, Mr L.M. Goyal, was among those who spoke on the occasion.

Earlier, Mr Chautala laid the foundation stone of a Rs 31.58 crore police line to be constructed in 55 acres. He also inspected a prototype of a hut to be constructed by the Haryana Police Housing Corporation in the quake-hit villages adopted by the state in the Rapar taluka of Gujarat.

Renovation of minor tomorrow

Haryana Chief Minister Om Parkash Chautala will inaugurate the renovation work of Mallekan minor on 22 of this month in the district.

Giving this information Additional Deputy Commissioner D.Suresh said that the World Bank-assisted renovation work is estimated to cost Rs 3.75 crore. The minor after renovation will provide water for irrigation to 10600 acres of land more and raise the farm yield increasing income of farmers to the extent of Rs 3 crore per annum. With this the long pending demand of the farmers of this area would be met, he added.

Engineer in charge of renovation project K.D. Sharma said that the work on this minor is likely to be completed by the end of September. This will benefit farmers of 24 villages.

Budget meeting: probe ordered

The additional Deputy Commissioner, Ambala, Mr Mahinder Kumar, today began an inquiry into the postponement of the special budget meeting of the Municipal Council, Ambala City.

Meanwhile, the president of the council, Mr Rajendra Guddu, and other municipal councillors met the ADC in this regard.

Mr Rajendra Guddu said, “The budget has been passed by the finance sub-committee consisting of four members, two each from the BJP and the INLD.”

He said that yesterday he and a few other councillors had to attend to some pressing matter because of which he postponed the meeting. “I got written applications from councillors who had to go out,” he said.

He said he was planning to call the special budget meeting in the next week.

Putting life back on track in Rapar

Relief teams sent by the Haryana Government to the quake-hit areas of Bhuj in Gujarat have helped putting normal life back on track for thousands of residents in the rural areas.

Hundreds of officials and employees of the Haryana Government and volunteers are camping in remote hamlets of Rapar tehsil adopted by the state government.

Stating this, Mr Virender Singh Dahiya, City Magistrate, Ambala, said at Rapar Taluka, basic services like the functioning of schools and postal facilities had been started. Ration and other items were being distributed.

All schools had started functioning again and the debris had been cleared.

Schools had been reopened at Balasar Lodhrani, Anandpur, Bela Brijvani and Jatawara villages.

He said postal services had also started with the help of employees and volunteers. About 37 persons died in the quake in this block. Twenty died at Jatawara, six at Balasar, six at Brijvani, three at Bela and two at Movana.

The biggest relief camp from Haryana was from Ambala division as teams from Rohtak, Hisar and Gurgaon were also engaged in relief work.

The responsibility of looking after the basic needs of at least 4,680 families had been given to the Ambala team.

Primary health services had also been restarted at Balasar, Jatawara, Brijvani and Bela. Food and other commodities were being distributed with the help of locally-constituted gram samitis. A token card had been issued to each family and ration was being given for a period of about 45 days. Each family had been given a tent.

Marriages of three girls and two youths had also been arranged by officials of Haryana.

350 frames to be displayed at philatelic exhibition

The world’s first stamp issued in 1840 called penny black, Asia’s first stamp issued in 1852 in Sindh and the first stamp to be issued all over the country in 1854 are going to be the highlights of the second Haryana State Philatelic Exhibition, Harpex-2001, to be held under the aegis of the Chief Post Master General, Haryana circle.

Talking to mediapersons, the chairman of organising committee and Chief Post Master General, Mr T.R. Sharma, said Harpex-2001 would be held from February 23 to 25 at SD College, Ambala Cantt.

“The exhibition will be inaugurated by Mr Gutam Gupta, member operations, Postal Services Board, Ministry of Communication, and the closing ceremony will be presided over by Mr B.N. Som, Secretary to the Government of India, Department of Posts and Chairman Postal Services Board,” he said.

Mr Sharma said the exhibits to be displayed in the exhibition had been classified into two classes — invitation class and competition class. “Under the invitation class, the exhibits will be from National Philatelic Museum, Army Postal Services, Indian Security Press and eminent philatelists who have been invited to display their collections and other exhibits,” he said.

“The competition class has been divided into seven groups for displaying the exhibits of postal history, general collections on pre/post independence period, literature on philately and stamps issued by India and other countries on different themes,” Mr Sharma said.

Mr Sharma said the response to the exhibition from the philatelists had been enthusiastic with 106 frames to be displayed in senior section and 108 frames to be displayed in the youth group. “There are going to be over 350 frames on display during the exhibition. The Philatelic Club of Ludhiana has contributed 60 frames, the philately club Jalandhar has contributed 32 frames and the club from Patiala has contributed 19 frames,” he said.

Mr T.R. Sharma, Chief Post Master General, will be the chairman of the jury. The awards include Vermeil medal, silver medal, silverbronze medal, bronze medal and other awards.

The exhibition will also have a philatelic workshop, essay writing competition for college students, on the spot painting competition and dealer’s booth.

Director Postal Services, Ms Madhuri Dabral Sharma, said a philately bureau will be inaugurated on February 25.

CBI to probe widow’s charge

Mr Justice V.M. Jain of the High Court directed the CBI to investigate the allegations made by Pammo, alias Preeti, widow of Mr Ved Parkash who alleged that her inlaws were harassing her by lodging false FIRs against her for the murder of her husband, merely to disinherit her of the vast property owned by her husband.

The petitioner had filed an FIR alleging that her in-laws had been ill-treating her with a view to grab the property and had even forged some documents. The elder brother of her husband in retaliation had lodged an FIR against her for having misused some blank cheques.

The High Court earlier directed the police to complete the investigation of both FIRs (No.503 and 207) but the police filed. The petitioner submitted that she was a widow who had been defrauded and would not get justice from the Haryana police.

Objections in poll case turned down

Mr Justice R.L. Anand of High Court today rejected the preliminary objection raised by Mr Krishan Pal, a BJP legislator from Mewla Maharajpur constituency of Haryana Vidhan Sabha, against the election petition filed by Mr Mohinder Partap, the defeated candidate of the Bahujan Samaj Party. The respondent had sought dismissal of the election petition at the initial stage itself.

In the petition it was submitted that since the election was to take place with the help of electronic voting machines, the returning officer and the staff had the duty to educate the voters, which was not done and due to this confusion occurred and people could not exercise their vote properly. It was further alleged that the returning officer was intentionally posted in the constituency to help respondent No 1, a former Transport Minister, while the returning officer was General Manager of the Haryana Roadways at that time. The Judge fixed the case for evidence of the petitioner for April 3.

Pay taxes in time: IT Commissioner

Ambala, Feb 20 
The Income Tax Commissioner addressed members of the Haryana Chamber of Commerce and Industry and the Ambala Cantonment Traders Federation in Rukmani Devi Hall.

He said the refunds would be issued timely. He stated that the tax payers should pay their taxes due to them timely and honestly in the interest of the nation’s development.

The chairman of the federation, Dr N.C. Jain, demanded that the personal income tax limit should be raised to Rs 8,500. “Surcharge on income tax levied at the time of the Kargil war should be withdrawn and the age limit of senior citizens should be lowered to 60 years,” he demanded.

He said the rate of TDS should be lowered down to five per cent on interest income from the bank deposit. “It is demanded that the Finance Minister should introduce Voluntary Disclosure Scheme for Gujarat earthquake relief and a income tax payer may declare any amount under VDRs after paying 30 per cent tax on declared income,” he said.

Mr Bharat Bhushan Jain, president of the Chamber, demanded that the taxpayers should be given full exemption for medical treatment like heart operation, kidney operation and other major operations.

Nod to business rules amendment

The Haryana Cabinet has approved the amendment in allocation of the business rules of the local Government Department. With this amendment, 10 more subjects would be added in the allocation of business rules of the department.

These are, the Haryana Municipal Act, 1973, the Haryana Mata Mansa Devi Shrine Act, 1991, the Haryana Mata Sheetla Devi Shrine Act, 1991, the Haryana Municipal Corporation Act, 1994, the Punjab Town Improvement Act, 1922, all matters regarding Swarna Jayanti Shahari Rojgar Yojna meant for urban poor, integrated development of small and medium towns, all matters regarding the 74th constitutional amendment and 12th Schedule, municipal account code and construction of memorial at Kurukshetra in memory of late Prime Minister Mr Gulzri Lal Nanda, founder chairman of the Kurukshetra Development Board.

The Cabinet also gave its approval to the Local Government Department to sell 22 acre municipal land in Sikandra Colony, Pehowa, to the Haryana State Agricultural Marketing Board for construction of new subzi mandi.

Two killed, two commit suicide

Four persons lost their lives in various incidents in the past 36 hours. Two of them committed suicide by consuming poisonous substance. According to information, Pawan Kumar of Ballabgarh town in the district ended his life by taking celphos tablets yesterday. He died in the Civil Hospital here. In another incident, 18-year-old Darshan of Prithla village of Palwal sub-division also consumed poisonous tablets in his house. He was reportedly suffering from depression. He died on Sunday night.

While Jitender, an employee of a private company, was crushed to death at old Faridabad crossing on national highway on Sunday night. He was hit by a truck at about 10 p.m. Ram Charan, a resident of Bhagat Colony near old Faridabad Railway Station, was run over by a train yesterday morning.

Meanwhile, the police has recovered about eight stolen motorcycles from two youths. The accused identified as Surender and Santram were intercepted during routine checking by the police on the Hathin crossing near Palwal on Sunday night. Four motorcycles were recovered from Surender’s house while three other were recovered from Santram’s house.

4 robbers held, two revolvers seized

Narnaul, February 20
The police arrested four persons yesterday from the Mahabir chowk in connection with a robbery of over Rs 2 lakh at Kotputli in Rajasthan.

According to the SP, Mr Sat Prakash Ranga, five men robbed Ram Singh, a “muneem” of Kotputli when he was going to get money deposited in a bank. The youths in a Maruti car robbed him and fled towards Haryana.

The accused — Ajit Singh of Palam (New Delhi), Uttam Singh of Sagarpur (Palam), Man Singh of Kailashpuri, New Delhi, Pehlwan, alias Manoj of Mangolpuru (Delhi) and Rajesh, also of Palam — were followed by the Haryana police from Nangal Chaudhry and arrested at the Mahabir chowk. One of them, however, escaped.

Mr Ranga said the police had to fire eight rounds into the air. A case had been registered under Sections 412,397,353,186,25-34-59 and 307 of the IPC.

Meanwhile, the SP of Jaipur, Mr Liakat Ali Khan, ASP, Surinder Kumar and DSP Umesh Kumar also reached the spot. Two foreign-made revolvers were seized.

Institutions asked to return security

The Haryana Government today asked all self-financing professional institutions that in compliance with the directions of the Punjab and Haryana High Court , they should return within two months the interest-free security of Rs 1 lakh charged by them from each student at the time of admission.

The Director of the Haryana Technical Education Department , Mr M.P. Gupta, said certain self-financing professional institutions in the state had made it a practice to charge Rs 1 lakh as interest-free security from the students without the approval of the state government. While these institutions had been charging this amount on the pretext that they needed it in the initial stages, the fee committee constituted by the State government had disallowed such security deposits,

Cess on milk plants

The Haryana Cabinet has approved the Haryana Murrah Buffalo and other Milch Animal Breed (Preservation and Development of Animal Husbandry and Dairy Development Sector) Bill, 2001.

The Bill is aimed at improving the genetic stock of bovine animals, especially the prime breed Murrah and local breeds like Sahiwal and Hariana.

The Cabinet also decided that those importing Murrah buffaloes or other animals from Haryana would have to pay a fee. It also decided to impose a cess on milk plants to raise resources for the development of this sector. The amount collected would be deposited in a fund in the Livestock Development Board.

Declamation contest

The Department of NSS of Kurukshetra University organised a State-level declamation contest yesterday in the premises of University College of Education. The topic of the contest was ‘Youth for Healthy Society’. The objective of the contest was to develop awareness among the youth about their role in reconstruction of a healthy society. A large number of students from different colleges of Haryana took part in the contest.

Inaugurating the contest, the Principal of College of Education of the University said it was only the youth who could eradicate various evils from society and construct a healthy society.

MC office locks found broken

Martyr’s statue unveiled

A statue of Kargil martyr Lance Naik Raghubir Singh of Sotoi village was unveiled at his native place yesterday. He had died on March 16,2000 while fighting insurgents. Presiding over the function Mr Rajender Singh Beesla, MLA from Ballabhgarh, paid tributes to the martyr. He said Mr Ram Chander Bainda, MP, had given financial aid for the statue.
