Rs 9.5 crore concealed income detected CHANDIGARH, Nov 9 Going deeper into the mystery behind the price rise, the Income Tax authorities here have unearthed a racket through which a group of local commission agents concealed more than Rs 9.50 crore of income while trading in potatoes and apples at exceptionally high profit margins. After starting a "survey" of commission agents and cold store operators on Friday morning the Income Tax Department today concluded that at least 12 local traders dealing in potatoes and apples made a big killing without paying the tax that was due from them. The Commissioner of Income Tax, Chandigarh Region, Mr A K Luthra, while talking to Tribune News Service confirmed that the department had evidence showing that the commission agents, since April 1 this year, had collectively concealed an income of Rs 9.50 crore. Of this nearly Rs 8.50 crore was pocketed by agents at the Sector 26 market and Industrial Area based cold store operators through their countrywide supply of apples. The whopping incomes would have gone unnoticed but for the "survey" through which the discrepancies were detected, the Commissioner added. This was done by fudging the accounts. No records have been maintained in the account books of the agents about the purchase and selling prices. The agents kept buying truckloads of the commodities and sending further supplies. However, no entries were made in the "books" about the receipt and despatch, the numbers or price. In the case of apples and potatoes the profit margins, after calculating expenses, were working out to approximately Rs 15 per kg, according to the sources in the Income Tax Department. The local agents directly buy these commodities from the farmers and deal in several thousand tonnes of vegetables and fruit each year. While potatoes come from Himachal Pradesh and Punjab, apples arrive from Himachal and Jammu and Kashmir. The Chandigarh market acts like a nodal centre as no octroi is levied here, thus no record can be maintained of incoming and outgoing trucks. The agents, who bring in the trucks and send them off to destinations across the country, make money through the commission earned between the farmer and the wholesalers in others cities. The "survey" has shown that the agents cannot say that potatoes were in short supply as several tonnes have been found in local cold stores in Industrial Area, the income tax authorities said. None of the stocks of potatoes were seized and we are not stopping their immediate sale, Mr Luthra said when asked if the potatoes would be released in the market. The department had just taken an account of the stocks, he added. The "survey" had begun simultaneously on the premises of four commission agents and three cold store operators in the city on Friday. The net was, however, widened to include other agents also. A team of the income tax officials , accompanied by the police for security, scanned through the account books and receipt of goods since April 1. Besides this, an inventory was taken and the accounts cross-checked, officials said. The income tax officials
said further investigations would follow as per the
Income Tax Act. Mr Luthra said: "We will decide the
further course of action after going through the papers
collected during the survey. |
Woman contests police charge CHANDIGARH, Nov 9 A Panjab University student, who was charged by the CIA wing of the Chandigarh police on Friday with allegedly soliciting in the city, has denied the police theory and said she was trapped and falsely implicated. The woman, who has since been released on bail, has also denied that she ever talked to any local newspaper. Statements given by various mischievous persons on my behalf are being published in newspapers, she said in signed statement issued yesterday. The woman said she was going on her moped towards Sector 11 when a girl, whom she did not know, asked for a lift. "As soon as I stopped at the Sector 11 rehri market, I was surrounded by the CIA staff who were in a car and on scooters." They directed me to accompany them to the CIA office in Sector 11, she said. She claimed the CIA staff did this following a complaint or mischief of some persons "who seem to know about my family and want to defame and demoralise me and my family." She adds: "Neither I was offered any currency notes for Rs 5000, as claimed by the CIA personnel, nor had I demanded or received the sum. I am being supported by my family financially for my studies and maintenance." "The money lying in
my fixed deposits or savings account has been given to me
by my family members for my studies and marriage,"
she said. |
Administration moots unified cadre for
engineers CHANDIGARH, Nov 9 The Chandigarh Administration has mooted a proposal for the creation of a unified cadre of engineers working in the Engineering Department of the administration, the Chandigarh Municipal Corporation and the Chandigarh Housing Board. The initial proposal is to cover only grade "A" engineers Executive Engineers, Superintending Engineers and Chief Engineers. At present there are three posts of Chief Engineer, more than 10 of Superintending Engineer and approximately 30 of Executive Engineer in the administration, the board and the corporation. Once the unified cadre is created, engineers would be sent to the board or the corporation on deputation. The recent "scams" in the Engineering Department of the administration have necessitated the creation of the unified cadre for improving efficiency and working of the engineering wings of all the three organs of the administration. Since a number of senior functionaries of the Engineering Department, including those in the Municipal Corporation, are facing criminal charges in the kickback and other cases registered on the recommendation of the Central Vigilance Commission, the working of some of these engineering wings has been impaired. Those facing the charges include former Chief Engineer K.K. Jerath, Superintending Engineers K.B. Sharma (Municipal Corporation) and Jagdish Mitter (Electrical Circle) and three Superintending Engineers Mr J.C. Gilhotra (PSEB), Mr A.K. Sachdeva (Haryana) and Mr A.S. Dhingra (Punjab) who have already been sent back to their parent cadres. Several Executive Engineers, Subdivisional Engineers and others are also facing criminal charges in these cases. The working of the Chandigarh Municipal Corporation has been greatly affected as the Superintending Engineer, the Executive Engineer and the Subdivisional Engineer are among those facing the charges. The administration did select a Superintending Engineer from Haryana, Mr Mehinderatta for the Municipal Corporation. He, however, did not join here. At present, engineers from the administration are transferred on permanent basis to either the Municipal Corporation and the board. The present system poses a series of problems as and when vacancies arise either in the board or the Municipal Corporation. Before the proposal for a unified cadre was mooted, the administration obtained "formal" consent of both Municipal Corporation and the Chandigarh Housing Board. Both these bodies of the administration are also believed to be in the process of making the necessary amendments and changes in their respective statutes. Once approved, the unified cadre will empower the administration to shift these engineers as and when need arises. One of the Superintending Engineers of the administration, Mr S.R. Bhardwaj, is on deputation with the PGI. The PGI authorities have now sought one year extension in the deputation period of Mr Bhardwaj. A final decision is yet to be taken by the administration. Several months back, immediately after Mr Jerath was suspended, the administration approved the creation of a post of Chief Engineer in the CHB. The post is yet to be filled. Meanwhile the seniormost Superintending Engineer, Mr SC Jain, has been given the additional charge of Chief Engineer. The administration has
requested the Punjab Government to send a panel of names
for the post of Chief Engineer, Chandigarh Housing Board. |
Traders want notices withdrawn CHANDIGARH, Nov 9 Traders of Sector 17 have demanded the withdrawal of notices for sealing of shops in various parts of the city pertaining to building bylaws violations. As many as 150 notices were issued to building owners in Sectors 17, 22 and 35 recently. The Estate Office, sources revealed, had issued the notices after identifying the buildings which had been served with resumption notices earlier. A survey was conducted in August and the Estate Office would soon start sealing the shops under provisions of the Eviction of Public Premises Act. In this context, one shop, the old passport office in Sector 17, and Shakti Bakery in Sector 15, have already been resumed and sealed. The issuance of notices on a large scale and sealing of the shops have alarmed the business community. The affected parties, mainly tenants, have questioned the issuance of the notices during the pendency of legal proceedings. A deputation of the Federation of Chandigarh Traders has been invited by Mr Ram Jethmalani, Union Minister for Housing and Urban Development to discuss the matter on November 12. The traders also met Mr Jagdish Sagar, Adviser to the Administrator, today and registered their protest. Talking to TNS, Mr J P S Kalra and Mr Subash Kataria, office-bearers of the federation, said that even those shops had not been spared which had violated building bylaws 20 years ago. In certain cases five storeys in place of the stipulated four were constructed by the original allottees. In many cases the additional storeys were regularised by imposing penalties on the landlords. They also alleged that some landlords misused the process of law and did not pay for compounding the offence. The landlords, after the tenant had been evicted, paid up and rented out the vacated building at the present market rates. The federation members urged the Adviser to withdraw all the notices so that the pendency rights of the tenants were protected. If the landlords did not pay the compounding amounts during the stipulated period then the rent payable should be legally attached and recovered under the Land Revenue Act, they suggested. A high-powered committee
should be constituted to study the problem and suggest
remedies. A lok adalat should be specially constituted to
decide the pending cases speedily, they demanded. |
Jagjit Singh honours city boy CHANDIGARH, Nov 9 Gautam Tevatia, a class XI student of St John's High School, was awarded a cash prize and a scroll of honour for overall excellence instituted in the name of Vivek Singh, the deceased son of ghazal maestro Jagjit Singh, here today. Gautam received the prize from the singer himself, who was visibly in tears, at a simple ceremony at the school. The award, has been instituted by the Durga Das Foundation of which Jagjit Singh is a trustee.The award which carries a cash prize of Rs 51,000 will be an annual feature. The award has been instituted under the Children of Tomorrow Scheme and would soon be expanded into other areas.There is a proposal for an award in paediatrics departments in medical institutes, a spokesperson of the foundation said. Gautam is the son of Col Vinay Tevatia at present posted at Chandimandir and Mrs Rinoo Tevatia, a teacher in economics at the Government College for Girls, Sector 11. "He is a very balanced child. Due to health problems of my elder son I have not been able to pay attention to him for the past five years. He did everything on his own. He is calm and composed. In fact I am more excited than him", the beaming mother said. "He probably put his loneliness to good use", the father added. Gautam wants to be an engineer and says he balances his time between study and sports. Jagjit Singh sang
"Woh kagaz ki kashti" before chanting "Om
Namah Shivaya". He asked the children to know their
heritage and also their native languages. "But

Youngsters throng PECFEST CHANDIGARH , Nov 9 Heavy rush marked the concluding day of the PECFEST at Punjab Engineering College here today. Various contests were organised on the occasion .There were only a handful of revellers at the fete in the pre-lunch session .This period was marked by various contests in which a number of teams from other parts of the region, including Hamirpur and Guru Nanak Dev University, participated. However, towards the evening a large number of youngsters from neighbouring colleges thronged the venue. Various fun game counters, including "hooplas ", fishing and the request counter, were favourites. The fashion show and sing-and-dance contests attracted the maximum crowds. The events were divided between the venues at the college auditorium which hosted formal contests like dramatics and debates while the informal events like share bazar were organised at the fete ground. The winners in the extempore speech contest were Amandeep Singh, A. Badham and Vishal Thapar, all students of the host college. The other results include regional solo song contest Jitendra (GGDSD College ), Simran ( S and J College ) and Navinder and Himanshu, (both from PEC); still life sketching Paramjit Singh, Sikander Singh (Government College of Arts, Sector 10) and Dorji Tshering (Regional Engineering College, Hamirpur); Hindi duet Somdutt, Rajneesh and Amit Arora (PEC) and Bhaskar, Kuldeep and Siddhartha (SUS College, SAS Nagar). Dramatics (mime ) the PEC, the REC and the GCM, Sector 11; sing and dance Shweta and Shikha (Chandigarh College of Architecture); Shilpa and team from PEC and Deepak Attri and Sunil Seth also from the host college. The ghazal contest was won
by Jitendra (SD College ), Simram ( SUS College) and
Himanshu and Kiran Chauhan. The winners in the cartooning

and Atul (GNDU). Jasleen Kaur, Preeti and Rajneesh
Kanaujia were the winners in the Indian classical singing

Chander Mukhi city Youth Congress
chief CHANDIGARH, Nov 9 Mr Chander Mukhi Sharma, a former president of the local unit of the National Students Union of India (NSUI), has been nominated President of the Chandigarh Territorial Youth Congress Committee according to a communication issued by Mr K.S. Rawat, Office Secretary of the Indian Youth Congress (IYC), today. Mr Sharma replaces Mr Vijaypal Singh "Dimpy". Mr Sharma started his political career in 1981 as a Joint Secretary of the local unit of NSUI. He later headed the unit for a record seven years. Last year, he was elected a delegate member of the Chandigarh Territorial Congress Committee. Besides, he has been closely associated with various NGOs connected with the social welfare and uplift of the downtrodden and weaker sections of society. He was also nominated a member of the Chandigarh Consumer Protection Council. In 1989 he visited North Korea as a member of the Indian delegation to a world youth and student meet. The appointment of Mr
Chander Mukhi Sharma has been appreciated by various
youth organisations and youth leaders of the city. |
Gur customers being charged more CHANDIGARH, Nov 9 Crash in the wholesale prices of 'gur' and 'shakkar' notwithstanding, consumers are being continuously charged higher retail prices. Consumers from rural areas ,who use these as part of their food and also for their animals, are the most affected. A survey revealed that increased supply of 'gur and 'shakkar' due to fresh cane crop had resulted in 25 per cent decrease in wholesale prices in the second week of October, yet in retail, these are being sold at the old prices which are double than those in the wholesale market. Though the wholesale prices of a quintal of good quality 'Haryana pedi gur' and 'special shakkar' have come down from Rs 1350 to Rs 950 and from Rs 1350 to Rs 1000 respectively, yet in almost all sectors, 'gur', 'shakkar'and sugar are available at the old price of Rs16 a kg. The average quality 'white khurpi' and 'white pedi' variety of 'gur' which is used for making 'gachhak', are available for Rs 900 in the wholesale market. But in the retail market, these varieties are being sold at Rs 15 and Rs 16 a kg. According to sources, retailers are earning huge profits. Another factor responsible for the huge difference is that there is no official mechanism to minimise it. The retailers, however, justify their action saying they are clearing the "old stock" they had purchased at a higher price. According to a wholesaler, the retail price of a kg of 'gur' and 'shakkar' should not exceed Rs 12 and Rs 13. He said retailers should pass the difference to customers. On the vegetable front,
capsicum has witnessed a major jump in its price this
week. A kilogram of capsicum, which was priced at Rs 30 a
few days back, is now available at Rs 50. Same is the
case with tomatoes, as their price has increased from Rs
25 to Rs 30 in just two days. The prices of many other
vegetables are coming down. |
Legal aid camp organised CHANDIGARH, Nov 9 The UT Legal Services Authority today organised a legal aid camp at the local Districts Court to mark Legal Service Day. The camp was aimed at enlightening the litigants, especially those belonging to the lower strata of society, about their rights under the Legal Service Authority Act. Three judges of the Punjab and Haryana High Court, Mr Justice H S Brar, Mr Justice N K Sodhi and Mr Justice V K Bali, apart from the Session Judge, Mr B S Bedi, the Additional Sessions Judges, Mr S S Lamba and Mr G S Sandhu, the Presiding Officer of the Labour Court, Mrs Sudershana Modi, the Member-Secretary of the State Legal Services Authority, Mr S K Sardana, and other judicial officials heard grievances of litigants. They advised people about motor accident cases, pension, matrimonial, landlord-tenant disputes, atrocity on the Scheduled Castes and Scheduled Tribes and, of course, dowry disputes cases. Mr Bedi told the audience that under the Act persons whose annual income was not more than Rs 18,000 or those belonging to the Scheduled Castes and the Scheduled Tribes, women, disabled and industrial workers, children below the age of 15 years and persons in custody were entitled to legal services under the aegis of the Chandigarh Legal Services Authority. He said that lok adalats had been started to give speedy justice to the people who could not afford to go to courts or wait for delayed justice. Mr Sardana said that this
function had been organised to enlighten the people about
their rights under the law. He revealed that a permanent
lok adalat was functioning in the District Courts. |
Demolition of houses condemned CHANDIGARH, Nov 9 The Confederation of Housing Societies today condemned the demolition of houses in Raipur Kalan while demanding action against the officials responsible for the "unlawful" destruction of property. A deputation of the federation today met the Adviser to the Administrator to apprise him of housing shortage and "wrong" implementation of the Periphery Control Act. The deputation said the demolitions were in violation of Section 12 of the Act and proper compensation should be given to the sufferers. The failure of town planners to come up with a comprehensive plan to meet the growing needs of the city was stressed. The need to curb the influx of migratory labour into the city was also highlighted. The delegation was assured
by the Adviser that a town planning consultant had been
engaged by the Administration and his report was awaited
following which new plans for housing would be executed. |
Punjab withdraws Gupta's name CHANDIGARH, Nov 9 The controversy over the appointment of Mr Dinkar Gupta as SSP, Chandigarh has finally ended with the Punjab Government having written to the Ministry of Home Affairs saying that Mr Gupta, who at present is SSP, Ludhiana, cannot be relieved. Highly placed sources in Punjab today confirmed that Mr Gupta's name has been withdrawn from the panel sent to the Central Government for deputation as Chandigarh SSP. It may be recalled that Mr
Gupta was posted as SSP, Headquarters in Chandigarh and
this had raised a controversy among bureaucratic circles.
Unofficially, Mr Gupta had showed his reluctance to join
as SSP, Headquarters, Chandigarh, after having worked as
district police chief in Ludhiana and Jalandhar, besides
other districts. |
UT panel on
prices
constituted CHANDIGARH, Nov 9 The UT Administration has constituted a committee to study the movement of prices of essential commodities and to ensure that no hoarding of food items takes place in the UT. According to the chairman
of the committee, Mr Asish Kundra, who is also the
Administrator of the local Market Committee, the
committee will submit a weekly report to the Deputy
Commissioner regarding prices of essential commodities.
He further said that the line of action to be taken by
the committee would be earmarked at a meeting, which is
to be held within a week. The other members of the
committee include the Deputy Director, Food and Supplies,
the Assistant Excise and Taxation Commissioner, the
Tehsildar, the DFSO and the Secretary of the local Market
Committee. |
Lawyer seeks court help in
property case CHANDIGARH, Nov 9 Mr Harpreet Singh Aulack, a local advocate, today moved an application in the court of the Judicial Magistrate, Mr Jagnahar Singh, for directing the SHO of the Central Police Station for taking appropriate legal action against the suspects who had allegedly deprived him of his share in the ancestral property. The magistrate forwarded the application to the police station. Mr Aulock prayed that the police be directed to recover the case property and to prevent the suspects from destroying evidence. He further urged the court to direct the police to take preventive measures to avert threat to his life. Earlier, the
court had directed the registration of a case under
Sections 420, 467, 468, 471 and 120-B, IPC, against
Manohar Singh, Gurcharan Singh, Mohinder Singh, Surjit
Singh, Darshan Singh and Satnam Singh, all residents of
Aulack village in Gurdaspur district. |

Telecom department directed to pay
Rs 5,000 as compensation PANCHKULA, Nov 9 The consumer court here has held the Telecom Department responsible for harassing a local consumer by disconnecting his telephone connection for recovery of arrears pertaining to the period during which the telephone was not in his possession. The department has been directed to pay Rs 5000 as compensation to the consumer for deficiency in services and to give rental rebate for two months. The order was passed by the District Consumer Disputes Redressal Forum on a complaint filed by Dr K.B. Kanwal, a resident of Sector 6 here. Dr Kanwal in his complaint alleged that the telephone which was an official connection was shifted to his house in July, 1997. Prior to the transfer the connection was installed at the house of some other official. He maintained that in a letter dated November 12,1996, the Commercial Officer, Telephones, was requested to keep the above said telephone in their custody temporarily. On November 15, 1997, the telephone went out of order and despite repeated complaints it was not attended to. On being enquired, the complainant was informed that the connection had been disconnected due to the non-payment of bills which were made by him on December 2,1997. However, the connection was restored by December 31,1997. After repeated visits to the telecom office the connection was restored on January 8,1998. The forum in its orders
observed that the Telecom Department had indulged in
deficiency of services. |
SE opposes move to withdraw case CHANDIGARH, Nov 9 Mr K.B. Sharma, Superintending Engineer, Chandigarh Municipal Corporation, has moved an application in the court of the Judicial Magistrate, Mr Tejwinder Singh, protesting against the move of the Chandigarh Administration to withdraw a criminal case registered against the city Mayor, Mr G.C. Gupta. He pulverised the stand of the administration that no avert act was attributed to Mr Gupta in the FIR. He said the statements of witnesses recorded by the police during investigation of the case contradicted the prosecution statement. He added that a persual of these statements would prove that he was assaulted not only by Mr Gupta but also by other accused in the case. He said even the filing of
the challan indicated that there was sufficient evidence
against the accused. The challan had been forwarded by
the same Assistant District Attorney who now moved an
application for the withdrawal of the case. |
