CHANDIGARH, July 22 — The Punjab School Education Board has cancelled the matriculation examination of more than 450 "private" students who appeared as "regular" students through certain schools indulging in malpractices.
The board has withdrawn affiliation to one school while issuing show-cause notices to other schools.
The results of these students will now be declared as private students after proper verification. In several cases students are understood to have not even cleared their Class VIII examination which is a pre-requisite for appearing in the Class X board examination, sources, pointed out.
Giving details about the detected "fraud", Mr Jarnail Singh, Controller of examination of the board, said Shiv Shakti School, Ludhiana, sought affiliation in 1997. The school reported that it had 25 students. However, the number of applicants sent to the board were 87.
After a close scrutiny of the records it was discovered that registers of withdrawals were manipulated. The board has decided to declare the results of only 25 students as regular candidates. The rest will be treated as private students, Mr Jarnail Singh added.
The modus operandi of such schools is simple, sources said. All students aspire to get their certificate as regular candidates. This brightens their chances of admission in higher classes. While the normal examination fee is about Rs 175. These schools goad students to pay amounts ranging from Rs 1000 to 2500 to apply for them in board as school's students.
As the schools are duly affiliated staff in the board usually takes the names of all candidates under principal's signature as genuine. Sources pointed out that the involvement of a "handful black sheep" in the board could not be ruled out. Earlier a number of such schools manipulated a centre of their choice.
Yamuna Model Senior Secondary School Ludhiana, which sent application forms of 262 candidates admitted 258 students within two days as per available school records. "It seemed incredulous. During examination when the DEO visited the examination centre, a number of students accepted that they never went to the school in question. A few even admitted never to have cleared the class VIII examination", Mr Jarnail Singh said.
The board has converted all students of this school as private students. A show-cause notice will soon be despatched to the school and public will be asked not to put their wards in such schools, he said.
In Ranjit Model Senior Secondary School, Ludhiana, 102 of the 192 students will now be treated as private candidates. Sources did not rule out the possibility of more such schools indulging in similar malpractices. Action is being taken against certain private academies who send fraudulant admission forms on receipt of big amounts from innocent wards sources added.

Kharar tense after clash

KHARAR, July 22 — Tension prevails in Kharar following the clash between local traders and employees of the local municipal committee over the anti-encroachment drive on the second day here as the traders observed a complete bandh and kept their shops closed and on the other hand employees of the municipal committee resorted to an indefinite strike outside the office of the committee.
A press note issued by the Beopar Mandal here today have alleged that they would intensify their struggle if justice was not done to them. They have demanded that all those officers and employees of the committee who have misbehaved with the nominees of the traders should be brought to book and cases should be registered against them.
The traders have formed a joint action committee comprising the representative of all the trade unions to chalk out the further action plan. The traders today took out a protest march through the main markets before reaching in the tehsil complex. They raised slogans against the government, the municipal committee and the local administration. They held a rally in the tehsil complex which was addressed by leaders of various political parties and traders.
Meanwhile, employees of the municipal committee have refuted the charges levelled by the traders and have alleged that, in fact, they were attacked by the traders. They have threatened to intensify their struggle if the traders responsible were not arrested.
The Kharar DSP and SHO were not available for comments but police sources revealed that a case under section 452, 506, 323, and 148, IPC, has been registered against some local residents and traders on the complaint of Mr Ranbir Singh, president of municipal committee for allegedly attacking his residence last night.
The traders have alleged that the police had registered a false case and no trader had gone to his house.
The traders blocked vehicular traffic here on Kharar-Chandigarh road last evening for about one and a half hours and the blockade was lifted after an assurance by the senior officers that necessary action would be taken against the guilty employees.
The controversy was caused by the anti-encroachment drive started here by the local committee in accordance with the orders of the Punjab and Haryana High Court.

  Financial crisis in government colleges

CHANDIGARH, July 22 — Government colleges in Punjab are facing a grave financial crisis. They have no funds even to hold their annual functions what to talk of conducting extra-curricular activities.
Buildings of most government colleges are in a dilapidated condition. In the absence of funds repair of buildings have not been undertaken for the past several years.
The Punjab Minister for Higher Education, Mr Manjit Singh Calcutta, told TNS that to provide financial help to government colleges he had instructed the officials concerned to re-activate the parent-teacher associations (PTAs).
Such associations were active earlier. But these stopped functioning about two years ago following reports of disputes from certain places. In fact, the Education Department had instructed such associations to discontinue their work.
Mr Manjit Singh said that PTAs would be requested to collect donations from well-off citizens by using their good offices. These donations would be used for carrying out academic and allied activities of the colleges.
The Minister said that funds provided by the Government were enough only to meet the establishment expenditure of such colleges. He said that the dues of government aided private colleges against the Punjab Government had shot up to Rs 27 crore. The Punjab Government provides 95 per cent financial aid to certain private colleges.

He said that there was no alternative but to increase fees and other funds for mobilising financial resources for government colleges. He said that government colleges could become self-dependent to meet their financial requirements for the maintenance of buildings and holding functions and extra-curricular activities.
He said that without such activities college education was incomplete. He said that while in convent schools people were ready to pay Rs 500 as tuition fee per month of their wards and Rs 10,000 or more as admission fee, in government colleges they were not ready to pay more than Rs 30 per month.
The minister said that while he wanted to increase the fees in government colleges, he was also for controlling the unjustified rate of fees in private colleges. He said private colleges were meant for providing education as a part of social duty and not to be run on commercial basis to mint money. He said that the government would make provision to regulate fees in private colleges.
Mr Manjit Singh said that he had also approached the UGC for getting funds for government colleges. A camp for principals of government colleges would be held at Guru Nanak Dev University to make them aware about the UGC schemes under which funds were provided to colleges for running various courses and allied activities.
He said that officials concerned in colleges and universities had been instructed to restore the original status of class room teaching. Due to introduction of entrance tests at various levels, class room teaching in recent years had almost come to an end. Students were more interested for preparing for entrance tests instead of attending classes in colleges, he added.
Mr Manjit Singh said that he was trying to introduce new courses in colleges. It was era of specialisation and to meet the requirements of the job market he wanted a complete overhaul of the existing education system.

  Tohra moves HC on helmet issue

CHANDIGARH, July 22 — Mr Gurcharan Singh Tohra, SGPC President, today moved a review petition in the Punjab and Haryana High Court seeking modification in the pollution case judgement insofar as it made the wearing of a helmet for Sikh women compulsory. This direction had hurt the religious sentiments of the Sikh community, he said.
Mr Justice Swatantar Kumar, who had authored this judgement as a member of the Division Bench (Mr Justice Sat Pal, the other member of the Bench has since retired), issued notice to the Punjab and Haryana Governments and the Chandigarh Administration for July 27.
In his petition, the SGPC chief stated that the judgement infringed on the code of conduct followed by Sikhs. He claimed that the code of conduct was given by Guru Gobind Singh.
The 10th Guru had stated: "Whosoever is a Sikh is not to wear a cap on the head and if he does so, he would be cursed", Mr Tohra submitted in the review petition. Bhai Prahlad Singh, he claimed, had quoted the Guru as having said: "If a Sikh wears a cap or hat on the head, he would be condemned as a leper for seven lives."
The direction for making helmets compulsory for Sikh women, the SGPC chief told the court was also violative of Article 25 of the Constitution. The Article provides that all persons in India are equally entitled to freedom of conscience and had the right to freely profess, practise and propagate their religion.
During the course of hearing the judge asked Mr Tohra's counsel a few questions: "Is it not the function to the state to protect the life of all persons? How does it hurt the sentiments of the Sikhs? Has the Delhi High Court not made wearing of helmets compulsory for all men and women, except Sikhs wearing a turban? Was this question not raised in the U.K.?"
"I have heard counsel for the applicant at some length. I have pointed out certain doubts which the court had in its mind with regard to the correctness of the application and relief prayed therein.

  WHO posting for Punjab IAS officer

CHANDIGARH, July 22 — A Punjab cadre IAS officer, Mrs Poonam Khetrapal Singh, has done the country proud.
She has been appointed Executive Director of the World Health Organisation in Geneva. This post is equivalent to that of Assistant Director-General, WHO.
Mrs Singh is one of the nine Executive Directors selected worldwide by the new Director-General of WHO, Dr Gro Harlem Brundtland, a former Prime Minister of Norway. Dr Brundtland took over her assignment on Tuesday, when she also announced the appointment of nine Executive Directors, five of them women, including Mrs Singh.
Reports reaching here say that Mrs Singh will be in charge of "sustainable development and healthy environment". In fact, in her inaugural speech, Dr Brundtland described Mrs Singh as a "leading health management specialist from India". Thus, Mrs Singh becomes a part of the nine-member "cabinet" of the WHO D-G.
Mrs Singh will be with the WHO for a period of two years.
She is said to be the first Indian to be selected for this level in the WHO and possibly the first Indian woman appointed in any UN organisation. She has 23 years of experience in the IAS. She had earlier worked with the health management project of the World Bank in New Delhi in the 80s.
Mrs Singh is credited with preparing the Rs 400 crore health project report which later led to the creation of the Punjab Health Systems Corporation. She was in the UK on a British fellowship to the University of Birmingham, where she obtained a masters degree in health management.
At present Mrs Singh was posted as Managing Director, Punjab Financial Corporation.
Among the posts she has held during her career was that of Secretary, Health and Family Welfare, and also Secretary, Personnel. It was her idea to contract out health services in hospitals in the areas of waste disposal, catering and maintenance services etc. While with the World Bank, she worked on "population, health and nutrition sector" and was continuing as a consultant on health management with the World Bank.
While in the UK her dissertation was on the introduction of "user fees" in health facilities, a concept the experimented with in Punjab. Mrs Singh encouraged participatory management and to work through focus groups, discussion forum and stakeholder analysis.
She belongs to the 1975 IAS batch. Her husband, Mr A. Didar Singh, is Managing Director, Punjab Electronics Development Corporation.

  Contractor gets judicial remand

ABOHAR, July 22 — Wholesale wine contractor Inderjit Bhatia today fainted when the city police produced him in the Court of Judicial Magistrate, Mr S.K. Aggarwal.
He alleged that he was beaten up in the police lock-up not only by the police but by Mr Lajpal Jakhar Excise and Taxation Officer and Mr Roop Lal Bansal, retail liquor/wine contractor and his musclemen. Mr Bhatia showed lash marks on his body.
Mr Bhatia was arrested by the city police after shots were fired from the service revolver of Mr Lajpal Jakhar inside the wholesale wine depot on the Abohar-Fazilka road opposite a petrol pump.
Earlier, the magistrate pulled up the police for producing Mr Bhatia in handcuffs and ordered the same should be removed immediately. The investigation officer was not present in the court, the ASI accompanying the contractor unlocked the handcuffs immediately. The court refused to accept the plea for remanding the contractor into police custody. The plea was strongly opposed by the defence counsel arguing that no recovery was to be made. The service revolver was in the custody of the ETO.
The judge remanded Mr Bhatia into judicial custody till August 5. The court asked the police to ensure proper medical aid and security to the wholesale contractor. Mr Bhatia had been arrested following an alleged tussle between the retail and wholesale contractors over putting a Naka outside the wholesale depot without the help of excise and police personnel. The arrest was affected on the complaint of the ETO who had gone to rescue the employees of the retail contractors who had allegedly been detained by the wholesalers.

  Protesting teachers cane-charged

CHANDIGARH, July 22 — As many as 45 members, including 15 women and a five year-old child, were injured when the protesting teachers were subjected to a mild cane charge at about 5 p.m. in Sector 17 here.
The teachers are seeking their re-appointment after they were rendered jobless by a decision of the high court. The protesters had assembled near the office of the DPI (Schools) despite downpour and raised slogans against the state government.
The secretary of the Sanjha Adhyapak Morcha, Mr G.S. Brar, said the protesters were cane-charged while they were on their way to present a memorandum to the Punjab Education Minister, Mr Tota Singh.
He condemned the attack on the peaceful demonstrators and pointed out that they had not even breached Section 144, Cr PC, which is in force in the northern sectors.
He said that the police gave no warning and did not use the water canon. Even little children accompanying their mothers were injured. The clothes of many women protesters were deliberately torn to humiliate them, he alleged.
Those injured included Mr Datar Singh, president of the Democratic Teachers Front, Mrs Sarabjit Kaur from Amritsar, Shashikanta and Mr Gurjit Singh.
Meanwhile, police officials said the teachers were planning a breach of the peace in the city and had to be dispersed.

The orders, passed by the Principal Secretary, Home, Mr GPS Sahi, become effective immediately.
As a consequence of these orders, the fresh posting orders in respect of Mr H.S. Dhillon, Mr R.P. Singh and Mohd Mustfa will be issued separately.

DC visits 'land of scarcity'

GURDASPUR, July 22 — Mr S.K Sandhu, Deputy Commissioner, along with Deputy Executive Engineers of the Drainage and the PWD (Rural Roads) Division visited Mammi Chakranga and Bharial villages yesterday.
Talking to newsmen here today Mr Sandhu said a committee headed by a tehsildar and comprising senior medical officer, veterinary doctor, assistant food and civil supplies officer, SDOs of drainage and PWD departments had been constituted to redress the grievances of the residents of the area. The committee will visit the area on Wednesday and Saturday.
The area has been visited by a Deputy Commissioner after one and a half years. The last Deputy Commissioner to visit the area was Mr T.R Sarangal who was transferred after three months.
The area has a population of 3250 and comprises 11 villages, including six of Gurdaspur sub-division and five of Pathankot sub-division. It has Pakistan border on one side and the Ravi on the other side and the Beas on the third side. This island has been aptly called a land of scarcity, the area of government apathy and an island of deprivation.
Mr Sandhu said most of the well off residents of the area have built houses at safer places. Near Dhussi Bundh, residents of Mammi Gharranga have built mud thatched huts to keep a vigil on their lands. The people of the area have shifted their valuables to safer places. However the population has been provided with tents and tarpaulins.
Two patwaris have been stationed in the area to make revenue assessments. One of the patwaris is a native of the area.
The area remains cut off from the rest of the district for about six months in a year and the situation is the worst during rains. Mr Sandhu said adequate stocks of kerosene, wheat, pulses, medicines have been procured for the area.
Mr Sandhu said the district administration was in touch with the Army and the BSF. A police post with a wireless set has been set up at Lassian. The telephone authorities have been asked to make five telephone connections in the area operational. The connections have been lying out of order for many months.
Mr Sandhu said roads in the area were in a bad shape. He said an executive engineer rural roads, has been directed to survey the area and implement the report after the rains.
Mr Sandhu said 200 acres in Mammi Chakranga village have already been washed away. The Central Water Commission has sanctioned Rs 1.25 crore for flood protection measures in the area. The work will be started in October, he said.
Mr Sandhu said the approach road to area from Jhabkara-Marara to Kamaura Pattan was in a bad shape. Several potholes can be easily spotted on the road. The executive engineer concerned has been directed to undertake earth work on the road and fill up the potholes. He said funds would be provided from the District Planning Board for constructing pavements of the road in October. He said one more boat has been ordered for ferrying people of the area from Makaura to Bharial.

Shortage hits health services

Inadequate strength of medical staff has adversely affected health services in various government hospitals, dispensaries and sub-centres in this district.
Official sources said that medical staff in most hospitals and dispensaries located in the towns was posted in full strength while in the rural areas the strength at primary health centres (PHCs) was thin.
The sources said that 58 posts of doctors, including specialists, were vacant against the total strength of 189 doctors sanctioned for this district. There were only seven dental doctors against the sanctioned strength of 12 in the district.
According to official data, there are total 255 government health institutions having a capacity of 906 beds in the district. These institutions serve about 11 lakh people in the district.
Official sources said apart from doctors, 71 posts of staff nurses were lying vacant against the total sanctioned strength of 140. Twenty-seven posts of radiographers and laboratory technicians were lying vacant. About one-third of the total sanctioned strength of multi-purpose workers were serving the whole district. About 40 per cent posts of multi purpose supervisors were short.
Dr Bawa Ram Gupta, Civil Surgeon, said he had been sending repeated representations to the higher authorities for getting full medical staff in the district. He had also raised this issue at a number of meetings of civil surgeons with the state health authorities.
Sources said in absence of adequate medical staff in the rural areas, quacks were having a field day and they were virtually minting money at the cost of the rural population's health. Hundreds of such quacks in this district had been identified by the state health authorities.
Apart from it, since the creation of the Punjab Health System Corporation (PHSC) with the help of the World Bank loan in the state, the problem in government hospitals had increased manifold.
In big hospitals of this district new machines were being installed by the corporation for treatment, but there are no trained staff to run the imported machines.
Hospital sources said if the machines were run by the untrained staff then these were prone to any defect and the machines would be lying idle for months together till the trained staff were posted to run them.

  4 killed, 8 hurt in road mishaps

AMRITSAR, July 22 — Four persons were killed and eight others injured in two separate road accidents in the district today. According to the police, three persons were killed when the mini bus in which they were travelling dashed against a stationary tractor-trolley near Khayala Kalan village under the Chogawan police station. The dead have been identified as Balwinder Singh, Pritam Singh and the conductor of the bus, Sukhchain Singh. Driver Sucha Singh is among the eight passengers who were seriously injured. The injured have been admitted to Guru Nanak Hospital here.
In the second accident an unknown cyclist was crushed to death when a truck ran over him near Baba Bakala. The police has registered a case against the driver.

School principal suspended

PATIALA, July 22 — The DAV College Management Committee has placed Mrs P. Lal, Principal of the local DAV Public School, under suspension following serious charges levelled against her.
Mrs Lal has been directed to hand over the charge of the school to the seniormost teacher, Mrs A. Kataria, immediately. She has also been directed to hand over the entire school property, including official cars, to Mrs Kataria against the latter's acknowledgement in writing to this effect.
The suspension order also states that Mrs Lal will not enter the school premises during her suspension or operate any bank account of the school. The order, which is signed by Mr T.R. Tuli, president of the management committee, says a charge sheet is being prepared against Mrs Lal and will be handed over to her.
According to school sources, Mrs Lal has, however, not handed over charge as Principal to Mrs Kataria. Talking to TNS, Mrs Lal claimed certain teachers were "indulging in mischief" against her for their own vested interests.
While admitting she had not handed over charge of the school to Mrs Kataria, Mrs Lal said she had explained her position to the management committee president after returning back from a two-month trip abroad. She said a one-sided decision had been taken by the management on the basis of false allegations and she had not been given any opportunity to explain her viewpoint.
The suspension of Mrs Lal comes after an agitation against her by some school teachers as well as the Parents Association of the school.

JALANDHAR, July 22 — The Rashtriya Hindu Parishad has called for an immediate ban on a book "Hinduism: Dharm ya kalank".
Addressing a Press conference here today, Mr Arun Sharma Pappu the party spokesman alleged that the derogatory references published in the book, had hurt the Hindu sentiments. The author has not even spared leaders like Mahatma Gandhi, Sardar Patel.
Asking for a ban on the book and demanding arrest of the authors, Mr Sharma said on July 26 a state-level meeting would decide the next course of action.

TARN TARAN, July 22 — The police has busted a gang of four persons responsible for a large number of robberies and extortion incidents in districts of Amritsar, Ferozepore and Faridkot besides the Tarn Taran area.
Mr Jasminder Singh, SSP, told newsmen here today that the arrested robbers had been identified as Harjinder Singh of Varpal, Heera Singh of Thathian Mahantan, Jaswinder Singh of Ghumiara (Faridkot) and Harjit Singh, alias Doctor of Kot Dharm Chand. One AK-47 rifle, one .303 bore rifle (cut barrel), one .12 bore gun and ammunition were recovered from their possession. They had committed robberies as at Mudki (Ferozepore), Chand Baja Mandwali (Faridkot), Brahampura (Amritsar), Thathian Mahantan (Amritsar), Varpal, Pheloke and at some other places.

  Stir against bus fare hike planned

BATHINDA, July 22 — The Bathinda unit of the Lok Morcha, Punjab, has started a public awareness programme against the recent hike in bus fares.
In a press note issued here yesterday, secretary of the district Lok Morcha, Pushplata said the awareness programme had been launched to organise people for launching a big agitation against the "anti-people" policies of the SAD-BJP government.
She said the state government could have explored other channels to offset roadways losses.

Plea to verify affidavits

PHAGWARA, July 22 — Dr Raman Aggarwal, secretary of the legal cell of the Indian Medical Association, Punjab, has urged the chairperson of the selection committee for admission to the MBBS course in the medical colleges of Punjab to verify the affidavits submitted by candidates before putting up the final selection list.
In a written representation sent to the chairperson yesterday, Dr Aggarwal reminded her that she had cancelled counselling on July 14 of students selected for the PMET following complaints by students and their parents that some students appearing for counselling were getting the benefit of residence certificates in states other than Punjab. Fresh counselling of candidates placed in the merit list of PMET, 1998, was held on July 20 with students producing affidavits that they had not availed themselves of the residence certificates benefit in any other state than Punjab. However, some of them had submitted false affidavits.

  Reinstate CE, demand engineers

PATIALA, July 22 — The PSEB Engineers' Association today supported the launching of the agitation by engineers of the Lehra-Mohabbat thermal plant. The agitation by thermal plant engineers was initially started due to the suspension of Chief Engineer V. Sharma, who was in-charge of the project.
In a statement here, association general secretary H.S. Bedi said the association was discontinued on the assurance by the Member (Generation) and the Chairman that the officer would be reinstated in the next board meeting. Now the board management had backed out of its commitment, compelling the engineers to resume their agitation which could affect the performance of the plant.
Mr Bedi said it was intriguing that the seniormost engineer of the board had been suspended without even conducting a preliminary inquiry and now the officers stationed at the plant were being compelled to frame charges to justify the action of the board. He warned the agitation might spread if the officer was not reinstated.
Mr Bedi said the association also condemned the suspension of Mr Harjit Singh, Additional Superintendent Engineer, Patti, on flimsy grounds and demanded his immediate reinstatement.

  Drive against encroachments

ABOHAR, July 22 — The municipal council staff here has launched a major campaign to remove encroachments and publicity hoardings from crossings and roads leading to Fazilka and Malout.
Many roadside dhabas and other constructions have been demolished as the owners of these had reportedly not removed these even after public announcements.
The police, meanwhile, reportedly refused to join the campaign, arguing that it was busy in arrangements for the visit of the DGP at the installation ceremony of the Rotary Club.

  Ban on vehicle sale bazars

BATHINDA, July 22 — Mr S.R. Ladhar, District Magistrate, today imposed a ban till September 19 on the holding of sale bazars of vehicles in the district.
Mr Ladhar said the ban had been imposed to prevent the sale of stolen vehicles in such bazars for the smooth flow of traffic as most of these bazars were being held along the main roads.
It may be mentioned that tractor and scooter sale bazars were being organised illegally once a week in Talwandi Sabo, Rampura Phul and Bathinda town of the district.
About three years ago, a police party had busted a gang of scooter thieves who used to sell new scooters in such sale bazars in this town.
Mr Ladhar has also banned the sale of unhygienic sugarcane juice in the district with a view to checking any outbreak of disease in the rainy season.
