Relief sought for crop damage
KAITHAL, Oct 23 — A large number of farmers led by Mr Madan Kumar Tanja, District Vice-President of the BJP (kisan wing), met the Deputy Commissioner Jaiwanti Sheokand today and complained about the difficulties faced by them owing to the water which had accumulated as a result of heavy rain.

Women flay silence on reservation Bill

KURUKSHETRA, Oct 23 — Prof. Hemlata Swarup, former Vice-Chancellor of Kanpur University stressed on the need for a women reformation movement.

In her keynote address to the delegates of the two-day national seminar on 'Women, Politics and Developing Nations', at the Conference Hall of Kurukshetra University, she said the power-base of women should be widened.

She regretted that while the population of women was about 48 per cent, there were bottlenecks in providing 33 per cent reservation for them in Parliament and in State Assemblies. In fact, women had not been provided their proper place in society which continued to be male-dominated.

She said to achieve fuller growth of women's personality. Illiteracy should be removed and proper health care provided. She regretted that women were oppressed by the heavy load of domestic work the worth of which was not properly recognised.

In the U.G.C. sponsored seminar, Ms Kamla Verma, Minister for Local Government, Haryana called upon the women to unite to fight for their rights and proper place in society. The minister was upset that cultural pollution was affecting the young. She said there was more slogan mongering on women issues than practical steps to improve their lot.

Dr ML Ranga, Vice-Chancellor of Kurukshetra University suggested that samities for the redressal of grievances of women be constituted at each block and district level so that women could easily approach these. The minister welcomed the suggestion of the Vice-Chancellor and assured the audience that the sentiments of the seminarians would be conveyed to the Chief Minister.

In her paper, Prof Najma Siddiqui of Bangladesh stated that although women enjoyed equal rights constitutionally, in reality they were 'politically marginalised'. As a result very few women held high political positions and enjoyed limited opportunities for effective participation in decision making.

About 80 delegates from various universities including from Bangladesh and USA are participating in the two-day seminar.Top


 

Case filed against ex-SHO, 3 others

CHANDIGARH, Oct 23 — The Kalka police has registered a criminal case under Section 409 (embezzlement) of the I.P.C. against four persons, including Mr Arun Kumar, a former SHO of Kalka police station, and head constable Balwan Singh, on a complaint lodged by Mrs Shimla Gupta.

According to the complainant, a self-styled religious guru, Devendra Kumar, fraudulently took away some gold ornaments and Rs 30,000 from her on August 5, 1990. A case was registered on March 21, 1991, following which Devendra Kumar and his associates were arrested. The ornaments and the cash was allegedly recovered from them.

However, later the police recommended that the case against Devendra Kumar should be cancelled. But before that the recovered goods were kept in "maal khana" after it had been sealed by the Tehsildar, Kalka, in the presence of the complainant.

Following acceptance of the cancellation report, the Judicial Magistrate, Ambala, sought the report of the SHO, Kalka, about the seized goods. However, there was a discrepancy in the report of Mr Arun Kumar and the recovery memo. While the memo had not mentioned anything about any silver chain, Mr Arun Kumar's report said there was a silver chain among the seized goods, which were released to Devendra Kumar on surety of Rs 1 lakh.

Mrs Shimla Devi approached the Punjab and Haryana High Court which directed that the SHO, Kalka, would take the necessary legal action on her complaint, following which a case was registered against the four persons.

The complainant alleged here today that despite the registration of the case the Kalka police had not taken up the investigation seriously.Top


 

Farmers blame drain for flooding

ROHTAK, Oct 23 — Residents of Meham Chaubisi whose thousands of acres of agricultural land has been inundated the nearly a month now hold faulty alignment and imperfect level designing of drains responsible for the flooding.

When this correspondent talked to various engineers of the Irrigation Department regarding level and alignment of drains they admitted off the record that the drain had not been constructed in accordance with technical standards. They said that the drain, which was supposed to have a capacity of 200 cusec, effectively had only half the proposed capacity.

The drain had been constructed at a cost of nearly Rs 25 crore to protect nearly 50 villages of Meham, Kalanaur and Rohtak region from floods. But a majority of these villagers have been flooded for the past nearly one month.

Although the district administration claims to drain nearly 1000 cusecs of water from the affected villages by installing nearly 300 pump sets, the dewatering process has been badly affected by 'erratic' power supply and low voltage. Officials of the vigilance cell of the Irrigation Department in a survey recently found that most pumps were not working for more than a few hours daily. However, the Deputy Commissioner, Mr Anil Kumar claimed that regular 20-hour power supply was being provided to the areas where pumps had been installed.

Meanwhile, the HPCC chief, Mr Bhupinder Singh Hooda has sought a high-level probe by a technical committee into the "faulty" alignment and designing of the drain and a compensation of Rs 10,000 per acre to affected farmers.

Mr Meena Chaudhary, president of Meham Chaubisi Jan Sangathan and a leader of the Indian National Lok Dal appealed to the Chief Minister, Mr Bansi Lal to visit the affected villages and assess the loss. He too sought a compensation of Rs 10,000 per acre.Top

Paralytic strokes on the rise

YAMUNANAGAR: The incidence of paralytic strokes has increased manifold. Dr P.N. Ranjen, Senior Consultant, Neurology, of Apollo Hospital while addressing doctors of Yamunanagar-Jagadhri at a function organised by the Nursing Home Association stated it was the third common cause of death after cancer and heart disease.

The main cause of such strokes was a decrease in the blood supply to the brain because of the arteries getting blocked by blood clot. He said smoking was the main cause for the disease which should be avoided.

Dr Ranjen stated that high stress was one of the factors which directly or indirectly contributed to paralytic attacks.

He stated that in a sudden onset of paralytic stroke, agents were available to dissolve the clot provided the patient was shifted to hospital within four to six hours.

Dr Ranjen stated that the ombolysis was effective in 30 per cent of patients at the end of three months. He also mentioned that warning sign of stroke were weakness and numbness. These have to be identified and treated because effective medical and surgical methods are available to save the patient from paralytic stroke.

Maharaja Aggrasen Maha-vidhyalaya Sabha, Jagadhri, started the Maharaja Aggrasen Institute of Management Studies and Research (MAIMSAR) at Jagadhri (which is approved by A.I.C.T.E. and affiliated to Kurukshetra University, Kurukshetra) in 1997 for providing quality management education under the leadership of Mr Des Raj Goel, Chairman of the management committee.

The institute, from the very beginning, has been setting a trend of coming out with excellent results in university examinations. In MBA Ist semester exam, the students bagged six positions out of the top 10 merit positions, including the second position in the university. Following the same performance, the students again provided their quality by getting seven positions out of the top 10 positions in the MBA IInd semester examinations of Kurukshetra University.

This time also the students bagged the top three positions in the university.

Dr Raj Kumar Goel, Director, and Prof Mukesh Kumar Sehgal, Assistant Director, informed that construction of a separate building for this institution had already been started on the old Saharanpur road on a separate plot and the Bhoomi Poojan for the same was held on October 5.

The Inner Wheel Club of Jagadhri-Yamunanagar under the presidentship of Mr Parveen Garg has undertaken the project to start a "senior citizens' recreation centre". The project when completed will involve a cost of Rs 4 lakh at Nehru Park, Yamunanagar. The foundation stone for construction of the building was laid by Minister for Social Welfare and Local Bodies Kamla Verma. The building is likely to be completed within three months.

Mrs Garg said the centre had been opened to keep the senior citizens busy. She stated they would have a free medical camp once in a month and also provide ambulance to sick patients.Top


 

Restaurant employee shot dead

GURGAON, Oct 23 — One person was killed while two others, including the General Manager of restaurant, were injured when two youths fired at employees in a restaurant here.

According to an employee, two youths came to the restaurant at about 9.30 p.m. After being seated, they asked to be served liquor but were told that the restaurant did not serve alcohol. They then asked that someone be sent to get the bottles of liquor lying in their car. They were again refused.

After the meal, the youths tipped the waiter and gave their mobile number. On their way out, the duo reportedly got into an altercation with the General Manager, Mr Rajiv Kapur, and two other employees. They then fired at the employees and fled. Ravi Shankar, one of the employees, succumbed to his injuries on the way to hospital.Top


 

Relief sought for crop damage

KAITHAL, Oct 23 — A large number of farmers led by Mr Madan Kumar Tanja, District Vice-President of the BJP (kisan wing), met the Deputy Commissioner Jaiwanti Sheokand today and complained about the difficulties faced by them owing to the water which had accumulated as a result of heavy rain.

They demanded immediate dewatering of the fields and an on-the-spot girdawri to assess the crop damage and the payment of compensation.

They also urged the construction of a drain to prevent water logging.

Meanwhile, tension prevailed at Maghomazri village, near here, when some miscreants opened fire on members of a rival group. However, there was no casualty.

Later, a deputation of the villagers, led by sarpanch Krishan Kumar, met the Deputy Commissioner and the SP, Mr Sudhir Choudhry, and demanded action against the culprits.

The SP has ordered an inquiry into the incident.

Old enmity is stated to be the reason behind the incident.Top


 

Announce sugarcane support price: BKU

SONEPAT, Oct 23 — The district unit of the Bharatiya Kisan Union today urged the state government to announce the support price of sugarcane to enable the farmers to sell their produce to the cooperative sugar mills in the district and elsewhere. This was adopted in a resolution at a meeting of the union held here yesterday.

The members deplored the delaying tactics of the state government in announcing the support price of the sugarcane and warned that if the price was not announced sugarcane growers would boycott the crushing operations of the mills commencing from November.

It demanded that the new support price should be more than that announced by Punjab and other states. The mills should bear all expenses incurred while taking sugarcane from the purchase centre to the sugar mills. Recovery of all kinds of loans be postponed and financial assistance given to the farmers.Top


 

Protest by students over results

CHANDIGARH, Oct 23 — A number of HCS candidates, under the banner of the Haryana Students' Association, today marched in procession to the office of Haryana Public Service Commission in protest against the delay in declaration of the results of the HCS examination of which was conducted in December.

Later they also submitted a memorandum to the Secretary of the HPSC, Mr R.P. Sukhija. He reportedly assured the candidates that the results would be declared soon, a press note claimed today.Top



 

Submerged villages being dewatered: DC

SONEPAT, Oct 23 — The district administration has geared up its machinery to pump out rain water from the low-lying villages of the district affected by the recent rain.

Mr P.K. Mahapatra, Deputy Commissioner, told reporters here yesterday that as many as 135 pumping sets had been pressed into service for draining out the accumulated water from the fields.

He stated that water from 3,000 acres of agricultural land in 63 villages of Sonepat, Gohana, Ganaur and Kharkhauda tehsils had been drained out. A preliminary survey conducted by officials of the Revenue Department had revealed that 11,600 acres of agricultural land in the district had been submerged.

He said that 20 per cent of the basmati had been damaged in 2,000 hectares. In addition to this, harvested paddy lying in 3,000 hectares had also been damaged. Preventive steps had been taken to check the possible spread of cattle diseases.

Mr Dev Raj Diwan, an independent MLA, yesterday urged the state government to provide relief to the farmers in the form of compensation and bonus on paddy and cotton.Top


 

Probe into police manhandling

FATEHABAD, Oct 23 — Two youths were reportedly beaten up by a group of hooligans last night.

It is alleged that when the houses of the accused were raided, their family members hurled abuses at policemen who, in retaliation, dragged them out and manhandled them.

The SP, Mr Rajbir Deswal, when contacted, said he had received a complaint and had ordered an inquiry into the incident. He said action would be taken against the erring policemen.Top


 

Congress boycotts inauguration

HISAR, Oct 23 — Panchayat Minister Kanwal Singh today inaugurated the Zila Parishad Bhavan amidst protests by several zila parishad members.

Several members, mainly from the Congress, including former chairperson Sarbati Devi, vice-chairman, Mr Dhura Ram, Mr Rajinder Singh and Mr Ishwar Poonia boycotted the inaugural function.

Mr Ishwar Singh Poonia later told TNS that the members boycotted the inaugural function in order to register their protest against the behaviour of the chairperson, Mrs Bimla Poonia. He claimed none of them was taken into confidence or informed about the function.

Speaking on the occasion, Mr Kanwal Singh called upon members of various panchayats and local bodies to rise the expectations of the people. He said, with the introduction of panchayati raj, the panchayats and other local bodies had added responsibility towards development.

Constructed at a cost of Rs sixty lakh, the Zila Parishad Bhavan, Hisar, is the first of its kind in Haryana. It accommodates the offices of the zila parishad and the Department of Panchayati Raj. Besides, it will has 30 rooms for visitors from rural areas.Top


 

Two get life term for murder

FARIDABAD, Oct 23 — Mr K C Gupta, District and Sessions Judge, today sentenced two brothers, Dharam Singh and Prakash, belonging to Bhambu Ka Nangla village, to life imprisonment for murdering Sarbjit, sarpanch of Bagpur village, on June 23, 1992.

According to the prosecution, the two had outraged the modesty of a girl who complained to the sarpanch against them.

The sarpanch summoned the two and rebuked them. While the sarpanch was returning to the village, the two shot him dead. The accused were also fined Rs 1,000 each. In default of the payment, they would have to undergo six months’ rigorous imprisonment.

They were also convicted under the Arms Act.Top


 

VC for low-cost farm software

HISAR, Oct 23 — Over 80 animal and farm statisticians from all over the country have converged at CCS Haryana Agricultural University here today to take part in the annual conference of the Society of Statistics, Computers and Applications.

Inaugurating the conference, Mr Jaswant Singh, Animal Husbandry Minister, Haryana said that statistics have assumed increasing importance in recent times for policy formulation and execution.

The minister exhorted statisticians, plant breeders, animal breeders and computer experts to work jointly to meet the food demands of the teeming population. He said although Haryana had made headway in cross-breeding programmes it needed collective efforts of animal breeders and statisticians for its further improvement.

Presiding over the function, Prof. J.B. Chowdhury, Vice-Chancellor of CCSHAU appreciated the role being played by agricultural statistics in planning food production. However, he said, the scope for application of statistical techniques had widened with the increased tempo of research in various disciplines of agriculture.

He called upon the participants to develop low-cost software packages for the use of scientists.

About applications of statistics, the Vice-Chancellor said that it had played a significant role in hybrid-breeding programmes and led to the development of specialised branches like genetic statistics, population genetics and biometrics, adding that plant and animal breeding programmes were not possible without knowledge of these branches.Top


 

Punia’s bail plea rejected

HISAR, Oct 23 — The Additional District and Sessions Judge, Mr P.C. Goyal, today rejected the anticipatory bail application of Mr Relu Ram Punia, Independent MLA from the Barwala constituency of the Haryana Vidhan Sabha, in a case of attempt to murder his wife.

The case under Sections 307, 506, 148, 149 and 120-B of the IPC was registered on the basis of a complaint made by Mrs Krishna Punia, wife of the MLA, to the Uklana police in the month of August this year.Top


 

Life term for rape, murder

KAITHAL, Oct 23 — The Additional District and Sessions Judge, Mr C.R. Goel has sentenced Rishi Pal to life imprisonment and fined him Rs 20000 after convicting him on a charge of kidnapping, raping and murdering a minor girl in 1996.

According to the prosecution Rishi Pal who belonged to Sangroli village took the six-year-old daughter of a Bihari labourer to the nearby fields on the night of June 22, 1996, and allegedly raped her. The girl who was seriously injured later died.

The court directed that the fine of Rs 20000 recovered from the accused Rs, 15,000 should be paid to parents of the victim. The accused was sentenced to undergo further imprisonment of three years in case of his failure to pay the fine.Top
