Villagers hold up traffic for over three hours
Tribune News Service

CHANDIGARH, Nov 28 — Irate residents of Mullanpur Garibdass and several surrounding villages of the city's vicinity held up traffic for more than three hours today to protest against the poor condition of the Chandigarh-Kurali road, the lifeline of these villages.

Scores of commuters, who were caught unaware, had to put up with the blockade. Several persons could be seen pleading with agitators to let them go.

According to the protesters, neither the Chandigarh Administration nor the Punjab Government has bothered to improve the condition of the road, an important alternative route to Ropar. The monsoon was the worst period when the road resembles a mud track and accidents are common.

Mr Arvind Puri, president of the welfare committee of the village, said they had on numerous occasions given representations to the government but the efforts proved futile. The importance of the road could be gauged from the fact the road shortens the distance between Chandigarh and Ropar by almost 25 km.

Mr Tota Singh, Punjab Education Minister, who was on a tour to inspect village schools of the area, assured the protesters that he would take up the matter with the department concerned.Top

Demand to transfer Panchkula DC
Tribune News Service

CHANDIGARH, Nov 28 — The Congress MLA from Kalka, Mr Chander Mohan has demanded immediate transfer of the Deputy Commissioner of Panchkula and certain other officers for allegedly committing atrocities on the people of the district.

In a statement issued here today, the elder son of the former Chief Minister, Mr Bhajan Lal, alleged that in an operation reminiscent of the Emergency days the Panchkula administration not only demolished residential houses of the poor but also did not spare their temples and even cowsheds.

Expressing anguish over the demolitions, Mr Chander Mohan said it was ironical that a government which had the BJP as a partner had demolished the boundary wall of Anand Ashram, Manav Kendra, and the gate and the approach road of the Radha Krishan Temple. He said on one hand the BJP was demanding the construction of Ram Temple at Ayodhya, on the other hand its Government was demolishing temples in Haryana.

Mr Chander Mohan, who visited the demolished buildings at Nadha Sahib and Saketri along with his party leaders, including Mr Sanjeev Chopra, warned the State Government that if it did not mend its ways, the Congress would be compelled to launch a State wide agitation.

Accusing the Chief Minister, Mr Bansi Lal, of adopting discriminatory attitude in the matter of development works, Mr Chander Mohan said he should quit on moral grounds. He said even Mr Bansi Lal's own partymen were leaving him and accusing him of being dictatorial and partisan. He said 120 irrigation schemes had been approved for the entire State. Of these 59 schemes were for Bhiwani district alone which was the native district of the Chief Minister. For Panchkula district only one scheme had been sanctioned and that too had been sanctioned to protect a hotel owned by the powers that be.

Criticising the decision of the State Government to shift certain offices outside Chandigarh and Panchkula, Mr Chander Mohan said it was a part of the conspiracy to handover Chandigarh to Punjab without getting Abohar-Fazilka and other Hindi-speaking areas for Haryana from that State.Top

PANCHKULA, Nov 28 — The Chief Judicial Magistrate, Mr Ved Pal Gupta, today directed the SHO of the Sector 5 police station of Panchkula to register a case against Mr Inder Sain Aggarwal, Mr Chaman Lal, Mrs Neelam Chopra, Mr D.D. The CJM observed: "It (suit) discloses the commission of cognisable offences. Frames that depict spiritual journey

CHANDIGARH: Art in any form takes one away from the humdrum of life. It is not necessary to be an artist to go through the experience. These days city residents are getting ample opportunities to savour such moments.

Last evening offered one such moment to enrich the soul. The venue was Indus Ind Art Gallery, which is holding an exhibition of paintings by Pimi Khanna. The exhibition provided a platform for a get-together of artists. What was served on the platter along with a collection of myriad colours was poetry recital by Nirmala Singh and Sneh Sharma and a flute recital by Raj Jain, who played three ragas — Hansdhwani, Khamaj and Pahari.

Pimi, born in Lahore and graduate of Allahabad University, has been painting for over three decades. She started with figurative, but switched to abstract. After attending Triveni Kala Sangam, Delhi, she trained in graphics in the USA and in graphic-design and fine arts in Germany.

Though she shifted to Germany in 1972, she could not shake off the influence of her native land. Her experiences of the mountains and their purity are brought across through her paintings. She says: "Through dreams, and with art as the medium, my aim is to reach the destination of spirituality".

Every painting of hers has some philosophical nuance behind it. Sometimes it is the process of becoming and dissolving, with frames relating to enlightenment and "tattav" (the ultimate reality), attained by people like the Dalai Lama.

To some her creations might seem to present the pristine glory of nature, while to the others they might seem to depict the channel of spiritual journey.

Laws for women ‘only on paper’
Tribune News Service

CHANDIGARH, Nov 28 — Waris Shah was rooted in the patriarchal manipulations of gender representation, said Dr Pankaj Singh from Himachal Pradesh University in her paper on "Textual politics and formation of gender — the case of Hir Ranjha" at a seminar on "Gender relations in Punjab" at the ICSSR complex in Panjab University here today.

The scholar contented that though the legend gives voice and visibility to the protagonist Hir, yet the narrative is firmly characterised by patriarchal closures in its strictures and rhetoric as well as character conception.

Shalini Shah's paper dealt with gender and sexuality in ancient Punjab as seen in the study of the Mahabharata. According to her, the woman's sexual subordination was institutionalised in the Brahmanical legal codes which were underwritten and enforced by the power of the monarchical state.
Ms Jaishri Thakur, a lawyer of Punjab and Haryana High Court, talked about the "right to property and safeguards for women". She was of the opinion that the laws were merely on paper and were not enforced properly.

Others who spoke were Dr Rajesh Gill, Ms Renuka Dagar, Mr Joginder Singh and Dr Gurnam Kaur.
