CHANDIGARH, July 22 — The Haryana Chief Minister, Mr Bansi Lal, today alleged on the floor of the House that a conspiracy was hatched to eliminate him during the regime of Mr Devi Lal in 1977.
Intervening in the discussion on the Budget, Mr Bansi Lal alleged that soon after his arrest after the Emergency, he was handcuffed and taken to the police station in a jeep. He was taken out of the police station while he was still handcuffed to be photographed. He said he was still keeping that photograph with him to remind him that such a day could come again.
When he was taken to the court of the Chief Judicial Magistrate for remand proceedings, the Magistrate ordered that he should be produced in the afternoon.
Mr Bansi Lal further alleged that while he was waiting at the court premises, a junior police functionary informed him that a conspiracy had been hatched in the retiring room of the CJM to eliminate him. Certain senior police officers were also a party to the conspiracy which was hatched on the orders of Mr Devi Lal, he alleged.
When he was produced before the Magistrate, Mr Bansi Lal requested the Judge to record his "dying declaration". In his statement he said that if anything untoward was to happen to him the blame should lie on Mr Charan Singh, the then Union Home Minister, Mr Devi Lal, certain police officers and the CJM.
Mr Bansi Lal said when the CJM tried to question him, he raised both his handcuffed hands. The Magistrate thought that he was about to hit him and he left the court room. The remand was given by some other Magistrate.

  House committee to probe farmers' suicides

CHANDIGARH, July 22 — The Haryana Assembly Speaker, Prof Chhattar Singh Chauhan, today announced that a House committee would be set up to go into the reported cases of suicides by farmers in the State due to indebtedness.
He made this announcement during the discussion on the Budget for 1998-99 when the suggestion for setting up a committee came from the Education Minister, Mr Ram Bilas Sharma.
The issue of suicides by the farmers was raised by Capt Ajay Singh (Cong) while participating in the debate on the Budget. Intervening, Mr Sharma denied that any farmer had committed suicide in Haryana. He suggested that a committee of the House should be set up to go into the allegation. The Opposition readily accepted the suggestion.
Meanwhile, the Chief Minister, Mr Bansi Lal, who was not in the House when Mr Sharma had made the suggestion, came in and intervened in the debate. He said he knew only one farmer in the State who had committed political suicide by frequently changing his political loyalties. Obviously referring to Mr Shamsher Singh Surjewala, president of the Haryana Krishak Samaj, who has raised the controversy, Mr Bansi Lal said till his term in the Rajya Sabha had not expired, he had not raised this issue and now he was projecting himself as a champion of the farmers.
Mr Sharma's suggestion was supported by Mr Birender Singh, who said they were not blaming the present State Government for suicides by the farmers but the system was responsible for it. The issue was of concern to the entire House. Prof Sampat Singh (HLDR) and his colleagues also supported the suggestion.
The Speaker said the committee would be formed after consultations with the leaders of all parties.
Incidentally, Mr Surjewala plans to organise a one-day dharna and fast outside the Vidhan Sabha here on July 27 to highlight the issue.

  Panchayat byelections dates announced

CHANDIGARH, July 22 — The State Election Commission, Haryana, has issued notification for the second phase to conduct panchayat byelections in Ambala , Jind, Sonepat, Mahendragarh, Gurgaon, Sirsa and Panipat districts.
Mr J.K. Duggal, State Election Commissioner, Haryana, today said nomination papers would be presented from July 22 to 24 between 10 a.m. and 3 p.m. Scrutiny would be done on July 25 between 10 a.m. and 3 p.m. Candidature can be withdrawn on July 27 between 10 a.m. and 3 p.m. polling, if required, would be held on August 2 between 8 a.m. and 4 p.m.
He said that the counting of ballot papers would be taken up immediately after the close of poll on the same day at the same polling booth, he added.
Mr Duggal also disclosed that this time the nomination papers in respect of panches and sarpanches would be presented to the concerned Returning Officer (Panchayats) at the place meant for the purpose in the office of the concerned Block Development and Panchayat Officer instead of in the gram panchayats.
He said that the election results would be declared by the concerned Returning Officer (Panchayats) after obtaining approval from the District Election Officer (Panchayats) except in such cases where the margin of votes secured by the first two leading candidates is less than 5 per cent of the total valid votes polled by the candidature and where after the last date and time fixed for withdrawal of candidates, only a single contesting candidate is left to contest election. The election result in such cases will be declared by the concerned Returning Officer (Panchayats) after obtaining the written approval from the State Election Commission, Haryana.
Mr C.S. Rana, Mr Gajraj Singh, Mr R.C. Rao, Mr P.P. Singh Sawhney, Mr Raj Kumar and Mr R.S. Kailey, all IAS (retd) have been appointed observers for Ambala, Jind, Sonepat, Mahendergarh, Gurgaon and Panipat districts, respectively. Mr J.S. Parmar, Assistant State Election Commissioner, Haryana has been appointed Additional Observer for Sonepat district.

  Rallyists want deal implemented

CHANDIGARH, July 22 — Members of the Haryana Karamchari Maha Sangh held a rally to protest against the non-implementation of the agreement reached between the Chief Secretary and representatives of the union on March 25, following which the ongoing agitation was called off.
Hundreds of members from all over the state braved rain to assemble at the Housing Board roundabout here today. The agitators, including a large number of women, raised slogan against the state government for going back on its promise.
Mr S.D. Kapoor, president of the sangh, said the Chief Secretary had assured them that all the demands would be implemented in a package, but nothing of the sort had been done so far.
He said the employees had been left with no alternative but to intensify their suspended agitation. It seems that the government was not interested in a meaningful dialogue with them, he added.
Other leaders termed the announcement of bonus on the floor of the assembly as a "cruel joke" and said the government was yet to give them the bonus amount for the year 1995-96. No provision had been made for the bonus to be given at the time of Divali this year.
The attitude of the Bansi Lal Government was "anti-employee" and no efforts were being spared to stifle all dissent. This was despite the fact that a majority of legislators was in favour of the demands raised by them but were afraid of saying so in the presence of the Chief Minister.
Meanwhile, rallies have been planned at Hisar, Kurukshetra, Sonepat and Gurgaon (August 6), Fatehabad, Yamunanagar, Jhajjar and Mahendragarh (August 13), Sirsa, Panchkula, Panipat and Rewari (August 20), Bhiwani, Kaithal Faridabad (August 27) and Jind, Ambala and Rohtak (September 2).
A one-day state-level rally will be organised in Chandigarh on September 16.

  HSEB opens computerised complaint centre

PANCHKULA, July 22 — The Haryana State Electricity Board (HSEB) has commissioned a computerised complaint booking centre for the town and its surrounding villages at the 66 kv sub-station in Sector 1 here.
The facility, which will be available round-the-clock will enable the consumers to book their complaints on telephones nos 579993 and 579994.
An official of the board said that the area in the city and sub-urban sub-division had been divided into five segments with each having a specific area code number. The complaint centre at Sector 8, which covers sectors 7, 8, 9, 16, 17, 18, Rajiv and Indra Gandhi Colonies and Budanpur village has been given area code no 51.
The Sector 15 complaint centre has been given code no 52, while the complaint centres of Sector 11 and Mansa Devi complex have been assigned the code no 61 and 53, respectively.
The complaint centre at Old Panchkula covers sector 1, 3, 20, 21, Nadha Sahib, Majri, Devinagar, Maheshpur, Fatehpur, Kundi and Chowki village.

Traffic jams a regular feature

With sharp rise in the vehicular traffic in town, traffic congestion on some busy roads has become a regular feature. Though the police has been maintaining a free flow of traffic on the national highway passing through the town, the situation on link roads leading to neighbouring villages and towns is in a bad shape.
The situation is particularly grave on Guru Teg Bahadur Marg, which is called the Bigher road in common parlance. The road starts from the national highway, leads to Bigher village and ends at Mandi Adampur. Business establishments of timber merchants are situated on this road. Most of the shopkeepers have encroached on the two sides of the road, thereby leaving little space for the vehicular traffic. Illegal vehicles carrying passengers to and from these villages have made a permanent stopover at the starting point of the road. Buses plying on the route also wait for commuters at this point. Most of the time it is difficult for other vehicles to cross this point. A situation like a virtual traffic jam can often be witnessed at this juncture.
The situation at the starting point of the road leading to Khan Mohammadpur village and Hanspur, near the Rattia road octroi post, is no different. Here also one can see a heavy rush of authorised as well unauthorised vehicles waiting for commuters. Clashes between drivers for passengers is a common sight. Shopkeepers on both sides of the road have made the situation even worse. Almost same is the situation at Bhattu and Majra roads and some other link roads.
Though the police has taken steps to regulate the traffic on the national highway and policemen manning key points on the road is a common sight now, not much has been done to improve the plight of the link roads. Further, the civil administration also has not been able to remove the encroachments on the roads. Residents have also been demanding that the stoppage for buses and other maxi cabs plying on the link roads be made at some distance from the starting point of these roads instead of their present position so that the rush of traffic on the road junctions could be thinned down.

  Minister 'neglecting' veterinary department

ROHTAK, July 22 — The Haryana veterinary association has criticised the style of functioning of Animal Husbandry Minister Jaswant Singh and charged him with neglecting the department.
The state executive committee of the association at an emergency meeting held yesterday alleged that the minister had decided to close the prestigious embryo-transfer technology programme on which the government had already spent over Rs 2 crore.
The executive committee said 16 districts in the state were without development heads as no promotions had been made, the selection grade proposals for the veterinary doctors, announced by the government in 1992, had been withheld by the minister, the association lamented.
Dr Om Parkash Chickara, joint secretary of the Haryana Veterinary Association, told TNS that Chief Minister Bansi Lal had been apprised of the situation who had assured action into the matter.
The state executive will meet at Bhiwani on July 25 to review the situation and chalk out the future course of action.
